Notes from the Editor: During the Board of Directors meeting in April 2012, the Board of Directors has
voted to pass the motion that newsletters will be changed to electronic newsletters
(e-newsletters). This is an effort to save MoAD’s money on printing newsletters
and postage stamps.
And also, starting this month, e-newsletters will be distributed on a monthly basis
so that you can stay in the loop with what MoAD is doing. If you have any

LOGO COMPETITION
RULES AND GUIDELINES
The Missouri Association of the Deaf invites Deaf individuals, age 15 and
above to participate in the MoAD Logo Competition.
For more information on MoAD, please visit our website at
www.moadshowme.org.
LOGO DESIGN:
The design must include a group of words and symbol that reflect the mission
of MoAD.
The logo can be computer graphically designed or hand drawn.
The design should be easy to reproduce in a variety of sizes, and to be
photocopied in color or black and white, while maintaining clarity and its
overall effect.
PRESENTATION:
All entries must be submitted in both electronic mail and hard copy formats
with the logo artwork must be on white paper in black and white; and in color,
with the minimum size of 4" x 4" and no more than a "full" page (7.75 by 10 or
10 x 7.75) and 300 dpi resolution and in EPS format. Images and font files
saved in Adobe, Photoshop or Illustrator files with fonts outlined.
TERMS AND CONDITIONS:
All entries must be original and must not have been entered in any other
competition.
Any entry that does not satisfy the requirements for the logo design will not be
considered. Non winning entries will not be returned to the designers.
No responsibility can be accepted for entries that are lost, delayed or damaged.
By submitting an entry, designers understand and agree that
1. The Designer is the Deaf person who made the logo and is its rightful
owner.

2. The logo does not infringe upon the rights of any third party and that it does not violate any copy
right.
3. MoAD will acquire ownership of the winning logo by assignment of copyright, and the winning
designer will disclaim any trademarks and without limitation all other rights related to the design.
4. MoAD will have the sole and exclusive rights over any designs adopted as the organization’s logo
and may use, modify, register, and/or reproduce any logo design without limitation and may do
so without obtaining permission or granting any additional compensation to the designer.
5. The winner must agree to his or her photograph being published in the
media.
ELIGIBILITY:
The competition is open to all Deaf individuals of Missouri. The Board of Directors
are not eligible to enter.
PRIZES:
The winner will receive free two years membership with a T-shirt and recognition of their logo during the
conference and on MoAD website.
The Logo Committee will select the top five (5) best logos and the MoAD members will vote on it. The five
(5) winners will have the opportunity to present the design at the 2013 MoAD Conference in St. Louis,
Missouri.
DEADLINE FOR ENTRIES:
All entries are to be submitted before or no later than May 7, 2013.

Monday - July 2, 2012
The NAD Conference was held at the Kentucky International Conference Center (KICC) on July 2-7, 2012. In
spite of the sizzling hot weather, about 1.500 attendees registered at the Hyatt Regency Hotel and nearby ho-
tels in Louisville. The NAD Council of Representatives opened with introductions by President Bobbie Beth
Scoggins and Vice President Chris Wagner. Then we proceeded with the parliamentary procedure training and
diversity training. We discussed the definition of Diversity and we were able to understand the concept of
diversity.
The Board members and attendees discussed our priorities on motions for the future of the deaf community.
For example, our priorities are Deaf Education, protecting Deaf schools, Media and etc. All four Regions
discussed their priorities and the discussions were great with thoughtful questions.
This was followed by the General Forum meeting and proposal submission process with more than 50
proposals. Each region was called upon to reduce the number and revise/edit the language of proposals
submitted to the Council of Representatives the next day.
Tuesday - July 3, 2012
On the second day of the Council of Representatives, we had General Forum - - This forum allowed all NAD
members (delegates and non-delegates) to make their own motions and discuss the motions during Council of
Representatives session. There was 55% of the first-timers delegate at the Conference. This week has been an
eye-opening experience for everybody, working with multiple perspectives and diverse backgrounds.
Next, there was Officers and Standing Committee Reports. Scoggins summarized the accomplishments and
work the NAD has done over the past two years, including heavy involvement at the Early Hearing Detection
and Intervention (EHDI) conference, the recent landmark decision in the NAD v. Netflix lawsuit and advocacy
for communication access at hospitals.
Colin Allen, President of the World Federation of the Deaf encouraged members to interact with 16 WFD
Board members from other countries. The WFD was established in 1951 in Rome, Italy, and is an umbrella
organization providing a wide range of support and advocacy services for 133 national associations of the deaf,
representing approximately 70 million people worldwide.
The Interim Director for the Registry of Interpreters for the Deaf (RID), Matthew O’Hara, spoke about
upcoming changes to the NIC certification.
Special awards were also given out to honor those who have made significant contributions to the Deaf
community. John Patrick Evans presented the Andrew J. Foster Teaching Excellence Award to Dr. Roslyn
“Roz” Rosen in recognition of her tireless work in cultivating deaf education methods in ASL.

