Overview ou will find in this document as your orientation to the Chosen People Ministries' missionary staff. It is important that you become familiar with the structure and purpose of Chosen People Ministries. As a missionary you are accountable to the ministry, nationally and locally.

We are grateful to God for your willingness to serve Him through the

organizational structure of Chosen People Ministries. As you look through this manual you will find the necessary information in order to become familiar with Chosen People Ministries as well as your responsibilities. Take the time to read through each section and be sure to ask your supervisor any questions you may have. The purpose of this manual is to help settle you into your new position as a missionary. After your orientation to Chosen People Ministries, you will go through an extensive “Training Program” with your mentor. The Training Program can be found online at http://www.chosenpeople.com/training2 and is an important requirement for every new missionary in order to become familiar with the Jewish people, Jewish ministry, Church Relations as well as organizational/administrative topics.

Requirements our acceptance to become a missionary staff begins the task of fulfilling requirements that will be accomplished through the Missionary Handbook. Below you will find a list of requirements that you’re expected to meet throughout the completion of the Orientation Manual.

ü Familiarize yourself with Chosen People Ministries, the ministry staff, the accountability and credibility of the organization, and the worldwide effort to fulfill the organization's mission statement.

ü Receive tools necessary to function as a missionary within the organization of Chosen People Ministries.

ü Familiarize yourself with the requirement(s) to developing and maintaining a ministry partnership team, providing both financial and prayer support.

Introduction to Chosen People Ministries

elcome to Chosen People Ministries! It is an answer to prayer to have you on our missionary staff in the efforts to pray for, evangelize, disciple, and serve Jewish people everywhere and to help fellow believers do the same. As a missionary with Chosen People Ministries

it is important to take the initiative and be attentive to God's calling in your personal ministry while maintaining our mission statement. No one will dictate how your personal ministry will look, as long as it furthers the cause of evangelism and discipleship of Jewish people. As long as you provide an income stream and focus of the organization, than you will be fulfilling your obligations as a Chosen People Ministries missionary. With that being said the following orientation will provide you with the necessary awareness of the history and structure of Chosen People Ministries and the accountability and responsibility you the missionary will have while on staff. May God bless you and keep you in the wonderful calling to share the name of Messiah Yeshua (Jesus) among the Jewish people. You are part of a team that has been around since 1894. We pray you will be as fruitful as those who have come before us. When you were accepted on staff you received a Letter of Acceptance acknowledging that you are accepted as a missionary with Chosen People Ministries. The following steps will provide a smooth transition into missionary life and training. You have also received the Letter of Notification, which will be addressed later in this orientation. This information will acquaint you with the various departments in Chosen People Ministries, your direct Supervisor, and the requirements of a missionary along with other very important information. Read through the orientation, step-by-step for the necessary guidance you will need as a new employee of Chosen People Ministries. You will be provided a Chosen People Ministries email account, all communication between ministry staff members must be through this email account.

Doctrinal Statement

The Chosen People Ministries Doctrinal Statement affirms our commitment to the essence of evangelical faith and our core theological emphases when it comes to Jewish evangelism. Review the Doctrinal Statement as the Chosen People Ministries staff strive to remain accountable to these statements:

I

We believe in the verbal, plenary inspiration of the Bible, which is therefore inerrant and infallible in the original autographs. We believe in the sole authority of the sixty-six books of the Bible. (Ps 107:11; 119:160: Mark 7:6-13; John 10:35; 2 Tim 3:16-17; Heb. 1:1-3; 2 Pet 1:20-21)

We believe that there is one infinite and perfect God (Deut. 6:4; Lev 19:2; Deut. 33:27; Is 6:1-3; 40:28-31; Acts 17:24; Ps 90:2), eternally existing in three distinct and equal persons—the Father, the Son, and the Holy Spirit. Each possesses the characteristics of personality as well as the nature and perfections of deity. (Matt 28:19-20; John 1:1-3; 15:26; 16:12-15; Col. 1:15-20; Heb. 1:1-4).

We believe that God is sovereign and created all things for his glory. (Gen 1–2; Job 38-41; Ps. 19:1-4; Is 37:16; Jer. 10: 11-12; Rom 4:17; Heb. 11:3)

IV

We believe that God created Adam and Eve in His image and likeness (Gen 1-2). Through Adam’s sin, all people are born guilty before God with a nature in rebellion against him (Gen 3; Rom 3:10-18, 23; 5:12-21; Eph. 2:1-3).

V

We believe that God made an everlasting and irrevocable covenant with Abraham, Isaac, and Jacob (Gen 12:1-3; 15:9-21; 17:1-8). It includes the unconditional election of Israel as God’s chosen people, the gift of the land of Israel, and the promise of the Messiah through whom all the families of the earth will be blessed (2 Sam 7:6-16; Jer. 31:23-40; Rom 9–11; Gal 3:6–4:7).

We believe that God the Son preexisted as the eternal Word, took on human nature, and was known as Yeshua (Jesus) the Messiah (John 1:1-18). We believe in His full deity (Is 9:6-7; John 10:30; 20:28; Acts 2:14-36; Col 2:9), His virgin conception (Is 7:14; Matt 1:18:25; Luke 1:34-35), His full humanity (Heb. 2:14-18; 4:15), and His sinless life (2 Cor. 5:21; Heb. 4:15; 7:26; 1 Pet 2:22 [Is 53:9]). We believe Yeshua the Messiah revealed the mind of God (Deut. 18:15; Acts 3:22-24; Matt 13:57; John 1:18; Heb. 1:1-4), offered Himself once and for all as the only atoning, substitutionary sacrifice for the sins of humanity (Heb. 4:4:14–5:10; 7:1-3; 9:6-10:18; 1 John 2:2; Rev 1:5), and continues to intercede for His people (Rom 8:34; Heb. 7:25; 9:24). As the risen Messiah, He exercises divine authority from God’s right hand and will return to reign (2 Sam 7:12-16; Matt 2:1-11; Luke 1:32-33; Acts 2:30-36).

