November 4, 1980. Eleciion Day.Rarely have so many people felt §o sick and dis

gusted. Most people cannot make up their mindswhether the 1980 elections are high tragedy or unintentional comedy. In truth, they are neither; there is amethod to this madness. . .

But first, maybe you'd like to hear a fairy tale.Strangely enough, many adults who don 7 believe inthe Easter Bunny still can't shake this one loose. Itconcerns a country where—though there are rich andpoor, industrialist and worker, bankers and farmhands, mansion dwellers and ghetto residents, generalsand foot soldiers—there exists a Great Happinessbecause Lo! the government is "by, for and of thepeople." Political leaders are chosen fairly and equallyby all; in this way the future course of events is shapedby "the will of the majority." Blah, etc., blah.

V And just as fairy tales are used .to send the littletykes off to a charming and serene slumber, this particular fairy tale is resurrected on a grand scale everyfour years to suck masses of people into politicaldreamland. There is one particle of truth to the tale,however. When you step into the voting booth, yourvote is equal to David Rockefeller's. Because neitherof them are worth the paper they are printed on. Noserious questions have ever been decided by these elections. The real reins of power are held by the monopoly capitalists, who formulate policy along with theirthink-tank experts and advisors. The wind-up toysthey run as candidates merely carry out their will.While political office holders come and go, this imperialist ruling class remains the real "incumbent."

Think about it—this same ruling class has neverhesitated to topple governments around the world anxlset up their own tin-horn dictators. Assassinations,torture, massive repression—they've never hesitated touse all this and more whenever their precious interestshave been threatened in the slightest degree. But here,badcTn the good old USA, you think they actually givea flying fig about obeying "the mandate of thepeople"? Be for real!

Yes, there is a mandate—the mandate of the rulingclass to hold onto their archaic and barbarous systemby whatever means necessary. Ask anyone, even in thiscountry, who's stood up in a real way to their oppression and abuse, just how quickly the smiling lips of"freedom and democracy" curled back to reveal thejagged jaws of their hell on earth. And today, the"mandate" of the ruling class includes war—worldwar with their equally imperialist Soviet rivals—inorder to maintain the subjugation of people here andaround the world under their boot.

These elections change none of this. Carter's attempts to label Reagan as a "war monger" and a "racist" (which everyone knows anyhow) are transparently hypocritical coming from Mr. "Commander-in-Chief" himself, currently supervising U.S. militarybuild-up in the Persian Gulf, beating the war drumloudly in his own campaign (and who by the waystarted his campaign in Tuscumbia, Alabama, givingthe sly wink to the good ole boys of the KKK, whostill wave the Confederate flag).

But the silliness and oily hypocrisy of this campaigntakes place in a situation that is hardly funny. And theelections are much more than an "insult," that can berejected just by looking in the other direction. Becausethe elections are one of their greatest advertisingtechniques in selling their "mandate" to the people.Through the election campaign, they have tried toopen up a broad "public debate" over their warpreparations—a stacked debate where heads they win,tails we lose. The arguments over do "we" need "only" MX missiles and Stealth bombers or the B-1bomber too are all geared to drown out any thought ofthe real question—just what are we being asked to defend in this war they are preparing? And the answer tothat question—an empire of an imperialist class basedon a world-wide system of slavery, robbery and extortion—all this is the sacred cause to which Carter,Reagan and Anderson are all loyally pledged.

And further, they want to make us all accomplicesin their crimes, using the sacrament of the elections toconsecrate their program as the "people's choice."After all, it's not only your right but your duty tovote—and over the next four years you can blame onlyyourself and others who voted, or didn't vote for thatmatter, for the consequences. In this way, the electionsare the linchpin of their much-vaunted democracy—which is the shabby camouflage that masks theirvery real dictatorship, backed up by the gun.

