1. The Tele-Law Scheme
Tele-Law scheme is an effort to make legal aid accessible to the marginalized communities and citizens residing in rural areas. The scheme envisages the use of communications and information technology for the delivery of legal information and advice. This is a medium of e-interaction between lawyers and citizens through video-conferencing or telephone/phone mode. The service seeks to provide legal assistance to citizens at their doorsteps through the infrastructure of Common Services Centres (CSC) present at rural locations.
The concept of Tele-Law is to facilitate the delivery of legal advice through a panel of lawyers stationed across India at CSC SPV office and at State Legal Services Authorities (SLSA).
To fulfill this CSC SPV collaborated with the Department of Justice (DoJ) to implement Tele-Law service through CSCs across India under different projects:
For North-Eastern states and Jammu & Kashmir under Access to Justice (NEJK project) in partnership with CSC SPV and DoJ, GoI.
For Bihar and Uttar Pradesh are rolled out in partnership with CSC SPV,
National Legal Services Authority (NALSA), and DoJ, GoI.
Under 100 days program, the program is extended to 115 aspirational districts from 28 states. The project is rolled out through the partnership with CSC SPV and the DoJ, GoI.
2. Service
To avail the service under Tele-law the rural citizens have to pay ₹. 30/-. However, if the citizen is from a marginalized category (falling under Section 12 of LSA Act, 1987) free legal consultancy is provided. 3. Process
The service enables rural citizens to seek legal advice and counseling from lawyers available through video conferencing (VC) or telephone/phone facilities.
For North-Eastern states, Jammu & Kashmir States and Aspirational Districts
the panel lawyers are provided through CSC. While for the state of Bihar and Uttar Pradesh the panel lawyers are made
available via NALSA at the state capitals.
4. Scheme Coverage
The project envisages connecting rural citizens with lawyers at CSCs through video conferencing facilities stationed at identified Gram Panchayat (GP) of across India. Para Legal Volunteers (PLVs) PLV is the first point of contact for any citizens/applicant who requires legal advice/consultancy. They are associated with CSCs of the locality. The PLVs associated are identified by CSCs/VLEs of the locality. The eligibility criteria of PLVs are below: 1. Candidates must be 10th passed. 2. Candidates must be from the same panchayat. 3. They should know the local language and have good communication skills. 4. They should not be directly related to VLE. 5. Preference is given to women.

6. Preference to be given to students who have undergone training under CSC projects. 7. Preference to be given to those who have worked in groups like SHGs/SMC etc. Roles and responsibility 1. Identify different platforms at the village to dissimilate information about the
scheme e.g. Anganwadi meetings, market, etc.
2. Tell citizens about the benefits of consultation through video conferencing, phone
call and instant phone call provision.
3. Identification of citizens /cases for legal advice.
4. Listen carefully to the problems/grievances of citizens.
5. Convince citizens about the confidentiality of their grievances.
6. Should fill the requisite database of the legal advice seeker referred for advice to
the Panel Lawyer (through the mobile application, optional)
7. Facilitate teleconsultation with the lawyer through video conferencing/phone call
at CSC.
8. Should be active and keep track of progress and updates of the applicant’s
case/grievance and maintain its record.
9. Should maintain confidentiality and not disclose any data/ information without
permission.
a. For North-Eastern states and Union Territory of Jammu & Kashmir under Access to Justice (NEJK project).
For the states of North East (NE) and Union Territory (UT) of Jammu and Kashmir the project was started as a pilot on 31st April 2017 with an extension till 31st March 2020. Under this project, a total of 800 CSCs are covered. The PLVs and the Panel Lawyers are appointed by CSC SPV in collaboration with DoJ. Details of States and UTs identififed under NEJK Project are in Annexure 1.
b. Uttar Pradesh and Bihar project
The project was launched in Lucknow, Uttar Pradesh on 10th June 2019 further the
project is extended till 31st March 2020.
The project covers a total of 1000 CSCs from Bihar (i.e. 500) and Uttar Pradesh (i.e. 500).
Under the project, the panel lawyers and PLVs are made available via NALSA.

c. Aspirational district project
Keeping in view the learning from pilot, the project is now extended to cover all the 115 aspirational districts from 27 states and 1 UT through 28060 CSCs.
Under the project, PLVs and the Panel Lawyers are to be appointed by CSC SPV in collaboration with DoJ.
The aspirational district scheme was approved on 1st September 2019.
Details of States,UT, district and CSC covered are mentioned in Annexure 1.

