1. IntroductionThisDubaiDataManualsetsouttheguidancetobefollowedbyDubaiGovernmentEntitiesinapplyingtheapproachtomanagementofdatathatismandatedbytheDubaiDataLaw.ItispublishedbytheDubaiDataEstablishmentunderthepowersconferreduponitbyArticle6oftheDubaiDataLaw,andGovernmentEntitiesarerequiredtocomplywithitbyArticle11oftheLaw.

ThisisVersion3oftheDubaiDataManual,publishedinNovember2016,andfollowsinitialpublicationoftheManualinOctober2015andasecondversioninJune2016.Thelatestversion:

• ReflectsfeedbackfromGovernmentEntitiesontheirexperienceinimplementingearlierversionsoftheManual

• Hasbeenexpanded,web-enabledandmodularised.

ThismoduleitselfisanoverviewoftheManual.Itprovidesanintroductionandguidetothefullsetofinter-linkedmodulesthatnowcomprisetheManualasawhole.Eachmoduleisreferredtoinpurpleunderlinedtext,withahyperlinktotherelevanttextforthatmodule.

TheManualwillbekeptunderregularreviewasaliving,evolvingsetofguidancethatisupdatediterativelywithDubaiGovernmentEntitiestoreflecttheirexperienceofusingit.TheprocessforupdatingtheManualisdescribedinHowwemanageDubaiDataStandards.

TheprimaryaudiencefortheDubaiDataManualconsistsofChiefDataOfficers,DataManagementAdministrators,DataStewards,DataSpecialistsandDataExpertsinGovernmentEntities.

2. Background2.1 Context

TheGovernmentoftheEmirateofDubai(“DubaiGovernment”)hasembarkeduponaprogrammetotransformDubaiintotheSmartest,HappiestCityintheworld.Dubai'svisioniscontingentuponthefreeflowofinformation.Dataandinformationwillbethe"newcurrency"bywhichitscitizens,residents,businessesandGovernmentwillexchangevalueanddevelopnewandinnovativewaystolive,learnanddobusinessinacultureofdatasharing.

Accordingly,on17October2015HisHighnessSheikhHamdanBinMohammadBinRashidAlMaktoum,CrownPrinceofDubaiandChairmanofDubaiExecutiveCouncil,publishedLawNo.(26)of2015RegulatingDataDisseminationandExchangeintheEmirateofDubai–henceforthreferredtoastheDubaiDataLaw.ThisLawsetsanewframeworkforensuringthatallgovernmentdataiseitheropentothepublicorsharedasacollectiveassetacrosstheGovernmentofDubai-andempowerstheDubaiDataEstablishmenttosupportGovernmentEntitiesincomplyingwiththelawthroughthepublicationofstandardsintheDubaiDataManual.

2.2 ApplyinginternationalstandardsandbestpracticestoimplementationoftheDubaiDataLaw

ThedevelopmentofthisManualhasbeeninformedbyrelevantinternationalstandardsandbestpractices–andinparticularby:

• Internationalopenstandardsfordatagovernanceanddata-ledservicetransformation:Inparticular,theManualdrawsonthebestpracticeapproachestodatagovernance,businessprocessesandbenefitrealisationthataresetoutintheglobalopenstandard“TheTransformationalGovernmentFramework”1,andinthetailoredSmartCityversionofthisframeworkthathasbeenpublishedbytheBritishStandardsInstituteandisnowsettobeadoptedasanISOstandard2.

• Internationalopenstandardsfordatainteroperabilityandmetadata:atthemoretechnicallevel,theManualdrawson:

− TheguidanceonhowtouseopenstandardstodrivedatainteroperabilitythatissetoutintheEuropeanInteroperabilityFramework3

− Relevantopenstandards,includingthosedevelopedbyISOandW3C

• Internationalbestpracticeusecases:inparticular,theManualhasbeeninformedbysimilarguidancepublishedby:

− TheUSFederalGovernment,includingWhiteHouseguidanceonopendata4andtheNationalInformationExchangeModel5

− TheCityofNewYork6

• Itdealsnotonlywithopendatapublication,butalsodatasharingamonggovernmententities

• Itaimstofacilitateinvolvementoftheprivatesectorfromtheoutsetinopeningupitsowndata,ratherthanfocusingprimarilyongovernmentdata.

2.3 CompliancewiththeDubaiGovernment’sInformationSecurityRegulation

TheDubaiDataManualhasbeenpreparedinconsultationwiththeDubaiElectronicSecurityCenter(DESC)toensureitisalignedwiththeDubaiInformationSecurityRegulation.TheInformationSecurityRegulationfocusesonminimizinginformationsecurityrelatedrisksandonpreservinganappropriatelevelofconfidentiality,integrityandavailabilityforinformationassetshandledbyDubaiGovernmentEntities.InfollowingtheprocessesforopeningandsharingDubaiDatathataresetoutintheDubaiDataManual,DubaiGovernmentEntitiesmustensurecompliancetotheInformationSecurityRegulation.