Some say, "Sure it's a crock, but still there is achoice here, between the lesser of two evils. It's notmuch but it will have to do until there's something bet

ter." Or, "1 just might get a better shake if HE is in office instead of HIM, you don't lose anythinganyway." This is a very realistic attitude.to take, ex-cepi that it has nothing to do with reality whatsoever.

Choosing between one of their "lesser evils" is likethe prisoner awaiting execution who has learned thatthe warden can't decide whether to use gas or electrocution. There is no difference of course—still itseems to be the only matter over which the prisoner"realistically" might have any choice. He thus spendshis final months agonizing over whether he'd prefer tobe gassed or electrocuted. All along, another choice remains, the only real choice—to resist, to fight toescape. But the more he is consumed by his mythical"lesser of two evils," the more the seconds tick by,more and more foreclosing his opportunities to breakfree. ''

And so it is that in this country, every four years the"warden" sends down from on high candidates newand old, who cynically leech off the political aspirations and dreams of the masses of people, only to "execute" these notions the minute they take office.

..History shows this repeatedly—take the 1964 elections. Johnson vs. Goldwater. A worried electoratebreathes a little easier as "peace candidate" Johnsonstomps all over "Bomb 'em back into the Stone Age"Goldwater. Within months, Johnson uses the phonyTonkin Gulf incident to launch an escalation of the-Vietnam War which'attempts (unsuccessfully) to dojust what Goldwater had called for.

Today their deceit is more desperate, theirmaneuvers more frantic. The ruling class knows thatmany people are nauseated by the choice of Reaganand Carter. So they give John Anderson the nod as alegitimate third party alternative; the Anderson Difference is that he's the "lesser of.three evils." This,they hope, will bring some back into the fold.

But as we enter into the home stretch, more of theirmedia turns sour on Anderson, and begins the bigbuild-up for the Carter/Reagan showdown. The mediaplays up Reagan's ties to the. "New Right," thecretinous activities of the "moral majority"groups—not only to give them encouragement, but toscare the more progressive-minded people into hopelessness, into thinking the only, realistic possibility isto hide behind master Jimmy's benevolent smile andhope for the best. All those millions of people who sixmonths ago said '"anything would be better than thisshit" are now being told that even Carter is preferableto what just might happen. And some, if grudginglyand disgustedly, are nonetheless falling for this time-worn charade. But, tell us, is there any difference between marching off to World War 111 under JimmyCarter's "soulful resignation" rather than underRonald Reagan's more crudely expressed jingoism?The bottom line is that they offer to preside over exactly the same future; because the imperialist systemthey front for is headed in no other direction.

1980. The stakes are higher all around. Millions inthis country no longer "keep the faith" in the lie ofAmerican democracy. Lessons that have been so painfully learned over the past 20 years and more, are notso easily forgotten, i he same is true a hundred timesover around the world; the old bald eagle does not fly

so high, as revolutionary flames against U.S. imperialism have alternately smoldered, flickered, andraged in many parts of the worlcj. The masters of theU.S. empire, like their fellow Godfathers in the SovietUnion, desperately need continued expansion—otherwise, they risk collapse; The criminal logic of theirsystem demands that each ultimately throw everythingon the line in order to be top dog of the world. They'renot just woofing—a showdown is impending, and theyneed to sucker the masses into believing that they actually have good reason to go along with it. The propaganda they heap on us constantly, with the electionsas a focus, are a vital part of their war preparations—they too understand that despite all theirweaponry, it is people that have to fight these wars, itis people that are decisive.

This is why their election deceit is a desperate deceit.And it is but a reflection of the overall weakness of thisimperialist ruling class. They are a class which has longsince outlived their stay on this planet—their time is upand the future is heading up for grabs. Now is the'timefor all those oppressed by this system to take independent historical action—to seize the time of this electionto strike out in a direction that illuminates a differentchoice for people, the possibility of a different futureworth fighting for.

