Annual Report July 1, 2015– June 30, 2016 Fiscal Year 2016 The Missouri Children’s Trust Fund works to strengthen families and prevent child abuse and neglect through grant distribution, education, awareness and partnerships. CTF is not appropriated state general revenue funds to conduct its work to strengthen families and prevent child abuse and neglect. Funding is obtained from dedicated fees on marriage licenses and vital records, sales of the CTF specialty license plate, voluntary contributions designated on Missouri State Income Tax Returns, other voluntary contributions, and interest income from the Fund. CTF also administers the Community Based Child Abuse Prevention (CBCAP) Federal Grant. CTF has awarded nearly $56 million in prevention funds during its 33-year history.

The Missouri Children’s Trust Fund works to strengthen families and prevent child abuse and neglect through grant distribution, education, awareness and partnerships.

National Alliance of Children’s Trust and Prevention Funds – ctfalliance.org

The Missouri Children’s Trust Fund is an active member of the National Alliance of Children’s Trust and Prevention Funds, an organization that provides training, technical assistance and peer consulting opportunities to state Children’s Trust and Prevention Funds and strengthens their efforts to prevent child abuse. Their mission is to:

• ensureallstateshaveastrongandeffectiveChildren’sTrustorPrevention Fund capable of leading and investing in strategies, policies and best practices that prevent child abuse and neglect before it occurs;

• initiateandengageinnationaleffortsthathelpstateChildren’sTrust and Prevention Funds to strengthen families to prevent child abuse and neglect; and

• promoteandsupportasystemofservices,laws,practicesandattitudesthatsupportsfamiliesbyenablingthemtoprovidetheirchildrenwithsafe,healthyandnurturingchildhoods.

Statewide Projects / Initiatives Missouri KIdS CouNT Missouri KIDS COUNT is a collaborativeprojectoftheFamilyandCommunityTrust(FACT),Children’sTrustFund(CTF),theOffice of Social and Economic Data Analysis(OSEDA)attheUniversityofMissouri,and20communitypartnershipsfromacrossthestate.CTFandtheAnnieE.CaseyFoundationprovidetheprimaryfundingforthedatabook and data tool. The mission of Missouri KIDS COUNT is to improve thewell-beingofMissouri’schildrenandfamiliesviatheuseofdatatoinformdecisions,actionsandpolicy.ThedatabookandwebsiteareeasilyaccessibletoolstoassistlocalandstatepublicpolicymakersandchildadvocatesinidentifyingbothneedsandsolutionsforMissouri’schildren and their families.

First produced in 1993, the Missouri KIDS COUNT Data Book is the state’smostcomprehensivecompilationandanalysisofdataonchildwell-being,documentingthestatusofchildreninall114MissouricountiesandtheCityofSt.Louis.MissouriKIDS COUNT information andinteractivedatatoolsmaybeaccessedatmokidscount.org.

Missouri Strengthening Families Framework (SFF) strong Parents, stable children curriculum development & training

StrengtheningFamiliesisaresearch-informedapproachfromthe CenterfortheStudyofSocialPolicytoincreasefamilystrengths, enhance child development and reduce the likelihood of child abuse and neglect. It is based on engaging families, programs and communitiesinbuildingfiveStrengtheningFamiliesFramework(SFF)Protective Factors:

• parentalresilience• socialconnections• knowledgeofparentingandchilddevelopment• concretesupportintimesofneed• socialandemotionalcompetenceofchildren

In2014withsupportfromCTF,theDepartmentsofMentalHealth(ProjectLAUNCH)andHealth&SeniorServices(EarlyChildhoodComprehensiveSystems),andtheUniversityofMissouriExtensioncreated the Strong Parents, Stable Children-Building Protective Factors to Strengthen Familiescurriculum/toolkit.The4-hourtraining,createdbyDavidSchramm,Ph.D.,andKellyWarzinik,M.S.,attheUniversityofMissouriExtension/HumanDevelopmentandFamilyScience,continuestohavewiderelevanceandcross-sectorusabilityandhasbeenhighlyeffectiveinincreasingknowledgeoftheprotectivefactors.ThenumberoftrainingswasexpandedwithCTFfundsinFY2016topermitDr.Schrammtoconductsixteentrainingsdirectlyreaching 512 service providers, parents and others. One participant reflected that thetrainingwas‘oneofthemostsupportiveandeducationaltrainingsIhaveattendedin25years.’

Aretrospectivepre-testevaluationwasdesignedandoutcomesincludedincreasesinlearningforallfiveprotectivefactorsexceedingthegoalofa25%increase(n=512).