We believe in the full deity and personality of the Holy Spirit (Matt 28:19; Acts 5:3-4; Eph. 4:30). He bears witness to Yeshua through the Word of God (John 14:25-27; 16; 13; 1 Cor. 2:10-11). He convicts (John 16:7-11), regenerates (John 3:3-5), and baptizes individuals into the Body of Messiah (1 Cor. 6:11; 12:13; Titus 3:5). He indwells, fills, guides, helps, gifts, and produces in believers the fruit of the Spirit (John 14:15-21; 1 Cor. 6:19; Eph. 1:13-14; 5:18). We believe that no particular gift is given to every believer (Rom 12:6-8; 1 Cor. 12: 1-31; Eph. 4:11).

VIII

We believe that salvation for both Jews and Gentiles is available only through Yeshua and His finished work (John 14:6; Acts 4:12). This salvation is a gift from God, received through faith alone and not by works (John 10:28-30; Rom 8:28-30; Eph. 2:8-9; Rom 3:21–4:25; Heb. 13:5)). True believers in Messiah are sealed by the Spirit for the day of redemption (Eph. 1:13-14).

IX

We believe that the Church is comprised of both Jews and Gentiles who have accepted Yeshua as the promised deliverer (Eph. 2:11–3:6). Gentiles who have come to faith in Messiah Yeshua are fellow heirs in the kingdom of God with Jewish believers (Eph. 3:6; Gal 3:1–4:6). This belief in the universal body of Messiah encourages both Jews and Gentiles to live together in unity (Acts 14:23; 15:24-28; Rom 14:1–15:21; Col 2:16-23; Heb. 10:24-25). We also affirm the right of individual congregations to express their cultural diversity and the importance for Gentiles to reach out to Jewish people in evangelism as part of their call from God (I Cor. 9:20-21).

We believe that Messiah will return to earth to reign over the millennial kingdom from Israel (Dan 9:27; Matt 24:29-31; Mark 13:24-27; Luke 21:25-27; 1 Thess. 1:10; 2 Thess. 2; Rev 20:1-6). When all His enemies are put under his feet, He will hand over the Kingdom to the Father (1 Cor. 15:20-28). We believe that the eternal state of those who have not trusted in Messiah will be one of conscious suffering in hell. We believe that the final state of those who have trusted in Messiah will be eternal bliss in the presence of God. (Matt 25:46; John 3:36; 2 Thess. 1:8-9; 2 Pet 3:13; Rev 14:11; 20:11-15; 21:1–22:6)

History of Chosen People Ministries

Beginnings In the latter part of the 19th century people were on the move for many different reasons. Political and social upheavals in Europe continued throughout the turn of the century. This turmoil generated an intense longing, both for material stability and religious freedom. It was during this time of tremendous change that a man was born in Berezna, (a small town in eastern Hungary) whose life would become interwoven with these people on the move. The Orthodox Jewish community of Berezna was the birthplace of Leopold Cohn, who was destined for a momentous quest. In this part of Europe, Orthodox Judaism was a way of life. Traditional Judaism was all-pervasive in its impact on a daily existence and there was zeal for the Torah (Law). It was not surprising then, that Leopold Cohn became a rabbi. A Rabbi's Quest It was during his years of rabbinic study that certain portions of Scripture led Leopold Cohn to seek more knowledge about the Messiah. He searched the Scriptures and questioned other rabbis, but still found no satisfactory answers. One rabbi even advised him to go to America where he said, people knew more about the Messiah. Strange advice, it would seem yet, this noted rabbi said he would lose his position if he were to discuss the Messiah. Later, Leopold Cohn recalled this incident and felt that the rabbi knew something about the Messiah, Yeshua. Real Jewish Faith Cohn knew that there was but one course for him to follow: he must share the knowledge of the Messiah, Yeshua with his Jewish people. He explained an early encounter with members of the local community: "I showed them from the Scriptures that to believe in Yeshua was Jewish faith, real Jewish faith." This became Leopold Cohn's life calling. It also became a guiding principle for our ministry, which he founded in the Brownsville section of Brooklyn, New York, in 1894. To the Jew First Leopold Cohn began this ministry by holding meetings in a store which was a renovated horse stable. He founded his work upon faith, in response to the Scriptural exhortation of Romans 1:16, "For I am not ashamed of the Gospel of Christ: for it is the power of God unto salvation to everyone that believeth; to the Jew first, and also to the Greek." The ministry's first Bible meeting was attended by eight Jewish people. The Lord continued to bless this work and in the course of his lifetime, Leopold Cohn led over 1,000 people to the Lord. Responsible Jewish evangelism has characterized Chosen People Ministries from its inception. Over the years, different aspects of our ministry's outreach have continued and expanded. The early work was a real family ministry. Mothers would come to the mission to participate in women's activities. They would also bring their children, who took part in the different programs. These programs in turn resulted in fathers coming to the mission. Through the dedicated work of early workers, many individuals and entire families came to believe in Yeshua. There are many Jewish Christian family trees whose spiritual roots began through the outreach of Chosen People Ministries. Several of them which include some of our own staff are in full-time service for the Lord.

