Moa’rif Request User Manual Moa’rif Identifier As a global allocating agency for the Legal Entity Identifier, the Moa’rif identifier is used to identify legally independent entities and companies. The Moa’rif identifier allows companies to comply with various reporting requirements, while at the same time enhancing transparency. The Moa’rif identifier is currently referred to as a Pre‐LEI which will automatically be adopted as a LEI once the worldwide LEI system, which was instituted by the G20 nations, is fully established.
Structure of the LEI Code The Moa’rif entity identifier is a 20‐character alpha‐numeric code based on the ISO Standard 17442 that all companies globally will utilize. The Moa’rif identifier follows the structure below:
Who Needs It? All entities in the Kingdom of Saudi Arabia need a Moa’rif identifier, which includes such entities as Government funds, Entity Branch, Institutions, Partnership Company, Limited partnership, Joint venture, Joint Stock Corporation, Partnership limited by shares, Limited Liability Company, Company with variable capital and Corporative Company. We suggest that parent companies request a Moa’rif identifier for themselves as well as for each subsidiary company.
What Does Not Qualify? The Moa’rif identifier is not needed for:
An individual
A class of a sub‐fund (fund sleeve)

Pending Actions
Your Registration is now in your Pending Moa’rif Requests basket
You may continue registering more entities if multiple Moa’rif’s are required.
Please use the Bill Number you received in your Moa’rif request confirmation e‐mail with the SADAD payment system. Once payment is confirmed and the entity validation process is finished your Moa’rif request will move from the Pending Moa’rif requests queue to the Processed Moa’rif requests queue.

Registration ‐ Resultant Outcome
Once payment is complete, your Registration will be sent to the Validation Team for checks against publically available, corroborative sources. Once validation checks have been completed, your Moa’rif will be generated and a successful assignment email will be sent.
Once this process is complete, the “Record State” will update to reflect the findings by the Validation Team (Typically the turnaround is 72‐96hrs)
Two emails sent: A receipt of payment and Moa’rif assigned due to registration.
Upon successful assignment/email, your Moa’rif code will then be searchable on the Moa’rif Portal and will also be displayed in the “My Moa’rif Request” tab.

Add Parent:
All Legal Entities must report, (Mandatory Relationship Reporting) for their direct and ultimate accounting
consolidating parent each, one of
o a relationship record or
o a reporting exception (Opt out of parent addition)
That means for these 2 mandatory relationships there should be a relationship record or an exception should be
reported. Only child entities may report this data to minimize difficulties arising from complex business rules
dependent on the reporting entity and de‐duplication. The relationship types allowed include:

You will then be directed to a new page to add an existing parent or add a new parent entity. This page will also allow adding the associated relationship details.

Add an Existing Parent If you wish to add an Existing Parent LEI please do so by selecting the ‘Add Existing Parent’ tab. A pop‐up will open and this section will provide you a search field to search for an entity. Use this field to look for parent LEI record.
If no matches are found, the results screen will be blank. If potential matches are found the results screen will
be dynamically populated based on your search field entries. You can see additional details about any displayed
LEI record by clicking on the Identifier hyperlink. To add an existing parent LEI for the requested entity, select
the record and hit the “Add Parent” button.

You cannot use an entity as Parent LEI with registration status Merged, Retired etc. These will be highlighted in yellow and you cannot select such records. Parent LEI will be displayed under the “Parent List” grid. The Parent Entity Relationship Details page will now be accessible under this grid. All fields with a red asterisk are mandatory. Parent Legal Name, Parent LEI and Child Legal Name are prepopulated and non‐editable.
This Parent Entity Relationship Details page contains the identifiers of the two entities related by the reported relationship, as well as the type of relationship, dates related to the relationship and other relationship quantifiers and qualifiers.

