Publication of Ch. 173 Mid-Fl. Korean War Veterans Association MOVING FORVVARD FOR OUR VETERANS By JOHN L. MICA (1n a special article exclusively to the Morning Calm, Congressman John L. Mica slims up his work 011 behalf of Central Florida veterans, and in part/cular the progress of work on the VA facility at Lake Nona, popularly referred 10 as "Medical City. " The Morning Calm is pleased to present herewith his remarh on the subject and more. Also see related ilem on page 5 - Bill Russell, Edilor) As Central Florida's 7'h Congressional District Representative, I want to reach out to our veterans and provide them with an update about what is happening in Congress. Specifically, I am pleased to provide the readers of your publication, Morning Calm, an update on current projects and lel:,>1slation relevant to our Central Florida veterans It is always my pleasure to represent these men and women who have sacrificed so much for our freedom and way of life One of the most important issues facing our veterans is that of funding for the Department of Veterans Affairs. The 2012-13 budget presented by President Obama proposes $140 billion for the Veterans' Administration. This represents an increase of 10 .5 percent over last year's budget However, the President proposes cutting our military budget by 1 percent over the same period. Last July, Congress passed an appropriation of $126 billion for the Veterans Administration for the current year. This represented an increase of $2 billion over the previous year. Veterans' issues and military funding have always been top priorities for me . I am pleased that Congress continues to back strong support for veterans programs, which are one of our most important federal responsibilities. There are several projects underway in the Central Florida region that directly affect our veterans. One of the largest VA projects in the country is the construction of the new Lake Nona Orlando V A Medical Center. The construction of this new, state of the art facility has experienced some delays due to issues involving the design of the rooms to house the latest and most sophisticated medical equipment and the upgrades in wiring and construction that are needed . To resolve the problems uncovered, I am working with the VA and the House Veterans Affairs Committee. Specifically, I requested that the Chairman of the House Veterans Affairs Committee, Rep. Jeff Miller, hold a hearing on the construction issues and personally conduct oversight of this important project so that we can get it back on track and serving those veterans who have waited so long for this new facility . Response Swift I am pleased that the committee's response has been swift and that a hearing on the matter was held on Tuesday, March 2711>.. While J was told during my visit to the site that a new completion date for the hospital would be issued by March IS'h, that date has come and gone with no report. During the House Veterans' Affairs Committee hearing, J questioned both contractors and V A officials about the opening date and cost overruns. It now appears that rather than opening the summer of 2013, it may be closer to December of 2013 before veterans' medical services are available at the new facility. The VA also informed Members of Congress that they now have to " recalculate" the work and completion schedule and that the new report will be available in mid to late April. Following the hearing, I am confident that all parties involved will now better coordinate their efforts to bring the project to a timely completion. Another unfortunate finding from the hearing is the estimated cost overruns due to the delays, poor designs and numerous change orders. The result of these grievous errors may drive the costs to increase up to $120 million over the antici pated budget. Only 400 Working on Site Even worse, as J pointed out at the hearing, while the project has the potential to create 1,200 jobs, only 400 are currently working on the site. With unemployment numbers close to 20 percent for construction workers in Central Florida, it is (Cont on page 3) 1

Disney to hire veterans

Heroes Work Here Disney President and CEO Bob 1ger announced recently a new companywide initiative called Heroes Work Here a program focused on hiring training and supporting retuming military veterans

As part of the initiative Disney will provide at least 1000 jobs and career opportunities for returning US veterans over the next three years support military families and veterans during their transition to civilian life and launch a national public awareness campaign to encourage all employers across the US to hire veterans

As a new generation of Americas military men and women transition into civilian life we are increasing our commitment and support for these modem day heroes Iger said at a Disney annLlal shareholder meeting in Kansas City Mo

Heroes Work Here includes recruitment efforts across all segments of the Disney Company including ESPN Disney-ABC Television Group and other venues

unacceptable that nearly 800 Americans who are desperately looking for work are unable to find it because of mismanagement by the federal government However I am pleased that as a result of continued pressure and the hearing a full workforce is expected to be on the site and working by the summer

I want to assure you that I intend to continue to hold the VA and those responsible feet over the fire so that we can get this long overdue project completed and serving our veterans as soon as possible

The new V A medical center will be located in the area known as Medical City surrounded by the new University of Central Florida Medical School the Burnham Institute for Medical Research and Nemours Childrens Hospital With over 2100 employees serving an estimated 300000 veterans the new Central Florida VA Medical Center will set a new benchmark in veteran health care

