EXECUTIVE SUMMARY INTRODUCTION

M/s Gujarat Sidhee Cement Ltd. is a public limited company registered under Company Laws The company has its Cement plant at Veraval Coast in State Gujarat. The capacity of plant is to produce 2.01 million tonne of cement per annum. Environmental Clearance for plant has already been accorded by MoEF, New Delhi.

M/s Gujarat Sidhee Cement Ltd has submitted the proposal for expansion in production capacity of Limestone Mining from 0.272 Million TPA to 1.0 Million TPA to Ministry of Environment Forest & Climate Change vide Proposal number IA/GJ/MIN/65991/2017 on 07.07.2017 and the proposal was accepted by Honourable MoEF & CC on 11.09.2017. The proposal was considered in the 21st meeting of the Reconstituted Expert Appraisal Committee for Environmental Appraisal of Mining Projects (Non-Coal) of the Ministry of Environment, Forest and Climate Change held during August 29-30, 2017 (30.08.2017) The Honourable Committee has prescribed TOR’s for undertaking detailed EIA study vide Letter No J-11015/115/2007-IA.II (M) dated 11th September 2017

MINING

The mining operations has been commences recently in the month of Feb. 2017. It is very early stage of development of mine pit. Only one pit is opened reached hardly 1.0m deep. At present the mining is being carried out by fully mechanized opencast method of mining using continuous surface miner (CSM) with combination of excavator/ loader and dumpers. Limestone is being mined by surface miner and fed to cement plant in the vicinity. No conventional method i.e. drilling and blasting is practiced. Surface miner is environment friendly machine and used in order to avoid blasting because of close proximity of human settlements. The loading is carried out by loader/ hydraulic excavator whereas transportation by means of tipper 25te capacity. The destination of mined out limestone is crusher which is outside the ML area. The lead from mine pit to crusher is about 4.5km. The material is being transported by dumpers/ tippers from the haul road provided/ to be provided in the lease leaves lease boundary pillar 120 & 121 and enter in the nearby adjoining ML of the same lessee.

At the production rate of 1.0 million TPA

Total life of mine is 12 years including reserves under proved (5.601 million tonnes) and probable categories 6.01 million tonnes)

Life of mine may be increased subject to conversions of resources under 333 category into category of reserves 111

Total Man power requirement is 36 Nos

Total water requirement is estimated as82 KLD.

BASELINE ENVIRONMENT Study Area

The study area for the project was considered as 10 km radius from the boundary of Project area. The study area is divided into:

a. Core Zone, i.e. Project area (directly impacted area due to project activities) and b. Buffer Zone i.e. 10 km radius area around the Project area (impact areas due to project related activities). Study Period

The baseline environment study was carried out for Post monsoon seasons i.e October 2017 – December 2017

Meteorology

The plotted wind rose diagram representing 16 directions for the study period is depicted in following figure. Frequency distribution indicates that predominant winds during the study period are mostly from W (23.5%) followed by WNW (22.7%), NW (14.9%) and NNW (14.7%) directions.

The resultant AAQ values are more or less similar throughout the study area representing a rural background level with domestic activities and emissions from the traffic. The baseline ambient air quality monitored during the study period was observed to be within the prescribed National Ambient Air Quality Standards.

Interpretation The results of day equivalents and the night equivalents are compared with the ambient noise standards of respective industrial, residential, commercial area and silence zone standards and all are within the permissible standards as prescribed by CPCB

Water Quality

Eight surface water and four ground water samples were collected from the study area and tested to know the water quality of study area. Summary of the water quality test results are given below.

