PERSPECTIVES

It hardly need be emphasized that indus-trial development plays a pivotal role in ourendeavour for modernization of the nation. Andonly with the industrial development, trade andmanfacturing industry will flourish.

Therefore, the government is striving forthe establishment of basic industries to trans-form the nation into an industrial one. Not onlyare new factories that produce import-substi-tute items being constructed but also existingones are being upgraded.

At such a time like this, it is necessary tomake efforts to produce consumer goods andequipment that are in good demand in agricul-tural and manufacturing industries.

The Ministry of Industry-1 is establish-ing, wherever necessary in the nation, factoriesthat produce consumer and household goods.The pulp factory (Thabaung) and the Maubinpaper factory meet the domestic consumptionfor paper in addition to creating job opportu-nities for local people. Similarly, the textile fac-tories at Pakokku, Sagaing, Pwintbyu andSalingyi and the texile and finishing factoriesat Shwedaung and Paleik meet the domesticdemand for textiles.

The Ministry of Industry-1 has alsoopened a 30-ton hydrogen peroxide factory inChauk Township in Magway Division on 24April. Hydrogen peroxide can be used in bleach-ing pulp, textiles, fats, wax, leather, glue, wooland tobacco, treating industrial waste water andmanufacturing vitamin B1 injection andprothionamide (TB drug), dexamethasone, cor-tisone and pesticides.

Establishment of modern factories andthe ones that produce import-substitute itemscreate jobs for local people and will surelycontribute to the emergence of an industrialnation. At a time when the government andthe private sector are working in concert totransform the nation into an industrial one,we would like to call on all those responsibleof factories and workshops to work as hard asthey can be able to boost production as highas possible.

Peru declares emergency in townsnear volcano

Ubinas, which hadbeen inactive for almost40 years, has been spittingout ash, smoke and toxicgases for most of the

The governmentrecommended evacuationearly in the week, but itwas not until Friday thatdozens of people beganreluctantly to leave farmingtowns in the area coveredin a thick carpet of ash.“The Head of State askedfor the Armed Forces tohelp evacuate 42 families

from the town of Querapi,in the Ubinas District, thetown nearest the volcano,”the government said in anews release. Querapi isan impoverished, tele-phone-less hamlet 2.5miles from the volcano,which is in the Moqueguadepartment 550 milessouth of Lima.

Cyclone Monica made landfallin the Northern Territories

NORTHERN TERRITORIES, 25 April— A tropicalcyclone predicted to be one of the worst to hitAustralia has been downgraded, bringing relief tothe city of Darwin, thought to be in its path.

Cyclone Monica had been expected to hit thecity as a category five storm, with winds of up to350 km/h (220 mph).

But the national weather bureau downgraded it tocategory two on Tuesday morning, when it lostpower after making landfall.

Forecaster Andrew Tupper warned Darwinresidents to remain cautious, however.

"It is still a category two cyclone and we areexpecting strong wind, so people shouldn't becometoo complacent," he told the Associated Press.

Monica was still a category five cyclone when ittouched down in the remote Aboriginal communityof Maningrida, in the Northern Territory, late onMonday night.

A spokeswoman for the Northern Territory Police,Fire and Emergency Services said some parts of thearea had been damaged by the storm.

Maningrida "certainly suffered extensive damageto some buildings and structures," she told theSydney Morning Herald, although no serious injurieshave been reported.

ries of State service personnel, with effect from 1

April 2006. I can imagine the happiness of the service

personnel, because a non-service personnel like me

also feel happy for the news. I hope that service

personnel appreciate and value the government’s

goodwill and serve the nation’s interest more.

On the other hand, prices of foodstuff and

personal goods are rising at an alarming rate even at

the time not any one of the service personnel has

received his monthly salary yet. Traders in major

cities are selling cooking oil to retail sellers in quota

system. Some of the goods available at rising prices

in the morning were said to be out of stocks in the

afternoon. We have heard gold shop owners saying

that they are going to close their shops for a long

pilgrimage trip.

Although an unrest occurred when the rice

price reached K 2.5 per pyi (small basket), people are

now able to pay round about K 500 for a pyi, thanks

to the government’s development undertakings that

Consumers are suffering much from rapacious traders’

attempts to raise commodity prices, with market ori-

ented economy which has no restrictions in prices and

Merchants are making huge profits out of price

hikes resulting from rumours to weather, world situa-

tion and Myanmar’s conditions. Price hikes that are

based on a certain reason stop when the said reason has

been solved. But they never fall back to the level where

they started to rise.

