MISSOURI STATE BOARD OF EDUCATION AGENDA ITEM: April 2017 UPDATE ON THE DEPARTMENT’S STRATEGIC PLAN STATUTORY AUTHORITY: Section 161.092, RSMo Consent Item Action Item Report Item DEPARTMENT GOAL NOS. 1-4: All Missouri students will graduate college and career ready. All Missouri children will enter kindergarten prepared to be successful in school. Missouri will prepare, develop and support effective educators. The Missouri Department of Elementary and Secondary Education will improve departmental efficiency and operational effectiveness. SUMMARY: The Top 10 by 20 strategic plan aims for student achievement in Missouri to rank among the top 10 performing states by the year 2020. Progress measures for the Top 10 by 20 goals are reported on the Top 10 by 20 dashboard on the Department’s website. The plan is updated annually. The attached summary highlights key work the Department has implemented, to date, related to the plan’s goals, objectives and strategies during the 2016-17 school year. The full plan may be viewed here: https://dese.mo.gov/sites/default/files/2016-17_Top10by20Plan.pdf. To help inform whether the Department’s plan is using appropriate metrics, or measures, to monitor and report on educational progress in the state, the Department has hosted face-to-face regional meetings, conducted electronic surveys, studied statewide data, reviewed research and held internal meetings. The executive leadership team recently participated in its annual planning retreat. Determination of appropriate metrics included whether the metric would be meaningful (to both internal and external customers), measurable (how would the metric be assessed), and moveable. Discussion included the values and priorities that reinforce the Department’s four goals, strengthening access to quality opportunities for all children, and supporting their success in school and beyond. These values, priorities and goal-level metrics will be discussed with the State Board. PRESENTERS: Stacey Preis, Deputy Commissioner, Division of Learning Services; Roger Dorson, Deputy Commissioner, Division of Financial and Administrative Services; and Robin Coffman, Chief of Staff, will lead the presentation and discussion of this agenda item.

Goal 1 – All Missouri students will graduate college and career ready. Conducted regional workshops on the new Missouri Learning Standards-Expectations Developed and posted on the Department’s website ancillary materials, such as

curriculum framework, glossaries, crosswalks, etc. Developed draft performance level descriptors for new assessments Reconfigured professional development modules for online learning and training Completed all Vocational Rehabilitation Pre-employment Transition Services (Pre-ETS)

pilot projects, including the MU Hook Center Pre-ETS specialists in schools, the VR-Community Rehabilitation Program (CRP) summer work program for high school students, and the Centers for Independent Living (CIL) summer work readiness program

Developed an integrated web-based platform for online resources to begin testing by a select group of districts in July 2017

Formed Missouri School Improvement Program 6 (MSIP 6) development teams Development of the Every Student Succeeds Act (ESSA) consolidated application

underway for September submission

Goal 2 – All Missouri children will enter kindergarten prepared to be successful in school. Development of voluntary early learning Quality Assurance Report under construction

Goal 3 – Missouri will prepare, develop, and support effective educators. Assisted over 40 district teams through Equity Lab participation Launched the Grow Your Own campaign to recruit high school students into teacher

education programs and administration Released the first Annual Performance Report for Educator Preparation Programs Provided training and support materials for emerging level (years 1-2) principals Used emerging level training and support materials for 150 first-year principals from all

types of schools across the state Expanded the Regional Teacher of the Year program

Goal 4 – The Department will improve efficiency and operational effectiveness. Procured the SAS® Visual Analytics tool for secure, user-friendly reporting Established internal teams to assist with orientation, career development, improving

climate and culture, and efficiency issues within the agency Conducted a staff survey to gauge the level of engagement in daily operations and

understanding of goals and expectations Completed the following staff trainings: data security, active shooter, enterprise time

application (ETA) leave system, and security mentor Launched diversity training for all staff Implemented the following electronic systems: OnBase document scanning, ETA leave

system, Applicant Pro, and MODOCs expense reports Revised the Annual Secretary of the Board Report (ASBR) to streamline ASBR

functionality Implemented the online Tiered Monitoring System, allowing Local Education Agencies

(LEAs) to interact with one consistent system for all grants Submitted for joint approval by the U.S. Departments of Labor and Education

the Workforce Innovation and Opportunity Act (WIOA) combined state plan Gathered feedback from more than 1,200 Missourians on what matters most in education

through the nine Regional Meetings on Education Produced communication plans to support the launch of the Annual Performance Report

for Educator Preparation Programs, the Grow Your Own guide and the Registered Youth Apprenticeship program
