MISSION STATEMENT

To assist, stimulate, and enhance economic development in Big Spring, Texas,

subject to applicable State and Federal laws and the Bylaws and the Articles of

Incorporation. To utilize its Sales Tax Revenues to increase the job opportunities

available to the citizens of Big Spring by assisting the expansion of local businesses

and attracting new business activities to Big Spring.

Northern Border

The Northern Border (PTP) is a summary of the border crossings in Montana and North Dakota that is served by the Ports-to-Plains corridors.

This includes fourteen (14) border crossings from Portal, ND to the east and Sweetgrass, MT to the west. It is provided to give an overview of the

role that the Ports-to-Plains corridors play in the movement of goods from Canada into the United States. Unlike the enre northern border that

has experienced a decrease of almost 16 percent, these crossings have experienced an increase of 37.6 percent between 2004 and 2014.

Growing from a base of 201,522in 2004, truck crossings increased to 280,702 in 2012 and ended the period with 277,296 in 2015. The result is an

increase in market share when compared to the en1re northern border from 2.93 percent in 2004 to 5.22 percent in 2014. Market share of the

en1re truck crossings from Canada to the United States increased over 78 percent.

Big Spring Economic Development is excited to be part of the Ports-to-Plains Alliance. The Ports-to-Plains Trade Corridor Coalitions is, above all, a network of people who share the same interest in the robust, sustainable growth of jobs and investment throughout the 9-state Ports-to-Plains corridor. Thanks to that network, and its geographic alignment between the Texas and western Canada’s oil patch, the Ports-to-Plains Trade Corridor is increasingly recognized as an important economic develop-ment resource for business leaders throughout North America’s energy and agricultural heartland.

Southern Boarder

The Ports-to-Plains corridor serves three Texas border crossings: Laredo, Eagle Pass and Del Rio. Truck

crossings at these three border crossings increased from 1,556,011 trucks in 2004 to 2,032,363 trucks in

2014, an increase of 38.39 percent for the period. This percentage increase outpaces both the

percentage increases in the en1re southern border and in the total eleven crossings in Texas.

In terms of market share, these three Ports-to-Plains corridor border crossings also exceeded the share

growth of Texas. In 2004 the market share of these three border crossings was 34.55 percent and that

has grown by 15.11 percent market share to 39.77 percent in 2014 when compared to the en1re

southern border. In comparison to all Texas border crossings, the market share was 51.25 percent in

2004, growing to 57.51 percent in 2014, a 12.20 percent increase in market share within Texas.

In an effort to improve mobility across the

Lone Star State, the truck relief route project

addresses safety, congestion and connectivity.

Located on the Ports to Plains Corridor, it will

alleviate downtown congestion and improve

mobility as freight moves through the area.

Construction on the southern portion is

anticipated to be completed in early 2016.

Construction on the northern portion will begin shortly after. The total estimated cost of the US Hwy 87 Relief Route is

$150,000,000.

Big Spring EDC approved a resolution

recommending a new feasibility study for US Hwy 87 be completed and supports the efforts

in turning the Hwy into Interstate-27.

Transport Handling Specialist assist railroads and

users of railroads in solving transportation issues that range from the storage of

products and fleets to the trans-loading of commodities.

With the assistance of Big Spring EDC, THS has enhanced the competitiveness of industrial activity in Big Spring and has developed the industrial property.

Since October 2012 Big Spring Rail has provided service to over 3,791 rail cars. October 2012-December 2012: 17 rail cars January 2013-December 2013: 235 rail cars January 2014-September 2014: 1,089 rail cars October 2014-September 2015: 2,450 rail cars

Western Container– employees 100 full time positions

A high performance company dedicated to being the premier manufacturer of PET containers for the Coca-Cola Bottling System. The company was established in 1979 by a group of Coca-Cola Bottlers who acted on the long-term need to offer a central distribution point and a reliable source of high quality low-cost plastic bottles.

Ft. Worth Pipe/Savage-employees 42 full time positions with up to 60 plus by year end

The Ft. Worth Pipe Big Spring, Texas yard is located 45 minutes east of Midland off of Interstate 20. Opened in 2013 to serve Cline Shale & Permian Basin operators, having over 45 acres of land for pipe storage, rail access, trucking, forklifts, clean and drift crews. This site also serves as a trans-loading facility for other industry related goods.

