Istat Modernisation Programme: Stat2015

Launched in 2010, it aims at revamping the business chain by 2015, through coordinated multiannual projects

It provides an overall framework for methodological, technological and organisational innovations

It is consistent with European and international best practices

It leads Istat from a stovepipe model towards an integrated production system based on common infrastructures and services

resources distributed within several Istat organisational units

Projects are focused on specific stages of the GSBPM-based production process

Investment planning (e.g., methodological and IT support) reflects the high priority assigned to the programme

In 2013 and 2014, about one fifth of the whole budget is allocated to Stat2015: 106 Projects with a relevant impact on the programme, divided into Masters (55%) and Supporters (45%)

Architecture (EA) It drives the overall EA (its four layers – AA; IA; TA) within an

NSI It covers all the activities undertaken to produce statistical

outputs, including conceptualisation, design, build and maintain information and application assets

It is a reference model to optimise work processes within an Institution/Organisation and make them more efficient. It covers both statistical activities and strategic organisational tasks and capabilities

It is a common language to undertake congruent innovation paths

Achieving modernisation is a task that combines different skills and requires:

clear political commitment from top management; buy-in on vision from middle-management; consensus on modernisation targets from staff; investment in people; specific and targeted communication actions

Good management, a change-driven culture, risk taking and open minds ensure that results are delivered effectively