Because so many of our veterans access VA clinics I consistently monitor the quality and availability of medical services at all locations I also continue to work with the VA to upgrade facilities and ensue professional staffing to make certain the additi onal medical and mental health needs are met The same is true for our nursing and long-term care services With numerous Iraq and Afghanistan veterans returning helping them and other Americans who are seeking employment must be addressed by Congress and as you know this will be at the top of my agenda [fyou and other veterans can help it will make a difference

I have also received many calls and letters regarding the proposed fee increases for TRICARE users The Department of Defense (DOD) continues the effort to curb health care costs by shifting the cost burden to TRICARE recipients while ignoring cuts to civilian defense contractors The reason behind these proposed increases is clear

TRICARE The current administration is determined to

force TRICARE recipients to opt out of the program in favor of the coverage available under Obamacare This is unacceptable and I want to assure you that I will continue to vote against any bill that would raise the cost of health care for our military and veterans

After being selected by my peers last year to be Chairman of the House Transp0I1ation and Infrastructure Committee I set a goal of passing a Federal Aviation Administration bill which had been stalled for five years The FAA Modernization and Reform Act which I helped craft not only modernizes our aging air traffic control system but

also aids our veterans coming home from Afghanistan and Iraq It includes a provision I authored to expand employment opportunities and a veterans preference provision to assist small businesses owned by disabled veterans of the AfghanistanlIraq conflicts and of the Persian Gulf War

Some of the current legislation that I have cosponsored in Congress in support of our veterans includes the Belated Thank YOII 10 Ihe Merchanl Mariners of World War II Act (HR 23) the Retired Pay Restoratiorl Act (HR 303) the Disabled Veterans Tax Termination Act (HR333) and many others which you can find on my website at wwwMica_HouseGov_

Relocation of FANG Another issue of interest to our Central

Florida Veterans and those who are currently serving is that of the relocation of the Florida Army National Guard (FANG) facility in Daytona Beach to the new location in Flagler County The design portion of the project has been completed and the FANG is now ready to proceed with the land procurement The current lease in Daytona Beach expires at the end of 2013 so all is being done to expedite the process of moving to the new facility which will be adjacent to the Flagler County Airport

To help the FANG meet their needs I introduced an amendment to the 2012 Veterans Affairs appropriations bill that transferred $25 million from the NATO account to the Military Construction Army National Guard account The amendment passed the House and sent a message to the Administration to keep our Reserve Centers a national priority I am continuing to work to ensure that members of the FANG who currently train in Daytona Beach will have the new training center before the current lease expires

I would also like to inform your readers of the new Army Reserve Center in Southeast Sanford On March 10th

I had the honor (above) of participating (Cont on next page )

3

(Cont from page 3) in the Ground Breaking Ceremony for this new facility which will serve as the headquarters for a raquo local Army Reserve logistical unit The facility is expected to be completed by the fall of 20 13

As the 1121h Congress continues be assured that I will continue to work to ensure that our nations veterans are not forgotten and that they receive the benefits and services they have so rightfully earned Thank you again for your service and dedication to our nation

Reflections By Tom Cullerton

Chaplain Chapter 173 KWVA

Ever stop to think how different our lives would be

without a blessed event in time called Easter Those of us reaching the ripe old ages of 70-80-90 would have such a restricted outlook on life We would live only in the world of memories going way beyond the Korean War that our Chapter 173 is all about

Like a jigsaw puzzle life would begin and end with all the pieces that represent the ups and downs we went thru in our pasts We would have seen life through much the same glasses as the twelve apostles in Biblical times

How it changed for them and us with the appearance of one man sent to us by God Sacrifice of Himself on the cross showed us an inspired way to live our lives He gave us the Golden Rule to live by He showed Himself to be the Son of God by His Resurrection from the dead on Easter Yes He was the Son of God is the risen Christ NOW walking with us again with his promised Spirit

We show our appreciation in prayer by helping others and living with Him as our best friend We now can look forward to the next life promised to us by God our loving Father He is our Easter blessing

Minutes

What happened at the March 15 Meeting First of all Commander Chuck Travers called the meeting to order The invocation was given by Chaplain Tom and Sgt-at-Arms Nancy Travers presented the Pledge of Allegiance

The first order of business was the introduction of Sean Gibbs a former Marine and