People are getting jolted, awakened by today'sevents. Many of these same people only yesterdaythought they had it made—now they are npt so sure atall. The few crumbs and petty privileges the system hasthrown their way to blind their eyes to a differentfuture are being ripped away. Today people are morerestless, dissatisfied and questioning. All this points tothe great possibilities of taking dramatic action now.The actions of those who are breaking with this wholecon game will awaken still more people. The significance of these people's actions on election day will faroutweigh the half-blind voting motions of those, todaynumerically larger, who try to follow the "line of leastresistance" and chase the wisp of painless progress.

If this system could be reformed or a couple of"new, honest leaders" of this system could make sucha difference, it would have happened long ago. Thegreat revolutionary Mao Tseiung observed,"Everything reactionary is the same; if you don't hit itit won't fall. It is like sweeping the floor; where thebroom does not reach, the dust never vanishes ofitself." Just falling asleep and dreaming it will all goaway (or hoping someone else will work it out) isn'tgoing to cut it. In fact, indifference to politics ends upbeing very political—it supports the politics of thosewho rule since it leaves them a free hand. It will takerevolution led by the working class to put what is sickand dying in its grave.

The Revolutionary Communist Party, USA is issuing a call to transform the widespread sentiment ofdisgust at these elections into united action. On election day we are calling for broad forces to unite indemonstrations in the San Francisco Bay Area andDetroit, Michigan and we are calling on many, manypeople to cast this ballot. asqueada, la mayoria de la gente no reconoce si laselecciones de 1980 son una gran iragedia o una com-edia sin querer. En realidad, no son ninguno de estos;hay un meiodo en esta locura...

Pero quizas primero quieres oir un cuento de hadas.Extraflamente, aun adultos que no creen en el PapaNoel, tienen sus problemas zaf^ndose de este cuento.Se trata de un pals donde—pese a que hay ricos ypobres, industrialistas y trabajadores, banqueros ylabradores, habitantes de mansiones y residentes deghettos, generales y soldados rasos—existe granfelicidad porque jmirad!, el gobierno es "por elpueblo, para el pueblo y del pueblo". Los liderespoiiticos son escogidos justa e igualmente por todos:de esta manera, el transcurso de los evenios se formacon base en el "deseo de la mayoria".Y de la misma manera que los cuentos de hadas son

usados para mandar a los chicos a un adormecimlento-sereno y encantador, este particular cuento de hadas esresuciiado en gran escala cada cuatro afios para sumira-la gente en una fantasia politica. Con todo, hay unaparte del cuento que es verdad. Cuando vas a v'otar, tuvoto es equivalente al de David Rockefeller. Porque elveto de ambos no tiene el valor delpapel en que se im-primio la balota. No hay problema critico que jamSshaya sido resuelto por estas elecciones. El verdaderopoder esi^ en manos de los monopolistas quienes, junto con sus expertos brujos y consejeros establecen lapolitica. Los titeres que presenian de candidatos no'son que los ejecutores de sus deseos. Mientras quelos oficinistas poiiticos cambian rodo el liempo, laclase dominante imperialista sigue siendo el verdadero"titular".

minante que jamds ha vacilado antes de botar gobier-nos por todo el mundo y colocar sus propios dictado-res de poca monta. Asesinaios, toriuras, represion ma-siva—jamiis han vacilado antes de usar todo esto, ymds cuando sus adorados iniereses han sido amenaza-

Preguntale a cual-quiera, aun en este pais, que se haya levantado seria-mente contra la opresion y el abuso lo rapido que seborro la sonrisa de "democracia y libertad" revelan-do las llamas de este infierno. Y hoy, el "decreto" dela clase dominante incluye la guerra—guerra mundialcon sus igualmente imperialistas rivales sovieti-cos—para preservar la opresion bajo su bota de lagente aqui y en el resto del mundo .Sus elecciones no cambian nada de esto. El imento