Parent Relationship to Child: This is an exclusive field designating the specific category of a directional relationship between two legal entities. ‐ Direct Accounting Consolidating Parent: The Child entity is directly consolidated by Parent. The “child" entity has its accounts fully consolidated by the "parent" entity as per accounting standard(s) specified in Relationship Qualifiers; the parent entity is the closest fully consolidating parent to the child entity in any applicable hierarchical ownership structure. ‐ Ultimate Accounting Consolidating Parent: The Child entity is ultimately consolidated by Parent. The “child" entity has its accounts fully consolidated by the "parent" entity as per accounting standard(s) specified in Relationship Qualifiers; the parent entity is the most distant fully consolidating parent from the child entity in any applicable hierarchical ownership structure. ‐ International Branch Headquarters: The branch is an international branch, defined as a non‐incorporated establishment of a head office legal entity that is located in a jurisdiction outside the jurisdiction where the head office legal entity is located; The branch is registered in a publicly available local business registry or local regulatory register in its host country; and the head office (or headquarters) of the branch already has an LEI. Relationship Status: This field is prepopulated with value “Active” and is the only default value, currently. Active status means that as of the last report or update, the reporting legal entity reported that it is legally registered and/or operating, AND that the relationship detailed in this Entity Relationship Record is still valid. Relationship Qualifier: It is a list of additional qualitative attributes that helps to categorize the relationship. This field is mandatory when “Parent Relationship to Child” values are either “Direct Accounting Consolidating Parent” or “Ultimate Accounting Consolidating Parent”. ‐ Qualifier Dimension: Currently populated with one value “Accounting Standard”. The accounting standard is applied to determine the definition of ultimate or direct accounting consolidating parent for the relationship provided in the Relationship Record. This field is applicable to only two parent relationships to child types ‐ “Direct Accounting Consolidating Parent” and “Ultimate Accounting Consolidating Parent”. ‐ Qualifier Category: Qualifier category specifies the additional qualitative attributes that help to categorize the relationship. The values available in the dropdown list are:
US GAAP ‐ United States‐Generally Accepted Accounting Principles.
IFRS ‐ International Financial Reporting Standard Other Accounting Standard – A financial reporting standard not otherwise stated in the dropdown list. Relationship Period Type: Reporting dates associated with Validation Documents ‐ Accounting Period: This is the date of the situation reflected in the source document (generally distinct from the date of the document) and is intended to indicate the accounting period covered by the most recent validation documents. The Start and End date is mandatory.

‐ Relationship Period: This is intended to indicate the duration of validity of the relationship itself, as distinct from any administrative or reporting aspects. This information is the broadest view of the relationship and the Start Date would indicate the earliest date at which the relationship existed or the first date it is known.
‐ Document Filing Period: This is intended to indicate the date of the document filing or publication. This only applies where the validation documents are filed or publicly available. The Start Date is the date of document filing or publication. Only Start Date is the required field. Please use the “Add Additional Relationship Period” button to add any additional relationship period types. Relationship Quantifier: This field specifies one additional quantitative attribute of the relationship, according to a particular measurement method. ‐ Measurement Method: Populated currently with the only one valid value “Accounting Consolidation”. Accounting consolidation holds when in the financial statements of a group the assets, liabilities, equity, income, expenses and cash flows of the parent and its subsidiaries are presented as those of a single economic entity ‐ Quantifier Unit: Populated currently with the only one valid value “Percentage” and specifies the units of a measurement made on a relationship. ‐ Quantifier Amount: This field specifies the quantity measured as a decimal number. Relationship Validation Documents: The legal entity is obligated to provide validation documents for its parent relationships. If the legal entity cannot provide that, an LEI cannot be issued. Also, no relationship record is created. Validation Document Type: This field is used for providing the type of source document(s) used for validating the relationship. Types of source document(s) used for validating the relationship are: Accounts Filing: A consolidated financial (accounting) statement prepared and submitted to the relevant authority. Regulatory Filing: An annual regulatory filing providing public information on parent relationships. Supporting Documents: Other documents supporting the preparation of consolidated financial statements.
Contracts: Contract(s) attesting to the validity of the relationship.
Other Official Documents: Other official document(s) attesting to the validity of the relationship.
Please use the Browse feature to attach documents or Reference URL field to provide the URL link for the source documents. If validation documents is either Accounts Filing or Regulatory Filing and validation sources is Fully Corroborated or Partially Corroborated then the validation reference field MUST contain the filing URL (including name and full path), if available. Validation Source: Validation sources shall be either “Entity Supplied only”, “Partially Corroborated” or “Fully Corroborated”.