Ministry Programs Chosen People Ministries accomplishes its mission in the following ways: Through Our Workers Although Chosen People Ministries welcomes Gentiles to serve as co-laborers in fulfilling our calling, the majority of the staff has always been comprised of Jewish believers. There are many reasons for this, but perhaps the most obvious reason is that Jewish people who come to know their Messiah often have a special burden for the salvation of their own people and choose to reach out to other Jews. In its overseas efforts, Chosen People Ministries recruits and equips staff from the local Jewish community. Often, those in full time ministry service are Jewish emigrants to another nation of the world. This has been especially true during the recent emigration of Russian Jews. Much of our ministerial staff in Israel, Germany, Australia and New York City is made up of Russian Jewish immigrants who have received the Messiah. Chosen People Ministries now has workers in almost every country with a significant Jewish population. All of the staff in these various countries are either Jewish, married to Jews or, in the case of a few cities in the Ukraine are Ukrainians who have a great heart for Jewish evangelism. Non-Jewish workers, such as those in Ukraine, are the exception. Our ministerial staff focuses on two main areas of concern: evangelism and discipleship. Evangelism - The presentation of the Gospel message through one-to-one evangelism, literature distribution, utilization of media resources, and campus outreach, among other methods. The objective of Chosen People Ministries is to presenting the Gospel in a straightforward and unmistakable way while being sensitive to the social and familial difficulties a Jewish person faces when making a decision for Yeshua as Messiah. Discipleship and Leadership Development (DLD) – The DLD focuses on encouraging and equipping new believers through the teaching of the Scriptures in individual or small Bible studies groups, along with a variety of other methods. We also introduce Jewish believers to one another to provide encouragement as adjusting to life as a believer in Yeshua often proves difficult. Taking an active stand for the faith can be costly in terms of friendships and family relationships. Through these and other efforts, we seek to develop lay leaders, pastors and missionaries.

Throughout its century of ministry, Chosen People Ministries’ staff members have discipled thousands of Jewish believers, helping them develop a growing and healthy relationship with Messiah Yeshua. Through our Messianic Centers Our Messianic Centers provide programs that emphasize the “Jewishness” of Yeshua’s message so that Jewish people are better able to understand it. These centers, strategically located in cities with considerable Jewish populations, offer worship services, Bible teaching, fellowship and practical aid. See our website for a current list. Through the Congregations We Plant We establish Messianic congregations and train indigenous pastors and lay leaders. These congregations – with a Jewish sensitivity, worship style and focus – provide a culturally relevant and comfortable place for Jewish believers to grow in faith. The starting of indigenous Messianic congregations is not only demanded by the need to be culturally relevant, but also by the need to offer fellowship and worship in the participants’ first languages. Congregations established by Chosen People Ministries are diverse in style and character to suit the needs of their membership, but each holds steadfastly to the belief that Yeshua is the Jewish Messiah. Through the Training Programs We Offer The mission of Chosen People Ministries is to reach Jewish people around the world with the Gospel while equipping others to do the same. To this end, Chosen People Ministries sponsors special conferences all over the world designed to train the Church about Jewish evangelism and issues related to Messianic Judaism. In these conferences, Christian workers are exposed to Jewish evangelism and presented with the need to reach Jews for their Messiah. Local Churches - Chosen People Ministries continues to offer programs in local churches to motivate and encourage Christians to reach their local Jewish community with the Gospel. Our “Messiah in the Passover” presentation has been a highly effective tool both for evangelism and for training Christians to witness to Jewish people. Short Term Ministries - Chosen People Ministries also offers a variety of short-term, in-depth ministries for fellow believers, enabling them to experience Jewish ministry firsthand. These typically take place in New York City or Israel. Charles Feinberg Center for Messianic Jewish Studies - In a joint program with Talbot Theological Seminary, Chosen People Ministries offers a Master’s Degree in Messianic Jewish studies. This fully accredited program enables Chosen People Ministries’ present and future workers to further their studies in areas unique to Jewish evangelism.

Full Time Missionaries - Chosen People Ministries has a full-time training program whereby missionaries are trained through onsite lectures, intranet videos and mentoring. It is the obligation of each missionary to balance these methods to complete the training program within five years of coming on staff. Through the Materials We Produce Since Rabbi Cohn started the work, Chosen People Ministries has produced millions of tracts for our staff and fellow believers to use in personal evangelism. An array of tracts, manuals, and pamphlets have been published in many languages including English, Hebrew, Spanish, French, Yiddish and Russian for use in the evangelization and discipleship of Jewish people. Please see our store. Through Chosen People Global Ministries (CPGM) Chosen People Ministries has formed an international network of national ministries, most of which are the result of missionary endeavors originating in the United States. As these ministries matured, they became independent and are now being managed by national boards for the sake of promoting indigenous ministry. Each of these national boards is part of Chosen People Global Ministries (CPGM). It is our hope to bring the message of Messiah's salvation to the Jewish people in a way that affirms and does not threaten the Jewish identity of those we seek to reach. The single most formidable obstacle we seek to overcome is the mistaken idea that a Jewish person forfeits his Jewish identity when he receives the Gospel. Therefore, in carrying out our work in the ways enumerated above, we strive to present Yeshua in a Jewish way to His chosen people (Romans 11:5).

Various Opportunities for Ministry Chosen People Ministries offers different opportunities for those who wish to reach Jewish people with the Gospel, from full time ministry to short-term mission trips. Short-Term Ministries Short-term ministry service is uniquely tailored for Christians who have the time and the means to be part of one of many opportunities offered by Chosen People Ministries. This program offers people interested in Jewish evangelism the opportunity to assist in the work of the ministry at a place, congregation, or through a program sponsored by CPM or one of the CPGM affiliate ministries for a short period of time, from one month to one year. Candidates must fill out an application for short-term ministry service and meet other requirements such as providing letters of recommendation, sponsoring church evaluation, et cetera. Participants in this program must have the economic means or support to ensure independent income while doing short-term ministry, as well as be able to provide for their own health insurance.

