Introduction This document is intended to provide additional context and detail to the upcoming Teacher Excellence Initiative Update
during the October 15, 2015 Board Briefing.
Continuous Improvement
From inception, TEI was intended to be a continuous improvement model. Following the completion of the launch year,
the TEI Continuous Improvement/Steering Committee will convene throughout the year for the following purposes: 1) to
ensure successful completion of goals for the 2015-15 school year and 2) to review results and evaluate
recommendations for potential adjustments to the TEI system. The Steering Committee will use the following data to
develop any improvements to the model:
o Teacher Scorecard Rebuttals
o Calls/emails to the TEI Call Center, Administration or Trustees
o Focus Group Recommendations from Principals, Assistant Principals and Teachers
o TEI Expert Recommendations
o Program Evaluation Results, including fall 2015 teacher survey results
Upon preliminary analysis, the following topics are already being recommended for review:
Compensation of Distinguished teachers—particularly for those already compensated above their corresponding
effectiveness level
Refinement of Student Survey
Student Achievement Calculation Rules

TEI News for Teachers Since April 2015, teachers have received the weekly email TEI News for Teachers newsletter. These communications
include important TEI-related updates, resources, deadlines, professional development opportunities, and other
upcoming events. Administrators receive a separate weekly newsletter with information intended to support them in
leading TEI implementation at their campus.

2015-16 DTR Eligibility Criteria Now Available
Dallas ISD continues to identify highly effective teachers through the Distinguished Teacher Review by highlighting their contributions across the district. DTR eligibility criteria for 2015-16 are reflected below. All eligible teachers will be notified via email by October 15th.
2015-16 DTR Eligibility Criteria
Teachers must have an Effectiveness Level of Proficient I or above and be in the top 25th percentile within their teacher category.*
Creditable Years of Service (CYS) 2+ (in at least third year in 2015-16)
Summative Score (both prior & current year) 65 or above
Achievement & Survey Points (both prior & current year)
At least 50% of combined points
*Teachers entering their third year of service in 2015-16 must earn a Proficient I evaluation rating or above and be in
the top 25th percentile within their teacher category. For teachers who are new to Dallas ISD and are in at least their
third year of service, a summative performance evaluation must be completed by December 1st.
Understanding my new TEI Salary
With the release of evaluation scorecards to returning teachers on Friday, September 18 at 5:00 p.m., we know that many of you may have questions surrounding the upcoming changes that the new salary structure will bring. To assist with questions, the district has created a video titled “Understanding my TEI Compensation.” In addition to the video, you will find links to three other resources that will provide you with answers regarding your salary. A. TEI Scorecard Year: This denotes the school year for which the scorecard pertains.
B. Teacher Category: The category informs the employee the components, as well as their weight, to be included in the evaluation.

C. Distinguished: The Distinguished label will be displayed on TEI evaluation scorecards for teachers that earn the Proficient II or
higher TEI effectiveness level.
D. Effectiveness Level: Effectiveness level is the net result after the TEI rules are applied to an evaluation score and rating.
Effectiveness level informs the subsequent year’s salary.
E. Evaluation Score & Rating: The evaluation Score is the sum of all the points earned from applicable TEI evaluation components.
The evaluation rating is determined from the evaluation score using the chart below.
F. Evaluation Rating Chart with cut points: This chart represents the evaluation scores within each evaluation rating once the target
distribution has been applied to each category separately. Each category (A-D) will have a unique set of cut points for translating
an evaluation score into an evaluation rating.
G. TEI Evaluation Components: This section displays evaluation information for three components: Teacher Performance, Student
Experience, and Student Achievement. TEI evaluation components that do not apply to a specific teacher category will be grayed
out and no possible points will be assigned. Based on the teacher category, each component identifies the total possible points
that can be earned in the left-hand column and the actual points earned in the right-hand column.
H. Student Achievement: This section further details the possible points and earned points for each assessment of the student
achievement portion of a teacher’s evaluation as well as SLO and School STAAR information. The three calculation metrics used for
the assessments are seen in the middle column labeled results/information. The highest point value earned for the three metrics
is awarded in the points earned column.
I. Distinguished Teacher Review: The DTR section is included on every teacher’s TEI evaluation scorecard. For those that
underwent the DTR process, the points earned are displayed in this portion of the scorecard.
J. Footnotes: Footnotes are associated with a superscript number next to the appropriate component, the number will indicate a
specific footnote that will be found in this section. Note, not all scorecards will include footnotes.
K. Points possible – Result/Information – Points Earned: The three columns included on the scorecard further detail the calculation
of points. The Points Possible defines the maximum amount of points obtainable from the TEI evaluation component. Result/
Information includes the values/formulas that define a particular TEI evaluation component. Points earned is the sum of all points
earned from applicable TEI evaluation component.

