Chapter 1. Executive Summary
1.1 PROJECT BACKGROUND
The Odisha Works Department (OWD) has a medium to long-term comprehensive programme to rehabilitate, upgrade and expand the road network throughout the state to improve accessibility, con-nectivity and enhance the overall development. It is the pre-eminent state level road authority in Od-isha which deals with issues relating to Feasibility Study and preparation of Detailed Project Report including the Route Selection, even for relatively low volume roads.
The Government of Odisha has secured a loan from International Bank for Reconstruction and Development (The World Bank) towards the cost of Widening and Strengthening of existing car-riageway to 2-lane for Chandbali–Bhadrak–Anandpur Road Project (88 Km).
Chandbali – Bhadrak – Anandpur Road Project is part of 825 km of roads under Phase-I which is a Section for promoting trade and regional integration between districts by improving transport com-munication. The project road Chandbali – Bhadrak – Anandpur is a part of the Phase-I road devel-opment, which was built several years ago with two lane configuration and currently serves moderate level of traffic. The project involves widening of the existing road which has an average carriageway width of 5.5 m to 6.8 m and 1.5m. Earthen shoulder on both sides, to a 7.0 m carriageway, 1.5m paved shoulders, 1.5m saucer drain on either sides in built-up area and 7.0 m carriageway, 1.5m paved shoulders, 1.5m earthen shoulders on either sides in open area (flat and rolling sections). The expected outcome of the project include reduced transportation time of goods and better connec-tivity between districts along with improved safety standards; reduced transit time for import and ex-port goods via port.
1.2 THE PROJECT
The Pirhat-Chandbali (SH-9) section from Km. 27/500 to Km. 45/000 is a part of Jagatpur–Kendrapada–Chandbali–Bhadrak 152 Km. project corridor. There are total 22 numbers of minor bridges, 12 numbers of Box culverts, 7 numbers Pipe culverts which are to be Newly Constructed AND 11 numbers Box Type Minor Bridges, 3 numbers of Box culverts, 2 numbers of Pipe Culverts & 3 numbers Rehabilitation Structures for which Balance work to be done. In Pirhat-Chandbali sec-tion, about 15% of the road length passes through built up area.
The total length of the project road is 17.500 Km. The road passes completely through plain terrain. Full length of the road is located in the District of Bhadrak. This stretch passes through major human settlements as Gadi, Kherango, Nalgonda, Digachhiabazar, Motto and Moholia.

Chapter 2. Physical Performance and Programme of Work
This road work was earlier awarded to M/s Corsan Corviam Constructions S.A. They had executed 16 nos of structures out of 61 nos. Practically no work was done for highway portion. This Contract was terminated and the balance work was awarded to M/s NKC Projects Pvt. Ltd. The following statement shows the work executed till now in order to appreciate the physical progress for the Package: P02B (Pirhat to Chandbali).

2.4 ROUTINE MAINTENANCE
As per Contract, the Contractor is required to maintain the portion of the road which has been handed over to him. The rest to be handed over portion is to be maintained by OWD divisions till it is to be handed over to the Contractor.
At the time of handing over and commencement of the work, the condition of road surface is too poor. Hence the Contractor is directed by the Resident Engineer to submit the programme for pothole filling and patch repairs works for which payment is to be made.
The stretches of road which has to be maintained by Contractor are being given here as under;

2.5 PROGRAMME OF WORK
A Detailed Work Programme indicating the anticipated timing of each stage of construction (Cl. 8.3 Specific Provisions) has been submitted by the Contractor vide letter no. NKC/OSRP/P02B/2016-17/01/21, dated 07th Jan. 2017, the targeted & achieved progress with the short falls in the work exe-cuted during the Month of January’ 2017 are being tabulated as below;

Chapter 4. Status of Risk 4.1 HANDING OVER OF SECTION
The section-1 of the road from Ch. 27+500 to Ch. 37+500 had been handed over by the Employer on 26.10.2016 and was informed vide our letter No. LASA/RE-P02B/73466/03, dated 08-11-2016. The Contractor needs to examine and provide acceptance of receiving encumbrance free land or inform the Employer, with details of encumbrances if any within two weeks of the handing over date.

5.1 ENVIRONMENT MANAGEMENT PLAN

Already installed at Chandikhol at the time of Package-P04B and same will be utilised for Package-P02B. Batching Plant for WMM has been erected at SH09 base camp. Contractor has to submit relevant documents.
4 Construction Camp(s) – Selection, Design and Layout
Contractor has submitted his proposed location plan and it is ap-proved by the Engineer. Still documents related to EMP are awaited from Contractor.

Construction Vehicles, Equip-ment and Machinery
The Contractor shall maintain a record of Pollution under control (PUC) certificates for all vehicles at site office:- PUC certificates of all construction vehicles, equipment and ma-chineries have yet to be submitted to Engineer.

