Seeking to empower and provide livelihood opportunities to the migrant workers who returned to their native vil- lages during the Covid-related lockdown period and rural citizens, Modi launched the scheme from Telihar village in Kha- garia district through a video-conference. "The scheme will ensure self-respect of workers, and progress of villages," Modi said at the time of its launch. He said the Centre and all the state governments had prioritised welfare of mi- grant workers upended by the lockdown. "The people in villages have emerged as exemplars in fighting corona," Modi said, adding that their fortitude and discipline to ward off the epidemic is a lesson for the city folk, and a shining example for the world. These include 27 ‘Aspirational Districts’. The campaign will be imple- mented for 125 days with the possi- bility of its further extension. External Affairs Ministry Spokesperson Anurag Srivastava said China's claim over Galwan Val- ley was not in accordance with its own position in the past, noting that attempts of transgression by Chinese side were invariably met with appro- priate response from the Indian troops. "The position with regard to the Galwan Valley area has been histor- ically clear. Attempts by the Chinese side to now advance exaggerated and untenable claims with regard to Line of Actual Control (LAC) there are not acceptable. The Galwan Valley was the site of the violent clash between the two militaries on Monday evening in which a Colonel and 19 other Indian Army personnel were killed. Srivastava said Indian troops are fully familiar with the alignment of the LAC in all sectors of the India-China border areas, in- cluding in the Galwan Valley. Prime Minister Narendra Modi on Satur-day launched Garib Kalyan Rojgar Ab-hiyan to boost livelihood opportunitiesthrough employments involving publicworks in villages.

Seeking to empower and providelivelihood opportunities to the migrantworkers who returned to their native vil-lages during the Covid-related lockdownperiod and rural citizens, Modi launchedthe scheme from Telihar village in Kha-garia district through a video-conference.

"The scheme will ensure self-respectof workers, and progress of villages,"Modi said at the time of its launch.

NEW DELHI: Amid objections by the Kejriwal government to his order for mandatory five-day institutional quarantine for COVID-19 patients, Lt Governor Anil Baijal on Saturday said it would be required for only those who do not need hospitalisation and do not have adequate facilities for home isolation. The order of five-day mandatory institutional quarantine was opposed by Chief Minister Arvind Kejriwal and his Deputy Manish Sisodia in a meeting of Delhi State Disaster Management Authority (DDMA) on Saturday. The Lt Governor after the meeting said in a tweet, "Regarding institutional isolation, only those COVID positive cases which do not require hospitalisation on clinical assessment & do not have adequate facilities for home isolation would be required to undergo institutional isolation." In another tweet, he said the DDMA approved recommendations of a high-level expert committee for fixing subsidised rates for COVID-19 treatment in private hospitals of Delhi. Sisodia said after the meeting that the LG's reservations over home isolation were resolved in the SDMA meeting and the home quarantine system will continue. "The reservations of LG over home isolation were resolved in the SDMA meeting and the home isolation system will continue. We thank LG for this. Under the leadership of our Chief Minister Arvind Kejriwal, we will not let Delhi people have any inconvenience," he tweeted.

Rajnath Singh to pay 3-day visit to Russiafrom Monday to attend grand parade

Defence Minister Rajnath Singh will paya three-day visit to Russia beginning Mon-day to attend a grand military parade inMoscow to mark the 75th anniversary ofthe Soviet victory over Germany in theSecond World War.

The defence minister’s visit comes inthe midst of an escalating border standoffbetween India and China, particularly af-ter the killing of 20 Indian Army person-nel by Chinese troops in eastern Ladakh’sGalwan Valley on June 15.

“Defence Minister Rajnath Singh willpay a visit to Moscow to attend the victo-ry parade on June 24 to commemorate the75th anniversary of the victory in the Sec-ond World War,” the defence ministry saidin a statement.

Officials said Singh is going aheadwith the visit, notwithstanding the borderrow with China, due to India’s decades-oldmilitary ties with Russia.

“I wish a safe journey to Defence Min-ister of strategic partner India @rajnaths-ingh who is scheduled to depart toMoscow on Monday to witness the GreatVictory Day Military Parade on June 24,”Russian Ambassador Nikolay Kudashevtweeted.