Shalom Brooklyn One of the roles of every CPM staff worker is to look for people whom the Lord might be leading to Jewish ministry. Among these opportunities for short-term ministry that CPM offers, is the Shalom Brooklyn Program. Shalom Brooklyn has three basic components. The first two components are training and evangelism, which go hand in hand. Jewish evangelism in New York City is like nowhere else because of the many kinds of Jewish people who call New York City home – from the ultra-Orthodox in Borough Park, Brooklyn, to completely secular Israelis who have hardly ever even opened a Bible. The third component is education in Jewish culture. Shalom Brooklyn team members experience New York Jewish culture in a number of interesting (and tasty) ways. Team members stay at a hotel close to Chosen People Ministries’ international headquarters and start the day with devotions. Mornings are generally spent learning such topics as “Why Share the Gospel with the Jewish People,” “How to Share the Gospel with Your Jewish Friend,” and “The Jewish Roots of Christianity.” Training in street evangelism is also a vital component of the program. Team members travel together with staff members on subways and busses to parks, busy street corners, and other sites to distribute tracts and engage people in conversation.

VIP- Volunteer Involvement Program Chosen People Ministries' Volunteer Involvement Program (VIP) is designed for people who cannot be engaged full-time in Jewish ministry, yet want to make a difference. For over 100 years, volunteers have undergirded Chosen People Ministries' full-time workers in a myriad of exciting ministry opportunities. And now, as we spread across the globe, the opportunities are almost limitless. We are asking God to greatly expand our volunteer staff. The VIP program enables believers to participate in Jewish ministry regardless of the fact that they do not serve as vocational missionaries. Each CPM missionary should seek out people who are willing to volunteer their time and talents to reaching Jewish people for the Messiah, and offer them the possibility to fulfill their calling by volunteering with the ministry. We encourage our current staff to seek and recruit people who can serve the Lord through evangelism, administration, public speaking, media, prayer, materials preparation, and/or hospitality. Short-Term Missions in Israel eXperience Israel One of CPM’s most attractive short-term evangelistic opportunities is the eXperience Israel ministry trip. Geared for believers aged 18-35, this two-week summer program is a marvelous mix of hands-on ministry activity and travel to memorable sites of the Hebrew Scriptures and New Testament. The Messianic teaching of well-versed leaders and ample time for worship and fellowship strengthen bonds and forge friendships that are not soon forgotten. eXperience Israel is led by a mature CPM representative, who will coordinate the activities in Israel with our Israeli staff. eXperience Israel is a short-term program with long-term, life-changing, spiritual importance. Missionary staff members should make this program known to younger people they meet as part of their church ministry. Outreach Israel This short term ministry trip is geared to believers aged 18-35 who seek a more in-depth opportunity for ministry in Israel. Outreach Israel provides creative opportunities for outreach, times to meet and encourage Israeli believers, and chances to help local congregations with a Bible, a hammer, a paint brush or by making a BBQ for the youth.

Outreach Israel allows those who want to reach the Jewish people with the Gospel to be exposed to the many expressions of Jewish life in Israel, from the Ultra-

orthodox to secular Jews. Although outreach is the main purpose of this program, opportunities are also given to visit the Holy Land and see the Bible come alive. This ministry is usually carried out for two to three weeks for a number of groups during June and July.

Structure of Chosen People Ministries

he organizational structure of Chosen People Ministries is divided into administrative and missionary. The administrative interaction you will find is through various departments mentioned in section II of the orientation, Letter of Notification. You are part of the missionary structure of Chosen

People Ministries. Each missionary is assigned a geographic area and a supervisor. In most cases, the supervisor will be the regional or local director of your assigned geographic area. If you have not been assigned to a branch or specific geographic area, please contact your Supervisor for clarification in your assignment. Incorporation:

Chosen People Ministries is a New York registered non-profit Corporation. The aims of the corporation are to be carried out through any and all lawful activities, including some not specifically stated in the Certificate of Incorporation but incidental to the stated aims and purposes, both directly and through contributions to any other corporation, trust, fund or foundation whose purposes are the same as those of this corporation provided, that any such activity or contribution shall conform to any applicable restrictions or limitations set forth in the Certificate of Incorporation or which are imposed on corporations described in Section 501(c)(3) of the Internal Revenue Code of 1986, as amended ("IRC") and the regulations there under as presently enacted, or as they may hereafter be amended or supplemented, or replaced. Board of Directors The activities of Chosen People Ministries are governed by a Board of Directors. The Board of Directors shall select, evaluate, replace or remove, as appropriate, the president/CEO, and shall ensure by policy setting and oversight that the corporation is being operated in a manner consistent with its objectives. The Board of Directors shall make such disbursements from the funds and properties of the corporation as are required to fulfill the purposes of the corporation and shall generally conduct, manage and control the affairs of the corporation. It shall include in its oversight the regular periodic review of the corporation's financial statements, budgets, projections and resource planning. The Board of Directors shall invest corporate funds and may borrow money for corporate purposes. Directors shall, as opportunity arises and to the extent they are able, represent the corporation to the public and assist the corporation in fund raising. Chosen People Ministries has adopted a Policy Governance model for the Board of Directors. The four key elements of policy governance can be summarized as follows: The Board governs in its entirety, rather than being fragmented into committees. The Board controls all that it should control by stating what the CEO “may not do.”

