Development Administration

Copper Coast Council

51 Taylor Street

Kadina SA 5554

Dear Ms Moyne,

Thank you for your email regarding our current Develepoment application DA340/105/20.

Please find additional information requested.

1. The proposal seeks for the Demolition of portion of an existing Building and construction of

an Indoor Shooting Range Building, Community Centre (Clubhouse) and Toilet Facilities.

• Confirmed

2. The proposed development is a Category 3 form of development within the Primary

Production Zone thus meaning it requires public notification. Please contact Planning Admin on

8828 1200 (Extension 3) to pay the Category 3 fees - $494.00.

• Noted

3. Council is also seeking some clarification in relation to the use of the proposed Clubhouse/

shooting facility. A written statement that outlines the following information is required;

o A general description of the proposed use of the clubhouse and indoor shooting range

• The shooting range will be used for indoor air rifle and air pistol target competions and

practice. All ranges will be licensed and monitored by the South Australia Police Firearms

Department. The clubhouse will be used for member socialising after scheduled

competitions.

o The days and hours of operation of the proposed use

• Days and hours of operation vary depending on competition scheduling but may be held on

any of the 7 days. Shooting competition hours are scheduled between 9am to 10pm with

any single competition held for a duration of around 2-3 hours. Socialising after

competitions is generally around 1-2 hours.

o The maximum number of patrons on the site at anyone time

• Patron usage data from the last 24 months has the number of participants at a single

competition varies from 3 to a maximum of 20. Regular social gatherings after competitions

on current data would be seen to be between 2 – 20 with social club gatherings being up to

80 patrons.

o The maximum number of staff on the site at any one time (if applicable)

• Our club does not have any staff.

o Confirmation of whether any firearms will be stored on the subject site. If so, details of how

they are stored.

• Currently no firearms are stored at our facility. If this was to change in the future they

would be stored as per South Australian Firearms Act requirements.

4. The plans provided do not include a floor plan of the proposed clubhouse, toilet facilities or

indoor shooting range building. A floor plan for each building is required detailing the following;

• Refer drawing

o Internal layout of building, including intended use of rooms, location of toilet/s, kitchen

facilities (if any) etc

• Refer drawing

o Proposed internal walls (if applicable).

• No internal wall are proposed

5. In addition, there has been no elevations provided for the proposed toilet facilities. Please

provide an elevation plan for the proposed toilets. It should be noted that once you have confirmed

the maximum number of patrons on the site at anyone time as requested above, Council will be able

to confirm the amount/ type of toilets the subject site will require in accordance with the National

Construction Conde (NNC).

• Refer drawing

6. The elevation plan provided for the indoor shooting range (building 10) doesn’t appear to

have any doors detailed on the plans to access the proposed building. Please amend the elevation to

show how the proposed building will be accessed (e.g. location of door/s).

• Refer drawing

7. Confirmation of the method of stormwater disposal from all the proposed structures is also

required (e.g. directed to a water storage tank with overflow to a swale or rock bed).

• All stormwater from the proposed buildings will be directed to the water tanks. Tank

overflows will be directed to overflow swale.

8. The site plan provided does not detail the location of any onsite car parking spaces or vehicle

entry or exit points. Please amend the plans to show the location of the onsite carparking and vehicle

entry and exit points.

• Refer drawing

9. It is noted that the plans currently show an existing rainwater tank of 22,500 litres on site.

Within the Primary Production Zone, Principle of Development Control (PDC) 8 requires a minimum of

60,000 litre onsite water storage where no reticulated water supply is available. As part of this

application, Council requires an additional 37,500 litres of onsite water storage to be provided on site

the meet the minimum requirements outlined within PDC 8. This therefore needs to be shown on the

site plan.

• Refer drawing

10. Please also confirm whether there is any signage forming part of this application. If so,

please provide exact details of the signage (e.g. colours, materials, location, size etc.).

• We are not looking to add to any of the existing signage at the entry to our property and the

danger signs at all fence lines to the property.

Please contact me if you require any further information

Best regards