Strategic Compensation Strategic compensation ties compensation directly to outcomes; more specifically, 2015-16 compensation is tied to
2014-15 evaluation results. With the implementation of strategic compensation, Dallas ISD has eliminated the
traditional teacher salary schedule for classroom teachers. The traditional salary schedule is replaced with compensation
levels that are associated with corresponding effectiveness levels.
Goals for Dallas ISD’s strategic compensation include:
Support the recruitment and retention of highly effective teachers
Differentiate salaries to reward teachers who perform well and raise student achievement
Enable the organization to shift compensation from factors that have not helped to raise student achievement
or the quality of instruction to those that do
Reward professionalism and leadership
Implementation Parameters 1. Teachers’ salaries will never drop below their 2014-15 school year salary.
2. Teachers are eligible for up to a $5,000 increase in 2015-16 and another $5,000 increase in 2016-17 before the
salary cap is removed.
3. Teachers with at least 1 Creditable Year of Service (CYS) who earned less than $51,000 in 2014-15 and earned at
least a Progressing I effectiveness level have a salary increase to at least $51,000 in 2015-16
4. Any teacher earning an Unsatisfactory effectiveness level will maintain the 2014-15 salary
The district developed a TEI strategic compensation calculator and teachers are encouraged to use it to better
understand their current compensation and anticipate future earning potential. The calculator can be located online
under the Rewarding Excellence section of TEI’s website.

No Level -- 125 Instructional Day Rule Teachers in any category must be in attendance for at least 125 instructional days during the school year to receive a
new effectiveness level for the following year. (Attendance data are cumulative across the school year.) For teachers not
meeting that minimum because of late hiring, absences, or leave time, an effectiveness level will not be assigned. This
avoids attributing outcomes resulting from the intervention of other staff to a teacher who was not in the classroom for
a significant portion of the school year.
An evaluation score will be computed with all available information (summative value, achievement statistics, and
student survey statistic). The evaluation score will be reported to the teacher on his or her scorecard for informational
purposes, but it will not be used in the current or any subsequent year for the determination of an effectiveness level.
Of the 8,281 returning teachers in TEI-eligible positions on September 1, 2015, 239 teachers did not meet the 125
instructional day attendance requirement to receive an effectiveness level. The average salary increase of this group of
teachers was $1,993 for 2015-16.
Please note: the primary reason for this increase is due to Implementation Parameter 3 in the section above. All
teachers, with or without a level, were brought up to the minimum salary of $51,000 (with at least one CYS) in order to
ensure that no returning Dallas ISD teacher receives a lower salary than a novice/new hire teacher.
Distinguished Teacher Review Process
What is a Distinguished Teacher? A Distinguished teacher is one who earns an effectiveness level of Proficient II or higher. These teachers achieve high scores in teacher performance, student achievement, and student perceptions (if applicable). Distinguished teachers also meet additional performance criteria assessed through a central review process called the Distinguished Teacher Review. The Distinguished Teacher Review (DTR) process is comprised of two components—an online application and an additional observation.
DTR Application DTR‐eligible teachers who wish to undergo the DTR process must submit an application highlighting examples of their
leadership, lifelong learning, and contributions to the profession. The teacher’s application is scored using the DTR
rubric. Applicants can earn up to 14 additional points from their DTR application.
DTR Observation A two or three‐person team reviews the quality of instruction of each DTR applicant between November and May. Each
review team must include a principal or assistant principal as well as a content‐area specialist. All members of the DTR
observation teams are required to be TEI certified, as well as attend an additional DTR observation technical training. The observation team observes the applicant’s instruction for 45 minutes, or one complete lesson if less than 45
minutes, and uses the teacher performance rubric to assess the quality of instruction. Applicants can earn up to 6
additional points from their DTR observation.

