GSP+ is a preferential trade scheme of the European Union, which offers full removal of tariffs to countries exporting goods to the EU. As precondition, Pakistan has ratified internationally recognized core labour conventions. For maintaining GSP+ status, Pakistan must now proof sustainable development in putting the conventions into practice, e.g. in the field of occupational safety and health (OSH). Occupational preven- tion work must, for ethical and social reasons, be focused on reducing the number and se- verity of workplace accidents, and companies are obliged to comply with national OSH regu- lations. Here the envisaged Return on Prevention (RoP) Study for Pakistan comes into play, since it also evaluates baseline figures for social compliance as key performance indicators within companies:

A cross-country RoP study called “Calculating the International Return on Prevention for Companies: Costs and Benefits of Investments in Occupational Safety and Health” has been conducted in 19 participating countries and 337 companies. The results are available in the following report:
The RoP study was a joint project of the International Social Security Association (ISSA), the German Social Accident Insurance (DGUV) and the German Social Accident Insurance Insti-tution for the Energy, Textile, Electrical and Media products sectors (BG ETEM). In the context of the GIZ project “Implementation of Social Standards Support Programme to the Textile and Garment Industry of Punjab” (ISSSP) a Return on Prevention Study for Paki-stan is envisaged. Therefore, a RoP Planning Workshop with several Pakistani stakeholders (Labour & Human Resource Department, HomeNet, ActionAid) and BFZ took place in La-hore, Pakistan with the following content: Content:

Results: • Introduction + Framework During the introduction the participants were briefed where the RoP Study is located within the framework of Prevention and Occupational Safety and Health (OSH):
• Company Visit + Selection Criteria The RoP planning group visited a company in the garment sector for dyeing and printing in Lahore. The visit was a joint field activity with labour inspectors of Punjab:
The main aim of the field activity was to figure out and to experience selection criteria which companies should be chosen for the RoP Interviews and which not. The participants of the RoP Planning Workshop agreed, that only companies should be selected for the survey, who

- show interest in OSH, - are experienced in prevention work, - decide voluntarily to cooperate.
This positive selection of companies goes on the one hand along with the risk of answers that are too positive. On the other and more important hand, companies that are less inter-ested in OSH normally should have even higher benefits of prevention work. • RoP Country Report The participants decided that the research project should be concluded by a RoP Country Report for Pakistan. The Country Report should be kept “short and simple” in order to attract as many readers as possible. This is in line with the International RoP Report, which in prin-ciple consists of 15 pages.