de Carter de pintar a Reagan como "belicista" y "ra-cista" (lo que todos ya saben) son intentos obviamentehipocritas viniendo del propio "Comandante en jefe",que en la actualidad dirige la creciente presenciamilitar de EU en el Golfo Persico, tocando fueriementeel tambor de guerra en su propia campafia (y quien hayque mencionar de paso, comenzd su campafia en Tus-cumbia, Alabama dando un saludo diestro a esosmuchachones de la KKK, que todavia ondean labandera de la esciavitud).Pero lo ridiculo y la hipocresia maliciosa de las cam-

pafias se lleva a cabo en una situacion que no tienenada de chistoso. Y las elecciones son mucho m^s queun insulto que puede ser descartado simplementemirando a otro lado. Porque las elecciones son una desus mds grandiosas tecnicas de propaganda paravenderle al pueblo su "decreto". Por medio de la cam-pana de elecciones han tratado de impulsar un"amplio debate publico" con respecto a suspreparatives belicos—un debate tramposo en el cualsalen ganando ellos, no obstante como caiga el dado.Los argumenios sobre si "nosotros" "solo"necesitamos el cohere MX y el bombardero Stealth o sitambien necesitamos el bombardero B-1 tienen el pro-p6.sito de ahogar cualquiera inquietud sobre lacuestion b^sica aqui—precisamente, ique es lo que nospiden que defendamos en esta guerra que iraman? Y larespuesta a esa pregunia—el imperio de una clase imperialista que se sustenia en un sistema mundial deesciavitud. rapifta y extorsion—esta es la causasagrada a la cual han jurado su lealtad Carter, Reagany Anderson.Y, aun mis, quieren hacernos complices en sus

crimenes, usando el sacramento de las elecciones paraconsagrar su programa como lo "escogido por elpueblo". Pues, segun ellos, el votar no es solo tuderecho, es tu deber~y durante los proximos cuatro

ahos s61o te podrds culpar a ti mismo por las conse-cuencias. Asi las elecciones son el clave de sudemocracia tan alabada—son la m^tscara detr^s la cualesconde su verdadera dictadura que se apoya en elfusil.

Algunos dicen: "seguro, es una pendejada—peroaun hay una opcion aqui, entre el menos peor de losdos males. No es mucho, pero tendr^ que bastar hastaque haya algo mejor". O: "Puede que me vaya un tan-to mejor si ESTE toma el Poder, que si lo haceAQUEL; a fin de cuentas uno no tiene nada queperder". Esta es una aciiiud muy realista que tomar,excepto que no liene nada en absoluto q\ie ver con larealidad.

Escoger entre uno de sus "males menos peores" escomo el preso que espera ejecucion y se entera que elalcaide no puede decidir si matarlo con gas o elec-irocutarlo. Desde el principio, existia otra opcion, launica opcion real—oponerse, luchar para escaparse.Pero mientras m^s se consume el con .su mitico cuentodel "mal menos peor", mas se ie escapan los segun-dos, impidiendole m^s y mas las oportunidades deescaparse.

Y asi pasa que cada cuatro aftos, el "alcaide" man-da desde arriba sus candidatos nuevos y viejos, quienescinicamente chupan como sangujuelas las aspiracionesy suefios poiiticos de las masas populates, solamentepara "ejecutar" estas^hociones al minuto que toman elPoder.' Hoy dia—su engaho es m^s desesperado, susmaniobras mas freneticas. La cla.se dominante sabe

que a mucha gente Ie produce nausea la opcion entreReagan y Carter. Asi que le dan a John Anderson lasenal de aprobacion como una aliernativa legiiima deltercer partido; la Diferencia Anderson es que el es el"menos peor de los tres males". Esto, ellos confian,traer^i a algunos otra vez al redil.Pero a medida que se acercan las elecciones, mas de

su prensa le hace el feo a Anderson y empieza la grandespelota publiciiaria para la confrontacion decislvaCarter/Reagan. La prensa le da importancia a losvinculos entre Reagan y la "Nueva Derecha", las-cretinas aciividades de los grupos de "mayoriamoral", no solo para darles un estimulo sino tambienpara asusiar y llevar a la desesperacion a la gente detendencias miis avanzadas, para llevarjos a pensar quela unica alternativa realisia es esconderse detr^s de la

