Mohali Industries Association – an ISO 9001:2015 Certified Association representing 600 + large, medium and small scale industrial units located in Mohali and its surroundings, got registered in 1973, to make facilities available for the industry. It provides the much needed link between the industry and the Government for a better understanding and maintains a rapport by holding regular dialogues with departments connected with the industry. These efforts help in achieving improved infrastructure in the area and provide support to entrepreneurs for hassle free running of their ventures. On account of its active role in highlighting problems and issues confronting the industry and in keeping a regular dialogue with departments connected with industry, our Association has been nominated on various advisory committees set up by State and Central Government like Sales Tax, Labour, Civic Amenities, Export Promotion, Industry Facilitation Council, Central Excise etc. Large scale industries like Idea Vodafone Ltd., Pivot Fabrique, Sigma Freudenberg NOK Pvt Ltd., IDS Infotech Ltd., QuarkCity India Pvt Ltd., International Switchgears Pvt Ltd., Ardisons Associates, R.B. Forgings Pvt Ltd., Metlonics Industries Ltd., P.K. Industries, Tube Products of India etc. are its active members. Seminars/ workshops/ lectures and now webinars on various subjects relevant to industry are arranged for the benefit of entrepreneurs. On account of changing industrial scenario due to liberalization and globalization etc. International trips are also organized to expose the members to technology development adopted abroad. The Ministry of MSME under the International Cooperation Scheme has been providing assistance to entrepreneurs visiting International / Domestic Trade fairs. During the last five years delegations of MIA members have visited Hannover Messe Germany, Metalex Exhibition in Thailand, AAPEX Exhibition in Las Vegas, USA e EPA Shanghai, Intermach Thailand the Machine Building (International Trade Exhibition) held in Almaty, Kazakhstan and recently India Show & St. Petersburg Technical Exhibition in Russia. Many of our members have forged ties with foreign companies for technology transfer and for import/export purpose. An SPV for maintenance and upkeep of Industrial Focal Point, SAS Nagar has been formed under the aegis of Department of Industries & Commerce, Government of Punjab, PSIEC and Municipal Corporation SAS Nagar. The first Bath Fittings Cluster under the MSE-CDP Scheme of Government of India was set up by members of Mohali Industries Association. Named Mohali Hitech Metal Cluster it has set up a Common Facility Centre in Mohali (for which land was allotted by the State Government) which is well equipped with latest testing facilities and machinery. The second cluster under the MSE-CDP Scheme of GoI is for Light Engineering Goods manufacturers named Advance Machining Cluster which is in We have also set up 4 Clusters under the Lean Manufacturing Competitiveness Scheme of GoI which has benefited many of our members.

We have been successful in executing the Rainwater Harvesting project, which was inaugurated on 28.1.2020. We have formed Expert Committees which are very active and participative and not only established good rapport with their respective departments viz. Excise & Taxation(GST), PSPCL, PSIEC, Punjab Infotech, Municipal Corporation, Excise etc. but have also very effectively taken up issues and helped them to resolve the same. The Department of Industries & Commerce, Punjab, District Industries Centre, Mohali and the District Administration Mohali work hand in hand for the development of MSMEs of the region. Our Association is an associate member of apex organizations like PHDCCI, FIEO and COSIA. It participates actively in the activities of these bodies. Members are kept informed of the various changes in policies, rules and regulations through our monthly News Bulletin and through email circulars regularly. The MIA News Bulletin has been covering events on monthly basis along with achievements / awards received by our member industries since 2005. MIA has registered its logo under the Trade Marks Act 1999. Various programs on Ease of Doing Business, E-Commerce and simplification of procedures for the entrepreneurs, IPR, ZED, Fire Safety & OHS, Health check-up camp for employees, have been held at regular intervals for the benefit of members. MIA has also had tie-ups with Panjab University Chandigarh and ISB Mohali under the Industry-Academia link and our members have benefited through various sessions held for our members. MIA has also had tie-ups with The Energy and Resources Institute (TERI), New Delhi under a project to strengthen the access to Business Development Services (BDS) in the Mohali-Panchkula –Chandigarh (Tricity) cluster. International trade Administration, U.S. Department of Commerce to foster, promote and develop foreign and domestic commerce to increase trade and business and to create investment awareness among the U.S. business community, particularly small- and medium sized businesses. British Deputy High Commission Chandigarh to promote economic and industrial co-operation between Northwest India and United Kingdom with particular reference to private sector and to co-operate in activities for industrial and technological advancement. MIA worked in partnership with ZDH Sequa GmbH from year 2010-2016 and have organized various training sessions and capacity building workshops for our members with their support. Currently we are a BMO Partner with GIZ India and have conducted various training sessions on welding technologies, digital marketing, and vendor development initiatives for the members with their support.