A Message from the DirectorBuilding strong families and preventing child abuse and neglect istheongoingmissionthatdrivestheworkandcommitmentofthe Children’s Trust Fund. CTF invests in Missouri’s children and families,andthosewhoworkwiththem,throughgrantdistribution,preventioneducationandawarenesscampaigns,partnershipsandtraining.InFiscalYear2016,CTFprovided103childabuse/neglectpreventiongrantsacrossMissouriwhileinvestingover$1.8millionin prevention efforts. These organizations in turn provided essential, provenpreventionservicesandprogramsthatdirectlybenefitthousands of children and their families; programs such as home visiting, crisis nurseries, parent education, mentoring, and much more. CTFforgednewpublicandprivatepartnershipsworkingtogetheraround a unified campaign addressing safe sleep for infants. Training wasexpandedintheareasofDarkness to Light’s Stewards of Children addressingthepreventionofchildsexualabuse,andStrengthening Families Strong Parents, Stable Childrenwhichprovidesparentsthetoolstheyneedtoenrichtheireverydayparenting.CTFcontinuestodevelop and support strong, innovative public education campaigns toreachmultipleaudiencesinavarietyofwaysfocusingontheStrengtheningFamiliesProtectiveFactors,ShakenBaby/AbusiveHeadTraumaprevention,notleavingchildrenunattendedinvehicles(NotEvenForAMinute),SafeSleep,preventingchildsexualabuse,emotionalwellness,positiveparenting,andothersafetymessages.

AsCTFreceivesnogeneralrevenuedollarsfromthestate,thisworkcontinuesonlywithsupportfromourgenerousdonorsandthroughdedicatedfeesreceived.Thankyouforyourongoingsupportandinvestment in Missouri’s kids through the Children’s Trust Fund. Thank youforhelpingusbuildstrong Families, safe kids!

FRIENdS National Center – Missouri Community Based Child Abuse Prevention Program (CBCAP) Cost AnalysisThe FRIENDS National Center is the training and technical assistance partner tostatesadministeringtheCommunityBasedChildAbusePrevention(CBCAP)federal prevention grant program. MissouriwasoneoftenstatesfeaturedbyFRIENDSNationalCenterforworkfocusingoncostanalysisrelatedtoCBCAP. CTF, as state lead for the CBCAP Program,shareditsexperiencescollect-ingdata,identifyingstakeholdersandconducting other activities in prepara-tionforanalyzingcostsrelatedtoCBCAPprevention program activities and out-comes.Theworkonsocialcostsavings,presentedbyMissouriCBCAPConsultantKennethBopp,Ph.D.,wasincludedasacasestudy(pages21-27)inFRIENDS’sPractitioner’sGuidetoCostAnalysis.Relatedinformation,includingfourbriefsthataddressathree-partframework,developedinpartnershipwiththeCenterforPublicPartnershipsandResearch(KU-CPPR)attheUniversityofKansas,isavailableontheFRIENDSNationalCenterwebsite–friendsnrc.org.

Parent Leadership SummitCTFco-sponsoredthestatewideShow-MeParentLeadershipSummitMay4-5,2016inJeffersonCityinpartnershipwiththeMissouriDepartmentofHealth&SeniorServices(DHSS),theMissouriDepartmentofMentalHealth(DMH),theHeadStartCollaborationOfficeandLutheranFamilyandChildren’sService.TheSummitwasofferedatnocosttomorethanfortyMissouriparentsfromaroundthestate,givingthemanopportunitytoconnectwithotherparentleadersandalliedprofessionals.Trainingfocusedonbuildingprotectivefactors;growingleadershipatthepersonal,communityandstatelevels;understandingfamilyrights;andusingtheParentCaféModelinthecommunityasastrategytostrengthenfamilies,engageparentsandpreventchildabuseandneglect.NextstepsinparentleadershipincludeformingastateParentLeadershipCouncil.

darkness to Light’s Stewards of Children© TrainingDarkness to Light’s Stewards of Children© (SOC)isachildsexualabusepre-ventiontrainingdevelopedtoincreaseknowledgeandchange attitudesandchildprotectionbehaviorsoverthelong-term.Since2009CTF has supported the SOC training initiative in Missouri and continues toexpandtrainingopportunitiesthroughagrantwithMissouriKidsFirst.UsingCTFgrantfunds,MissouriKidsFirstisworkingtobuildanetworkofSOCfacilitatorsthroughoutthestatewiththeeventualgoaloftraining5% of the state’s population, considered to be the “tipping point” in changingsocialnorms.InFiscalYear2016,1,690adultsattendedSOCtrainingsofferedbyanetworkofseventeenSOCfacilitators.

