Why is it changing?
The DVSA wish to raise the standards and
professionalism within the sector.
To support these changes:
5 year refresher training was suspended in April
2015
The DVSA are in the process of closing all training
centres
What has been happening?
The IMI have been working with DVSA to run a pilot in three phases from April 2016. This incorporates classes 1 & 2, 4 & 7 and MOT Managers
The first two phases have been supported by DVSA and have been free of charge for prospective testers and managers
The third phase in June, will be at cost and include the regulated qualifications. This will be restricted to selected centres only and gradually rolled out
In September the qualifications will be available for all approved centres to offer.
Becoming an MOT Tester: Sept 2016
All new testers will need to complete a formal qualification through an approved training provider.
– All eligibility requirements remain the same
– Not have to currently be working in VTS
– Must include a minimum of 24 GLH, of which 8 are practical
– Once achieved must still be observed by DVSA carrying out test for Certificate of Competence
Becoming an MOT Manager: Sept 2016
All new managers will need to complete the Managers
qualification through an approved training provider.
– Must include a minimum of 16 GLH
– Managers are not required to undertake annual
training or pass annual assessment after achieving
the qualification

IMI Level 2 Award in MOT Testing (Classes 1 and 2)
IMI Level 2 Award in MOT Testing (Classes 4 and 7)
IMI Level 3 Award in MOT Test Centre Management

What you need to offer Qualifications
Trainers must have attended IMI recognised training e.g. DVSA on-boarding, to deliver the training and carry out the MOT Tester practical assessment. They must be confident they know the subject matter inside out
Centres will need MOT testing equipment
Full details of resources, in addition to trainer and assessor requirements, are in the qualification specification

Qualification Specification
Ensure you don’t just teach what was on the DVSA on-boarding sessions. Trainers must also cover the new units in the qualification specification, relating to:
– Health & safety
– Customer service
– Pre-test checks
– Annual training requirements
Please use the qualifications specification units and contents for reference, as this is what the assessment will be based upon
DVSA Materials
Centres can utilise the resources that have been
provided by DVSA and which are available on the IMI
eLearning site, along with IMI materials here:
http://www.theimi.org.uk/elearning
Whilst these may be used as the basis of the
training materials, the key is to be able to use the
MOT manuals and other official documents (in
particular for unit 5) and make it interesting and
interactive for learners
IMI eLearning will be available for all the units from
September 2016 (a fee will be charged)
Registering your Centre with DVSA
For those providers who wish to facilitate DVSA VT8
Demonstration tests at their facilities following a
candidate's successful completion of an Award in
MOT Testing, the site will need to be registered with
DVSA

Eligibility Requirements
Prior to allowing a candidate to undertake the qualification, ensure they are eligible to do so
They should complete a Self-Declaration form
It is advisable to get them to complete this in advance of them attending
For classes 4 and 7, appropriate qualification certificates must also be provided and copies kept for a minimum of 6 months
Time for Delivery
Allow sufficient time for training (for both Tester
qualifications. The pilot has shown that around 28
hours of training is required of which 8 hours must
be practical and for the manager it should be at
least 16 hours)
The assessment is additional. This is probably half a
day for the MOT Tester 1.5 - 2 hours practical and
75 minutes online test. This equates to around 4
and half days per learner
Planning and Preparation
Ensure you have a scheme of work and lesson plans
for each session. These will be required for
observation by IMI or DVSA
A sample has been provided. You will need to adapt
as necessary and ensure you cover all qualification
content
MOT Testing Service Account
Prior to starting training, please make sure that all
learners have created an MOT Testing service
account, as they will need access to the training
area