Identification, Operation and Rehabilitation of Borrow Areas
The Contractor has identified some of the borrow areas and yet to be submitted the documents to the Engineer for approval of Bor-row Areas.

Identification, Operation and Rehabilitation of Stone Quarry
The Contractor has obtained Stone Quarry Lease on 15.02.2016 for 5 years in Anjira mouza and Consent to Operate on 07.12.2016 valid up to 31.03.2020. Rehabilitation work of the quarry has yet to be started.
8 Identification, and Operation of Sand Quarry
The Contractor has yet to be obtained lease of sand quarry. Sand is being procured from third party supplier.

Arrangement for Construction Water
As per the Central Ground Water Authority (CGWA) guidelines, there are two categories of area. (i) Notified area and (ii) Non-notified area. For notified areas, permission/approval is required while for non-notified areas only NOC is required for abstraction of ground water more than 100 m3/day.

Now this location comes under non-notified area. Therefore permission/approval for extrac-tion may not be required. Also as the extraction quantity is less than 100 m3/day. Therefore NOC is also not required.
Clearing and Grubbing Only ground cover necessary for works is being removed.

Labour Camp Management Contractor shall submit the location, lay-out, basic facilities of labour camp:- Contractor has started construction of labour camp with basic amenities at Km 37+500 of SH-09. The contractor has to provide sufficient Potable water in office and camp area. Provision of toilets/mobile toilets separate for women with sewage system and adequate water supply:- Toilets are under construction at base camp. Toilets have to be cleaned up regularly. Sewage system to be cleaned up regularly.

Transportation of Construction Materials and Haul Road Management
Vehicles shall be covered during transportation of materials and maintained haul roads:- Vehicles are not covered most of the times during transportation of construction materials. Haul roads are to be maintained during transportation at camp area of SH-09.

Worksite Safety Management Work site proper safety management shall be arranged:- Though safety arrangement is being done at site but it needs to be improved further. Temporary diversion has to be arranged: - Diversion has been arranged at site wherever it is required. Traffic safety has to be arranged as per Traffic Management Plan:- The Contractor has submitted Traffic Management Plan and arranged traffic safety as per plan. Adequate PPEs to be provided to labourers and warning signage to be installed in high risk area:- PPEs have been provided to labourers but its implementation needs to be improved, warning Signages are inadequate in under construction and high risk area. Precautions for electrical cables, wires and equipments:- The Contractor has taken precautions for electrical cables, wires and equipment at base camp SH-09. Readily available First-Aid kits:- The contractor has not arranged first aid kit at base camp and site of SH-09. The Contractor shall take precautions to prevent danger due to mishap:- The Contractor has yet to submit the Construction Safety Plan and it needs to be implemented.
15 Accessibility The Contractor has to provide safe convenient passage for af-
fected road side users:- No obstruction reported from road side users.
16 Disruption to Other Users of Water
The Contractor shall not obstruct water bodies:- No obstruction reported.

Local labourers are engaged for construction work.

Pollution Management Pollution management has to be done in conformance with EMP:- Dust suppression measures needs to be applied during the con-struction activities; Water sprinkling is being done to supress dust generation at site. Pollution monitoring is yet to be schedule half yearly by Contractor through a NABL accredited agency. Waste will not be released into water bodies and drainage sys-tems:- No waste water is being discharged directly into the water bodies.

Dispose the fuel, lubricants and chemical wastes as per guide-lines of SPCB/MoEF:- Used and waste oil has to be disposed-off through authorised re-cycler. The used and waste oil generates in less quantity. The Contractor so far has stocked the waste oil at base camp at SH09. Noise level shall be maintained of all construction vehicles, ma-chineries and equipment:- The Contractor has to be maintained vehicles, machineries and equipments and yet to be obtained PUC certificates of all of the vehicles and machineries.
19 Drainage and Flood Control. Pre monsoon activities have to be done:-
Contractor has yet to be cleaned the channels and culverts during pre-monsoon period.

Slope Protection and Control of Soil Erosion
Slopes have to be protected with stone pitching and grass:- Slope protection work has yet to be started.

Contractor has yet to identify waste disposal sites:- The Contractor has to arrange separate garbage bins for garbage collection in camp area. Contractor has to identify site for waste disposal at SH-09 and submit Waste Management Plan to the Engineer for approval.

No archaeological property found. If it is found, all archaeological property shall be of Government.
5.2 ROAD SAFETY
Though, barricading with bamboos and sand bags with reflective sticker and caution tape at site is being done, but hard barricading and more sign boards are required in construction zones in confor-mance with codes & specifications.
More Helmets, safety jackets, safety shoes, gumboot, nose mask and goggles etc. to be provided to the workers and these are required to be used regularly and adequately during construction activities.