Interpretation of Surface Water Quality

pH of the surface water quality is varying between 6.27 to 7.53 Electrical conductivity is in the range of 346 to 45426 Chloride content is in the range of 7 mg /l to 18064 mg /l Total Dissolved in the analysed samples are in the range of 210 mg/l to

29240mg/l Total Alkalinity is in the range of 115 mg/l to 270 mg/l Total hardness is in the range of 100mg/l to 8250 mg /l Sulphates in the samples are varying between 4.83 mg/l to 3564 mg/l Fluorides are in the range of 0.2 – 0.86 mg/l

Interpretation of Ground Water Quality

Biological Environment

A primary field study was conducted in core as well as buffer area. The consolidated list of flora and fauna was prepared based on primary field visit and information from published literature and working plan of forest department. There was few forest area observed within 10 km radial Distance from the project site. As per Champion & Seth, the area could be grouped as Tropical Dry Deciduous Forest. Core zone mainly consists of cactus and other thorny vegetation with some trees also while buffer zone possess mainly agriculture habitats, reserve forest areas (Sutrapada and near Dhamlej - mainly with babul), waste land patches, Saraswati River, seasonal water bodies near villages and coastal habitats. The major crops grown are Sugarcane, Cotton, black Gram, Groundnut, Ginger, Sesamum, Sunflower, Pulses etc. Study area does not possess National Parks / Wildlife Sanctuary / Tiger reserve / Mangrooves / Biosphere Reserve/ Tiger Reserves and Elephant corridor etc

Socio-Economic Environment

The 10 km radial study area map is distributed in 2 zones (0-5 & 5-10 km). the study area falls in Gir Somnath district which is newly formed and split from Junagarh district in 2013. There are two talukas falling in the study area namely Sutrapada & Patan Veraval. From Sautrapada taluka total 30 villages and 1 town and from Patan Veraval taluka 7 villages are falling in the study area Total households were 20886, total population was 121910. Average family size in the study area is 5.83 which is higher than district family size. Out of total population male population is 61,839 and female population is 60,071.0-6 Child population is 15,528 which is (12.73%) of total population. Total SC population is 12,876(10.56%) and ST population is 1070 (0.87%) Average sex ratio is 971 and 0-6 child sex ratio is 921 female to per 1000 male.

ANTICIPATED ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES Air Environment

M/s Gujarat Sidhee Cement Ltd., proposes to adopt eco friendly mining operation i.e using surface miners without drilling and blasting. Hence, the anticipated environmental impacts generally which arises out due to Mechanised mining operations are taken care off in the mining strategy itself. The major sources of air pollution are:

Mining and transportation activities Fugitive emission from the crusher located outside the ML area

To assess the impact due to these activities on air environment, predictions have been carried out using ISCST-3 Model. The maximum predicted value of increase in PM due to mining activities would be about 17 g/m3. This concentration will be observed within the core zone

where mining operations will be carried out. These concentrations will be reduced to <1.0 g/m3 beyond the 1.0 km from the ML boundary.

Air Pollution Control Measures

A 7.5 m wide thick green belt will be developed with tall growing trees and thick foliage cover along the boundary of the mine lease area to arrest dust from spreading outside the mine lease area. This will also help in attenuating noise.

Generation of dust during excavation will be minimized by regular water sprinkling at working face.

Proper maintenance of the haul roads and regular water sprinkling to minimize the generation of air borne dust due to movement of dumpers on it.

Water spraying at unloading points to reduce fugitive dust emissions.

Proper maintenance of the equipment and machinery in the mines helps in minimizing air pollution and noise generation.

Mineral transportation from crusher to cement plant will be carried out by covered conveyor system.

Development of thick green barriers to reduce the spread of air pollution in surrounding areas.

Dust masks will be provided to workers working in high dust generating areas.

Regular & periodic maintenance of deployed machineries, to reduce smoke emission

Noise Level

Impact on Noise Levels During operation, the major noise generating sources are mining and transportation activities. Noise level at the mine boundary, calculated, is expected to be less than 42.5 dB (A) without considering any attenuation factors.

Control Measure of Noise Pollution

A 7.5 m wide thick green belt will be made around the mine lease area to attenuate the noise.

Plantation will also be carried out around the infrastructure facilities. These plantations will also help in attenuating the noise levels.

Preventive maintenance of mining machinery to control noise generation.

Provision of earmuffs/ear plugs to workers working in noise prone zones in the mine.

Provision of effective silencers for mining machinery and transport vehicles.

Provision of sound proof cabins to HEMM.