The Buddha taught the Samma Ajiva, the just

way of earning a living. The Singjo treatise says that

the Samma Ajiva has the rules — free from killing

lives, stealing other’s property, lying and using rude

and loathsome conversation. The persons who are

trying to manipulate the commodity prices are against

the Samma Ajiva.

The attempts to raise commodity prices citing

the increase in monthly salaries as an excuse is an

undesirable act. Merchants too should see the salary

hikes with pleasure.

As the government has duly increased the

salaries, service personnel should serve the national

interest with extra momentum. Serving national in-

terest and earning a living is a way of Samma Ajiva.

Adding zeal and physical and intellectual ef-

forts to the service will speed up the national devel-

opment pace. The more the nation achieve progress,

the higher monthly salaries will the service personnel

enjoy.

The Tatmadaw government has made arrange-

ments for setting up a democratic state in accord with

the public desire. It has reached a certain stage in

convening the National Convention, the first step of

the seven-step Road Map.

Service personnel in every country that prac-

tices the multi-party democracy system have to stay

away from getting involved in party politics. They

must be loyal to the government that represents the

nation. All service personnel enjoying the monthly

salaries provided by the government should be loyal

to the state.

Merchants on their part should stay away from

human trafficking, gun running, drug trafficking and

other misdeeds and sins. They should have goodwill

and sincerity in doing their work.

Hence, let us all including service personnel

and the merchants welcome the auspicious news

about the salary increases with noble mind.

on enhanced preventive and control measures against bird flu in Myanmar.

Outbreak of bird flu and control

Starting from early March 2006, the outbreaks of bird flu occurred

in 13 townships in Sagaing and Mandalay Divisions, in central Myanmar.

Altogether 9,206 fowls from 408 poultry farms and 5,606 quails from 137

quail farms were culled and 0.33 million of fowls and 0.32 million of quails

were destroyed. About 100,000 eggs and 80,000 quail eggs were also

destroyed.

During the outbreak of the disease, ban on transport of fowls, ducks,

quails and their eggs and movement of equipment used in poultry farms,

promotion of bio security and public education were undertaken. The bird

flu was under control in those areas on 6 April 2006 with the supervision

and assistance of local authorities and the cooperation of Myanmar Police

Force and staff of LBVD and Health Department and farmers.

Transport

During the outbreak of the disease, the respective bird flu control

committees banned sale of fowls and eggs temporarily in the affected

townships and transport of fowls and eggs in disease-free states and

divisions.

The disease was under control in the restricted zones and the

committees will lift the ban before the end of April and are making

arrangements for regular flow of commodities.

Support for animal health

The bird flu control committee will take measures on transport of

fresh fowls and eggs and their products from one place to another with the

support of LBVD, the respective laboratories and township LBVD.

International and technical cooperation programme

The staff of LBVD are carrying out tasks on spraying poultry farms

and disease surveillance, public education and issuing press release. Bird

flu control was conducted in cooperation with Regional Coordinator of

FAO Dr K Wantanee, expert Dr Parasit, adviser of USAID Dr J Mac Arthur

and expert of Japan International Cooperation Agency (JICA) Dr Sudarat.

Moreover, LBVD staff together with FAO expert Mr Anthony Williams,

a British citizen and Mr Harvey Westbury of Australia conducted disease

control and discussed emergency measures for the project and perform-

ance of the department.

International assistance

JICA, FAO, National Laboratory for Animal Health (NAH) and

Livestock and Development Centre of Thailand provided equipment,

pesticides and laboratory equipment worth US $ 660,000. Besides, the

People’s Republic of China also provided RMB Yuan 1 million for use in

disease control and the Japanese government equipment, medicines and

others worth US $ 2.1 million.

FIFA has yet to fully sign up tothe WADA code, the main stickingpoint being its unwillingness toagree that a first offence by a playershould automatically attract a two-year ban.

In its own written response to thecourt's findings, FIFA said CAShad "confirmed FIFA's practice ofusing individual case managementwhen sanctioning doping offences".

Blatter added that his organiza-tion "will attempt to solve any dif-ferences on its own initiative".

According to Monday's reportneither WADA nor the IOC are le-gally able to force FIFA to adopt theWADA code.

