Although this event is by the Ministry of Domestic Trade, Co-operatives and Consumerism, DSAM was responsible for organising the Convention portion of the event. The Minister of Domestic Trade, Co-operatives and Consumerism launched the Convention. The agenda for the 1-day event included presentations on ‘Redefining the Future of Direct Selling in Malaysia’ by Mr Paul Yee, President of DSAM and GM of Amway (Malaysia) Sdn Bhd and Mr WC Chong, Senior Vice President ,Operations of Elken Sdn Bhd. Earlier on in the month, there was a soft launch for the DSCE2010 by the Minister with the purpose of informing the media of the event plus starting off the publicity campaign. Overall, there were more than 400 participants at the Convention. As usual, DSAM showed its support for the Ministry as about 50% of participants are from DSAM member companies. The Direct Selling Convention

& Exhibition 2010 (DSCE2010)

Latest developments from National Pharmaceutical Control

Bureau, Ministry of Health Malaysia (BPFK)

1 LAUNCH OF NEW PHASE OF QUEST 3 SYSTEM

BPFK recently launched the QUEST 3 system which replaces the

QUEST 2 system. This new system involves 5 modules, which are

Health Supplements, Traditional Products, Non-Prescriptive / OTC,

Cosmetics, Manufacturing and Imports. With this implementation, all

applications for registrations of traditional health product

supplements, evaluation of non-prescriptive products, cosmetic

notifications plus applications for manufacturing licenses and imports,

must be submitted via system QUEST 3 effective from 1st July 2010.

Applications for product registrations via QUEST 2 shall cease

effective 30th June 2010.

A two-day familiarization course was held by BPFK on 29th and 20th

June 2010 for DSAM members and other registration holders. Should

2 DRAFT GUIDELINES FOR GOOD DISTRIBUTION PRACTICE

The Drug Control Authority has reviewed the Guidelines for Good

Distribution Practice and has requested DSAM members to provide

their feedback to the draft before 13th July 2010. It will be a good

opportunity for members to constructively comment before the

implementation. A copy of the draft can be downloaded at the

3 LEVEL OF LOVASTATIN FROM RED YEAST RICE IN

NATURAL PRODUCTS

BPFK has fixed the level of the natural source Lovastatin. Please

refer to DSAM Circular dated 25th June 2010 or contact the DSAM

Secretariat for a copy of the directive from Ministry.

convention was to discuss the

formation of a Master Plan for

Consumerism and propose

amendments to the present

Consumer related policies.

- Launch of the Expo Beli

Barangan Malaysia 2010 by the

Prime Minister of Malaysia.

DSAM has been invited by the Performance, Management and Delivery Unit (PEMANDU) to provide

insights on the direct selling industry in Malaysia. PEMANDU was appointed by the Prime Minister to

oversee and facilitate the National Key Economic Area (NKEA) Labs. These Labs are to spur the economic

growth of 12 sectors shortlisted as potential NKEAs. Direct Selling is under the Wholesale Retail sector/Lab.

PEMANDU has requested a ‘Wish List’ from DSAM that could propel the direct selling industry into a

measurable and significant growth. A few member companies have submitted their proposed list which will

be compiled and forwarded to PEMANDU.

The 1st DSAM Blood Donation Campaign was held in co-operation with the

National Blood Bank at Giant’s flagship Hypermarket at Kota Damansara.

Members and direct sellers from a total of 5 member companies

participated in this charitable event. The member companies are

CNI Enterprise (M) Sdn Bhd, DNMC International Sdn Bhd, Gano

Excel Enterprise Sdn Bhd, Grolier (Malaysia) Sdn Bhd and Viva

Life Science Sdn Bhd. In total, there were 46 donors (inclusive of

shoppers) comprising 23 males and females each. All donors

were given an exclusive DSAM Bath Towel and Micro LED Torchlight

as a token of appreciation.

Competition Act 2010 & Competition Commission Act 2010

The abovementioned Acts will come into effect on 1st January 2012. The purpose of these Acts are to

promote economic growth by promoting and protecting the process of fair and ethical competition thus

protecting the interest of consumers. These Acts apply to ALL Commercial activity (inclusive of all DSAM

members) regardless of ownership and is extra territorial applicable.

DSAM is currently arranging with the Policy and Planning Division of MDTCC to have a session with DSAM

members where MDTCC will explain the Acts in detail. In addition, there should be a Q & A session after

their presentation.
