BACKGROUND SPEED is a USAID-funded project to improve the business environment through better trade and investment policies.
SPEED’s goal is to have more companies doing more busi-ness, resulting in increased trade and investment and a stron-ger competitive position for Mozambican firms, thus creating
local opportunities for jobs and income growth.
SPEED is recruiting for a full-time Business Environment Proj-ect Manager. The Business Environment Project Manager will
be an integral part of the project team in Maputo. The Business Environment Project Manager will work on all aspects of the SPEED program. The Business Environment Project Man-
ager’s duties include:
•Coordinate activities related to improving policies, regulations, and administrative procedures that contribute to an improved business environment;•Manage multiple activities and oversee all aspects of the project cycle, including the development of terms of reference, identification of and negotiation with appropriate consultants, creation of project workplans and budgets, monitoring of activi-ties, organization of dissemination events, etc.;•Conduct policy analysis for a wide range of policies affecting the business environment;•Write reports, undertake analyses, make presentations, work with government counterparts and the private sector in provid-ing recommendations for reform;•Maintain and utilize relationships established with SPEED stakeholders to further program goals of the USAID/Mozam-bique SPEED project;•Contribute to the SPEED project’s annual work planning, monitoring and evaluation and other reporting activities;REQUIREMENTSThe preferred candidate is a Mozambican national with:
•At least seven years of relevant work experience;•At least a Bachelors Degree or equivalent, preferably an ad-vanced degree (e.g, legal, business, economics);•Significant project management experience with an interna-tional donor agency or equivalent;•Technical knowledge in one or more of the key areas of SPEED’s work, for instance business environment, economic analysis, agriculture and/or tourism development, democracy and governance, extractive industries, etc.;•Ability to multitask and work in a fast-paced environment;•Excellent communications skills in Portuguese and English; and •Strong teamwork and inter-personal skills.

Livro Aberto (Open Book) was established in 2007 by 12 individuals born or resident in Mozambique. The group were led by the vision of a reading culture in Mozambique, where all children have access to the skills and resources to successfully gain enjoyment and empow-erment through literacy. These aims are realised through the delivery of creative literacy workshops, library experiences and increased re-source availability. Our community projects began in the Costa do Sol area, after consul-tations with the community who were very keen to be involved with the programme. Every Wednesday morning we attend Costa do Sol and set up our mobile library and ‘classroom’ in the yard of the areas community leader. The mobile library consists of a range of Portuguese children’s books, many of which our team have translated into Changaan so that children can see both languages on the page. As well as individual books, we have sets to use for group reading and story-theatre. The library requires constant refreshment so that the children continue to be interested and stimulated by it. We have a list of books available in Maputo bookshops, which we appreciate our supporters selecting books from. Every book donation is a joy to us and the children!The most wonderful aspect of the Costa do Sol project is that the chil-dren come completely voluntarily to join us. We have 68 children on the register, with a regular attendance of over 50. A key lesson learnt at Costa do Sol was that we needed to provide a snack and drink for the children who were clearly hungry and lacking in concentration, most of them not getting any breakfast. We now provide water and a nut and fruit mix and are seeking a sponsor to support this here and in our other two communities.In 2011 programmes expanded to KaTembe and Mafalala. Our literacy team began to take our mobile library and literature resources over to KaTembe each week, to run workshops with the children living at As-sociação IMAGINE’s childcare centre. We work with 40 children aged
Livro Aberto between 3-17years, all struggling desperately with literacy due to a lack of access to education prior to living at the Family Homes of Hope centre. In Mafalala, we work in the gov-ernment school Unidade 22. This project enables the Livro Aberto team to mentor teachers in litera-cy teaching techniques as well as working with all the Grade 1 chil-dren – building the foundations for their future at school. Classes have upto 75 children and our team combine whole class and small group activities in a 3 hour session to ensure all the children
have access to books and the support of adult mentors. We would love to expand to the second government school in the area to reach many more young children and their teachers; this is of course, fund-ing dependent.In addition to these activities, Livro Aberto has a childrens library and literacy centre in Maputo city which aims to serve the whole commu-nity with access to a wide range of books in English and Portuguese, and a timetable of specialised literacy workshops for children, moms and tots sessions and seasonal activities for kids (holiday clubs).