Summary of observations recorded at 09:30hours MST: During the past 24 hours,rain or thunder-showers have been scattered in Shan State, Mandalay andTaninthayi Divisions, isolated in Kachin, Kayin States,Sagaing and Yangon Divisions and weather has beenpartly cloudy in the remaining States and Divisions. Daytemperatures were (7°C) above normal in AyeyawadyDivision, (5°C) to (6°C) above normal in Chin State andupper Sagaing Division, (3°C) to (4°C) above normal inKachin State, lower Sagaing, Mandalay and YangonDivisions, and about normal in the remaining States andDivisions. The significant day temperatures wereMonywa, NyaungU and Minbu (42°C) each and Chauk,Magway and Pakokku (41°C) each. The noteworthyamounts of rainfall recorded were Mogok (1.18) inches,Dawei (1.06) inches. PyinOoLwin (0.67)inch and Kyaukse(0.51) inch. Maximum temperature on 24-4-2006 was100°F. Minimum temperature on 25-4-2006 was73°F. Relative humidity at 09:30 hrs MST on25-4-2006 was (66%). Total sunshine hours on24-4-2006 was (9.4) hours approx.

Rainfalls on 25-4-2006 were nil Mingaladon, Kaba-Aye and central Yangon. Total rainfalls since 1-1-2006were (0.04) inch at Mingaladon, (0.08) inch at Kaba-Ayeand (0.59) inch at central Yangon. Maximum wind speedat Yangon (Kaba-Aye) was (16) mph from Southwest at(17:55) hours MST on 24-4-2006.

Bay inference: According to the observations at(12:30) hours MST today, low pressure area over South-east Bay has further intensified into a depression and it iscentred at about (650) miles Southeast of Chennai, India.It is forecast to move North-Northwest indirection.Weather is partly cloudy to cloudy in theAndaman Sea and South Bay and generally fair else-where in the Bay of Bengal.

Forecast valid until evening of 26-4-2006:Weather will be partly cloudy in Chin, northern RakhineStates and Magway Division and isolated to scattered rainor thundershowers are likely in the remaining areas.Degree of certainty is (60%).

Abuse of prisoners in Iraqi jails continues WASHINGTON, 25 April — US and Iraqi inspectors have discovered abuse of prisoners in detention

centres run by Iraq’s Interior Ministry that were visited as recently as February, the Washington Postreported on Monday.

Citing US and Iraqi sources involved with theinspections, the Post said US troops did not respond bytransferring all of the detainees to safety, as they didafter finding 173 prisoners, some of whom showedsigns of torture, in a secret Baghdad bunker in Novem-ber.

Only a small number of the most severely abuseddetainees at one of six detention centres inspected sinceNovember were moved for medical treatment, whileprisoners at two others were transferred to ease over-crowding, the Post said.

Leaving some of prisoners in centres where theirabusive treatment was discovered has prompted inspec-tors to ask whether the military is following a pledgemade by Joint Chiefs of Staff Chairman General PeterPace in November that US troops would try to stop anyinhumane treatment they saw, the Post said.

“They tell us, ‘If you leave us here, they will kill

us,’” the Post quoted an anonymous Iraqi official assaying. US military authorities confirmed that therewere signs of severe abuse, including separated shoul-ders and strap marks, at two of the centres, the Post said.

“I was not in charge of the team who went to thesites. If so, I would have taken them out,” the Postquoted a US official as having written in an e-mail.

But Major-General John D. Gardner, the com-mander of US detention operations in Iraq, told the Post,“I would strongly disagree with the statement thatAmericans are seeing cases of abuse and not doinganything.”

Pace’s directive to US troops to stop any inhumanetreatment they see followed the discovery on 13 No-vember of 173 prisoners in a compound run by Iraq’sShiite-dominated Interior Ministry, which also runsmost of the detention centres that have been inspectedsince then. —MNA/Reuters

The Thai Minister made cash donations to-wards the funds of the pagoda, and Minister Brig-Gen Lun Thi gave him the picture of the pagoda asa gift.

Under Ayeyawady-Chao Phraya-Mekong Eco-nomic Cooperation Strategy, a ceremony to handover equipment related to project for generating solarenergy for power supply to Kyaikhtiyo Pagoda washeld on the precinct of the pagoda yesterday morn-ing.

It was attended by Minister for Energy Brig-Gen Lun Thi, Minister of Energy of Thailand MrViset Choopiban, Commander of local LID Brig-Gen Thet Naing Win, Secretary of Mon State Peaceand Development Council Lt-Col Soe Myint Aung,officials and guests.