(i) There are consolidated financial statements; other documents supporting the preparation of consolidated financial statements coming from or otherwise confirmed by the external auditor; regulatory filings; AND (ii) These documents establish the consolidation relationship and mention the name of both related entities.
The Validations sources is partially corroborated, if (i) The definition of parent used in regulatory filings differs from the accounting consolidation definition, but filings assist in corroborating the information provided by the registrant that the conditions of consolidation are met. Only accounting consolidation relationships are expected to be reported. OR (ii) Official documents such as regulatory filings or contracts make it likely that the conditions of accounting consolidation are met, or have ceased to be met, when consolidated accounts reflecting the new situation have not been established yet.
A Validation source is Entity Supplied only when the validation documents are none of the sources admitted for fully corroborated and partially corroborated.
Click on the “Check for Duplicates” button to verify that no duplicate relationship exists between the two entities. You will see the below alert if there is no duplicate relationship.
You should now see the Add Relationship button activated. Click on it and the data will be successfully
submitted. You will receive a pop up window confirming the same, please confirm by selecting the “Continue”
button. Parent LEI will now be visible under the Parent List Grid.
At this stage, if you want to modify the parent relationship details please edit the fields and use the Update
Relationship button to submit the changes. Use Cancel Editing to undo any modifications.

Delete Parent Once a parent record is added you may view the submitted details and also have the ability to delete the parent record using Delete Parent button.
Select the check box corresponding to the parent record you wish to delete and click upon the Delete Parent button. The following confirmation pop‐up window will open, Select “Yes” and System will delete the parent record.
An affirmation pop‐up will appear; Click “Ok”.

Please remember that a relationship record for each ultimate and direct accounting consolidating parent(s), if they exist for the reporting entity must be reported. If both ultimate and direct accounting consolidation relationship types apply to the same parent entity, both types must be reported for the requested child entity with 2 separate relationship records. If one of the parent entities does not exist or otherwise cannot be reported (for whatever reason): a Reporting Exception (opt out reason) for parent entity relationship type should be submitted. The following Parent Opt Out Details window will open, select the appropriate exception reason and click upon “Continue to Pay” button. Here are 2 examples:
Parent Opt Out Details pop up is displayed when only one of the parent relationship is submitted. You will have to submit the exception reason for the other relationship type in the below pop up window. Click upon “Continue to Pay” button to proceed with the payment.
NO LEI exception reason will auto populate when new parent information is submitted using the Add New Parent tab. Click upon “Continue to Pay” button to proceed with the payment.

Opt out of Parent Addition:
The opt out reason is collected as part of the LEI record of the reporting entity. If you are aware, that for a
requested legal entity there is a relationship of the relevant type BUT details are being withhold from disclosure
then you must provide an opt‐out reason.
The reason(s) for declining to provide information on parent can be:
NO LEI: The parent does not consent to have LEI. NATURAL PERSONS: There is no parent according to the definition used, because the entity is controlled by natural person(s) without any intermediate legal entity meeting the definition of accounting consolidating parent. NON CONSOLIDATING: There is no parent according to the definition used, because the entity is controlled by legal entities not subject to preparing consolidated financial statements NO KNOWN PERSON: There is no parent according to the definition used, because there is no known person controlling the entity (e.g.., diversified shareholding). LEGAL OBSTACLES: Obstacles in the laws or regulations of a jurisdiction prevent providing or publishing this information. This does not include cases where, under the applicable legal framework disclosing the parent relationship would require the consent of one of the entities in the relationship, or both, and such consent could not be obtained (in these cases "CONSENT_NOT_OBTAINED" is the applicable code). The LOU is not expected to verify or analyze whether the legal framework constitutes a legal obstacle. CONSENT NOT OBTAINED: Obstacles in the laws or regulations of a jurisdiction prevent providing or publishing this information: “the consent of the parent was necessary under the applicable legal framework and the parent did not consent or could not be contacted”. Note that it is a responsibility of a child entity to seek parent consent when necessary for disclosing the parent relationship, for instance by inviting in writing the parent entity to provide consent. The LOU is not expected to verify or analyze whether the legal framework constitutes a legal obstacle.