The Knight of the Flying Fingers Award recognized commitment to volunteer service and was given to seven
dedicated individuals from all over the country. These individuals are: Chuck Baird (posthumous, Texas); Ella
Eakins (Missouri); Dr. Henry “Hank” Klopping (California); Julie Bourne Lockhart(Maryland); Kim Bianco
Majeri (Indiana); Lissette Molina-Wood(Florida); and Michelle Rathswohl (California).
NAD Board members, along with some delegates, are currently wearing "Child First" pins provided by CSD to
symbolize one of NAD's top priorities: that every child has access to ASL as part of their education.
We went to the Louisville Slugger Field at Louisville Bats Stadium. The Opening Ceremony was kicked off
with the theme of this conference was “Nothing About Us, Without Us!” Ceremony Emcee, Warren "WaWa"
Snipes who introduced Jeremy Quiroga as "Dummy" Hoy and he gave a brief presentation about the history of
Hoy's career in major league baseball. Quiroga encouraged people to sign a petition for Dummy Hoy's
induction into the baseball Hall of Fame in 2014.
Esteemed Keynote Speaker, Colin Allen, President of the World Federation of the Deaf gave a speech on the
history of WFD. He shared his thoughts on the WFD's collaboration with the NAD. Sean Forbes gave his song
performance with the matching theme of the NAD Conference. Speeches were followed by the catered buffet
dinner, then we went into the stands again to watch the fourteen (14) ambassador contestants along with NAD
Miss Deaf America Ambassador 2010-2012 Rachel Mazique led the song of National Anthem in ASL. Then
the game between the Louisville Bats and the Indianapolis Indians began. The game was still going on as
Region 2 Caucus met to discuss the priority selection process. All the region delegates were meeting in
separate rooms in the KICC hall.
Wednesday - July 4, 2012
Another full day of discussion on the 3rd day of the Council of Representatives meetings. A proposal was
carried to have an Open Forum for all NAD members this afternoon so every individual members could
provide further input on priority proposals in the KICC Conference Theater, the public was welcome to watch
the discussion of several proposals as well as discuss the scheduling of NAD Board Candidate presentations.
The delegates felt it was important that the individual members' perspectives be seen and included. A honest,
open discussion was held about each proposal, and the point about diversity and transparency was a driving
force behind the debates. It was suggested that the NAD Election Committee schedule the presentations at a
convenient time where the general public can attend and learn more about individual candidates and they gave
their brief speeches. The delegates narrowed the number of 21 proposals down to 10 proposals by
establishing a dialogue on priorities for NAD in the next two years by the end of the forum.
Many people attended to some great workshops that took place today where they are covering a wide range of
topics, including deaf education, advocacy in the workplace and emergency planning.
Dr. Ronald Stern gave his Plenary presentation about Conference of Educational Administrators of Schools
and Programs for the Deaf (CEASD), explaining about the status of deaf educations in America and outline the
steps to protect the future of deaf children through the Child First CEASD and NAD regarding to the federal
laws in order for more appropriate education for our children. He discussed the challenges that Deaf schools
face in the present climate, and his work to preserve Deaf schools and improve Deaf education. He is working
on the law, IDEA (Individuals with Disabilities Education Act), that has negative consequences for Deaf
children because it focuses on mainstreaming. But the government moves slowly and this will be a long haul
of change.

