Executive Summary:
The Union Council Based Poverty Reduction Project (UCBPRP) has successfully completed its tenure in August 2013 and achieved its set objectives and materialize huge portfolio in form of community institutions and the gigantic intervention. ensured the linkages between poor households, line agencies, and other service providers and between government social protection programs and the poorest.
The project has helped as well as enabling the poor communities to improve their social indicators relating to health, environment, and education, especially for women and children.
UCBPRP created a sense of understanding among the poor women to undertake economic activities for the wellbeing of their household; the intervention included asset building for income generation, small enterprises, improved agriculture practices, vocational skills as means of business, and the choices to have access to financial resources are larger than before the project, which built the confidence of the target community (Women) to make productive investments from the resources they have been managing collectively through the huge network of their Village Organizations and Local Support Organizations at gross rout levels.
To extract the maximum benefit on regular basis it was indispensable that there must be a proper follow-up and the maintenance in the respective districts to sustain the outcomes in the rural communities. During the maintenance phase, the tendency of routine meetings of these institutions has been promoted to make it on a regular basis and further efforts being undertakento promote and enhance the culture of savings in these gross rout level organizations by making the strict monitoring and participation.
In September-2013 the SRSO have started the formal activities of the maintenance phase in both the districts, initially the teams have focused the recovery and re-disbursement of community investment fund in the different village organizations with the effective support of local support organizations.
The Union Council Based Poverty Reduction Project (UCBPRP) Jacobabad has successfully completed its tenure in 30th June 2015 and achieved its set objectives. In July 2015 SRSO has also started activities of the Maintenance Phase in District Jacobabad. SRSO focused the Recovery and Re-Disbursement of CIF with Support of Local Support Organizations (LSOs).
As of Dec 2017, PKR: 1,192,543,596 received from the different beneficiaries who received the CIF loans under the regular program in three districts. Besides the recovery teams also emphasis the beneficiaries to consider for group landing in order to foster the maximum benefits by utilization the same amount with increment from the seed money of LSOs.
Apart from recovery, the re-disbursement was given massive importance therefore as of April-
2017, PKR: 961,692,416 have been Re-disbursed in different beneficiaries who returned the
MPR for the Maintenance Phase in district Shikarpur, Jacobabad, and Kashmore @ Kandhkot

Recovery & Re-disbursement through community Institutions: (involvement of rural women)
After execution of maintenance phase of UCBPRP, the social mobilization teams of all three districts have been proactively engaged and spared much time on the mobilization of masses that the village organizations must have to ensure the 100% recovery of already disbursed CIF under the umbrella of local support organizations in their respective districts. During the regular visits, the teams were significantly facilitated by the senior professionals from the head office as well as district offices on various aspects which has been remained the core concern of rural communities and the priorities of field teams in the recent context of proper recoveries and revolving of CIF amounts.
Now after such sort of facilitation, the outreach and confidence of teams have been enhanced and their interaction with rural communities has also been improved, which resulted in the vital progress of community institutions for recoveries and revolving of CIF. Through these efforts and steps, the sustainability of CIF intervention made in UCBPRP, becoming more assured in rural areas.
Social mobilization teams (SMTs) doing good work, that making possible for the respective LSOs to access each and every VO in their union council and having concrete dialogues with their community institutions and their office bearers for the apparent purpose of CIF recoveries and its effective utilizations, as well as disbursement of same amount in other new households who are willing and has their micro investment plans at household level. Not only this, these LSOs are also making their best, that the incremental amount of CIF may also be provided to such households who have very tangible plans for their livelihood purposes.
In addition to this, LSO office bearers are also paying special attention to the utilization of CIF amount and it has been emphasized on households to make the possible use this amount to open up their livelihood options at the household level. Furthermore, the urge was made in the household to protect and enhance their existing livelihood sources and means with their possible efforts.
The maximum involvement of VOs/LSOs has started to put a positive impact on the recovery and the rural community genuinely realizes that the revolving of CIF amount would have additional benefits. The communities have been consistently unaware about the continuous recycling of CIF amount which had suspended after the dual flooding in 2010 and followed by rainfalls of 2012 in three UCBRPR districts.
Now with this approach the community and the respective LSO office bearers clearly demonstrating their role and getting well involved with their community level institutions for the development of their respective areas through the community is driven initiatives and approaches. The efforts of rural women have created a great zeal in other rural women which, additionally strengthening the women empowerment, and emerging as the effective way to alleviate poverty. The involvement of rural women in various social events, activities programs have significantly restricted the occurrence of violence against women in these three districts.

In March-2018, different activities, initiatives, and events are carried out by the rural women from the platform of their community institutions, to foster the development work in gross root levels by promoting the community driven development. Mst. Fareeda w/o Riaz Ahmed Soomro is a
member of VO.Manghanhar Mohalla Union
Council Lakhi Disstt:Shikarpur. She has one
child Rizwan Ahmed of 06 years old. Rizwan
Ahmed is a thalassemia patient. Fareeda
belongs to a poor family and her Husband is
working on daily wages at Hotel. Doctor’s
estimate of about 50,000/= amount on
treatment of her child. She can’t afford
this huge money, therefore she request
LSO Sindh Sujag for her help. LSO BoD
members decided in BoD meeting and
passed resolution and donated her
PKR.10,000/= through cheque from
LSO saving.
LSO Kainat UC Taib taluka Lakhi Ghulam Shah district Shikarpur
installed Hand Pump and Latrine construction work is continued.
During reporting period MER Officer Region III Mr. Babar Ali
Visited 04 VOs for CIF verification and utilization and record
checking.
Child rights advocacy network-CRAN District Sectarian Mst.
Sanam Mahar (Finance secretary of LSO Mehran) conducted
Child Rights Advocacy session in LSO Mehran several VO
members participated.
Meeting conducted with CRP’s at LSO Sindh Sujagh office
regarding CIF and PMIFL recovery and redisbursment.
LSO Sindh Sujagh Chairperson Mst: Shahnaz has resumed her
education and appeared in annual examination of matriculation.
International Women’s day was observed by LSO Sindh Sujag at
LSO office in Rustam. All VO leaders from various VOs actively
participated in event. Mr. Babar Ali (SRSO Region III MER Officer)
and Mr. Altaf Mahar (UI SMU Lakhi) also appreciated LSO
relentless efforts for becoming the Voice of women in entire UC.

