Step 1: Partial path TSR will not be removed or extended to a full path. Its POR/Source or POD/Sink that extends across the MISO/Entergy border will be modified so that its path terminates at the MISO/Entergy border (see examples on the following slides). If the customer desires a different source/sink than the MISO/Entergy border source/sink, it will be reviewed and studied if appropriate.

Step 2: If the resulting TSR from step 1 is sinking within the market, it can be removed (if the load at the sink doesn’t rely on the TSR to supply the load).

Step 3: Any special scenario can be requested to be reviewed. MISO will process it on a case by case basis.

How will MISO handle unconfirmed and still active TSRs on the integrating entity OASIS?

These TSRs will be consolidated and placed on the MISO OASIS node. MISO will be shown as the Transmission Provider.

How will the queue position be established?

The queue will be established during the consolidation process. It will be based on the queue time on the integrating entity’s OASIS node.

How will start / stop dates be handled for TSRs that span across the integration date?

The actual integration date will become the new start date. This reflects when the reservations began settling under the MISO EMT (original start date will be stored in the TSR comment section).

TSR Conversions Overview…

There will four distinct types of TSR conversions that may occur as part of the process of standing up Module B-1. The timing of these conversions will vary and may not apply to all entities as outlined in the table below.

Conversion Type Description TimingCross-border TSRs • Two reservations – one on Entergy OASIS

and one on MISO OASIS – representing a single path

• MISO will merge into one TSR at integration to avoid rate-pancaking

• Cross-border TSR spreadsheet is posted on OASIS and is due to MISO by 2/15

• MISO will meet with individual customers to discuss individual conversions between 3/15 – 4/30

Mapping to an agent

• Customers using an agent must have reservations transferred to the financially-responsible entity

• Customer works with Entergy ICT to transfer TSRs to the new entity

• MISO will meet with individual customers between 3/15 – 4/30

Mapping to a new pricing zone

• Network reservations on the Entergy OASIS will need to be mapped to the new MISO pricing zones

• No input needed by customers• MISO will meet with individual customers

Remove partial paths

• Partial path reservations (TSRs that cross MISO and Entergy footprints but only exist on one OASIS) will be modified so they terminate at the MISO/Entergy border

• Customers may request a different source/sink for MISO’s review

• Studies will be performed if required after MISO reviews for appropriateness

1. As an existing integrating entity OASIS customer, applying to become a Certified MISO Market Participant (MP), what is required on the 3/15/13 deadline from the Section 18 packet of paperwork?  Is it simply service agreements or something more?

• All service agreements and applications should be submitted by 3/15/13 for any new service that may be taken under Module B-1 or Module B. Submitting this documentation now preserves your future service options.

• If you have any cross-border transactions, a cross-border TSR template should be completed by 3/15/13.

2. What else is required of a new MISO MP Applicant to ensure readiness to take service and to be settled by MISO beginning July 1, 2013?

• Please see “The Phases of MISO TSR Integration…” slide from this presentation. • Meeting Credit requirements no later than May 17, 2013 will be important to certification efforts. • MISO cannot certify an Applicant until Credit requirements are met.

3. As an existing integrating entity OASIS customer, and an existing MISO Certified Market Participant with MISO Transmission paperwork already on-file, is anything else required?

• Specification sheets for any network load should be provided by 4/1/13. • All existing MISO MPs are encouraged to review MISO Transmission Service Agreements to

ensure you have the appropriate agreements for any new service you intend to take as a result of the Southern Region Integration.

4. As an existing Certified MISO MP, with MISO transmission paperwork already on-file, is anything additional required to act as an agent for an existing integrating entity customer?

• If your entity has not done so already, an Attachment B should be submitted by the MISO Agent MP no later than 3/15/13. This documents the intended agent relationship with the existing integrating entity customer.

• Specification sheets for any network load should be provided by 4/1/13. • All existing MISO MPs are encouraged to review MISO Transmission Service Agreements to

ensure you have the appropriate agreements for any new service you intend to take as a result of the Southern Region Integration.

• Additionally, if you have any cross-border transactions, MISO requests that the MISO MP complete a cross-border TSR template.

5. Which type of application and/or service agreement should we be completing?

• The service you anticipate you will request under MISO tariff: Short-term Firm Point to Point, Long-term Firm Point to Point, Non-firm Point to Point, and Network Integration Transmission Services.

6. When are the specification sheets due?

• Specification sheets for network load are due 4/1. • Specification sheets for confirmed Point to Point are not needed.

7. How do I complete my specification sheet by April 1, 2013 if I have not registered my Commercial Model information and do not intend to do so until the June 1, 2013 stated deadline?

• For the April 1 deadline, customers don’t need the commercial model information to complete the specification sheet.

• MISO will note the CPNODE information to the specification sheet later when the CPNODE information is available.

8. How do I update/transfer my existing Entergy TSR to my agent?  Is there a different process for each type of TSR?  Who can I work with at Entergy if I have questions?

• Please work with Entergy ICT to get it transferred. Please contact [email protected].
