JICA and AEON CO. (M) Bhd. are co-organizing an exhibition and event from 5th to
7th December 2014, 10:00am-10:00pm, in honour of “International Day of Persons with
Disabilities (PWD)”, which will be celebrated worldwide on 3nd December 2014.

▼The Data Collection Survey on E-Waste Management in Malaysia :
November, 2014- March, 2015
Following JICA’s Technical Cooperation Project for ‘Model Development for
E-Waste Collection, Segregation & Transportation from Household for Recycling in
Penang’ from September, 2011 to March, 2013 and ‘The Data Collection Survey on
E-Waste Management in Malaysia and Surrounding Countries’ from September,
2013 to August, 2014, the Department of Environment (DOE), Ministry of Natural
Resources and Environment, Malaysia officially requested JICA for continuing the
Technical Cooperation (Phase 2) to support DOE to develope a regulation for
promoting environmentally sound management of household e-waste in Malaysia.
Accordingly, JICA has assigned a Japanese cosultant to conduct necessary data
collection survey to identify requiring activities and resources for the Phase 2 of
Technical Cooperation Project. The consultant will be dispatched to Malaysia four
times on short term basis within the period of November, 2014 to March, 2015.
▼Country Focus Training on Economic Planning and Development for Palestine:
10th
– 21st November
JICA in collaboration with the Ministry of Foreign Affairs of Malaysia (MFA)
and the National Institute of Public Administration (INTAN) will conduct a course
on Economic Planning and Development for the Palestinians from 10th to 21st
November.
13 participants are expected to attend the course to gain useful experience and
insights in formulating strategies and plans for implementation of economic
planning and development in Malaysia among others. The Ministry of Planning and
Development (MoPAD) last year devised a 5 year plan for economic development.
They want to fine tune the said plan with what they have learned in Malaysia. They
hope to learn from the success and challenges faced by Malaysia and for them to not
make the same mistakes and move forward.
▼Strengthening Capacity of Technical and Vocational Education and Training
(TVET) Trainers for Cambodia Phase II: 28th October -5th December
This course is held for Cambodian TVET Trainers to aim at building capacity of
core trainers to become Master Trainers. The course is conducted by Centre for
Instructors and Advanced Skill Training (CIAST) in Shah Alam from 28th October
to 5th December, 2014. In this second year of a three-year cycle, a total of 12
participants from various TVET institutions in Cambodia are selected to undergo a
six-week training course in the field of Electronic. Apart from the technical studies,
participants will also learn on pedagogy and teaching techniques.
【Main Activities in September/October】 ▼ Workshop on “Time Release Study 2014” of Royal Malaysia Customs
Department: 14th- 15th, October
Royal Malaysian Customs Department (RMCD)
Headquarters conducted “Time Release Study (TRS) 2014”
in Penang State Customs (Seberang Jaya, Penang) for the
participants in charge of TRS from RMCD Headquarters
and State Customs from October 14th to 17th October.
In the workshop on 14th and 15th October, Mr. Noboru
Kurita, JICA expert to RMCD made a presentation on the
methodology and results of the “TRS” conducted by Japan
Customs for the participants. Also, he share some
recommendations based on the comparison between TRS in RMCD and in Japan
Customs for the appropriate TRS in the future.
▼ Project Steering Committee of Project on Sustainable Development for
Biodiversity and Ecosystems Conservation in Sabah (SDBEC): 24th October
The second Steering Committee Meeting of the Project on Sustainable Development
for Biodiversity and Ecosystems Conservation in Sabah(SDBEC)was held in Kota
Kinabalu, Sabah State on 24th October.
At this meeting, the progress of the Project including the progress of the Pilot
project in Kampung Tudan was reported and Kampung Sintuong-Tuong and
Kampung Kiporingan was selected as the second Pilot project site.

▼ Joint Coordination Committee(JCC) of SATREPS “Project on Promotion of
Green Economy with Palm Oil Industry for Biodiversity Conservation”:29th
October
The first Joint Coordination Committee for Science and Technology Research
Partnership for Sustainable Development(SATREPS)Project “'Promotion of Green
Economy with Palm Oil Industry for Biodiversity Conservation” was held in Kota
Kinabalu, Sabah State on 29th Oct, 2014.
At this meeting, the progress of the Project including decision on the location of
showcase facilities was reported and the revision of Project Design Matrix(PDM)
and Plan of Operation (PO) was discussed. Related parties will continue to discuss
the revision of PDM to finalise.
▼ Country Focused Training on International Advanced Boarding Officer’s
Course for Djibouti Coast Guard: 18th September - 1st October
Malaysian Maritime Enforcement Agency (MMEA) and JICA jointly organized
the Country Focused Training on International Advanced Boarding Officer’s
Course for Djibouti Coast Guard (DCG) from 18th September to 1st October in the
Akademi Maritim Sultan Ahmad Shah (AMSAS) in Kuantan. The main focus of
this course was practical boarding exercises.
Experts from Japan Coast Guard also joined this programme and shared some
Japanese practices and examples on this topic.