The parade was originally scheduledon May 9, but was postponed due to the

coronavirus pandemic.A tri-service 75-member Indian mili-

tary contingent has already reachedMoscow to participate in the parade.

“The visit of the defence minister willstrengthen the longstanding special andprivileged strategic partnership betweenIndia and Russia,” the ministry said.

The Indian marching contingent willbe led by a major rank officer of the gal-lant Sikh Light Infantry Regiment. Theregiment had fought with valour in theSecond World War and has distinction ofearning four battle honours and two mili-tary cross amongst other gallantry awards.

The Indian team will participate in theparade alongside armed forces personnelfrom at least 11 countries including China.

“The Indian participation in the victo-ry day parade will be a mark of tribute tothe great sacrifices made by Russia andother nations in the Second World War inwhich Indian soldiers also participated andmade supreme sacrifice,” the ministrysaid.

India's Covid tally nears 4lakh with highest single-day spike of 14,516 cases

India on Saturday saw another recordspike of 14,516 COVID-19 cases, push-ing the total tally to 3,95,048, with overtwo lakh instances of the viral infectionreported in June, according to UnionHealth Ministry data.

The death toll rose to 12,948 with375 new fatalities, it stated.

In 24 hours 9,120 COVID-19 pa-tients have been cured taking the num-ber of recoveries to 2,13,830. Therewere 1,68,269 active cases in the coun-try and one patient has migrated.

“Thus, around 54.13 per cent of thepatients have recovered so far,” an offi-cial said. The total number of confirmedcases includes foreigners.

For the ninth day in a row coron-avirus cases in the country swelled byover 10,000. From June 1 till June 20the country recorded 2,04,513 instancesof the disease with Maharashtra, TamilNadu, Delhi, Gujarat and Uttar Pradeshbeing the top five states that have seen asharp rise in COVID-19 cases.

In a significant development, theMumbai-headquartered Glenmark Phar-maceuticals said it has launched antivi-ral drug favipiravir, under the brandname FabiFlu, for treatment of mild tomoderate COVID-19 cases at a price ofabout Rs 103 per tablet.

The drug will be available as a 200mg tablet at a maximum retail price ofRs 3,500 for a strip of 34 tablets, thecompany said, adding FabiFlu is thefirst oral favipiravir-approved medica-tion in India for the treatment ofCOVID-19.

It is a prescription-based medica-tion, with recommended dose being1,800 mg twice daily on day one, fol-lowed by 800 mg twice daily up to day14, it added.

The tablets are being produced bythe company at its Baddi facility in Hi-machal Pradesh. The drug will be avail-able both through hospitals and the re-tail channel, Glenmark said.

Meanwhile, of the 375 new deathsreported till Friday morning, 142 werefrom Maharashtra, 66 from Delhi, 41from Tamil Nadu, 27 from Gujarat, 23from Uttar Pradesh, 11 from West Ben-gal, 10 each from Rajasthan, Karnatakaand Haryana, nine each from MadhyaPradesh and Punjab, six from Bihar,four each from Andhra Pradesh andJammu and Kashmir, and three fromTelangana.

India is the fourth worst-hit nationby the pandemic after the US, Brazil andRussia. According to Johns HopkinsUniversity, which has been compilingCOVID-19 data from all over theworld, India is at the eighth position interms of the death toll.

Of the total 12,948 deaths, Maha-rashtra accounted for the highest 5,893fatalities followed by Delhi with 2,035deaths, Gujarat with 1,618, Tamil Naduwith 666, West Bengal with 529, Mad-hya Pradesh with 495, Uttar Pradeshwith 488, Rajasthan with 333 andTelangana with 198 deaths. TheCOVID-19 death toll reached 144 inHaryana, 124 in Karnataka, 96 inAndhra Pradesh, 92 in Punjab, 75 inJammu and Kashmir, 50 in Bihar, 26 inUttarakhand, 21 in Kerala and 11 inOdisha.

This decision was taken in a reviewmeeting of Haryana Yoga Parishad heldhere today under the chairmanship ofChief Minister, Mr. Manohar Lal.

Chairman, Haryana Yoga Parishad,Dr. Jaideep Arya gave a presentation onthe yoga activities being run in the stateand gave information about the processof appointing yoga volunteers. It wasalso informed in the meeting that the agelimit for these Yoga volunteers will bebetween 18 and 35 years and the educa-tional qualification will be 10 + 2 passfrom Haryana School Education Boardor CBSE. In addition, they must possessa certification of Level-1 or its equiva-lent course in Yoga from one of the 16nationally recognized institutes or a one-year diploma from any university.