The Board deals only with matters of moral and legal significance, ensuring that every meeting is important and focused on the governance of the organization. The Board seeks to maintain and develop a healthy relationship with the donors. Under this model, different from traditional models of governance, the Board communicates to staff what they may not do, a very different mode from the traditional governance model, in which the board tells the staff what to do. The policy governance model has a number of advantages. First, it is similar to God’s method of governance, in that it provides freedom within parameters. Also, it allows the staff some power of interpretation. Finally, policy governance prescribes the ends toward which the organization is working, and it proscribes the means by which those ends will be. A copy of Chosen People Ministries’ Policy Governance Manual is available to all staff. President/CEO The president/CEO is the chief executive officer of the corporation and is subject to the control of the Board of Directors. He supervises and controls all of the business and affairs of the corporation. He may sign, with the secretary or any other proper officer of the corporation thereunto authorized by the Board of Directors, deeds, mortgages, bonds, contracts, or other instruments which the Board of Directors has authorized to be executed, except in cases where the signing and execution thereof is expressly delegated by the Board of Directors or to some other officer or agent of the corporation, or is required by law to be otherwise signed or executed; and in general performs all duties incident to the office of president/CEO and such other duties as may be prescribed by the Board of Directors from time to time. Vice-Presidents In the event of the disability of the president/CEO, the vice-presidents and the Chairperson of the Board of Directors shall designate one vice-president to perform all the duties of the president/CEO and when so acting shall have all the powers of and be subject to all the restrictions of the president/CEO. The vice-president selected to carry out the duties of the president/CEO must be confirmed by the Board of Directors. The vice-presidents shall have such other powers and perform such other duties as from time to time may be prescribed for them by the president and by the Board of Directors. The vice-presidents shall meet regularly with the president to plan and execute the overall ministry of Chosen People Ministries. They shall also be included as part of the Leadership Advisory Team (LAT). Regional Directors The president shall appoint regional directors for each geographical area of Chosen People Ministries (USA). The regional director oversees and develops the

ministry and the missionaries in his region. The regional director is a member of the LAT. Leadership Advisory Team (LAT) The Leadership Advisory Team (LAT), comprised of the vice-presidents, regional directors and representatives of all areas of ministry, shall advise the president on the different aspects pertaining to the work of Chosen People Ministries. Members of the LAT meet no less than twice a year. One person will be elected from among these groups to represent the needs of the group at the LAT meeting: young people, missionary wives, and administrative personnel. Ministry staff workers The nature and purpose of Chosen People Ministries is based on the principle that all its workers, regardless of their particular position, are ministers of Yeshua with a specific calling to reach the Jews for the Messiah. As such, ministerial staff members comprise the core workforce that carries out the goals of the ministry -- both in the field and in particular areas of interest. All ministerial personnel are responsible for raising and maintaining their support. Administrative Staff The work of the ministerial staff could never be done without the support of the administrative staff. The administrative work, which is further explained in section IV, is primarily accomplished at the corporate headquarters in New York City, though some work is done in other offices. Administration is responsible for finances, production, gift receipting, payroll, employment, et cetera. Missionary Staff

There are four levels of service for Chosen People Ministries' missionary staff. The four levels of service are: Volunteer Involvement Program (VIP) - This level consists of a person who does not have the desire or financial support to come on full-time. They are able to volunteer, provided their availability and able to participate in various mission projects throughout the work of Chosen People Ministries. Student Missionary - This level consists of a student currently in the process of completing a bachelor's degree. They are not able to come on full-time as they do not have the time available and do not have a bachelor's degree. The Student Missionary is currently volunteering or working with Chosen People Ministries half-time or less and seeks to come on full-time missionary staff after the completion of their degree. There is no requirement to come on full-time staff in order to be a Student Missionary.

Missionary Trainee (no bachelors, but has ministry experiences)- This level consists of an experienced missionary who does not have any degree in Biblical Studies. They are able to come on staff with Chosen People Ministries, but will participate in the training program in order to gain necessary knowledge on Jewish Studies and Biblical Studies in order to be better equipped for ministry. Missionary - This level consists of a staff member who has preferably a Master of Divinity and has raised financial support in order to receive a salary package. Church Ministries The Church Ministries Department based in Florida, schedules meetings for staff workers. The Department not only schedules and confirms the meetings, but also arranges for publicity and housing, and generally handles all of the details necessary for these presentations. As soon as a missionary candidate has been accepted, a New Missionary Packet will be sent via email containing detailed information on all departmental procedures including specific things the department will need from them before any church meetings can be arranged. Unless other circumstances apply, each missionary is assigned to a specific CHURCH MINISTRIES COORDINATOR, or “church caller,” to schedule church meetings and speaking tours. Only if you have carried out this type of work yourself, you cannot fully understand the amount of time, love, patience, and dedication of the people that arrange for your meetings. On average, it takes 120 telephone calls for every speaking arrangements confirmed! New staff workers can assist in this process by providing Church Ministries with the names of pre-existing contacts. If a new contact is made, it should be communicated to Julia Freeman via e-mail ([email protected]). A staff worker must supply his or her church caller with a calendar at least 12-18 months out, in order to enable the caller to coordinate viable speaking engagements. In addition to weekly meetings, each missionary will have two annual speaking tours; one two-week tour for the spring, and one one-week tour for the fall. In most cases, these tours are arranged during the Passover season and during the High Holidays. (But not conflicting with the actual feasts so missionaries can be home with their families) A detailed description of the process of scheduling, fulfilling, and reporting on church meetings is explained in depth in the next section. Finance Department: The Expense Report - Missionary’s expense reimbursements will be reviewed by their supervisor and by Finance. If an expense is questioned, the missionary will be informed and asked for further explanation. If there are no additional

questions, the missionary will be reimbursed according to the policies outlined below. Remember, though, a missionary can only be reimbursed if there is money in his or her Missionary Support Account. Staff workers will submit expenses as needed to their supervisor in a “Report of Expenses” envelope only. All expenses received by any given Friday will be paid the following Friday.