Veterans Services Coordinator of the Homeless Services Network (HSN) who spoke of his services during the 1990s But he was at the meeting specifically to talk about the plight and number of homeless veterans in the area and the plans for the April Stand Down (see story page 2) set for Saturday April 21 in Sanford He urged members to participate in the event to aid the homeless vets receive a variety of services He also noted that the HSN would appreciate donations of various kinds for the veterans Member Tom Campbell reported that he knew of the availability of a trailer that might be useful for the program and Sean so noted

Various reports were given and approved by the membership including the secretarys the treasurers report and the Chaplain reported on the death of Steve Noble (story carried in March issue) The Judge Advocate presented his report that covered the upcoming Memorial Day fund-raisers the Dept of Fla Council and Convention set for May 11-13 at Crystal River reported on the upcoming medals ceremony and mentioned change in the by-laws

Commander Travers reminded members of the Caribbean Cruise and urged members to get their ticket sales in as soon as possible He also reminded members of the May 12th Poker Run by the Caretakers in which the chapter would be one of the beneficiaries Participation by the chapter and assistance in the event is needed

Commander Travers read a letter from the Wounded Warrior Project thanking the chapter for its contributions to the project

Bob Johnson reported a search is on for a display cabinet which the chapter needs for storage of items that can be kept at Post 2093 on a permanent basis

There being no further business the meeting adjourned at approx 1300 hours

-Submilled for approval by Bill Russel Secretary

We are making progress

(Timothy W Liezert Director of the newVA Medical Center issued the following message in rejponse to a newspaper arricle in the Sunday [March 3J) issue of the Orlando Sentinel - Ed) 1 am sure many of you saw the front page follow-up article in the Sunday edition of the Orlatdo Sentinel about the delays in the construction of the new medical center While the focus of the story was to look backwards 1 want to convey to you that we are making progress and moving forward

There have been 3 primary reasons for the construction delays Equipment Coordination Design Issues and Contractor Coordination Issues VA and the design firm have committed additional resources to the project to ensure that equipment and design issues have been resolved

We have also added resources to ensure any requests for information or design clarifications from the contractor are responded to in a timely manner The contractor is working to provide an updated schedule with the equipment information incorporated so that a more definitive construction schedule will be established

The bottom line is that we are all working together to provide East Central Florida Veterans the hospital they deserve in the safest most effective and expeditious timeframe possible If you have questions send them to vhaodlOwnhallva go

CommanderSpeak Comrades there are a lot of activities coming up in the next weeks and months and we will need your assistance and attendance to see whats going on

Most of the events are mentioned in this issue of the Morning Calm but 1 just want to point out a few that are very important First of all theres the Stand Down event for homeless veterans in Sanford on April 21 Hopefully some of us can attend and help out More about this at the meeting Then weve got to sell some cabins for the Carnival Cruise for November that Sanlando Travel 407 339shy2254 is promoting for us We also need to sell more raffle tickets for the free cabin

Other events of importance coming up include the Dept of Fla Council Meeting and Convention to be held at Crystal River on May 12 On that same day is the Caretakers Poker Run fundshyraiser of which we are one of the beneficiaries will be held We wrap up the month of May with the Memorial Day Parade and event in Sanford on Monday May 28 Well talk about that at the April 19 meeting The Saturday and Sunday before that well be doing our Rose of Sharon fund raisers at Publix and at Wal Mart in Apopka More about that too An important reminder With elections heating up across the counll) we need to remind members that as an organization sanctioned by Congress that we are nonshypolitical That means that you do not wear a uni rorm to support or promote ANY politicians or parties Our chapter passed a resolution that there would be no political discussions on the floor during any of our meetings P S If you receive an e-mail from me from London asking for money because mine had been stolen and

Other events of importance coming up include the Dept of Fla Council Meeting and Convention to be held at Crystal River on May 12 On that same day is the Caretakers Poker Run fundshyraiser of which we are one of the beneficiaries will be held We wrap up the month of May with the Memorial Day Parade and event in Sanford on Monday May 28 Well talk about that at the April 19 meeting The Saturday and Sunday before that well be doing our Rose of Sharon fund raisers at Publix and at Wal Mart in Apopka More about that too An important reminder With elections heating up across the counll) we need to remind members that as an organization sanctioned by Congress that we are nonshypolitical That means that you do not wear a uni rorm to support or promote ANY politicians or parties Our chapter passed a resolution that there would be no political discussions on the floor during any of our meetings P S If you receive an e-mail from me from London asking for money because mine had been stolen and

we are stranded etc DONT ANSWER IT ITS A SCAM Im not in London Thanks

5

we are stranded etc DONT ANSWER IT ITS A SCAM Im not in London Thanks
