residential and
rehabilitation center for
children in conflict with the
law (CICL), both male and
female ages 15 years old
above to below 18 years old
with Court Order from
Quezon City Family Courts.
BRIEF HISTORY
-In 1970, Justice Leonor Ines Luciano of the Juvenile and Domestic Relations Court(JDRC)
initiated the groundwork for the establishment of the Country’s first Youth Detention Home.
- In 1973, the Quezon City Government donated a lot that can accommodate Molave Youth
Home and JDRC thru Resolution No. 9769, Series of 1973, providing a separate facility for
CICL in a 2,000 sq.m site located within the City Hall compound.
-In 1983, Molave Youth Home was turned over to the City Government when JDRC was merged
with the Regional Trial Court.
-On May 29, 1990, Executive Order No. 2 was signed merging Molave Youth Home with the
Social Welfare Services Division. Later that year, Social Services Division was re-classified as a
Department, which further mandated the agency to administer over the Home.

Molave Youth Home uses the Therapeutic Community (TC) Modality Approach to
further enhance its program.
Therapeutic Community is a unique self-help and group help approach to the treatment of behavior
problems and other related problem.
The primary “therapist and teacher” in TC are the residents themselves who participate in the planning and
implementation of programs. As they themselves are role models and agent of change, they serve as guides in the
rehabilitation process.
All Molave residents are involved in the implementation on T.C.