These Yoga volunteers will also beoffered a three month certificationcourse in Naturopathy or Physiotherapyfrom Shri Vishwakarma Skill Universi-ty, Dhudhola, Palwal under the HaryanaSkill Development Mission, so that afterteaching two hours of yoga duringmorning and evening shifts in yoga cen-tres and gymnasiums, they can be em-ployed as AYUSH assistants in theHealth and Wellness Center being main-tained by the Department of AYUSH. Inthis way, they will work for eight hoursa day and initially they will be given anhonorarium of minimum Rs. 11,000.

It was also decided in the meetingthat AYUSH coaches will also be ap-pointed in every district under the out-sourcing policy to monitor the workingof these Yoga Volunteers till their regu-lar recruitment. The educational qualifi-cation for AYUSH coaches will be thesame as prescribed for the Yoga Coachby the Department of Sports and YouthAffairs.

Chief Minister, Mr. Manohar Laldirected the officers to speed up the

construction work of yoga centres andgymnasiums being constructed in ru-ral areas. Regarding this, the ChiefMinister was apprised that the con-struction of 1000 such gymnasiums isgoing on in the first phase, out ofwhich 599 have been completed andabout 150 are in the final phase ofcompletion.

The Chief Minister was also in-formed in the meeting that the workof the Ayush Department is graduallybeing transferred to Zila Parishads.Earlier, as per his directions, the workof some other departments includingrepair of PHC and CHC buildings andconstruction of Bus Queue Shelterhave also been handed over to ZilaParishads. Similarly, health and well-ness centers in urban areas will alsobe handed over to Zila Parishads. Hewas also informed that officers ofHaryana Civil Services have been ap-pointed as Chief Executive Officersof Zila Parishads for proper monitor-ing of these works at the administra-tive level.

After two days of funerals of soldiers killed in theGalwan Valley at the Line of Actual Control(LAC) in what appears to have been a deliberate

and well-planned attack by Chinese troops, Indiaheaved a sigh of relief when 10 of its soldiers were re-leased from captivity.

But even as the political class is standing solidly be-hind the government's resolve, as evidenced by the all-party meeting called on the matter by prime ministerNarendra Modi, to move forward in protecting our sov-ereignty and dignity, citizens in a democracy are wontto feel disappointed if their own government is foundless than transparent in informing them about happen-ings on the Himalayan borders.

The safe return of our captured soldiers gives cre-dence to the view that China cannot afford a war, nor isit keen to immediately escalate tensions. Iwas fortunate to have benefited from the knowledge, wisdom, affection and love ofB.P.R. Vithal garu. He enhanced my understanding of things, people, issues, institutionsand ideas in a wholesome manner with a memorable built-in humour. The range of sub-

jects that we discussed over five decades have indeed been wide and continues to encom-pass society, politics, religion, history, economics and of course public finance. Most of thelearning happened in a chatty manner, through examples and anecdotes rather than pontifi-cation or enunciation.

I had the privilege of listening to Vithal garu in 1961 when he presented a paper in aseminar on Applied Economics in Osmania University. At that time he was registrar of Os-mania University and I was a full time research fellow. His presentation combined a deepunderstanding of history, politics and economics,and I was very impressed with it because it went be-yond the standard recourse to research methodolo-gies or personal experiences.

That approach had an influence on my subse-quent presentations in various seminars. I joined theIAS in 1964 and moved on to become deputy secre-tary, planning, in September 1969, which gave me agolden opportunity to work under Vithal garu.

I came to know later that he brought me into hisfold to spare the chief secretary from the predica-ment that he was facing due to my “difficult” way offunctioning in Guntur district as Collector in chargeat that time. In a sense, therefore, Vithal garu virtual-ly took me under his protection and chose me to beone of his shishyas.

I would like to recall a few memorable thingsthat I learnt from Vithal garu during my days inplanning department. He never disagreed with hisdeputies on the file without discussing the matter.

Early in my career, when he called me for discussion and expressed disagreement withwhat I proposed, I mentioned to him that he could overrule me on file and that I have noobjection to his views at all. He clarified that in his view, all of us are endowed with similarintelligence and devotion to work.

