The plans are attached to these Minutes. ITEMS DISCUSSED: 5.1 Developer Items: The following items are not currently defined, and further discussion with March Healthcare Development (MHD) will occur. A. Green Belt: MHD suggested in a previous meeting that a green belt is intended for the site, occupying the space roughly north of the existing water easement. However, a green belt is not indicated in the draft Specific Plan at the project site. B. Entry into Site: HMC distributed an e-mail earlier stating its intention of entering the site not less than 250 feet from the center of Cactus Avenue. C. Undergrounding of Power Poles: HMC distributed another e-mail seeking confirmation that the above ground power poles will be placed underground by MHD, and re-routed as needed to avoid conflicts with potential building locations. D. Specific Plan: Early discussions between RCCD and MHD suggest that the project does not need to comply with the Specific Plan; however, the Schematic Design will be submitted to the developer for review, prior to them submitting it to the Joint Powers Authority. Action/Responsibility: RCCD 5.2 Progress of Site Negotiations: The project should continue to be viewed as following a locally funded, not state funded, process. 5.3 Site Design: The building designs are organized to allow them to be flipped, with the

building entry and parking oriented either to the north, or to the south. The preferred approach is not defined at this time.

A. North Entry: A north building entry allows the building entry to face Cactus Avenue.

This lay-out may be preferred if there will not be a green belt installed by MHD. B. South Entry: A south entry allows parking for MDEC to be shared with potential

campus expansion to the south, and creates a large landscaped area between the building and Cactus Avenue.

Action/Responsibility: RCCD

5.4 Floor Plan Option A: This option is the preferred option for further development. The

following comments were noted.

A. The proposed courtyard is highly desirable, and can be used for various events by the school.

B. A detailed lay-out of the lab is needed, to determine the best room shape for the desired furniture and equipment lay-out.

C. Storage rooms should be grouped closer to the delivery door, to prevent deliveries from passing through the clinic. A separate custodial supply room should be added, of ~120 sf. Dental Technology supply should be a maximum of 120 sf, Dental Assistant supply should be a maximum of 100 sf, and Dental Hygiene supply should be a maximum of 120 sf.

D. The telecommunications room should be located in a central location, to prevent long data runs from the MDF to the data outlet (maximum run is 300 total feet). Larger instructional rooms like the Lab may require higher than normal ceilings, to accommodate the District standard 16’x10’ screen used for projection.

E. The Reception area should be directly at the entry, and the Student Lounge and Group Study areas should also be closer to the entry.

F. A patient file storage area of ~300 sf, although not part of the building program, is very desirable. If it is not possible to add a new storage room, storage units within classrooms can also fulfill this function.

G. The size of the large classroom can be reduced to accommodate 40 students, rather than 50.

H. Access to the classroom wing should be separated from the entry by a set of doors.

Action/Responsibility: HMC 5.5 Floor Plan Option B: This option was not preferred. The following comments were

noted.

A. The lay-out is very efficient, but lacks variety. B. The courtyard proportions are not as favorable as Option A.

5.6 Updated Building Program: The previously approved building program has been

updated to reflect the areas in Option A, and is attached to these Minutes.

Action/Responsibility: Information 5.7 Future Meetings:

A. The next design review meeting is scheduled for 9:00 a.m. October 28, 2009. The location will be determined by RCCD.

B. A small group meeting will occur prior to this, to resolve the best Lab room lay-out. Time, date, and location will be determined.

Unless notice to the contrary is received, the notations will be considered acceptable and HMC will proceed with work based on these understandings.