Industrial Focal Point Mohali Mohali Industrial Focal Point, S.A.S. NAGAR, Mohali - GATEWAY TO PUNJAB, a planned satellite town of Chandigarh has assumed an important place on the industrial map of India especially after gaining District Status. The major factor responsible for the growth of industry in this district is availability of infrastructure at one place. Mohali along with Chandigarh and Panchkula forms a part of the Chandigarh Tricity. Presently it is divided into 9 phases. Mohali has a District Industries Centre, an Industrial Development cum Quality Marking Centre for engineering goods, BIS Testing Laboratories and a Geological Lab which are functioning here. It also has a laboratory conducting Testing Services (Chemical, Physical and Metallurgical Tests) and Calibration Services (Electro Technical, Thermal, Mechanical and Force testing) by quality professionals. Mohali has now become the IT Destination for international investments especially with the inauguration of International Airport which has recently started functioning. Efforts made by Government of Punjab to bring investment to Punjab through the Punjab Investor’s Summit for three consecutive years have shown results. Multi-national companies are setting up industries in Punjab which will provide employment to the youth as well as add to the economy of the State.

Dear Friends,

We are now on a buoyant journey towards recovery of growth in the Industrial sectors.

The Centre has extended a helping hand towards revival of industry through various

measures announced by the Hon’ble Finance Minister, Smt. Nirmala Sitharaman.

The State Government in its Budget 2021 also announced revival plan for the Industry so

as to tide over the losses incurred by the Industry during COVID-19 pandemic and

lockdown.

We are thankful to KNN news network for their dedicated work and representing the voice

of the Industry in such an effective manner.

We also thank GIZ India for their support and promotion of Indian BMOs through various

capacity building programs.

Let’s hope for complete revival of growth in the industry segment as well as in all spheres.

ACTIVITY 1 Session on Udyam Registration & Export Promotion & Selection And Development Of Import

Substitute Products - Hand Holding Support For MSMEs On 2.2.2021

MSME-Development Institute Ludhiana in association with District Industries Centre, SAS Nagar organised a

session on Udyam Registration at MIA Bhawan. Earlier a virtual session was held on Export Promotion and

Selection & Development of Import Substitute Products-

handholding support for MSMEs.

Shri Wazir Singh, Asst. Director, MSME-DI Ludhiana, Shri R. K.

Parmar, Asst. Director, MSME-DI Ludhiana and Shri S. M. Goel,

CSR were present. The session began with an introduction by

welcome address by Shri Maan Mohinder Singh, General

Manager, DIC SAS Nagar.

The Ministry of Micro, Small and Medium Enterprises issued a

notification dated 26th June, 2020 regarding revision of

definition of MSMEs and process of registration. Apart from the old criteria of categorization of MSMEs on

the basis of investment in Plant and Machinery/ Equipment, an additional criterion of turnover has been

included. This revision will pave the way for strengthening and growth of the MSMEs. Particularly, the

provision of excluding the exports from counting of turnover will encourage the MSMEs to export more and

more without fearing to forgo the benefits of MSME enterprises. Secondly, the difference between

manufacturing and services sector has been removed and now both are at same level.