Safe Sleep CoalitionAnewcoalitionexclusivelyfocusingonsafesleepforinfantswasformedwithchartermembersCTF,DepartmentofHealthandSeniorServices,DepartmentofSocialServices,Children’sMercyKansasCity,MotherandChildHealthCoalition,andSIDSResources,Inc.The

coalition’sgoalistosubstantiallyreduceandeliminatethenumberof injuries and deaths as a result of unsafe sleep practices in Missouri throughincreasededucation,awareness,practiceandtraining.

Missouri Prevention Partners (MPP)The Children’s Trust Fund is a founding member of the Missouri PreventionPartners(MPP),acoalitionof23statewidepublicandprivateorganizationsandindividualswithamissiontostrengthenfamiliesandprevent child abuse and neglect in Missouri. MPP believes:

• Everychildshouldbesafe,nurturedandsupportedintheirfamily;everyfamilyshouldbesafe,nurturedandsupportedintheircommunity.

• Allsystemsatalllevelsshouldbeaccountabletothefamilies,childrenandcommunitiestheyserve.

TheCoalitionconvenesthreetimesperyeartodevelopgoalsandoutcomes around leadership, public education and outreach, and resourceandpolicydevelopment.MPPservesasMissouri’sStrength-eningFamiliesProtectiveFactorsLeadershipTeam,providesavenueforlearningandimplementsacoordinatedstrategytopromoteChildAbuse Prevention Month in April.

Safe Cribs for MissouriWithChildren’sTrustFundfunding,theSafeCribsforMissouriprogramcontinuestofillavitalneedinmanycommunities.CTFprovided$25,000inFiscalYear2016totheDepartmentofHealth&SeniorServices(DHSS)tosupportthiscollaborativeeffort.Theprogram,initssixthyear,isimplementedthroughthelocalcountyhealthdepartmentsandprovidessafeportablecribsandcribsheetstolowincomepregnantwomenandthosewithnewborns.Asafesleepeducationsessionisprovidedtoeachfamilyreceivingacrib,aswellasafollow-uphomevisitfollowingtheinfant’sbirth.Familiesincludethoseexperiencingunemploymentorunderemployment,alackofeducation,inadequatehousing,domesticviolence,chronicallyill children and/or a lack of transportation. To avoid duplication, the programisnotimplementedincountieswithanactivesafecribprograminplace.InFiscalYear2016,CTFfundingprovided126cribsalongwithindividualsafesleepinformationtofamiliesin34counties:Adair,Audrain,Bollinger,Caldwell,CapeGirardeau,Clay,Cole,Daviess,Dent,Dunklin,Gasconade,Gentry,Grundy,Howell,Iron,Linn,McDonald,Mississippi,Monroe,NewMadrid,Nodaway,Ozark,Pemiscot,Perry,Phelps,Platte,Polk,Reynolds,St.Clair,St.Francois,Ste.Genevieve,Scott,WashingtonandWayne.

I have a client who is not living with the baby’s father and she reported that the baby would be sleeping in bed with the father when visiting at his home. The client easily qualified for the Safe Cribs program and once the crib arrived, she and the baby’s father came in for the Safe Cribs educa-tion. I was able to educate both parents about safe sleep and Shaken Baby Syndrome. If it weren’t for this program, this child would be at serious risk for sleep related death. Thank you for this program and the opportunity to be a part of it!

Many of our clients have very limited funds. Garage sales and consignment stores are often the places where they look for cribs. Purchasing a used crib always carries some risk, as the age and history of the item is unknown. Access to the Safe Cribs program allows each mother to provide something new and safe for her child.

Public Education & AwarenessActivity PlanCTFprovidesawarenessofvariouspreventionmessagesthroughavailable literature and a comprehensive public education plan. CTF contractswithLearfieldCommunications,Inc.andFirehouseDesigntodevelop an annual strategic plan for its advertising/media and public relations/socialmediacampaigns.Therelatedactivityplansincludeamediamixofprint,radio,cabletelevision,transit,radiobillboards,website,literaturedesign,blogs,newsreleases,podcasts,texting,Prevention$ensee-newsletter,Facebook,TwitterandYouTube.

CTF’sdonorcampaignspromotegeneralCTFawareness;CTFdonations,includingtheMatchingGiftProgramandAmazonSMILE;thesaleofitsspecialtylicenseplate;andtheTaxCheck-offProgram.Thepreventioncampaigns focus on the importance of prevention, strengthening families,ShakenBabySyndrome(SBS)prevention,safesleepenvironments,positiveparenting,sexualabuseprevention,emotionalchild abuse and neglect prevention, the dangers of leaving children unattendedinoraroundvehicles,realisticexpectationsofchildren, childsafetyanddealingwithstress.

