►Fountain defines Virtual State as
“a government that is organized increasingly in terms of virtual agencies, cross-agency and public-private networks whose structure and capacity depend upon the Internet and web” (Fountain 2001:4).

IV. Implications of Rise of E-state
1.The rise of e-state will strengthen the state through e-government.
2.There will be greater citizen participation in the affairs of the state, again through e-government.
3.The state is going to be more expensive for the citizens as citizens will be required to support both the e-state and state, and the state will be required to meet higher expectations of citizens from e-government.

Findings of Panagopulous (2004)
1. “The evidence indicates that improvements in the level of digital government in a country will positively affect the level of public confidence in government.”
2. “In fact, for every full unit (1.0) of increase in the e-Government Index, confidence in government is predicted to increase to an astounding 16 percentage points.”
3. Similarly, as regards participation (indicated by voting in election), Panagopulous found: “As a nations’ e-Government level (e-Gov Index) rises by a full unit, the turnout in that country is expected to rise by nearly eight percentage points.”
4. “In fact, a full-unit increase in the E-Gov Index would yield a substantial increase of 15 points in the mean rate of turnout” in case of states categorized as “Free” by Freedom House.
5. “Specifically, higher levels of digital government are expected to produce greater confidence in government as well as higher turnout in election.”