• Group receipts by General Ledger Account Number (which can be found on the front of the expense envelope) and attach a calculator tape with the total for each account with more than one receipt. Write the account number on the tape. If there is only one receipt for an account, then highlight the total and write the account number at the top of the receipt.

• All receipts must indicate the date, name of vendor, amount of the

transaction, and the ministry purpose of the expense. These requirements are as established by the IRS.

• If no receipt is available, submit a handwritten note with the same

information mentioned above. Keep in mind that handwritten notes may not be acceptable and may not satisfy IRS regulations. Therefore it is possible that you may not be reimbursed for such handwritten notes.

Expense separation:

• All deputation expenses (church meetings and tour) should be recorded in the deputation column. Use travel boxes to delineate field or deputation travel. There is no cap on deputation expenses, but missionaries should ask their supervisor for the spending guidelines.

• The missionaries must enclose a monthly mileage log with their expense

reports, complete with odometer readings. The reimbursement for business use of a personal vehicle is subject to change each year by the IRS. Please contact Finance for the current rate.

• Telecommunication expenses should be recorded as follows:

Telephone Land Line: Only as part of an office outside the home or as a separate dedicated line in a home office Internet: Only as part of an office outside the home Cell: up to 75% of the invoice

• The only car related expenses eligible for replenishment are tolls, parking,

mileage, gas, and a car rental.

• Special Programs (i.e., Shalom Brooklyn, Simcha, LAT) must be grouped separately from regular missionary and field expenses. (Note: If a separate advance for a special program has been received, the expenses must be reported separately.) Separate envelopes should be used to submit such expenses.

• Missionaries are to send their completed expense report to their supervisor

for approval. Reimbursement will not be released until supervisor approval has been received by Finance.

• Supervisors will an email indicating approval of specific expense reports to

Finance. In general, all expense reports received and approved by one Friday will be paid the following Friday. Exceptions are to be expected during holidays and during the fiscal year close and audit (July).

Receiving a paycheck - A missionary may receive his or her full compensation package if funds are available in his or her Missionary Support Account. If funds are not available, the paycheck will be reduced accordingly (Please refer to “Order of Pay” section earlier in this document). The worker may review the basis for this decision with his or her supervisor. Chosen People Global Ministries Chosen People Ministries seeks to establish missionary works in different parts of the world where there is a significant number of Jewish people. One of the premises upon which these international ministries are founded is that each country should have an independent board to oversee an indigenous and independent ministry. Nevertheless, each national board, in recognition and for the purpose of interdependency, participates in an association of national boards, Chosen People Global Ministries (CPGM). On July 1st, 2004, a document was signed by all national board chairpersons and the national directors whereby Chosen People Global Ministries was constituted.

This historic document outlined the mutual endeavors, shared responsibilities, and the common vision of its affiliated members. Since CPGM is a living and evolving institution, the chairperson of each affiliated national board and the national directors meet annually to program, execute, and evaluate its global mission. In addition, CPGM plans to have gatherings where missionaries and workers from every member country can be together for fellowship, ministry, and training. The purpose and vision of CPGM is as follows:

Communication and interaction with international branches is encouraged and necessary at times. Awareness of the various ministry activities throughout Chosen People Ministries is very important in order to maintain a community, fellowship and a functioning body towards the same ministry goals. Supervisor

Your Supervisor is directly responsible for oversight and holds you accountable to uphold the policies, practices and procedures of Chosen People Ministries. Your Supervisor will help you develop, implement and assist you in ways to grow and maintain your ministry successfully. Any issues that arise must be directed towards your Supervisor. They will assist in providing a solution, resolution, encouragement and/or direction. A Supervisor is accountable to the Regional Director or Vice President and President of Chosen People Ministries as well as the Board of the organization. Any issue that may involve the Supervisor can be directed towards the Regional Director or Vice President. Mentor Your Mentor is responsible to guide you through the Training Program. Your mentor will keep you accountable to complete the required training and will also provide assistance during this process. All training related questions should be directed to the mentor. Your mentor will not supersede the role of your supervisor. Any non-training related issues should be handled by your supervisor. The purpose of the training is to better equip you for Jewish ministry; therefore, take advantage of your mentor's experience in order to become knowledgeable in the necessary fields of training. Every Chosen People Ministries' missionary has been assigned a Supervisor depending on their field of ministry and/or geographical area. Your Supervisor will contact you within the first week of joining missionary staff. This is a crucial step towards moving forward with the necessary goals for missionary orientation. The initial contact with the Supervisor will be to establish a relationship. Seek to get to know your Supervisor. It is an important relationship as the Supervisor will be the main person at Chosen People Ministries who will assist you to accomplish your Personal Ministry Plan and guide you in the ministry work God has prepared for you. The second meeting with your Supervisor will be to complete a Preliminary Personal Ministry Plan. The Preliminary Personal Ministry Plan (PPMP) will be addressed in greater detail in the next goal. The missionary is required to meet with their Supervisor a minimum of two times per month. It is vital that the missionary and Supervisor are in continual contact with each other as the missionary seeks to accomplish their ministry work. Supervisor The Supervisor will be responsible to establish initial contact with the missionary. It is important to seek to build a healthy and sustainable relationship in order to provide guidance for the new missionary. The main task of the Supervisor is to assist the missionary in achieving their ministry goals. They will help the missionary to complete their PPMP, direct the missionary in administrative areas (for example, how to fill out reimbursements) and to provide the missionary with direction in areas of Jewish ministry. The Supervisor will oversee the missionary, but may give advice on other Chosen People Ministries’ staff that could potentially further equip the missionary for work in any given area.