benevolenie sonrisa del amo Jimmy y abrigar esperan-zas de lo mejor. A todas esas millones de personas quehace seis meses decian "cualquier cosa seria mejor queesta porqueria", le est^n diciendo ahora que aunCarter es preferible a lo que podria ocurrir. Y algunos,a reganadientes y con desagrado, esi^n con todo de-j^ndose acaramelar por esta trillada charada. Pero,vamos a ver, ̂ existe alguna diferencia entre marchar ala III Guerra Mundial bajo la "resignacion'espiritual"de Jimmy Carter o bajo el jingoismo mds vulgarmenteexpresado de Ronald Reagan? Lo que hay de fondo esque ellos ofrecen presidir sobre exaciamente el mismofuturo porque el sistema al que ellos le sirven de panttalla no se dirige en ninguna otra direccion.

Los amos del Imperio de EU, como sus padrinosiguales en la Union Sovietica, necesitandeseperadamenie una expansion continua—de otramanera, corren el riesgo de -un colapso. La logicacriminal de su sistema demanda que a fin de cuentascada uno se juege el todo por el todo, con el fin de serel cabron que est6 por encima del resto del mundo. Noes pura alharaca lo que est^n haciendo—una confrontacion decisiva es inminente, y ellos necesitan arrastrarlas masas a la creencia de que tienen un buen motivopara seguirles la corriente en esto. La propaganda queampntonan sobre nosotros constantemenie, con laselecciones como el foco, es una parte vital de suspreparativos belicos—ellos tambien entienden que apesar de todo su armamento, quien tiene que pelearestas guerras es el pueblo, que el pueblo es lo que esdecisive.

Es por esto que su engafio electoral es un engahodesesperado. Y no es m^s que un reflejo de ladebilidad que caracteriza en general a la clasedominante imperialista. Son una- clase que ya pormucho tiempo ha sobrevivido su tiempo en esteplaneta—su liempo ya ha pasado pronto el futuroestar^ por conquistarse. Ha llegado la hora para quetodos los que son oprimidos por este sistema tomen ac-cion independienie e historica—aprovechando de estaselecciones para poderosamente sehalar al pueblo otraalternativa, la posibilidad de un nuevo futuro por elcual valdr^ la pena luchar.Los acontccimientos actuales est^n despertando a

sacudones a la gente. Muchos de los que pensabanhasta ayer que tenian un futuro seguro hoy no estiintan seguros. Las pocas migajes y mezquinos privilegiosque el sistema les ha echado para cegarles a algunfuturo diferente ya.est^n siendo arrebatados. Hoy lagente se siente mds inquieta, descontenta—esta haciendo preguntas. Todo esto indica la gran oportunidadpara tomar accion resueita hoy mismo. Las accionesde aquellos que estdn rechazando esta estafa desper-tar^n a muchos m^s. Las acciones de estas personas eldia de las elecciones tendrctn m^s significancia que lasacciones gastadas de los que votar^n, hoy numerica-menie m^s grandes, que tratan de seguir "la linea demenos resistencia" y que buscan avanzar sin pena.

Si este sistema pudiera ser reformado o si un par de"nuevos y honrados lideres" de este sistema pudieranhacer semejante diferencia, eso ya hubiera ocurridohace mucho tiempo. El gran revolucionario Mao Tse-tung observe: "Con todo lo reaccionario ocurre igual,si no lo golpeas, no cae. Esto es como barrer el suelo:por regla general, donde no llega la escoba, el polvo nodesaparece solo." No bastard el quedarse dormido ysofiar que todo esto se desvanezca (o esperar quealguien mds lo arregle). En realidad, la indiferenciaante la politica resulta ser algo muy politico—apoya lapolitica de aquellos que dominan puesto que les dejaque hagan lo que les de la gana.