BINDING LEGAL COMMITMENTS: Binding legal commitments (other than the laws or regulations of a jurisdiction), such as articles governing the legal entity or a contract, prevent providing or publishing this information. The LOU is not expected to verify or analyze whether the legal framework constitutes a legal obstacle. DETRIMENT NOT EXCLUDED: The child entity has sought to consult the parent entity about the reporting of the parent information to the GLEIS but could not confirm the absence of detriment in a way that can appropriately prevent liability risks for the child entity (or those acting on its behalf) under the applicable legal framework. The disclosure of this information would be detrimental to the legal entity or the relevant parent. This will include reasons generally accepted by public authorities in similar circumstances, based on a declaration by the entity. This reason may be used only when all following cumulative circumstances apply: (i) the parent could not be informed via the GLEIS and have the possibility to correct the relationship information before publication (including raising a cause for opt out, either because the parent does not have an LEI, or it has an LEI but the GLEIS has not yet implemented such system; (ii) the relationship is not already in the public domain (information being in the public domain assumes here that the way the information came into the public domain did not infringe the applicable legal framework); (iii) the child entity has reasons to believe that the parent may consider disclosure to be detrimental; (iv) the child entity has sought to consult the parent entity of the reporting of the parent information to the GLEIS but could not confirm the absence of detriment in a way that can appropriately prevent liability risks for the child entity (or those acting on its behalf) under the applicable legal framework. DISCLOSURE DETRIMENTAL: The disclosure of this information would be detrimental to the legal entity or the relevant parent. This will include reasons generally accepted by public authorities in similar circumstances, based on a declaration by the entity.

Processing Payment
Registrations require payment.
All requested actions will show in your pending Moa’rif Requests with the Request Status = Pending Payment.
Use your Bill Number received in your Moa’rif Request E‐mail confirmation letter to process the payment with the SADAD payment processing system.
Credit card payment and Banking Transfer is also available for those who prefer that form of payment.

Batch Registration
Select Batch Registration under services menu.
Click on the Download Template icon to access the batch request template (Microsoft Office Excel “.xlsx” file)
Complete the downloaded form, save and upload the file using “Upload” button on Batch Moa’rif Request page.
All fields marked with as * are mandatory. Your request will not be processed unless all details are provided. You
can submit up to 200 requests per batch for LEI assignment.
Certain cells in the excel file contains dropdown list; select an appropriate option from the dropdown list. Please
note that not all fields will be editable in the excel file if you copy and paste data from certain sources.

Upon upload the tables “Invalid Moa’rif Records” will be populated with the details from your excel template.
All requests that must pass the initial validation process for level I and Level II data will appear in the top “Invalid
Moa’rif Records" section.
Clicking on the checkbox in the Edit column will open a light box allowing you to edit the request details. Once
the data is verified and duplicate check performed, your submitted request will move to the Valid Moa’rif
Records section if all criteria are met. Once all of your records are in the Valid Moa’rif Records section you may
select the Submit Batch button in the lower right portion of the screen Hitting Submit Batch will open a
confirmation pop‐up, confirm by selecting the Submit button.
Please note that only requests in the Valid Moa’rif Records grid will be submitted as a single batch. Any requests
remaining in the invalid records table will not be processed upon submission.
Once the Moa’rif Batch Request is submitted, a pop up will open offering you to select the payment type. You can pay by Credit Card, SADAD or through Banking Transfer. For payments being made through SADAD please reference the bill number located in the confirmation email received to complete your transaction. Successfully loaded records will appear under My Moa’rif Request Page. Registrations require payment. Once payment is confirmed and the entity validation process is finished your Moa’rif request will move from the Pending Moa’rif requests queue to the Processed Moa’rif requests queue.

Updating your Moa’rif User Profile:
Once you are logged into the site you can click on your name located at the top right of the screen (See image above) to bring up your user information. The first time you see the form it will be pre‐populated with the information you entered when you initially registered for the site.
From this screen the user may edit detail information about themselves as well as add an additional e‐mail for all notifications to go to. This is useful when you work on a team and share a group distribution e‐mail address with your colleagues.
Once you are finished updating your user details you can click on the button on the lower right portion of the screen labeled “Update Customer Info” to save your updated profile.