Kentucky Association of the Deaf (KAD) hosted the Steamboat Cruise. There was about 600 people enjoyed
riding the cruise in the Belle of Louisville steamboat for a journey back in time during dessert reception and
entertainment with assorted Deaf performers. The people enjoyed the views on the majestic Ohio river,
mingled with new and old friends, and watched the spectacular display of fireworks over the river, celebrating
the 4th of July.
Thursday - July 5, 2012
There were several workshops held throughout the day. We had a discussion on the top ten priorities for the
next two years. The top five priorities will be decided on the next day on Friday the 6th. Two Board candidates
for NAD President gave their brief speeches. Following was the College Bowl. A Biennial NAD Conference
tradition since 1988, the College Bowl brings together college students for academic competition. For many
years this competition had three groups: California State University at Northridge (CSUN), Gallaudet
University and RIT/National Technical Institute for the Deaf (NTID). But this year featured a new expanded
format with additional competitors: Howard College, Southwest Collegiate Institute for the Deaf (SWCID),
University of Minnesota and University of Texas. It was amazing to see a big crowd supporting their own
teams for this impressive and exciting competition. RIT/NTID won with a close score over Gallaudet
University. CSUN came in 3rd place.
Friday - July 6, 2012
After the last four (4) days of meetings, the delegates voted on the top five priorities for NAD HQ to work on
in the next two years:
- Establishment of an Employment Task Force
- National Leadership Training Program
- Mental Health Service
- Legislative Training
- Restore State Association Coordinator
Also, the delegates voted NAD HQ to focus on the very three (3) top priority that needed much preserved as
follows:
- Mandate Housing Urban Development on Culturally Acceptable Housing
(senior citizens retirement community using ASL communications at the center)
- Informed Decision-Making and Language Deprivation
(to develop model state and federal legislation to prevent language deprivation)
- Accountability Task Force
(timeline of completion of each priorities)
At the last day of CR meeting today, there was pledge of about $15,000 was raised to support NAD.

On Friday, July 6, 2012 during the last session of Council of Representative (CR), the election of these officers
for 2012-2014 were held as follows:
President: Chris Wagner of Florida, elected over Sheri Ann Farinha of California
Vice President: Melissa Draganac-Hawk of Pennsylvania, uncontested
Secretary: Kristen Poston of Maryland, elected over Sean Gerlis of New York
Treasurer: Philipe Montalette of Utah, uncontested
The Regional Representatives, a term of four (4) years 2012-2016 as follows:
Region 1: Steve Lovi of New York, elected over Al Sonnenthral of New York
Region 2: Michael Berger of Illinois, uncontested
Region 3: Larry Evans of Texas, uncontested
Region 4: David Reynolds of California, uncontested
The other veteran Board members of 2010 -2014 are: Region 1: Margie English of New York; Region 2:
Richard McCowin of Nebraska; Region 3: Chris Patterson of Georgia; Region 4: Julie Remo-Smario of
California. Their terms end at NAD Conference in Atlanta, Georgia in 2014.
The 40th, and last, Miss Deaf America Ambassador Program (July 6, 1972 - July 6, 2012), with a theme
"Capturing the Dream", welcomed several past Miss Deaf America winners and 14 of its Miss Deaf America
contestants.
Chanel Gleicher was crowned as the new 2012-14 Miss Deaf America. The first runner-up was Miss Deaf
Kansas, Trisha Waddell, followed by a second runner-up Miss Deaf Texas, Sericia Jackerson. It was a
fantastic evening with a rousing Live Auction offering exciting artworks, desired items, and services.
Saturday, July 7, 2012
There were so many events, beginning with the Opening Ceremony for DeaFestival with children’s programs.
This was fun for the whole family with children joining various performers, comedians, magicians, puppeteers,
singers and dancers. Crowds also mingled at Exhibit Hall nearby with many exhibitors and lots of great artists.
That evening the benefit dinner was held, offering delicious meals in front of the Kentucky International
Convention Center. The final DeaFestival - Kentucky performance was from 5:00pm until 7:00. In spite of hot
and high humidity weather, there was a great turnout for celebration and fellowship.
2014 NAD Conference
The next 52nd biennial NAD conference will be held in Atlanta, Georgia on July 1-5, 2014, followed by
Gallaudet University’s 150th anniversary after NAD Conference week.

Deaf and Hard of Hearing
Deaf and Hard of Hearing Children’s Bill of Rights: HCR42, the Deaf and Hard of Hearing Children’s Bill
of Rights was passed meaning both the House and Senate adopted the resolution. This bill of rights focuses on
ensuring that a deaf child has the best educational opportunity in his or her language and appropriate settings
with proper resources, support systems, and trained personnel.
Newborn Hearing Aid Coverage: HB1704, would require a health insurance carrier to provide coverage for
the initial device deemed necessary to treat a newborn who has been screened and assessed for a hearing
impairment. This would assist deaf children in having access to assistive devices so that families can be
spared of the financial burden of such devices and instead concentrate on language development and other
aspects of a child’s growth. This bill had a public hearing with the Healthy Insurance committee in the middle
of session, but the bill was not voted out of committee.
Discrimination
Employee Protection: HB1219 aimed to weaken the Human Rights Act and create feeble whistleblower
protections by increasing the barriers and risks in filing discriminatory acts in the workplace. HB1219 was
vetoed by the governor in the early in the legislative session. As a result, SB592 and HB2099 were
introduced. Both bills had provisions creating "protections" for whistleblowers in the work place, which were
in fact weak and did not provide real protection for reporting discrimination.