Gender composition
Overall date from NEJK and Uttar Pradesh, Bihar shows that the majority of the PLVs are
male .i.e. between 50 percent to 80 percent while 20 percent to 46 percent are female PLVs
associated with the project.

The overall all data suggest that majority i.e. 37 percent of the PLVs are graduate, 12th pass or
intermediate pass i.e. 33 percent followed by 10th pass or metric pass i.e. 30 percent

The overall data suggest that the maximum of the PLVs
identified from the aspirational districts are male i.e.
22246. While only 20 percent i.e. 5486 are female
PLVs. (PLV data from Jammu & Kashmir is not included).
Educational qualification
In terms of educational qualification maximum of the PLVs i.e. 47 percent are 10th pass or
matriculate followed by 12th pass or intermediate i.e. 39 percent followed by graduates i.e. 12
percent and postgraduates i.e. 2 percent.

Description
1. A total of 45 panel Lawyers are on-boarded.
2. For NEJK Project there are 8 Panel Lawyers assigned and are identified by CSC
SPV in partnership with DoJ stationed at respective states.
3. For Bihar & UP Project the Panel Lawyers are identified by NALSA stationed at
state SLSA offices.
4. CSC SPV has 3 Panel Lawyers stationed at CSC head and state offices. 5. A total of 12 Panel Lawyers are assigned for the Aspirational District project
and are identified by CSC SPV in partnership with DoJ stationed at respective states.
6. The highest number of Panel Lawyers are present in Bihar i.e. 14 followed by
Uttar Pradesh i.e. 9.
7. Out of the total 45 panel lawyers, 36 percent i.e. 16 panel lawyers are female
and 64 percent i.e. 29 male.
8. Union Territory of Jammu, Kashmir and state of Assam has two Panel Lawyers.
Out of which one Panel Lawyer from UT of Jammu & Kashmir is female.

a. About 35 percent of the Panel Lawyers i.e. 8 have experience between 6 to
8 years.
b. 26 percent i.e. 6 of them have experience between 3-5 years.
c. While 17 percent i.e. 4 of them have experience for 8 and above years.

8. Stories from field
From the VLEs desk
I am Saminur Reza Ahmed, an inhabitant of Village- Suapata, Assam.
I started to work in the project since Dec,2019. At present, total
number of cases 162 are registered under my active supervision.
My PLV “Asaton Nessa” supports me for organising camps or
meeting with Gram Panchyat official.
There are challanges in implementing the project at the ground
level because the citizens are reluctant to come forward as they are
unawareness. In my locality villagers are illiterate and are ignorant
about their rights. But with the support of my PLV I have taken various initiatives to create
awarenss. During gram sabha meeting called by panchyat pradahan I have shown awareness
videos and shared the details of the service, this enabled citizens of the locality to avail the
service. This service has now enabled me to connect and help the citizens who need assistance.
The citizens who have received advice are also satisfied and are helping me to connect with
other citizens.
As I am a resident of remote villages,I am well aware of the challanges faced by rural citizens,
the service is a helping hand for rural citizens at their doorsteps.
From the PLVs desk
My Name is Mariyam Khatun from district Dhubari, Assam. I have
been working under Tele-Law scheme as a PLV sine January, 2018.
Till date I have identified 350 cases and got them registered at my
CSC. Mozaffor Hussain (VLE) is very supportive and always
encourages me.
With the help of my district manager and VLE I have organized
awareness program in my locality. During the session video,
pictures and posters are shown for better understanding. Small
booklet on Tel-Law are also distributed with the citizens who attended the session. This has
helped the citizens to seek benefit from the program.
The service has given me an identity in my locality. I have a sence of satisfaction that I am able
to help citizens who require legal advice and get connected them through lawyer.

From Panel Lawyer’s desk: Shwetanjali Mishra
I Shwetanjali Mishra Panel Lawyer Mahashtra is grateful to be a
part of Tele-Law Servie. During the year 2019, I got an
opportunity to work with Tele-law, which is completely based on
ICT. Since then it is a wounderfuI journey.
There has been a lot of learning during since then. The team has
been been helpful and cooperative. During last few months I have
advised almost 1500 cases from different rural locations of
which are mostly related to land disputes.
I have found that the VLEs and the PLVs are working very hard to create awareness about the
service and are doing door to door campaign. I am realy happy to provide legal advice to the
poor and needy people through, “Video conferencing or call”.