Now an enterprise is being classified as a micro, small or medium enterprises on the basis of the following

criteria, namely:-

a) Micro enterprise: where the investment in plant and machinery or equipment does not exceed one

crore rupees and turnover does not exceed five crore rupees;

b) Small enterprise: where the investment in plant and machinery or equipment does not exceed ten

crore rupees and turnover does not exceed fifty crore rupees and;

c) Medium enterprise: where the investment in plant and machinery or equipment does not exceed

fifty crore rupees and turnover does not exceed two hundred and fifty crore rupees.

To facilitate the procedure of MSME registration in

accordance with the revised MSME definition, Ministry of

MSME launched a new portal – Udyam Registration Portal

(https://udyamregistration.gov.in) on 1st July 2020.

Udyam Registration Portal is a unified portal with registration

process free of cost, paperless and digital. The portal is aimed

at reducing transaction time and costs for entrepreneurs and

to promote Ease of Doing Business. Ministry of MSME has also

signed MoU with CBDT for data exchange.

The session on Export Promotion and Import Substitution was held during the morning session in virtual

mode. Experts from FIEO Ludhiana, EEPC Jalandhar and MSME-Development Institute Ludhiana were

present in this session and shared information on Export Promotion and Import Substitution with the

participants.

ACTIVITY 2

Session on One Time Settlement Scheme for Traders in Mohali

Mohali Industries Association (MIA) on Tuesday held a session to educate traders about One Time

Settlement Scheme (OTS) which was cleared by the Punjab Government in January.

A presentation about the scheme and its applicability was shared with the participants present on the

occasion.

All dealers whose assessments have been framed up to

December 31, 2020 could apply for the benefit under

the scheme till April 30. Outstanding dues between one

thousand to one lakh will get a waiver of 90 per cent on

tax, 100 per cent waiver on interest amount levied and

100 per cent waiver on penalty amount. For

outstanding dues between 1 lakh to 5 lakh there is no

waiver on tax, 100 per cent waiver on interest amount

levied and 100 per cent waiver on penalty amount.

There is no waiver for outstanding dues between 5 lakh to 10 lakh and for those who have outstanding of

10 lakh and above. For each assessment year Form OTS 1 shall be filed separately.

Yogesh Sagar, President, MIA thanked the Chief Minister Punjab for clearing the OTS Scheme and also urged

the Punjab Government to raise the waiver of penalty limit from Rs 5 lakh to Rs 10 lakh so that more number

of assesses can take benefit of this scheme.

Rajeev Gupta, General Secretary said that the above scheme is beneficial for traders and manufacturers and

it will also help them to get 100 per cent compliance from the assesses.

Baldeep Kaur, DETC (GST) Mohali and Anupreet Kaur, ETO cum State Tax Officer VAT & GST participated in

the session and cleared the doubts of the members present in the session.

ACTIVITY 3

40 Member MIA Delegation Second Visit Singhu Border on 10th February, 2021

A 40 member delegation visited the Singhu Border and shared essential items and cash contribution which

was collected from members for helping the farmers who are sitting on “Morcha” for more than 90 days

now.

The delegation members contributed dry ration to the

Khalsa Aid representatives who are taking care of the

kitchen supplies and all other essential items required

by those who are present at the Morcha.

The TIME magazine has recognised contribution of

Women at this protest and have carried this news on

their cover page in their March 15/ March 22 2021

issue.

Members also donated gold coins to the families of

farmers who have lost their lives during the protest. At a special function held on 19th February, 2021 eleven

gold coins were handed over to 11 families.

22nd February, 2021.

Successful Businessman strongly believe in Innovation and technological advancements which leads them

Dry Port Facilities of PSWC in the State of Punjab for Logistics and Warehousing Requirements

Punjab State Warehousing Corporation, a State Government undertaking, largely engaged in the activities

of procurement and storage of notified commodities, is also a custodian of Customs Notified Dry Port

facilities (CFSs/ICSs) in the State of Punjab at Ludhiana (Dhandari Kalan, 1990), Jalandhar (Nurpur-Dhogri

Road, 1991), Amritsar (Chheharta, 1993) and Dappar (Chandigarh-Ambala NH, Dera Bassi 2002).

