What is the purpose of the consultation? In order to improve lighting standards and encourage more local sporting opportunities, the City is facilitating a consultation process on behalf of a local sporting club, who intend to apply for a grant to fund the installation of new cricket infrastructure at Moolanda Park. The purpose of the consultation is to provide the local community and affected user groups with an opportunity to comment on the proposed project, based on potential amenity or utilisation impacts. 2. Who is being consulted? The City is directly consulting with the following stakeholders: • Surrounding local residents; • Representatives from current park user groups; and • Representative from the local Residents’ Association. Whilst specific stakeholders have been identified, any person/s interested in the proposed projects can also be involved in the consultation by completing the online comment form at the Community Consultation page on the City’s website at joondalup.wa.gov.au or forms are available on request by telephoning 9400 4920. 3. Why has Moolanda Park been identified for cricket infrastructure upgrade? The City has received an expression of interest from a local sporting club that currently utilise the facility to apply for a Community Sporting and Recreation Facilities Fund grant. The grant would provide financial assistance to the club to install new cricket infrastructure. Moolanda Park is located on the corner of Moolanda Boulevard and Harness Street in Kingsley. It caters for tee-ball in the summer and football (AFL) in the winter. There are currently three sporting groups who utilise the facility throughout the year with a combined membership of over 1,200. 4. What would the proposed cricket infrastructure installation include? The cricket infrastructure installation will involve the construction of a synthetic centre match wicket and a two bay synthetic cricket practice net to allow the undertaking of cricket matches and training at Moolanda Park. Currently, there is no cricket played at the Park and this project will provide the City with another venue where a local club can play cricket. The proposed location of the cricket infrastructure is identified in Attachment 1. 5. On what basis have the cricket infrastructure locations been determined? The proposed cricket infrastructure locations have been determined in accordance to the Department of Sport and Recreation and the City’s guidelines. 6. How might the proposed upgrade affect me? Cricket is identified as a low impact sport and insignificant impact on local amenity is anticipated. 7. Are there other parks within the City of Joondalup that have similar infrastructure? Yes. Kingsley Park currently has practice nets and a centre match wicket. The park is located on Kingsley Drive in Kingsley. 8. When does the community comment period close? The comment process will commence on Monday 25 June 2012 and will conclude on Friday 13 July 2012, allowing a three week period for people to complete and return the comment form provided to the City. ANALYSIS OF ‘MOOLANDA PARK, KINGSLEY — PROPOSED CRICKET INFRASTRUCTURE UPGRADE PROJECT’ SURVEY The following provides an analysis of the quantitative and qualitative data gathered from the Moolanda Park, Kingsley — Proposed Cricket Infrastructure Upgrade Project Survey. RESPONSE RATES The City sent out a total of 289 surveys and received 98 responses. Of the 98 responses received the City collected a total of 98 valid survey responses through online surveys and hard-copy surveys; these are summarised in Table 1 and Chart 1 below.