Frequently Asked Questions If a teacher went through the Distinguished Teacher Review process in 2014-15, is he/she eligible to reapply
in 2015-16?
Teachers who were eligible to apply to DTR in 2014-15 were identified based on performance data only since student
achievement and student survey data were not yet available in year one. DTR-eligible teachers had to earn at least half
of the combined available student achievement and student survey (if applicable) points and earn an evaluation score
that falls at or above the Proficient II evaluation rating in order to earn Distinguished status.
If a teacher did not earn at least half of the available achievement and survey points, that teacher did not earn
Distinguished status for 2014-15 and is not eligible to reapply in 2015-16 since this is a criterion for eligibility.
If, however, the teacher did earn half of the available student achievement and student survey points but
earned an evaluation score that falls at or below Proficient I evaluation rating, the teacher did not earn
Distinguished status for 2014-15 but may be eligible to reapply in 2015-16.
A teacher who met all eligibility criteria for 2014-15 and earned the Distinguished status is automatically eligible
to reapply to DTR in 2015-16.

Some teachers have suggested that the student survey is too long. Will the questions be reevaluated for
2015-16?
The student survey was developed by a third party; all questions are research-based and the survey instruments are
both reliable and valid. Surveys were implemented in grades 3-12.
Each student survey took less than thirty minutes to complete. Most students completed two different surveys, which
required 60 minutes or less.
Evaluation and Assessment will continue to analyze student data and reevaluate survey questions to make appropriate
changes to ensure that the survey is fair and equitable to all teachers and does not put too much burden on students in
the district.
How are teacher rebuttals being considered?
Evaluators and TEI staff receive all rebuttals; while a response is not required, rebuttals are used in various ways.

1) In some cases, there is no action needed. Teachers use the rebuttal function to attach additional detail to the
evaluation record that is in the employee’s file, but no further action is necessary.
2) In other cases, the rebuttal initiates a conversation between the teacher and the evaluator. The goal of the
rebuttal is to resolve the issue at the lowest level possible.
3) In some cases the issue is not able to be resolved through the rebuttal. The teacher is able to follow due process
through DGBA (Local).
4) In all cases, the rebuttal is reviewed and categorized by TEI staff to determine 1) possible improvements to the
model 2) additional training required for evaluators 3) further research that needs to be conducted regarding a
teacher’s evaluation.
Why aren’t all AP teachers’ STAAR results reflected in their achievement metrics?
AP U.S. History was the only AP course where students also completed a STAAR EOC for U.S. History. The AP template
applies only to AP courses, and no “regular” course templates applied to AP courses. Since the curriculum U.S. History
AP teachers must follow for the U.S. History AP course may not track exactly with the U.S. History TEKS covered on the
U.S. History EOC, there is not clear consensus among AP U.S. History teachers that STAAR scores should count towards
their evaluation results. The district will continue to seek feedback from these teachers to determine whether or not to
include the STAAR results in their achievement calculations moving forward.

Fall Leveling
REMINDER: Teachers whose assignments are impacted by leveling must create a new SLO that aligns to their new teaching assignment and student population. Impacted teachers should submit a new SLO in Schoolnet by October 23. Schoolnet technical support can delete the previous SLO. Student Learning Objectives and Professional Development Plans
Any teacher who has not yet shared their SLO and PDP with their primary evaluator in Schoolnet is encouraged to do so as soon as possible. Please remember that SLOs are intended to drive instructional decisions throughout the year. Any teacher who does not submit an SLO for the 2015-16 school year will receive zero points for that component on their 2015-16 evaluation. Dallas ISD continues to identify highly effective teachers through the Distinguished Teacher Review (DTR) by highlighting their contributions across the district. DTR intends to identify around the top 20 percent of teachers across the district. For this reason, the top 25 percent of teachers from every teacher category who meet the additional criteria below were invited to apply. All eligible, returning teachers were notified September 28.