Presently these Dry Port facilities are fully equipped to offer customised handling, containerized

transportation and storage solutions for the export/import merchandize arriving from/to the hinterland

under Customs’ supervision.

PUNJAB POLLUTION CONTROL BOARD No.SEE(HQ-2)/2020/453 dated 7/8/2020

OFFICE ORDER The lockdown/ curfew restrictions due to outbreak of Pandemic Novel Corona Virus (COVID-19) have created unprecented conditions throughout the country including State of Punjab. The restrictions on the movement of the people have created hardships and industrial activity had come to halt during this period. The entrepreneurs were finding it difficult to comply with the regulatory requirements. Therefore, in view of the lockdown/curfew scenario and to provide relief to the entrepreneurs, Board vide office order no. PPCB/SEE(HQ-2)/2020/259 dated 30.3.2020 had extended the validity of Consent to Establish/ Operate, Authorization, Registration and any other mandatory regulatory clearances, which come under the domain of Punjab Pollution Control Board and having expiry on and after 15.03.2020, upto 30.06.2020. Now, in view of the prolonged unprecedented situation created due to COVID-19 and to facilitate the industry w.r.t. different clearances/ authorizations, Board in its 184th meeting held on 22/07/2020 decided that Consent to Establish/ Operate, Authorization, Registration and any other mandatory regulatory clearances, which come under the domain of Punjab Pollution Control Board and having expiry on and after 40.06.2020, shall be extended up to 31.03.2021 subject to the following conditions:

1. Consent. Authorization/ Registration Application shall be submitted along with fee and undertaking to the effect that the industry is complying with the consent/ authorization conditions and achieve the effluent/ emission standard at all times.

2. The site inspection shall be carried out in due course of time. In case of any violations, appropriate action shall be taken under the relevant provisions of the Acts / Rules.

3. In case of any complaint/ violation, the consent/ authorization shall automatically considered to be revoked.

This order will come into effect with immediate effect.

Memo No. 2/6/DD/SR-5A dated 01/01/2021

Sub: Clarification regarding Refund of Security (Consumption) on withdrawal of application under Regulation 18 of Supply Code 2014.

With reference to subject, it had come to the notice that some offices were considering 25% of amount deposited at the time of registration of A&A form for demand exceeding 100 KVA as Security (consumption/ additional Security (Consumption) for deduction under Regulation 18 of Supply Code -2014 instead of total Security (Consumption /additional Security (Consumption) required to be deposited by the applicant on the basis of total load/demand applied for by the applicant. So, they have taken 10% of 25% of amount deposited at the time of registration of A&A form for demand exceeding 100 kVA as Security (Consumption)/ additional Security (consumption) for deduction which comes out only 2.5% even less than portion of EMD deposited by the applicant.

The matter was taken up before Supply Code Review Panel for better clarification and was discussed in the meeting held on 15.12.2020. As per the minutes of meeting of Supply Code Review Panel, it is clarified that as per Regulation 18.1, security (consumption) is an amount calculated on the basis of total load or demand as per the rates specified in Schedule of General Charges. The amount recovered from applicants at the time of registration of A&A form i.e. 25% of security (consumption)/additional security (consumption). Thus there is no ambiguity that security (consumption) is the amount calculated on the basis of total load/ demand for the purpose of deduction under Regulation 18 of Supply Code-2014.

Meticulous compliance of the above instructions may please be ensured.

Virtual Meeting on levy of Environmental Compensation and Draft Rules under New Labour Codes

On 22nd February, 2021 a meeting under the chairmanship of Secretary-cum-Director, Industries & Commerce Punjab was held to discuss the following:

i. Draft Rules under New Labour Codes :

The Code on Wages, 2019

The Occupational Safety, Health and Working Conditions Code, 2020

The Industrial Relations Code, 2020

The Code on Social Security 2020.

ii. II. Levy of Environmental Compensation and procedure for taking bank guarantee from the Industries/ other establishments as an assurance to comply with pollution control norms.