VA) for sharing the details and progress of LSO’s.
Local Support Organization-LSO Sindh Sujag Union Council Rustam and LSO Mehran Union council
Bhirkan Taluka Lakhi District Shikarpur were visited Delegation of AKRSP and P&D Gilgit officials
accompanied with CEO, CFO SRSO, Government Officials from Education, Health, Police and SWD of
district Shikarpur. CO/VO & LSO leaders shared their journey how they has reduced their poverty through
their community institutions. Delegation and Government officials appreciated both LSOs due to performing
very vital role for poverty reduction in their UCs. According to visitors CIs leaders have performed wonderful
role in order to support their community in various segments like, Education, Health, Mother & Child care,
Poverty reduction tree plantation, small home based business through BDGs.
Community Conference: During reporting period SMU Madaiji team organized Community Conference and
LSO Refresher for General body at VO Samreen Koreja LSO Bakhtawar Union Council Chatto MangiTaluka
Garhi Yaseen, District Shikarpur, in which 32 members from 22 VO’s actively participated and ensured that
they will make stable their respective community Institutions. While DM Mr. Shahid Lakho along SMU staff
participated.In the last of the event International Women’s day was observed by all participants.

He said that we are thankful to BISP for their support in order
to initiate BISP Waseela e Taleem Project in district
Jacobabad. This program is designed for BISP beneficiaries,
Who are BISP card holder and collecting their quarterly un conditional cash grant through BISP card. Now if they
will enroll their children from 4 to 9 years age in nearby Government primary school will be given 250 per children
per month compulsory having 70% of attendance in School. This is great news for all BISP card holders hurry up
enroll your children in primary school get dual
benefits one is Education and second is conditional
amount on account of their attendance in School.
Further guests are sitting and more elaborate this
program.
Mrs. Kalida Soomro (Deputy Director Women welfare
department Jacobabad) greeted guests, community
women and also paid thanks to SRSO district
Jacobabad team for arranging great PI event. She
expressed her views and said it is true that the rural
women possess a great potential and spirit to change
society. They can change every negative into a positive aspect. They can change any calamity into an
opportunity. Only they need proper guidance and encouragement. We appreciate such relentless efforts of SRSO
team in such remote area of the Sindh. This is the result of SRSO team hardworking, SRSO is performing
imperative role in whole district for betterment of education, health and poverty reduction especially emphasize on
liaisons with district level, tehsil and UC level all government departments. SRSO has launched BISP WET
Program surely this will support poor rural women and achieve desired outcomes. As Women development
department is also working for betterment of women, so you all are informed that in case of any Physical violence,
early child marriage, divorce or any other support you need feel free to contact with Women Development
department we will support you medical and legal or any other you require.
Mrs. Zuhra Khoso (Deputy Director Social

all LSOs and OPAs are registered from social
welfare department it is only because of SRSO.
Women are empowered now they are
contributing in various fields they are not
depending merely on the projects but also
taking self initiatives and contributing in visible
change. As SRSO is launching new project with
BISP beneficiaries which will not only financial
support to poor women but their children also
will also get education? This is great news for

RSPN & SRSO for inception of great program which will bring visible change in miserable lives of rural souls.
Ms. Ambreen Chandio (Capacity building Expert RSPN Cluster II) addressed the occasion that “I feel proud to be
here. In fact, our rural areas are full of problems all souls
dwell lives far from basic needs. These all problems can be
removed only by education, it is primary need to educate
your children because education is a merely path which will
bring sustainable change. I belong to Baloch community and
today iam in front of you only by dint of education. BISP,
RSPN & SRSO has launched Waseela e Taleem Program
with BISP beneficiaries, through this program 147000
Children will be enrolled in Schools and 250 per child per
month will be given to BISP beneficiary mother through her BISP card with condition of 70% attendance of each
child. Initially your BISP beneficiary Committees BBCs will be formed. Through these BBCs WET program will be
implemented and also your other BISP card issues will be forward to director BISP. Iam happy to see the crowd of
BISP card holders, event is beautifully arranged on very
short notice. This is very impressive and imperative start of
BISP WET program, which will surely make success to this
program.
Mr. Sadar deen Soomro (Director BISP Jacobabad)
addressed that iam happy to be among several BISP
beneficiaries. I know you all have many Questions
regarding BISP cards and newly conducted BISP survey
results. For your kind information recent BISP survey
results are not declared still in process. As BISP
beneficiaries are facing numerous problems. Visit our office
we will support and try to address each issue. As per this
program your BBCs will be formed, which will surely
support to you all to resolve your BISP card issue through
district BISP office. Many women shared concerned
problems of their BISP cards and he guided all `how to
submit you complaints. Mr. Soomro assured his all support
when SRSO required regarding BISP.
Mr. Babar Ali (SRSO Region III MER Officer) paid thanks
to all BISP beneficiaries and guests for their active
participation in this event.
After the Program two BBCs of Village Ali Murad Bhatti & Din Muhammad Bhatti were formed. All the participants
were happy and paid thanks to SRSO/RSPN for launching this project.