3. DefinitionsAfullglossaryofthetermsusedinthisManual,includingthesourceforthedefinitionsbywhichtheyareusediscontainedintheDubaiDataManualGlossary.ThefollowingarekeytermswhichareofparticularimportanceinunderstandingtheManual:

• DubaiData:AnydatarelatingtoanyaspectoftheGovernment,economy,cultureandlifewithintheEmirateofDubai

• DataClassificationFramework:TheframeworkdevelopedbytheDubaiDataEstablishment,asrequiredbyArticle7oftheDubaiDataLaw,forthepurposesofDataProvidersandtheEstablishmentcategorisingDubaiDataasbeingeitherOpenorShared.ThecurrentversionofthisframeworkisdescribedintheClassificationmoduleoftheDubaiDataManual.

• OpenData:DataprovidedbytheGovernmentorprivatesectorentitiestoindividuals,tobefreelyorsubjecttoaminimumlimit,usedorexchangedwiththirdparties.

• SharedData:AnydatathatdoesnotqualifyasOpenDataundertheDataClassificationFramework.SharedDatamanagedbyGovernmentEntitiesshouldbemadeavailableforsharingandre-usebyotherGovernmentEntities,withappropriatecontrolsdependingonwhetheritisfurtherclassifiedasConfidential,SensitiveorSecret.

TheDubaiDataLawdefines‘data’as“acollectionoforganisedorunorganisedinformation,facts,concepts,instructions,observationsormeasurements,intheformofnumbers,alphabets,symbols,imagesoranyotherform,thatarecollected,produced,orprocessedbyDataProviders”.ThiscoversalotofcontentwhichEntitiesmaycollect,manageandstore.TheinitialfocusoftheDubaiDataprogrammeforpublishingandsharingdataontheSmartDubaiPlatformisaroundstructureddata(e.g.datainaspreadsheetordatabaseorgeospatialmap).

Therefore,theDubaiDataManualmodulesarelimitedtoguidanceandstandardsaroundstructureddata.Furthermodulesmaybeneededinfuturetohelpmanagethepublicationofotherdatasuchasvideos,transcripts,diagramsetc.TherelationshipsbetweenthedifferentcategoriesofDubaiDataareillustratedinFigure1below.

4. TheoperatingmodelforDubaiData

Inthepast,datainDubai–asineverycityaroundtheworld-hasnotbeenmanagedasastrategicassetforthecityinitsownright,buthas:

• Existedasan‘afterthought’,oftenunplannedwayasaresultofeachEntity’sactivities

• BeenlockedawaywithinindividualEntities-limitingtheabilityforcollaborationandinnovationwithexternalstakeholdersandorganisations.

Thistraditionaloperatingmodelmakesitdifficulttojoin-upservicesaroundcityneeds,andlimitsthepotentialtodrivecity-widechangeatspeed.Anditisamodelthatwillbecomeincreasinglyunsustainableinfuture,asDubaiembracesthe“InternetofThings”.Asbuildings,roads,placesandahugerangeofthingsanddevicesarebecomingsmartandinternet-connected,thenumberofDubaidatasourceswillmultiplyexponentially–aswillthepotentialforinefficiency,duplicationandlackof“citizen-centricity”ifthatdataisnoteffectivelymanaged.

Dubaithereforeneedstoestablisharadicallydifferentoperatingmodelforitsdata.Drawingonthe“transformationaloperatingmodelforSmartCities”recommendedintherelevantinternationalstandards8,theoperatingmodelforDubaiDatawillinfuturebebasedon:• Cleargovernanceframeworkstoensurethatinformationismanagedasanasset–withclear

accountabilitiesformaintainingandexploitingdatasets,supportedbyclear,principle-basedrulesforpromotingre-useandinnovationwithdatasets

• Useofopenstandardstoensurethatdatasetscaneasilybeleveragedbyothersinsideand,whereappropriate,outsidetheDubaiGovernment

• Nurturingthedevelopmentofaflourishing‘informationmarketplace’inDubai,inwhichEntities,privatesectorcompanies,voluntarysectorandcommunityorganisationsandindividualcitizensareenabledtouseDubaiDatatocreatenewsortsofsocialandeconomicvalue.