▼Country-focused Training in Japan for the Fire and Rescue Department of
Malaysia-BOMBA: 26th October – 8th November
Twenty one officers of the Fire and Rescue Department of Malaysia (BOMBA)
from throughout Malaysia have participated in a JICA country-focused training in
Tokyo, Japan from 26th October until 8th November. This training objective is for the
improvement of Malaysian fire service administration. This is the first such
collaboration between JICA and BOMBA and planned to be conducted for 2 years
(2014-2015). This year training comprised of two courses, namely “Central Control
Room Operation (CCOR)” and “Auxiliary Fire Brigade”. This training is expected
to help increase their knowledge, skills and abilities as an effort towards working
more efficiently, systematically and effectively through experience and observation
of the Japanese fire and disaster management.
▼Country Focused Training on Islamic Finance for Palestinians: 22nd
September – 1st October
JICA in collaboration with the Ministry of Foreign Affairs of Malaysia (MFA)
and the National Bank of Malaysia or Bank Negara Malaysia (BNM) has conducted
a course called the Islamic finance Training for Palestinians Monetary Authority
(PMA) from 22nd September to 1st October.
11 participants attended the course and they learned the concept, principle and
technique in Islamic Finance with special emphasis on the Malaysian experience
among many. Palestine at this moment does not have national bank. The PMA is the
body that takes up the function of the national bank for the moment. The PMA is
looking to Malaysia to gain knowledge in the development of Islamic finance as part
of their banking sector.
▼Country Focused Training on Tropical & Sub-tropical Fruit Production
Training for Palestine: 13th – 24th October
JICA in collaboration with the Ministry of Foreign Affairs of Malaysia (MFA)
and the Malaysian Agricultural Research and Development Institute (MARDI) has
conducted country focused training on Tropical and Sub-Tropical Fruit Production
Training for the Palestinians from 13th to 24th October.
15 participants attended the course. During the course, the participants learned the
process of propagation and others for it to be utilised in the near future. The aim of
the course is to transfer the knowledge in producing better quality fruits in Palestine.
Specifically the Palestinians are planning to produce better mangoes, guava,
pineapple and star fruits.
▼The 10th JICA President Commendation: 29th October
On 29th October, JICA presented the JICA Recognition Award to Professor Dr.
Kamarulzaman Askandar and Senior Lecturer Dr. Ayesah Uy Abubakar at the
Universiti Malaysia Sabah (UMS). Dr. Kamarulzaman and Dr. Ayesah are the
specialists in the field of dispute settlement and peace-building. They have been
contributing to JICA’s peace building activities in Mindanao, Ache, and South
Thailand since 2005.
The JICA Recognition Award is awarded to individuals or groups to express
JICA’s gratitude for the cooperation and/or long-standing contribution to
JICA/JICA’s activities. This year,
22 individuals and 7 groups received
the award.
▼One-day seminar for CLMV
insurance supervisors :30th
October
The government of Japan and
Malaysia jointly organized a
one-day seminar for insurance supervisors from Cambodia, Laos, Myanmar and
Vietnam (CLMV) on 30th October. This seminar was conducted with cooperation
of AITRI (ASEAN Insurance Training and Research Institute) and GIAJ (General
Insurance Association of Japan) to improve the capacity of insurance supervisors in
CLMV as a part of Japan-Malaysia cooperation in the field of finance.
Six Japanese experts were dispatched as lecturers and moderators for the seminar.
During the seminar, a total number of 16 participants from CLMV learned Japan's
experience as well as Malaysian experience in the field insurance fraud, enterprise
risk management and insurance supervision and regulations.
▼JICA Partnership Program “Non-Revenue Water (NRW) Reduction
Technology Training and Capacity Building Project in Malaysia” NRW
Ground Launching Ceremony: 3rd Sep
NRW Ground Launching Ceremony of “NRW Technology Training and
Capacity Building Project in Malaysia” implemented by TSS Tokyo Water Co.,
Ltd.(TSS) in collaboration with Perbadanan Bekalan Air Pulau Pinang Sdn.
Bhd.(PBAPP) was held on 3rd Sep.
Mr. Ryuji Noda, Consul General of Consulate-General of Japan in Penang, Ir.
Jaseni Maidinsa, Chief Executive Officer (CEO) of PBAPP, Mr. Masanori Takizawa,
Executive Director of TSS Tokyo Water Co., Ltd., Ms. Kyoko Okubo, Senior
representative of JICA Malaysia Office attended the ceremony. TSS and PBAPP
explained the facility and demonstrated NRW reduction operation.
The target of Non-Revenue Water Ratio (NRWR) in Malaysia is set 25% by
2020, although it was 36.6% in 2013. In this project, TSS cooperating with PBAPP
built a NRW reduction training ground. TSS will train the staff of PBAPP and
support PBAPP staff to conduct the training program on NRW reduction for water
operators from all over Malaysia.
PBAPP marked 18.2% in NRWR in 2013 and it was the lowest in Malaysia.