Inspection Routine
Re-enforce the inspection routine to the learners.
Ensure they focus on this and have sufficient time
to practice as part of the practical training (min 8
hours)
A suggested routine for classes 4 and 7 is provided
as support material
Assessment
It is important that as well as the practical
assessment, which includes:
– meeting the vehicle presenter
– pre-test checks
– carrying out the test
– communicating the result back to the presenter;
the candidate must also complete the personal
development plan, as this is part of the
assessment.
Number of Learners
Due to the assessment time for the MOT Tester
qualifications (and practice for the practical), it is
suggested that you allow no more than 4 learners
This is until you have delivered it yourself and
worked out how you will manage it
Online Materials
You will also need to ensure that individuals (both
trainers and candidates during the assessment)
have online access to the:
– MOT Testing Guide
– MOT Testing manuals
– Special notices
– Additional published information
Please make sure you only use the latest versions
from the gov.uk website. There have been recent
changes to headlamp aim testing
Online Testing Tips
The online test is open-book, so the use of two
screens (or tablets) is beneficial, so candidates
don’t have to flick between screens
Invigilators will need to be aware that this is
open-book
Learner Management
Manage learner expectations; ensure they have
everything they require and are fully aware of what
is expected in the assessment
For successful candidates on the Tester
qualification, follow up with the presentation of what
to do next to arrange a DVSA VT8 observation

Annual Training
MOT Tester Annual training
From April 2016 all current and new MOT testers will
be required to record a minimum of 3 hours’
training annually and a minimum of 16 hours over a
rolling five year period
This will be based on a DVSA syllabus published in
January each year
Individuals will be required to maintain a log of the
annual training and evidence of completing this
test, which may be checked at any time by DVSA

MOT Tester Annual Assessment
Multiple choice online assessment delivered through the IMI eLearning platform. Unlike the initial qualification online assessment, the annual assessment will not require invigilation
Individuals will be able to access the test and pay for it directly via the IMI eLearning platform from anywhere they have internet access. They will then be able to print out a certificate with a unique identifier that can be authenticated by DVSA and the IMI
IMI eLearning
The IMI eLearning team have developed resources to support both the initial qualification and the annual training requirements. This will be packaged in different ways e.g. along with the annual assessment, to provide flexibility for individuals
The annual training and annual assessment options are now available and are presented as three options
The initial qualification units will be fully available from September 2016. The eLearning for these units has been designed to support our approved centre network in the delivery of the qualification courses

Approval Process
Approval overview
Centres can apply to offer the qualification using the
standard application form in Centres Hub
The application should also include a copy of the
centre checklist for the qualification
Approval will be a staged process, conditional and full
approval
Approval Step 1 – Application
Centres to complete checklist and upload this with
their application into Centres Hub (in the staff /
resources section) – Key points for approval will
include:-
– Trainers, assessors and internal quality assurers meeting
the requirements, including attendance at ‘on-boarding’
session or alternative
– Schemes of work and lesson plans clearly showing how the
hours of training will be completed (including the 8 hours of
practical)
– Training and assessment resources – we recommend
uploading photographs of resources into Centres Hub
– A minimum number of annual registrations
Approval Step 2 – Conditional Approval
An IMI External Quality Assurer (EQA) will complete a
‘desktop’ review of the application via Centres Hub
and will accept or reject the application
If the application is accepted, the centre will be
granted conditional approval
Should the application be rejected, feedback will be
provided through Centres Hub
The EQA and centre will then agree a date to
complete a full approval visit
Approval Step 3 – Full Approval
The IMI EQA will visit the centre to confirm whether or
not :-
– the training is being completed in line with the submitted
Scheme of Work and lesson plans
– the end assessments are being completed correctly
– all other requirements are being met to deliver the
qualification to the required standard
If the centre meets the requirements, they will be
granted full approval and direct claim status
Quality Assurance & Costs
Quality Assurance
Quality Assurance of this ‘high risk’ qualification will
require additional monitoring safeguards. These will
include:-
– unannounced visits by an EQA/M to monitor
training and assessment
– a requirement for all centres to provide details
and dates of all training and assessments
– candidate interviews
Non-compliance will lead to removal of the
qualification from the centre
All successful candidates will need to complete a
‘demo test’ with the DVSA
