I. CONSISTENCY OF BUSINESS PLAN WITH COUNTRY PARTNERSHIP STRATEGY
1. The country operations business plan (COBP), 2018–2020 is consistent with the strategic priorities of the country partnership strategy (CPS), 2017–2020 of the Asian Development Bank (ADB) for Mongolia. In line with the Government Action Plan, 2016–2020 and the midterm review of Strategy 2020,1 the overarching goal of the CPS is to help Mongolia sustain inclusive growth in a period of economic difficulty. The COBP is aligned with the three strategic pillars set out in the CPS: (i) promoting economic and social stability, (ii) developing infrastructure for economic diversification, and (iii) strengthening environmental sustainability. The COBP will also support the cross-cutting themes set out in the CPS, namely public sector management and gender equity. The COBP also recognizes strengthening of portfolio performance as a priority. The COBP, 2018–2020 is the second COBP under the CPS, 2017–2020. 2. The COBP continues to be guided by the country knowledge plan presented in the CPS. ADB’s knowledge operations will focus primarily on issues that relate to the three strategic pillars, as well as on the cross-cutting themes of public sector management and gender equity. The multidimensional nature of ADB’s strategic focus provides a rich context in which to deepen knowledge cooperation within Mongolia.
II. INDICATIVE RESOURCE PARAMETERS
3. Mongolia, a group B developing member country, is eligible for concessional market-based ordinary capital resources lending (COL) and regular market-based ordinary capital resources (OCR) lending. The indicative resources available for commitments during 2018–2020 for sovereign operations amount to $951 million, comprising $144 million for COL and $807 million for regular OCR lending.2 The final allocation will depend on available resources and the outcome of the country performance assessments. Cofinancing and funding from other sources, including regional cooperation set-asides will be explored. Cofinancing resources are expected to be mobilized in the areas of regional cooperation and integration, anti-money laundering and combatting the financing of terrorism, and Asia Pacific Project Preparation Facility financing in support of Public Private Partnerships. 4. The COBP, 2018–2020 reflects over-programming with the firm lending pipeline for Mongolia of $1,124 million, comprising $169 million to be funded from COL and $955 million from OCR.3 This covers 21 lending projects, including expected mobilization of cofinancing of about $41 million. During the COBP period, ADB expects to deliver technical assistance (TA) worth $28.25 million. Areas of intervention and the resource allocation for each sector are included in Appendix 1. 5. The lending allocations reflect the Government of Mongolia’s priorities and areas of ADB comparative advantage to achieve results in the following key sectors: (i) water and other urban infrastructure and services (20.2% of the 3-year program); (ii) agriculture, natural resources, and rural development (17.9%); (iii) transport (15.7%); (iv) public sector management (14.7%); (v)

finance (10.3%); (vi) energy (9.1%); (vii) health (5.4%); (viii) industry and trade (3.9%); and (ix) education (2.8%). 6. The TA program for 2018–2020 (Appendix 2) will enhance the design, preparation, and readiness of the lending program and will support knowledge creation, management, and sharing in Mongolia. The TA program has a strong thematic focus, in line with the lending program and in response to government priorities, on agriculture, natural resources, and rural development (43% of the 3-year program); public sector management (10%); transport (9%); energy (9%); health (8%); water and other urban infrastructure and services (7%); industry and trade (6%); the financial sector (5%) and education (3%). Appendix 3 summarizes the planned knowledge publications and events.
III. SUMMARY OF CHANGES TO LENDING AND NONLENDING PROGRAMS
7. The adjustments to the lending program for 2018–2020 include the following:
(i) 2018. The original pipeline of projects for 2018 remains intact and the Regional Road Development and Maintenance project planned for 2017 has been moved to 2018.
(ii) 2019. One project, Regional Improvement of Border Services, has been moved from standby 2019 to firm, and a new project has been introduced to strengthen irrigation in Central Mongolia. The project on Urban Transport has been moved from firm 2019 to standby 2019 but firm 2020. In addition, the allocations for the Financial Sector Reform Program, the Aimag and Soum Centers Regional Development Investment Program, and the Improving Access to Health Services for Disadvantaged Groups Program have all been increased at the government’s request.
(iii) 2020. Eleven projects have been added to the 2020 pipeline on the following topics: (a) supporting continued economic stability and fiscal management, (b) developing Ulaanbaatar’s urban services and ger areas, (c) developing border economic zones, (d) promoting sustainable tourism in Central and Eastern Mongolia, (e) strengthening disaster risk management (f) improving research-based universities, (g) developing pro-poor rural energy in remote rural areas, (h) strengthening forest management, (i) supporting climate-resilience in the livestock sector, (j) developing transport services in ger areas, and (k) improving emergency health care systems.
8. Changes to the nonlending pipeline compared to the COBP, 2017–2019 resulted from 12 new TA projects for 2018–2020 that focus on financial sector development, fiscal management, trade and private sector development, education for children with disabilities, and strengthening public procurement for improved project implementation.