5. Rolesandresponsibilities5.1 Overview

DubaiDatawillbeasharedeffort,requiringsignificantdeliverablesfromboththeDubaiDataEstablishmentandindividualGovernmentEntities.AsillustratedatFigure2below,thebusinessprocessthatsitsattheheartofthissharedeffortisbasedonstewardship,supportandaudit:

• Entitieswillnotretainownershipoftheirdata,asownershipofGovernmentdatawillberetainedexclusivelybytheDubaiGovernment.EntitieswillbeheldtoenhancedaccountabilitiesfortheeffectivestewardshipoftheirdataonbehalfofthebroaderDubaicommunity.InlinewiththeDubaiDataLaw,thisrequiresEntitiestoboth:

− BeaccountableforapplyingthemandatorystandardsrequiredbytheDubaiDataManualtotheirowndatasets-andtopublishandreportontheirdetailedplansforprogressivelyimplementingtherecommendedbestpracticestandardsovertime

− Facilitateandencourageexploitationoftheirdatabyotherusers.8SeeSection2.3andFootnote1ontheOASISTransformationalGovernmentFrameworkandBSISmartCityFramework

• EntitieswillbeassistedintheirstewardshiprolebytheDubaiDataEstablishment,thatischargedwithdeliveringtwobroadfunctions:

− SupporttoEntitiesastheyimplementDubaiData,throughprovisionofpracticalguidance,standards,bestpracticeandsharedservices

− AuditofEntitiesperformance:thatis,documentingandpublishingallsupportpoliciesandproceduresneededtooperationalisetheDubaiDataLaw,andthenactingastheoverarchinggovernancebodytoensurecompliance,effectivedecision-makingandrapiddisputeresolution.

Figure2alsoillustrateshowbothEntitiesandtheDubaiDataEstablishmenthavesignificantdeliverablestoproduceinordertofacilitatethisprocess.

5.2 ResponsibilitiesofDubaiDataEstablishment

TheDubaiDataEstablishmentisthegoverningbodythatischargedwithdrivingforwardthestrategyandimplementationroadmapforDubaiData.TheDubaiDataEstablishmentisledbyitsChiefExecutiveOfficer(CEO)whoisineffecttheChiefDataOfficer(CDO)ofDubai.

5.3 ResponsibilitiesofEntities

GovernmentEntitieshavefourkeydeliverablesthatarerequiredinordertofacilitatetheircompliancewiththeDubaiDataregulations.Thesedeliverablesaresummarisedbelow,withsignpostsgiventothemoredetailedguidancethatissetoutinthisManualonhowtodeliverthese.

Datainventory

• AkeyfirststepinenablingeffectivestewardshipofdataisthecreationbyeachEntityofaDatainventorylistingallofitsdatasets.

• ThemoduleoftheDubaiDataManualcoveringDatainventoryprovidesguidanceonthecontentoftheInventory,andtheprocessrequiredtoproduceit.

Effectivegovernance

• EntitiesneedtoestablishclearinternalaccountabilitiesandgovernanceprocessesinordertodelivertheirresponsibilitiesforDubaiData.

• Thesedonothavetobeidentical,andshouldreflectthebusinessneedsofeachEntity.

• However,Entitiesmust:

− EstablishthefourrolesmandatedinthemoduleoftheDubaiDataManualcoveringGovernancerolesandprocesses:oneChiefDataOfficer,oneDataManagementAdministrator,namedDataStewardsandDataSpecialistsresponsibleforeachdatasetrecordedontheDatainventory.

− EmbedtheImplementationPrinciplesforGovernmentEntitiesinthewaytheEntityworks.

Prioritization,cataloguingandpublicationofopenandshareddata

• EntitiesmustprioritisethedataontheirDatainventory,usingthecriteriaandprocesssetoutinthemoduleoftheDubaiDataManualdealingwithPrioritisation.

• Forprioritizeddatasets,EntitiesmustfollowtheCataloguingProcesstoensurethattheirdataiscorrectlyclassifiedasrequiredbytheDubaiDataLaw,withadditionalcataloguingtofacilitatethediscoveryandre-useofthedata.OtherkeymodulesoftheDubaiDataManualthatsupportthedeliveryofthisprocessareClassification,DataFormats,MetadataandDataQuality.

Entity-levelRoadmapforDubaiData

Asstatedinthekeyinternationalbestpracticestandards,“Movingtowardseffectivecity-widemanagementofdatasetswillbeanincrementalprocessovertime,notaone-offchange.”9SointroductionofthenewoperatingmodelforDubaiDatadescribedinSection4willnotbeaccomplishedovernight.GovernmentEntitiesarethereforerequiredtodevelopaphased,prioritisedanduser-centricroadmapforopeningupandsharingtheirdata:

− Proactivelymanageanddriveforwardthelongertermbenefitsofdatatoendusers

− EncouragenewserviceandproductdevelopmentbythepublicandprivatesectorstocreatenewformsofsocialandeconomicvaluefromtheEntity’sdata

− MeasuretheimpactofitsdatawithintheeconomyandsocietyofDubai.

• FurtherguidanceontheprocesstobefollowedindevelopingandpublishingtheseRoadmapsissetoutinBuildingourEntity’sRoadmapforDubaiData.