At no charge to Missouri residents and organizations, CTF offers rack cards, posters, magnets, a DVD, etc. to its partners, State departments, hospitals and other child serving agencies throughout Missouri for trainingpurposesandasgeneralinformationtosharewithparents and caregivers.

Check-off Child Abuse in Missouri ForMissourianswhoreceivearefundontheirMissouriStateIncomeTaxReturns,theTaxCheck-OffCampaignoffersawayto designate all or a portion of their refund toCTF.ThisprogramwaspromotedinFebruaryandMarch2016usingaRuralMissouri print ad, cable TV advertising and a radio campaign that aired on the Missourinet. CTF also promotes the campaign via social media, including an electronic flier provided to its Board, prevention partners and professional contacts for further distribution.CTFreceived$133,308.27inFiscalYear2016relatedtothiscampaign.

Go Blue day/Go Blue day Wellness WalkAspartofAprilbeingChildAbuse&NeglectPrevention Month, CTF hosted its inaugural GoBlueWellnessWalkfrom11a.m.-2p.m.Friday,April7,2016tocelebrateGoBlueDay.CTFstaffworkedwiththeOfficeofAdmin-istration(OA)WellnessCommitteetoplantheevent,whichStateemployeesworkingintheJeffersonCityCapitolComplexwereinvited.Theapproximate1mileroutestartedfromtheHarrySTrumanBuilding,traveledaroundtheCapitol,passedtheGovernor’sMansionandcontinuedthroughthedowntownJeffersonCityarea.Nearly250peopleparticipatedandreceivedStrengtheningFamilies information.

General Prevention Grants TheCTFBoardofDirectorsapprovedandawarded$1,057,093forFiscalYear2016tosixty-three(63)community-basedorganizationsand agencies throughout Missouri to provide programs and services that help support families build protective factors that help to reduce theriskofchildabuseandneglect.CTF-fundedchildabuseandneglect strategies included safe sleep, infant nurturing, father support, grandparent support, home visiting, parent support and education, mentoring,respitecare,sexualabusepreventionandtraining.

Topromotesustainability,CTFcommitsfundingtosuccessfulgranteesonafive-yearcycle.CTFfundsprojectsat100%duringyearsoneandtwo;inyearthree,CTFfunds75%,andthegranteeprovidesa25%localmatch;inyearfour,CTFfunds50%,andthelocalmatchis50%;andinyearfive,CTFfunds25%,andthelocalmatchis75%.

Community Based Child Abuse Prevention (CBCAP) GrantsHelpingfamilieshelpthemselvesistheprimarygoaloftheCommunityBasedChildAbusePrevention(CBCAP)grantprogram.TheChildren’sTrust Fund is the designated state lead to administer this federal initiativefromtheAdministrationofChildren,YouthandFamilies(ACF),DepartmentofHealthandHumanServices.Throughdevelopmentandimplementationofcollaborativeprovidernetworks,CBCAPcommunitiesprovidecoordinateddeliveryofpreventionandsupportservicestofamiliesandchildren;reduceduplicationofexistingservices;

maximizeresourcesofpublicandprivateproviders;andultimatelyreducetheriskofchildabuseandneglect.Astrengths-basedapproachfocusedonbuildingprotectivefactorshelpsfamiliesidentifyanddeveloptheirownstrategicgoalswithguidancefromthecommunityprogramcoordinatorandassignedleadagency.

InFiscalYear2016,CTFawarded$298,603tosupportthismodelinthree(3)Missouricommunities:TheAllianceofSouthwestMissouri(McDonaldCounty),GreatCircle/ProjectTHRIVE(AdairCounty)andGreatCircle/GrowingStrongFamilies(StoneandTaneyCounties).Duringthattime,155highriskfamiliesrepresenting606individualsreceived services through this project.

The Missouri CBCAP model continues to be successful and gain high marks from the ACF relating to standards, performance, outcomes and evaluation.CBCAPsitesshowstatisticallysignificantimprovementinscoresofstandardizedmeasuresoffamilyrisk(ChildAbusePotentialInventory)anddistress(ParentStressIndex)amongparticipatingparents. Families and providers also report high levels of satisfaction withtheservicestheyreceiveandwiththecommunitycollaborationmodel.Inmanycasescommunitieshavebeenabletosuccessfullyleverageotherfunds,therebyincreasingtheircapacitytobetterservefamilies and sustain the program.