Mining activities will be carried out in two shifts only.

Regular ambient noise level monitoring will be conducted in the mine lease area and in surrounding villages to assess the impacts due to the mining activities and the efficacy of the adopted noise control measures. Additional noise control measures will be adopted if required as per the observations during monitoring.

Water Environment

Impact on Water Environment There is no perennial surface water body in the mine lease area. Surface run-off from the mine lease area flows through rain cut channels due to slope originating within the mine lease area. These remain active only during the rainfall. The proposed mining operations will create mine pits, haulage roads, infrastructure facilities, etc within the mine lease area. This will alter the existing runoff pattern from the mine lease area. However, here will not be any change in the drainage pattern outside the mine lease area. The water requirement for the proposed project will be 82 KLD The depth of ground water table in shallow aquifer is 25 m from the below the general ground level. The maximum pit bottom will be 14m thus the mining operation will not intersect the ground water table Water Conservation Measures

The surface run-off from the mine lease area will be collected into the mine pits through a network of garland drains and will be allowed to settle. Part of this water will be percolated into ground thereby recharging the ground water table. Some of this water will be used for dust suppression and plantation in the mine lease area. At conceptual stage, 66.63 Ha of the mined out pits will be partly afforested and the lower benches will be converted into rain water reservoirs

Land Environment

Impact on Land use and it’s Management The mine lease area consists of private agriculture & waste land. The mining activities will create mine pits, etc in the mine lease area. About 66.38 Ha area will be excavated for mining The mine pits will cover 25.07 Ha of mine lease area and temporary surface dumps will cover 3.0 Ha area. At conceptual stage, 66.63 ha will be under excavation, 9.91 Ha green belt, 9.07 ha under undisturbed area .Area under built up will be 0.7 ha, soil dump will occupy 5.0 ha and roads occupy 1.20 ha.

Biological Environment

There is no forest land within the project area. There will be marginal impact on biological environment due to increase in intensity of land usage and removal of vegetation. However, M/s Gujarat Sidhee Cement Ltd is committed to improve the overall scenario by phase wise plantation in the area Regular water sprinkling will be carried out to control fugitive dust emission In order to have an addition protective measure it is proposed to provide green nets along the agriculture farm boundaries if any, present close to ML boundary.

Socio- Economic environment

Increase in employment opportunities and Reduction in migrants to outside for employment.

Increase in literacy rate. Growth in service sectors. Increase in consumer prices of indigenous produce and services, land prices,

house rent rates and Labour wages. Improvement in socio cultural environment of the study area. Improvement in transport, communication, health and educational services. Increase in secondary employment due to increased business, trade

commerce and service sector.

The overall impact on the socio economic environment will be beneficial

Occupational Health and Safety Occupational safety of the workers will be achieved by the following:

Pre-employment examinations for all the employees will be carried out

Educating & provision of training regarding risks & hazards will be given prime importance

Implementing safety and health management system and assessing the effectiveness through periodic monitoring

Control of Dust pollution at source by water sprinkling / dust arresting systems etc

Training programs to utilize Personal Protective Equipment’s for protection from dust, noise and vibrations and associated problems.

Conducting regular performance reviews

Establishing and maintaining a system of medical surveillance for employees

Ensuring employees at all levels receive appropriate training and are competent to carry out their duties and responsibilities.

ENVIRONMENTAL MONITORING PROGRAMME

Monitoring of ambient air quality, ambient noise levels, surface and ground water quality, soil quality, plantation and green belt in the premises of proposed plant etc. will be carried out as per the applicable guidelines and the reports will be submitted to the corresponding regulating authorities. An Environment Management Cell is formed for implementation of the monitoring programme and the environmental management plan.

CONCLUSION

The proposed expansion of the project activities will lead to the sustainable development of the nearby areas. There will be development of educational, medical and infrastructural facilities in the area. The project and allied activities will provide direct and secondary employment opportunities for local people. This will lead to the improvement of economic status of the nearby villages.. During the active operation of the washery, the pollution will be controlled within permissible limits by way of adopting various control and mitigation measures discussed in the report.