Preliminary Personal Ministry Plan (PPMP) The PPMP can be found on the CPM intranet site. This plan will be filled out with the Supervisor by the end of the first month of service. The PPMP is your critical stepping-stone to years of ministry at CPM. It will help you organize and plan your ministry as well as set goals and strategies. It will be reviewed and adjusted on a yearly basis by each missionary and their Supervisor. The guidance provided by the Supervisor will be twofold; 1) prayer and advice on certain needs within the Jewish community and possible opportunities for Jewish ministry, 2) the missionary will shadow the Supervisor (or another missionary) for a predetermined set of time in order to experience and accomplish ministry while seeking clarity for the PPMP. It will be the responsibility of the Supervisor to assist in finding a ministry direction for the missionary as they develop their own PPMP.

Establish Contact with Mentor The Mentor will establish contact with the missionary during the first month of joining Chosen People Ministry staff. If the mentor has not contacted you, please see your Supervisor. It is the responsibility of the missionary to complete all assigned tasks in the training program that the Mentor will oversee. Any questions, concerns, or assignments in regards to the Training can be directed towards the Mentor. The Missionary is required to complete the entire Training Program within their first 3 years of joining missionary staff. Any adjustment to this schedule must be approved by your supervisor. The Mentor Your Mentor is a seasoned missionary who’s desire is to encourage, direct and further equip you to serve the Lord with Chosen People Ministries. To avoid blurring the lines between a mentor and a missionary’s direct supervisor, a mentor will not reside in the same region as their assigned missionary. Additionally, by having a mentor, the missionary will benefit from a greater interaction with CPM staff and thus participate in a stronger team building for the future of their personal ministry and that of CPM. Determine Training Schedule The Mentor and the missionary must work together to establish a training schedule for the first 12 months. Because of the structure of the Training Program, it is important for the missionary to set a regular schedule for their training. Your Mentor and/or Supervisor will help you balance your existing work schedule with your ministry training. There are videos, documents, books, and many other resources available in order to complete the Training Program. Training must be part of the weekly schedule of the missionary. Church Ministries Department Requirements In the Letter of Notification the missionary will have received the required materials from the Church Ministries Department. The materials requested will include: A brief biography and a picture necessary for the design and order of your brochures, postcards and business cards. It is the missionary's responsibility to submit all of the required materials to the Church Ministries Department as soon as possible. No church meetings can be scheduled until all of the required materials are sent in. The missionary will need to order personalized brochures that will eventually be used at church meetings, providing people with the opportunity to fill out the involvement section. Order the brochures as soon as possible.

For new missionaries with prior Jewish ministry experience, it is suggested that you send an audio/video of the following messages if available: Messiah in the Passover, Fall Feasts, Romans 1:16, Romans 9-11, and one on the current Middle East situation. For younger missionaries, your Supervisor/Mentor will assist you in this process. No church meetings can be made until Church Ministries has approved your messages. Initial Support Letter Last but certainly not least. The missionary will need to write an Initial Support Letter that will be sent out personally to all of the names on their mailing list. By this point the missionary should have compiled a mailing list consisting of all contacts interested in partnering with them. They will receive their monthly prayer letter and the CPM newsletter. If you have not compiled such a list, do so now and ask your Supervisor who to mail the mailing list to. The Initial Support Letter is an introduction letter explaining the missionary's recent hiring by Chosen People Ministries, personal ministry goal, financial need and the means by which the friend, family or church can support them. The letter should be sent to as many contacts (believers only) as possible to help them know how they can pray and give financially to your ministry. If the missionary has already come on staff with some financial support it may not be necessary to mail an Initial Support Letter, rather send out an update on the transition in ministry to Chosen People Ministries. Your Supervisor will help you make this transition as smooth as possible in a timely manner.

Responsibilities of the Missionary The Role of the Chosen People Ministries Missionary A Chosen People Ministries missionary fulfills his/her calling to the Jewish people through personal and public evangelism, congregation planting, and promotion of the work of Jewish ministry at local churches and conferences while raising financial and prayer support. CPM wishes to win to Yeshua and make disciples of Jewish people worldwide through various creative means with an emphasis on areas with a Jewish population of 50,000 or more. There is room for creativity within Chosen People Ministries. You are free to develop the ministry that you desire and remain accountable to God's leading in your life. Your Supervisor will help define and focus in on your calling. Support Raise Entry into Missionary Service - A worker must have operating funds to receive a salary package and pay for ministry expenses. Because it takes time to raise a full package, a missionary can be allowed to start at ¼ or ½ time if they have sufficient funds to sustain them at that level. Salary evaluations are done three times a year. In addition, it is expected that the worker will have donor commitments to continue to cover their full ministry costs. The Source of Donations - Gifts may come from individuals, church budget support, special church offerings or honorariums, foundations, Christian businesses or other types of organizations moved to support the individual worker. Destination of Donations - All donations to a worker’s Ministry Support Account are donations to Chosen People Ministries, Inc., a 501(c)(3) non-profit organization and therefore all funds are the property of Chosen People Ministries to be distributed according to Board-approved direction. According to the IRS, support raised income may not be given directly to a worker or that gift cannot be deemed tax-deductible. Full Support Provides Full Compensation - If the worker is not raising the entirety of the funds required and sufficient reserves are not available to make up the difference, the salary and benefits of the worker will be adjusted accordingly. The worker’s supervisor and the vice-president will monitor the progress made by the worker in raising the necessary support. If needed, the vice-president, or an individual appointed by the president, will assist the missionary in finding ways to improve his or her support raise.