Teachers must have an Effectiveness Level of Proficient I or above and be in the top 25th percentile within their teacher category.*

Teachers eligible for an upward adjustment in their 2015-16 compensation based on 2014-15 results will see the additional amount reflected in their October paycheck. A few reminders regarding October paychecks:
Will include a teacher’s new monthly amount on one line
Will include the one-time payment from September
Will be larger than those received in future months since it includes the additional amount adjusted from September
Teachers are encouraged to look at their Statement of Earnings in Oracle once available so they can better understand their adjusted compensation. Spot Observations

Text sets, collections of related texts organized around a topic or line of inquiry, are being created for grades 3–12 for each six weeks and will be available on Curriculum Central and Schoolnet for use by Reading Language Arts teachers. 2015 ACP Fall Film Festival
Evaluation and Assessment & Teaching and Learning are hosting the 2015 ACP Fall Film Festival for the first semester tests. Teachers will be given the opportunity to view the questions of the ACP for the grades and subjects they teach. Registration begins Monday, September 21, 2015. Dallas ISD has partnered with Panorama Education, the company who administered the student surveys this past spring, to offer additional resources for educators. In addition to survey analysis and reports, teachers and administrators also have access to Playbook, a professional development tool. Playbook uses survey results to recommend a menu of high-quality, personalized resources to teachers – resources that they can use immediately. Each strategy and research article is aligned with a topic on the student survey (e.g., classroom environment, expectation and rigor, etc.) and is recommended based on the teacher’s survey results and context (e.g., content area, grade-level, experience-level). 2015-16 DTR Eligibility Criteria Now Available
Dallas ISD continues to identify highly effective teachers through the Distinguished Teacher Review by highlighting their contributions across the district. DTR eligibility criteria for 2015-16 are reflected below. All eligible teachers will be notified via email by October 15th.
2015-16 DTR Eligibility Criteria
Teachers must have an Effectiveness Level of Proficient I or above and be in the top 25th percentile within their teacher category.*
Creditable Years of Service (CYS) 2+ (in at least third year in 2015-16)
Summative Score (both prior & current year) 65 or above
Achievement & Survey Points (both prior & current year)
At least 50% of combined points
*Teachers entering their third year of service in 2015-16 must earn a Proficient I evaluation rating or above and be in
the top 25th percentile within their teacher category. For teachers who are new to Dallas ISD and are in at least their
third year of service, a summative performance evaluation must be completed by December 1st.

With the release of evaluation scorecards to returning teachers on Friday, September 18 at 5:00 p.m., we know that many of you may have questions surrounding the upcoming changes that the new salary structure will bring. To assist with questions, the district has created a video titled “Understanding my TEI Compensation.” In addition to the video, you will find links to three other resources that will provide you with answers regarding your salary. As a reminder, since increases in compensation will come only through TEI’s strategic compensation model, teachers are not eligible for the 3 percent increase passed by the Board. The Reading Language Arts Department and the University of Texas at Arlington have partnered to host the Dallas ISD Literacy Academy. Twenty-six teachers were selected from 21 elementary and middle schools to participate in the program. These teachers will meet weekly from September 1–April 18, 2015, to complete three graduate-level UTA literacy courses. The course content is a collaboration between Dallas ISD and UTA with a focus on instructional practices teachers can implement in their classrooms. Upon completion of the academy, teachers have the opportunity to apply the courses towards the Master of Education in Curriculum and Instruction with an emphasis in Literacy Studies at UTA. If you are eligible for an increase for 2015-16, you will receive your adjusted salary amount in your October 15th paycheck. The amount of your increase will be prorated across all paychecks beginning in October. Your October paycheck will be larger since it will include the prorated amount from both September and October. The remaining amount will be equally allocated over the remainder of the year. What if I am a teacher who has a split assignment?
For teachers who serve on more than one campus, only one Student Learning Objective (SLO) should be created. Although administrators from all campuses on which you serve can conduct spot observations for feedback and coaching purposes, you will have one primary evaluator which is determined by your primary assignment listed in Oracle. The primary evaluator is responsible for approving your SLO and conducts the extended observation and summative performance evaluation.

Understanding the Student Achievement Component of
TEI Evaluations
Student achievement is one of three components of Dallas
ISD’s Teacher Excellence Initiative (TEI) and counts for 35%
of the overall evaluation for Category A and B teachers and
20% for Category C and D teachers. A teacher’s student
achievement template comprises multiple measures, which
are scored using multiple metrics, including both “status” and
“relative growth.” Cut points for each metric’s statistics are set
so that points awarded for the measure follow a target
distribution. This ensures equitable levels of rigor across
grades or content areas. To learn more about the student

Panorama’s Playbook
Panorama Education, the company who administered the student surveys this past
spring, is offering additional resources for teachers. Teachers will have access to survey