Therefore, he would like to discuss so that we appreciate each other’s point of view. Inhis view, reasonable people should be able to come to an agreement once the facts and as-sumptions are clarified.

Questions also arise inrespect of the BJP, not justMr Kumar’s Janata Dal(United). The killing of sol-diers of the Bihar Regimentby the Chinese army withinIndia’s territory in Ladakhhas become an emotionalissue and can impact theAssembly election.

This is a matter thatsquarely concerns the Cen-tre and its laxness shown onthe frontier with China. Assuch, the BJP component ofthe state’s ruling alliance isunder pressure on this front.The same holds for NewDelhi’s mismanagement ofrelations with Nepal, whichhas resulted in Kathmandu

Covid-19: Delhi govtorders hospitals torecall medical stafffrom leaveNEW DELHI: Amid increasing numberof Covid-19 cases in the nationalcapital, Delhi government on Saturdayissued an order directing hospitalsand medical institutions to recall theirstaff who are on leave to report forduty immediately. Covid suspect missing fromHyd hospital found dead

HYDERABAD, JUNE 20

Twenty days after he went missing fromgovernment-run Gandhi Hospital, bodyof a COVID-19 suspect was found inthe mortuary of the same hospital onSaturday.

The body of the 39-year-old wasfound in the mortuary of the hospital,though the hospital officials havedenied that the man was brought here.

Narendra Singh, a resident ofMangalhat area in Hyderabad, had goneto Gandhi Hospital on May 31 withsuspected symptoms of COVID-19.

Singh had first gone to King KotiHospital with her mother on May 30 butshe had returned home from there.Singh was alone when he was shifted toGandhi Hospital in an ambulance as hehad developed suspected symptoms. Hewas reportedly in touch with the familyover phone till May 31.

His mother lodged a complaint withMangalhat police station after Singhwent missing. The police investigationsconfirmed that he was taken to GandhiHospital but they could not trace him.

The hospital authorities, however,denied that any person by this name wasadmitted there. The man''s family andpolice had been searching for him for 20days. Police said the cause of the man''sdeath is under investigation.

Majlis Bachao Tehreek (MBT)leader Amjedullah Khan Khalid, whohad been closely following the case,demanded a probe by the CrimeInvestigation Department (CID). Hesaid the CCTV cameras installed inGandhi Hospital were not functioning.The controversy is the latest to hitGandhi Hospital, the nodal facility fortreatment of COVID patients inTelangana.

Private schools leave parents,teachers tormented in Rajasthan

The parents as well as teachers inRajasthan are becoming the victimsof the atrocities by private schoolswho are demanding increased feesfrom parents while leaving theirteachers unpaid for last threemonths even when classes are beingrun online for students due to thelockdown. As per the Rajasthangovernment''s initial guideline,schools were barred from takingany fee from students for threemonths that is -- March 15-June 15in view of the coronavirus outbreak.

However, as no other advisoryhas come till date, the parents arebeing asked to pay due fees whileteachers are left with pay-cuts andnon payment of salaries.Eventually, parents in thousands arerunning a ''No School, no Fee''campaign in the state, whileteachers working in private schoolsare awaiting their salaries for the

last three months, fearing job loss ifthey complain to authorities.

On Saturday, many distressedparents gathered at Central Park inJaipur to launch ''No School, NoFee'' campaign.

Speaking to IANS, one SunilYadav, All Rajasthan PrivateSchool Parents Forum president,said, "Many parents gathered atCentral Park and launched a ''noschool, no fee'' campaign today."

Expressing his annoyance forrunning online classes for smallkids, he said, "Schools are runningonline classes just for the sake ofcollecting fees from students which

should be stopped as it is harmingkids'' personality," he said, addingthat the government, this year,should declare a zero year as thereis no silver lining on normalcyreturning soon.

Another parent, Meenu Goyaltold IANS that the schools insteadof giving waivers are in factincreasing fees which is our majorconcern. "I requested my kids''school to bring down the increasedfee, however, they rejected theproposal," she said.

Besides parents, the schoolteachers are also annoyed at theworking model of schools as theyhave not been paid from April onpretext of delayed collection ofschool fees despite preparing onlinenotes and videos for students.

