This letter stated Rivera br&sdown his officers mentally and specifically mentioned Barry Pa@ and NelsonAponte. These officersunfortunately committad suicide &d the letter suggestedthat Rivera was responsible for the officers wmmitting suicide. It must be notedthat as of hatmailing,MiHer was no onger the Safety Service Director as he hadbeen fired after k i n g successfullyprosecuted by h e b r a i n C o u ~msecutor'sOfice . A spoofcard and/or a speedypin card art cards that enable auser to dial aphone n umb r to input another number of their choiceto bedisplayed as the ncoming call on heoutgoing call they& rying tomake. Whm.a caller answered the call, they wouldbelievethat he call was ori+ting h mthe 0 t h ~umber. It is not clear what legithateuse aprivate citizen would havefor me of these deviw.6 .