The Role of Chosen People Ministries and Fund Raising - Chosen People Ministries will help the worker raise funds by providing training, encouragement, accountability and, at times, meetings in churches that will enable the worker to meet prospective donors. Chosen People Ministries will also send the worker’s prayer letter on a monthly basis. However, it is understood that it is the responsibility of the worker to raise his or her own support. Support Raise Costs of the Worker:

• 10% General Fund Assessment: A 10% assessment will be deducted from all contributions to the worker’s Ministry Support Account, including funds raised through travel, special projects, support raise activity, and others. This assessment is designed to help contribute to the ongoing administrative costs needed for the day-to-day operation of Chosen People Ministries.

• Prayer Letter/Newsletter Assessment: The worker's donors receive the

Chosen People Ministries newsletter and the missionary Prayer Letter without cost to the worker on a monthly basis; however, the mailing costs for the donor’s prayer letter will be deducted from their Ministry Support Account.

• $50 Church Meeting Fee: The 10% General Fund Assessment does not

fully cover the administrative costs of the ministry. Since Church Ministries is a significant part of the administrative work and many missionaries rely heavily on their church meetings for their support raise strategy, a $50 fee per church meeting is deducted from the Missionary Support Account upon completion of a church meeting. These funds are allocated specifically to the Church Ministries Department.

• 5% Branch Assessment: There is a 5% Branch assessment deducted from

all contributions posted to the worker’s Ministry Support Account, allocated to the missionary’s local branch. In addition to being a support raise ministry, Chosen People Ministries also asks its workers to take responsibility for helping to raise the funds needed by their local branch for local ministry. If a worker is not part of a particular branch, the 5% assessment will go to the worker’s specific area of ministry (ie: Executive Ministries or the Charles Feinberg Center).

It is assumed that there are expenses that the missionary will incur during the course of their activities. Most of these will be deducted from the missionary’s fund, however, the missionary may be asked to be part of a special program whereby expenses will be taken from the appropriate fund as determined in consultation with her/his supervisor. Compensation Packages and Salary Raises - All compensation packages for workers are established according to a Board approved pay plan. At the discretion

of the president, acting in agreement with the vice-presidents and the missionary’s supervisor, a raise may be granted according to the Board pay plan, assuming there are sufficient funds in the worker’s Ministry Support Account and a sufficient monthly income flow. At any time, a Chosen People Ministries worker who believes that he or she has an income stream sufficient to sustain a raise may request a review by their supervisor. Otherwise, salaries are reviewed on an annual basis.

Training very new missionary is required to complete their training. There is On-Field Training and online Training Modules. The type of service does not determine training; rather the training will be adapted to the knowledge and experience of each missionary. Your Supervisor/Mentor will assess

where you need training the most within 30 days of being hired.

On-field Training As previously mentioned, the first year on the field is considered on-the-job training. The new worker will be under the care of their supervisor who will oversee the new missionary’s work and guide them in the development of their ministerial skills. This person will also help the missionary develop a Personal Ministry Plan (PMP) with an emphasis on “field training” experiences. The skills of a missionary cannot be developed in a classroom alone; they must be developed in the process of doing ministry as well.

Online Training Chosen People Ministries offers extensive training via our online interactive training program. The missionary should complete this training within 3 years from the date they start with Chosen People Ministries. The missionary will be assigned a mentor who will help guide the missionary through this wide-ranging process. The online Training Program consists of all the fields of training that will be addressed in the Training Manual. Your assigned mentor will help you through it. The purpose of the training is to better equip the missionary for Jewish ministry. Review the fields of training and contact your mentor in order to begin the training process. Length of Training: The missionary is given three years to complete nine modules of Online Training. Each module should be completed within 90 days with a one month padding in between. In certain cases, the missionary may credited with parts of the Training Program that they might have accomplished through ministry experience and/or theological training. Supervisor Responsibility: Your Supervisor will be responsible to oversee all of your training and ministry activity. This does not necessarily mean that your Supervisor will be directly involved in all aspects of your day-to-day activities. However it is your Supervisor’s responsibility to ensure that your integration into CPM is a success. Because of this, your supervisor will need to monitor your progress on a regular basis.

Mentor Responsibility: Your Mentor is not meant to be an additional Supervisor. He/She is there to mentor, guide and encourage you through the various steps of your online training. For this reason, you will need to be in constant contact with your Mentor. Your Mentor will be available through meetings, emails, phone calls, Skype and texts to ensure that you are not going through this alone. Because your Mentor is responsible for the successful completion of your training, he/she will be monitoring your progress as you work your way through each module. The completion of each module, according to the module checklist will be approved by your Mentor as you and he/she go through each step together. Tutor Responsibility: Tutors are not Mentors. Your Mentor may suggest getting additional help from a Tutor from the assigned list (see online training under Mentors and Tutors tab). Mentors will be assigned to you for the duration of your training while Tutors will help you on a needed basis and are temporary. Once you have received the appropriate help from a Tutor, their responsibilities are finished. Training Expectations: This training program is vital to establishing your foundation for a fruitful ministry with CPM. While it may appear to be a burden at times, it really is an investment towards years of ministry. Most of your answers can be found within the program. If you have a firm foundation of support raising and service to the Lord, this will only benefit you. Training Completion: You will have completed the online training when all nine modules are approved by your Supervisor. There will also be some on-the-field training based on your area of ministry.