Hi Crush-employees 6 full time positions

Provides the handling and management of frac sand once it reaches the destination terminal. Through a network of strategically-located destination terminals, they are able to ser-vice customers on short notice, while reducing logistics costs and minimizing trucking detention fees.

Prime Eco-employees 1 full time position

A manufacturer of specialty chemical products for the Oil & Gas Industries and Road & Highway Construction Industries. Since 1998, Prime Eco has developed and co-developed products, systems, and patented technologies which are manufactured and supplied to various markets in the U.S. and overseas.

Co-Ex Pipe-employees 17 full time positions

Manufactures quality polyethylene pipe for a variety of industries including oil field, ranching, and farming applications.

Progress on the UPRR 10% Plan is nearing completion. Plans to develop the 312 acre site owned by the EDC have been approved and at this juncture, PIC is waiting for UPRR, MOU and is poised to begin the 30% Plan. Estimated capital investment approaches $100 million. The site is designed to handle unit trans and or crude oil to rail cars for distribution through the nation.

In order to meet the increasing sewer and water infrastructure needs that will allow growth and expanded business opportunities to occur in the northern portions of the City, the City found it necessary to make certain repairs and improvements to infrastructure specifically, to bore under Interstate 20 in order to lay sewer lines that will increase sewage capacity to the northwest quadrant of the city. BSEDC provided financial assistance in the amount of $1,000,000 to the City to fund such infrastructural improvements with the expectation that new jobs will result and existing jobs will be retained as a result of the improvements.

The Permian Basin, Howard County and Big Spring are growing at a rapid pace. The oil and gas industries are booming and with all the activity and there is much planning needed to accomplish future goals for the community. BSEDC along with the City of Big Spring agreed it was necessary to hire a professional service to assist with the study, development and preparation of a new and updated Comprehensive Plan for the City and its extra territorial jurisdiction and a new Airport Master Plan for the McMahon Wrinkle Airport and Industrial Park. BSEDC provided $284,203 as reimbursement for professional services fess incurred for the study, development and preparation of the Comprehensive Plan. Review of final draft is in September 2015.

Economic Strength Rankings - 2015

consistently grow in both size and quality.”

POLICOM specializes in studying the dynamics of local economies. From its research, it determines if an area is

growing or declining, what is causing this to happen, and offers ideas and solu1ons to communi1es to improve the

situa1on.

POLICOM addresses the condi1on of an economy from the viewpoint of its impact upon the “standard of living” of

the people who live and work in an area.

The economic strength rankings are created so POLICOM can study the characteris1cs of strong and weak

economies. The highest ranked areas have had rapid, consistent growth in both size and quality for an extended

period of 1me. The lowest ranked areas have been in vola1le decline for an extended period of 1me.

POLICOM has created economic strength rankings for all Metropolitan Sta1s1cal Areas since 1996 and all

Micropolitan Sta1s1cal Areas since they were created in 2002.

Metropolitan and Micropolitan Areas are geographically defined by the Office of Management and Budget, The

White House. The principal criteria to determine the area is commu1ng paDerns. A local economy is determined

by where people live and work, earn and spend. OEen1mes this ac1vity crosses county boundaries.

Metropolitan Sta�s�cal Areas

Metropolitan Sta1s1cal Areas have at least one urbanized area with a popula1on of at least 50,000, plus adjacent

territory (coun1es) which have a high degree of social and economic integra1on with the core as measured by

commu1ng. They must have at minimum one county but most include several coun1es.

There are 381 Metropolitan Areas.

Micropolitan Sta�s�cal Areas

Once looked upon as quasi-rural areas, a Micropolitan Sta1s1cal Area must have an urbanized area (city) with a

popula1on of at least 10,000 but fewer than 50,000. They must be at least one county and most are.

There are 536 Micropolitan Areas.

The Big Spring EDC website is very user friendly and informational.

Since the launch of the website many inquiries have been requested. During the year from October 2014 to September 2015, the website has had 12,013 visits with 82.84% of those hits being new visits. It is very important in this day and time to keep up with our ever changing communication technology. With this new site Big Spring Economic Development has accomplished just that.

The Big Spring EDC keeps our Social Network up to date As well as acquiring a QR (quick response) Code.

BIS Consulting offers a full range of GIS consulting services to support organizations and local government entities. This site benefits EDC by helping businesses find property and locate owners.