Renew Moa’rif: Annual Certification Maintenance
The registrant has an obligation to update entity’s information when there are relevant changes, and for a
record to be considered active, it must be revalidated annually. The user should inform any changes to a
registered entity that will necessitate change to the LEI reference data due to a corporate action, e.g. merger,
acquisition, name change or other change of incorporation.
This should be done on a continuous basis and in conjunction with annual maintenance and re‐validation of LEI
reference data. The LEI registrant is also responsible for the accuracy of reference data. The legal entity will be
asked to re‐certify the record 12 months following registration and will be charged 450 Saudi Riyal as annual
maintenance fee.
Who can renew the Moa’rif records?
Only the owner of a record whose request was submitted by a primary registrant may perform renewal on the
record.
Those records whose owner is defined as third‐party can be renewed by the registered third party who is willing
to pay 450 Saudi Riyal as annual maintenance fee.
In the event that a primary party wants to take over a record from a third party they may do so by notifying
Moa’rif via e‐mail. Moa’rif will request an authorization form be completed by the primary party to prove who
they are and subsequently the primary party will need to create a new account. Moa’rif will send an e‐mail to
the third party (current owner of the record) stating that the primary party has requested that the record
ownership be transferred to themselves i.e. the primary party. Once the third party owner acknowledges the
record, owner for the LEI will be changed to the primary party and all renewal e‐mails will go to the primary
party thereafter.
LEI registrants will receive an email notification 30 days before the next renewal date of an active LEI.
In order for you to renew your record you will need to perform the required annual renewal for your Moa’rif record(s). Failure to complete the annual renewal process will cause the records to be set to a Registration Status of ‘LAPSED’, which may impair your ability to utilize the LEI for trade reporting. Please note that inactive LEIs are not involved in the LEI renewal process.
If you do not take any action during the notification period you will receive a second email notification 7 days before the entity’s next renewal date and a final notification 1 day before the entity’s next renewal date.
Any inaction during the renewal period will automatically change the entity registration status to “LAPSE” and you will receive an email notification stating that renewal period for the Moa’rif record(s) has expired and the Registration status has been set to “LAPSED”.

Email notifications will be sent to entity owner to renew your Moa’rif record(s) in durations of one week, two weeks, three weeks and four weeks after the entity’s registration status becomes “LAPSE”.
Please use the ‘Renewal’ tab to access Moa’rif request(s) that is up for renewal. Select the edit checkbox to begin the renewal process.
A record in blue background is shown when entity is 30 days before next renewal date. A record in yellow background is shown when the entity is in LAPSE status.
Clicking on the maintenance icon in the Edit column will open a light box allowing you to edit the details.

All Legal Entities must report, (Mandatory Relationship Reporting) for their direct and ultimate accounting
consolidating parent each, one of
o a relationship record or
o a reporting exception (Opt out of parent addition)
That means for these 2 mandatory relationships there should be a relationship record or an exception should be
reported. If your LEI don’t have the mandatory relationship reported, please click “Add Parent” and "proceed to
parent page", you will then be directed to a new page to add an existing parent or add a new parent entity. This
page will also allow adding the associated parent relationship details. If you are aware, that for a requested legal
entity there is a relationship of the relevant type BUT details are being withhold from disclosure then you must
provide opt‐out reason.
If LEI already contains the mandatory relationship data, then verify the details presented in the light box, edit
any fields if required and select “Renew Record” button in the lower right portion of the screen. You can select
the Cancel button to close out the renew request light box and return to the Renew Moa’rif page.
Hitting “Renew Record” will open a confirmation pop‐up, confirm by selecting the Continue button. After the
record is submitted for renewal a pop up will open offering you to select the payment type. You can pay by
Credit Card or through SADAD. For payments being made through SADAD please reference the bill number
located in the confirmation email received to complete your transaction.
Successfully submitted records will appear as “Pending Payment” in My Moa’rif Request Page as well as Moa’rif Renewals Page. Renewals require payment. Once payment is confirmed and the entity validation process is finished your Moa’rif renew request will move from the Pending Moa’rif requests queue to the Processed Moa’rif requests queue.
Please note that Moa’rif may reach out to the customer if additional documentation is warranted and should
the due diligence process reveals any discrepancy the registrant’s renewal request will be denied.
If a legal entity registers, receives LEI and never undergoes a corporate action the ISSUED status should be the
only registration status a you should keep against your LEI. If the legal entity ceases operation then a status of
RETIRED is assigned and if the legal entity is involved in a merger by another legal entity then the registration
status of MERGED is set.
Entity Status will be shown as “Inactive” if the registration status is set to “Merged” or “Retired”. The expiration date and the reason should be added for these two statuses.
Annulled registration status is associated with registration errors. ANNULLED code is applied when assignment
error is detected post an LEI registration has been issued. This registration status is terminal, i.e. no further
updates are expected to occur on such records.