This virtual meeting was attended by Shri Jasbir Singh, Advocate & Consultant Labour Laws, EPF, ESIC.

SIDBI launch of ARM-MSME portal to help MSMEs in Preparing restructuring proposals

In a bid to help Micro, Small and Medium Enterprises (MSME) to take benefit of Reserve Bank of India’s (RBI)

MSME restructuring guideline, Small Industries Development Bank of India (SIDBI) has launched a web portal

https://arm-msme.in.

With the help of this Do-It-Yourself (DIY) asset restructuring web module, MSMEs will be able to prepare

restructuring proposals by keying in only the most essential data of their past financials, future projections

and restructuring requirements. The proposal prepared can be submitted online to the banks and reports

can also be generated for submission to banks through email or in hard copies.

Speaking on the occasion, Manoj Mittal, Deputy

Managing Director of SIDBI said, “We have developed

this module in collaboration with our associate, India

SME Asset Reconstruction Company Limited (ISARC),

which is an Asset Reconstruction Company (ARC). This

step would aid in the economic recovery and

complement the benefits of far reaching initiatives

announced by the Government of India in this

direction. To provide handholding support to MSME

units seeking restructuring, credit counsellors have been placed in 20 MSME cluster locations in partnership

with local MSME industry associations. In case the need arises, the number of such locations could also be

increased.”

The portal has been tested by some of the leading banks for use by their MSME clients. Punjab National Bank

and Indian Bank have already agreed to accept restructuring proposals generated by their MSME customers

using this module.

A Memorandum of Understanding (MoU) to this effect was signed on Monday between SIDBI and Indian

Bank in the presence of Padmaja Chunduru, MD & CEO, Indian Bank.

Though the RBI has extended the scope of ongoing one-time restructuring of MSME advances to support

recovery of viable MSME entities undergoing COVID-19 related stress till March 31, 2021, many MSMEs find

it difficult to prepare the restructuring proposals on their own and this DIY kit provides them with a handy

tool to do this intuitively based upon their understanding of business.

The module makes it easier to compare different options of restructuring as well as reduces the turn-around

time. ARM-MSME is being offered free of cost as part of SIDBI’s developmental initiatives.

Free power to farmers, subsidised power to the industry will continue: Punjab CM

Punjab Chief Minister Captain Amarinder Singh on Friday announced that free power to farmers and

subsidised power to the industry will continue in the state in his government.

According to a press statement, he mentioned that benefits such as free power to farmers and subsidised

power to the industry will continue, as will the 200 free units of power to Scheduled Castes (SC), Below

Poverty Line (BPL), Backward Castes (BC) households, and freedom fighters in the state as his government

was totally committed to the welfare of all sections of the people, with focus on the development of key

sectors, including Agriculture and Industry.

There are approximately 14.23 lakh tube-wells in

the State and the total subsidy borne by the State

is Rs 5,733 crores for the year 2018-19, and Rs

6,060 crore for the year 2019-20, said Captain

Amarinder, adding that this will benefit 14.23 lakh

farmers. Besides, 1.36 lakh industries had so far

received Rs. 6,010 crore in power subsidy, while

24.31 lakh domestic consumers were getting free

power, he added.

The Chief Minister also mentioned 'Khushaal Kissan and Kamyab Punjab (K3P)'. "The remaining 1.13 lakh of

the 5.64 lakh small and marginal farmers eligible for the state government's debt waiver scheme, would be

Disclosing that farmers' incomes have increased through higher quantities purchased on Minimum Support

Price (MSP) in the state, the Chief Minister said, "Food grains purchased annually were 213.5 Lakh million

tonnes during 2007-2017, and had increased to 285 lakh million tonnes during 2017-21,".

He further disclosed that the total remuneration of farmers from government procurement of food grains

has gone up to Rs 2.16 lakh crore since April 2017 - an increase of about Rs 90,668 crore over the earnings

in the corresponding procurement seasons of the previous government.