A school teacher from arenowned private school inJaisalmer said, "We have not beenpaid right from April and most of usare now on the verge of financialcollapse. All our saving is gone."

NEW DELHIl: As India-China tensions simmer, the finance ministry has proposed limitations on foreign investment in pension funds while explicitly suggesting additional checks on Chinese investment.The Draft Pension Fund (Foreign Investment) Rules, 2020, stated that government approval will be required for investments from bordering countries “including China”, on Friday.Foreign investment in pension funds is governed by the Pension Fund Regulatory and Development Authority and is capped at 49% via the automatic route. The latest proposal is in continuation of earlier restrictions placed by the government on foreign direct investment in companies, targeted at China. However, the earlier notification did not explicitly mention China.The move comes amid heightened tensions between the Indian and Chinese armies at the Galwan Valley and other points in Ladakh.

SRINAGAR: A militant was killed on Saturday in an encounter with security forces in Kulgam district of Jammu and Kashmir, police said. The security forces launched a cordon and search operation at Likhdipora in the south Kashmir district following specific information about the presence of militants in the area, a police official said. As the forces were searching the area, the hiding militants fired upon them. The forces retaliated, ensuing an encounter, in which a militant was killed, the official said. He said the identity and group affiliation of the militant is being ascertained.

JAMMU: A Pakistani spy drone was shot down by the Border Security Force (BSF) in Hirangar sector of Kathua district on Saturday morning. The incident took place around 5 am. The Pakistani drone was carrying several weapons that were recovered along with the drone.A patrolling party of 19 Batallion of the BSF found the 8x8 drone (from blade to blade) Pakistani drone flying near the international border in Hiranagar sector of Kathua district and shot 8-9 rounds to bring it down. The drone was spotted at an approximate distance of 250 metres from the International Border at Rathua village in the vicinity of Border Out Post (BOP) Pansar. A highly sophisticated rifle, two magazines, 60 rounds and seven grenades were the payload on the drone meant to be delivered to Pakistani agents, the officials said quoting preliminary information.The 8x8 drone (from blade to blade) was spotted hovering in the skies by a BSF party on patrol duty at Rathua village in the vicinity of Border Out Post (BOP) Pansar around 5.10 am, officials said.

WASHINGTON: Pakistani-origin Canadian businessman Tahawwur Rana has been rearrested in Los Angeles on an extradition request by India for his involvement in the 2008 Mumbai terror attack in which 166 people were killed, according to the US prosecutors. Rana, 59, a childhood friend of David Coleman Headley, was recently released from jail on compassionate ground after he told a US court that he has tested positive for the COVID-19. Assistant US Attorney John J Lulejian told the court that the Indian government, as per the bilateral Extradition Treaty signed in 1997, has requested the arrest and detention of Rana with a view towards his extradition.

He was rearrested in Los Angeles on June 10 following the extradition request by India, where he is a declared fugitive. Lulejian said India has informed the United States that Rana is being prosecuted for a number of offences, including the conspiracy to commit murder, in violation of Sections 120B and 302, and murder in violation of Section 302 of the Indian Penal Code (IPC). He has also been charged with conspiracy to commit forgery for the purpose of cheating and conspiracy to use as genuine a forged document or electronic record.

NEW DELHI: India on Saturday reported a record single-day spike of 14,516 new COVID-19 cases, pushing the total number of coronavirus cases in the country to 3,95,048. The toll from the COVID-19 outbreak rose to 12,948 with 375 new fatalities, according to Union health ministry data. The number of recoveries also continued to rise with 2,13,830 patients cured so far, while there were 1,68,269 active cases, according to the official figures updated at 8 am. With this, around 54.13 percent of patients have recovered while one patient has migrated, said the health ministry. According to news agency India registered over 10,000 cases for the ninth day in a row.

The country has witnessed a surge of over two lakh infections from 1 June, with Maharashtra, Tamil Nadu, Delhi, Gujarat and Uttar Pradesh among the top five states that have seen a sharp rise in COVID-19 cases. Meanwhile, in Mumbai, a 1,000-bed temporary hospital is being set up at Byculla in light of the growing number of infections. The hospital will be equipped with 300 ICU beds with oxygen supply and other facilities and will be ready by the end of this month, said the Brihanmumbai Municipal Corporation in a statement.