Successor LEI:
You are required to Add Successor LEI if the Registration Status is changed to MERGED.
This is a hyperlink. When you click on this hyperlink a pop‐up will open allowing you to search for the Successor
LEI. Add successor LEI by selecting the adjacent check box and hitting the Add Successor LEI button. You should
now see the successor LEI in the “Successor LEI” field, This field is not editable, If you wish to remove the LEI you
may do so by clicking the cross { } mark. The Successor Name field will be auto populated when Successor LEI
is added. If you change the Registration Status Merged and do not enter a Successor LEI before hitting the
Renew Record button, an error message will appear.
Remember that only Active LEI records should be added as Successor LEI. You cannot use an entity with
registration status as Merged, Duplicate, Retired etc. These will be highlighted as shown in the below screenshot
and you cannot select such records. Also, Entity marked as a duplicate will always show entity status as Active
however as stated these are not available for selection.

How to transfer an LEI Record: Use the ‘Transfer” tab to port “non‐Moa’rif” LEIs from another LOU into Moa’rif.
You are not required to create a user account to begin the transfer process. Complete the form, agree to our website T&C and submit your request using ‘Submit Transfer Request’ button. Once a request is submitted a popup alert will appear notifying that you must inform the originating LOU on the request for transfer. Select ‘Continue’ and you will receive an email confirming the receipt of the request.
Once the originating LOU provider changes the registration status to Pending Transfer the request will be ready for processing by the Moa’rif operator. After the transfer, Moa’rif will become the supporting LOU and you will receive an email confirming the transfer. Please note that only a primary registrant can request an LEI record for transfer to another LOU. No payment is initially required for the transfer. At the expiration of the maintenance date, Moa’rif will charge the annual maintenance fee.
You also have the option to first register and then request for a transfer. Log in to your account, click on the ‘Transfer Record’ tab, complete the form and submit your transfer request.

LEI transfer procedure from LOU to another LOU: Role Step Description
Legal Entity
1 Request transfer of LEI A Legal Entity submits a transfer request to the Receiving LOU by filling out the Transfer Request Form.
Receiving LOU
2 Record transfer request The Receiving LOU records in their system the LEI Transfer request. The Receiving LOU formally checks, if the Transfer Request Form is complete. The Receiving LOU confirms the request to the Legal Entity. If the Legal Entity has a Registration Status of LAPSED, the Receiving LOU confirms with the Legal Entity that the Legal Entity is committed to renewing the LEI. For exceptional cases where the LEI has a Registration Status of of MERGED or RETIRED, the Sending LOU should ask an explanation for the Transfer Request. The Receiving LOU sends the Transfer Request Form to the Sending LOU.
Sending LOU
3 Confirm transfer request The Sending LOU sends a confirmation of the LEI Transfer request back to the Receiving LOU, sets the LEI Record Registration Status to “PENDING_TRANSFER”, sets the Relationship Record Registration Status to "PENDING_TRANSFER", and publishes (as applicable): • the updated LE‐RD, • the updated External Relationship Record reference data, • the updated Internal Relationship Record • the updated Reporting Exceptions Record • the updated Parent Reference Data in its file uploads to GLEIF. The Sending LOU notifies the Legal Entity that the transfer will occur after 3 business days if no objection is received. The Transfer Objection Form is attached to the notification.

4 Approve transfer request The Legal Entity approves, approves by not responding, or objects to the transfer information from the Sending LOU.

