The California Public Utilities Commission (CPUC) will hold a Community Choice Aggregation (CCA) En Banc hearing on February 1, 2017. CCAs are local governmental entities authorized by statute to procure electricity on behalf of their customers, delivered via the investor-owned utility transmission and distribution system. CCAs have been expanding and are expected to continue to expand. This creates regulatory questions including: What entities will be responsible for electricity procurement, contracting and reliability in the future? Are there likely to be stranded utility assets? How will CCA expansion impact regulatory oversight of environmental and public purpose programs? The En Banc hearing will assemble a diverse panel of experts to consider these and related issues. An agenda and a staff issue paper will be available before the En Banc hearing.
Although a quorum of Commissioners and/or their staff may be in attendance, no official CPUC action will be taken at this event.

SB 350 stipulates that the Energy Commission must establish the energy efficiency savings doubling targets in a public process that involves the CPUC and the utilities.
This workshop will provide an opportunity for discussion and stakeholder feedback on a proposed framework for implementation of the energy efficiency portions of SB 350. This proposed framework will be based on a staff report to be published prior to the workshop. The discussion will focus on the proposed computational method for establishing the 2030 energy efficiency savings targets called for by SB 350.

The purpose of the meeting is to discuss the various emission factors from the 1996 Gas Research Institute (GRI) / U.S. Environmental Protection Agency (EPA) Study, the 2015 Washington State University led Environmental Science & Technology published article “Direct Measurements Show Decreasing Methane Emissions from Natural Gas Local Distribution Systems in the United States”, and the ARB-funded Gas Technology Institute (GTI) Report entitled “Quantifying Methane Emissions from Distribution Pipelines in California” dated December 2015. NOTICE IS HEREBY GIVEN that in accordance with Senate Bill 380 (Pavley, Chapter 14, Statutes of 2016) (SB 380) the Department of Conservation, Division of Oil, Gas, and Geothermal Resources (Division) is conducting two public meetings to provide an opportunity for comment on the findings of the comprehensive gas storage well safety review conducted at the Aliso Canyon Storage Facility and on the Division’s proposed minimum and maximum pressure limits for the Aliso Canyon Storage Facility. The California Public Utilities Commission (CPUC) will also participate to provide information about the range of working gas necessary to ensure safety and reliability for the region and to provide additional information about how to participate in a future proceeding to determine the feasibility of minimizing or eliminating the use of the Aliso Canyon Storage Facility.

The purpose of the meeting is to discuss the various emission factors from the 1996 Gas Research Institute (GRI) / U.S. Environmental Protection Agency (EPA) Study, the 2015 Washington State University led Environmental Science & Technology published article “Direct Measurements Show Decreasing Methane Emissions from Natural Gas Local Distribution Systems in the United States”, and the ARB-funded Gas Technology Institute (GTI) Report entitled “Quantifying Methane Emissions from Distribution Pipelines in California” dated December 2015. Resolution T-17548 approves funding in the amount of $41,780,141 from the California Advanced Service Fund (CASF) for the grant application of Inyo Networks, Inc.