Thus, the farmers' incomes through the sale of food grains have increased by more than 72 per cent ever

since the government took over in March 2017, said the CM, adding that all payments to farmers were done

online bringing more transparency.

Punjab Budget: Jobs, pay hike, loan waiver; Manpreet Badal opens purse strings in election

year

Punjab Finance Minister Manpreet Singh Badal on Monday presented the state budget with an outlay of Rs

1,68,015 crore for the financial year 2021-22 in the state assembly.

Badal tabled the last budget of the Amarinder Singh-led government. The

assembly elections are due early next year.

The government will waive Rs 1,186 crore of 1.13 lakh farmers and Rs 526

crore of landless farmers in the next phase, under the crop loan waiver

scheme in 2021-22, as per the budget speech.

Badal also announced to raise old-age pension from Rs 750 per month to Rs

1,500 per month.

He also announced an increase in the amount under the Shagun scheme from

Rs 21,000 to Rs 51,000. --with PTI

The budget comes at a time when Punjab’s per capita social sector spending

is the fourth lowest among major states.

Engineering students “Team Electronica” at LPU win ‘Smart India Hackathon (SIH) Hardware

Edition-2020’ for 2nd time

Engineering students’ “Team Electronica” at LPU has made

illustrious win in the world's biggest open innovation

competition ‘Smart India Hackathon (SIH) Hardware Edition-

2020’ for the second time in a row. This concept is conducted

by the Ministry of Human Resources Development and All India

Council for Technical Education (AICTE) and allied government

bodies.

This year problem statement posed to LPU students through Government of Madhya Pradesh was ‘Solo IoT

Devices to capture Video and Audio Evidences’. A team of 6 LPU students worked hard to develop a

“Camouflage CCTV Monitoring System’ that can be hidden in a display board, like matrix timer at railway

stations. This system can help to detect suspicious activities, criminal recognition, and even track the

suspects.

LPU team leader Medisetty Arun Sai Teja had worked for this project along with fellow engineering students

Juluri Bharath Kumar, Nukala Ram Kumar, Meka Vishnu Madhavi, Naitik Gohain, and Kasthuri Bhanu Prakash.

Bharath Kumar explains that “this CCTV system is so precise that it works all around at 360 degree with clear

visibility. LPU faculty Mandeep Singh and Rajesh had mentored the team.

Congratulating the winners, LPU Chancellor Mr Ashok Mittal shares: “‘Team Electronica’ of our students can

be termed as an unstoppable team. Even during terrifying pandemic time, its member-students got together

for development of a perfect solution for the problem posed to them by a state government. The brilliant

result of their hard work is before us all. In a way, our students are regularly proving up to the expectations

of PM Modi whether it is enhancement of digital literacy or working on his dream projects like ‘Make in

India, AtmaNibhar Bharat’.”

For SIH, a wide number of ministries, public sector units, private organizations, and educational institutes

participate from across the country. Participating central ministries and departments include DRDO, ISRO,

Jal Shakti, Ayurveda, Food Processing, Communications, Health, Family welfare, Railways, Atomic Energy,

Science & Technology, MSME, Financial Services and more. These pose problems to the competing students

and, in turn, students work hard to provide them with suitable solutions for problems faced by these

organizations or government.

In fact, Smart India Hackathon is a nationwide initiative to provide students with a broad platform to solve

pressing problems faced day to day. This huge and prestigious competition inculcates a culture of product

innovation and a mind-set of problem-solving. Various areas worked for getting solutions included Robotics

& Drones, Waste Management, Clean Water, Food Processing, Smart Vehicles, Agriculture & Rural

Development, Health-Care & Bio-Medical, Smart Communications and miscellaneous. Commenced in 2017,

SIH has seen participation of 10 lakh innovators from 7218 institutes, 256 organizations, up to now. In

addition, 5635 selected ideas have been worked upon in context to 1886 problem statements posed.