5 Approved? The Sending LOU checks, if and what the Sending LOU Legal Entity contact answered within 3 business days. In case of an objection the Sending LOU sends the filled out Transfer Objection Form from the Sending LOU Legal Entity contact person to the Receiving LOU and sets the LEI Registration Status back to the previous Registration Status. In case of approval or non‐response, the Sending LOU informs the Receiving LOU about the confirmation and sets the LEI Registration Status to “PENDING_ARCHIVAL”, sets the Relationship Record registration Status to "PENDING_ARCHIVAL", and publishes (as applicable): • the updated LE‐RD, • the updated External Relationship Record reference data, • the updated Internal Relationship Record • the updated Reporting Exceptions Record • the updated Parent Reference Data in its file uploads to GLEIF.
Receiving LOU
6 Clarify objection to transfer request The Receiving LOU informs its contact person of the Legal Entity of the objection. Given the Sending LOU’s legal entity contact point approves sharing contact information, the Receiving LOU includes the contact information of the objecting person

7 Continue? The Receiving LOU’s Legal Entity contact person decides if it would like to continue the LEI Transfer or if it would like to withdraw its transfer request.

8 Stop LEI Transfer The Receiving LOU stops the transfer and informs the Sending LOU about it. The Sending LOU sets the LEI Registration Status back to the previous Registration Status, sets the Relationship Record Registration Status back to the previous Registration Status, and publishes (as applicable): • the updated LE‐RD,

Receiving LOU
9 Validate LEI record and Relationship Record While the Registration Status of the Sending LOU is “PENDING_ARCHIVAL”, the Receiving LOU performs a validation of the most recent data of the LEI Record, External Relationship Records, and Internal Relationship Records. The LOU confirms Reporting Exceptions Records, and Parent Reference Data Records. This process should not take more than 2 business days. In case of any questions the Receiving LOU contacts the Legal Entity to amend its LE‐RD or other reference data if necessary.

10 Complete transfer request After receiving the achieved confirmation from the Sending LOU, the Receiving LOU completes the transfer by: ‐ Setting the correct Registration Status of LEI Records and Relationship Records (please see appendix 1 for expectations for Registration Status and Relationship Status reporting). ‐ Publishing Reporting Exceptions Records, and Parent Reference Data Records ‐ Informing the Sending LOU about the successful activation. ‐ Informing the Legal Entity about the successful activation. ‐ Closing the transfer request. The Sending LOU removes the LEI record from its LEI & LE‐RD file upload to GLEIF after the LEI appears in the database file generated by GLEIF containing all current LEIs and LE‐RD as being Registration Status of ISSUED or RETIRED and managed by the Receiving LOU. The Sending LOU also removes all Relationship Records, Reporting Exceptions Records, and Parent Reference Data Records from its uploads to GLEIF.

Challenge Request:
Consumers can challenge the accuracy of the LEI data by initiating a "Challenge Request". Challenging a record
will trigger a review of the record by Moa’rif operations team to determine the validity of the updated
information being submitted.
Challenges are solely related to data accuracy and not the status of the entity. Please note that inactive records
cannot be challenged. You can only challenge a record of Entity which is registered with Moa’rif as the LOU with
registration status of “Issued” or “Lapsed”. The entity itself shall be considered the final authority on the
accuracy of its data.
Users must be logged into the Moa’rif site in order to challenge a request. There is no fee for challenging an entity's information. You also have the option to first register and then submit a challenge request. Log in to your account and click on the ‘Services ‐ Challenge’ tab.
Use the search function to access the Moa’rif record you wish to challenge. Select the highlighted identifier to view the details.

You will be presented with the details of the Moa’rif record. You can select the “Close” button to close out the
light box and return to the Search page. Selecting “Challenge” will open a pop‐up window, select "Challenge" to
proceed with your challenge request or "Cancel" to return to the previous screen.
If you are already logged in to the Moa’rif platform you will be redirected to the “Challenge Request” page after
selecting the “Challenge” button. However if you are not logged in and select “Continue” you will be taken to
the User log‐in page.
Login with your credentials and you will be will be redirected to the “Challenge Request” page.
The “Challenge Request” page will allow users to request select updates to an Entity’s record details. This page
will be pre‐populated with the LEI record details available in database. Here is an example:

Use the screen to challenge the record details by updating the record. Selecting the Challenge button will open a
confirmation pop‐up, confirm by selecting the Continue button. Select “cancel” to return to the “Challenge”
screen. After a challenge is submitted a Challenge Request ID is generated and an email is sent to the user.
