Air Operations Branch Director

Air Operations Branch Director (AOBD) supervises the air operations branch

AOBD reports to Operations Section Chief

If no AOBD, then air operations branch is supervised by the Operations Section Chief

AOBD is responsible for managing all air operations, both tactical and logistical

The AOBD is always ground based

Responsibilities of AOBD

Obtain briefing from Ops Sections Chief

Organize preliminary Air Operations

Supervise Branch personnel

Initiate request for Temporary Flight Restrictions

Help prepare the Incident Action Plan

Perform operational planning for air operations

Prepare and distribute Air Operations Summary Worksheet (ICS Form 220)

When completed, the Air Ops Summary Worksheet is distributed to the

Air Support Group and to

any airbase or airport facilities supporting the incident

Responsibilities of AOBD

Evaluate Helibase & helispot locations

Establish procedures for emergencies

Schedule approved flights of non-incident aircraft into incident area

Evaluate requests for non-tactical use of aircraft

Resolve violations of TFR’s

Monitor for accidents/initiate investigations

Maintain Unit Log (ICS Form 214)

Air Tactical Group Supervisor

Responsible for coordinating airborne tactical operations for fixed and/or rotor wing aircraft.May assign and supervise coordinatorsto work with their respective aircraft: Fixed Wing – Air Tanker/Fixed-Wing Coordinator Rotary Wing – Helicopter Coordinator

Usually operates from an airborne location

Responsibilities of ATGS

Determine type and quantity of aircraft

Determine availability of additional aircraft

Evaluate if available aircraft are capable of accomplishing job objectives

Manage all air tactical activities

Coordinate flights into restricted air space by non-incident aircraft

Responsibilities of ATGS

Report on violations of restricted air space

Recommend tactical strategy to approved ground contact. Advise Air Ops Branch Director

Report conflicts in air traffic control system caused by incident air activities

Report accidents/near misses to Air Ops Branch Director

Supervises helicopter and fixed wing coordinators

Helicopter Coordinator

Responsible for the coordinationof all airborne helicopters, whether on tactical or logistical missionsCan be in the air or on the groundReports to the Air Tactical Group Supervisor

Helicopter Coordinator Duties

Determine if available helicopters are capable of accomplishing objectivesIdentify potential hazardsCoordinate air traffic control proceduresCoordinate radio frequenciesTogether with Air Tactical Group Supervisor, make assignments for helicopter operationsEnsure that night flight procedures are followed

Supervise all helicopter activities

Coordinate activities with other air ops personnel

Maintain observation of assigned area

Report accidents/near misses to Air Tactical Group Supervisor or Air Ops Branch Director

Air Tanker/Fixed-Wing Coordinator Duties

Determine fixed-wing aircraft capabilities

Maintain observation of assigned area

Coordinate air traffic control procedures

Coordinate air frequencies

Supervise all fixed-wing activities

Implement safety procedures

Report incidents or accidents

Provide fuel and supplies

Load equipment and resources

Retardant mixing and loading

Enforce safety regulations

Air Support Group Supervisor

Provides logistical support to helicopters operating on an incident

Manages helibase and helispot operations

Responsible to maintain liaison with fixed wing air bases

Reports to the Air Ops Branch Director

ASGS Duties

Ensure adequate retardant and dust abatement chemicalsIdentify helibase and helispot locationsEnsure personnel and equipment needs at helibase and helispots are metProvide crash rescue for bases and spotsImplement dust abatement proceduresImplement safety procedures

Helibase Manager

Manages all activities at helibase and helispots

Reports to the Air Support Group Supervisor

Fills subordinate positions as needed

Ensures adequate supply of resources

available at helibase

Deck Coordinator – manages helibase landing area for personnel and cargo movement

Loadmaster – responsible for safe loading or cargo and personnel

Parking Tender – responsible for takeoff and landing helicopters

Takeoff and Landing Controller –coordinates arriving and departing helicopters and movement on the base

Positions reporting to Helibase Manager

Radio Operator – establishes communication between helicopters and helibase

Helicopter Timekeeper – records time for all helicopters assigned to the helibase

Helispot Manager – coordinates safe and efficient takeoffs and landings at helispots and manages all resources/supplies assigned to the helispot
