(AFP) ‘Charged less than real value’ Municipality lost KD 1.175m from subscription of billboards – SAB By Abdulnasser Al-Aslami Al-Seyassah Staff KUWAIT CITY, March 31: The State Audit Bureau has accused Kuwait Municipality of losing KD 1.175 million from subscription of advertisement billboards in the Capital Governorate by charging less than the real value of the billboards without convincing justifications. The bureau revealed this in the observa- tions contained in its 2016/2017 report. It explained that Kuwait Municipality had signed an agreement with a company to organize the bid No. 6/2015-2016, con- cerning authorization for the use of certain locations for erecting billboards on Septem- ber 6, 2016. The cost of the agreement was KD 8.825 million for a period of three years, with effect from Oct 24, 2016. A letter dated Feb 2, 2016, from the chair- man of the Advertisement Committee indi- cated that the estimated value of the bidding was in excess of KD 10 million and even up to KD 11 million, citing clause 2 of chapter 3 of circular No. 4/1997 concerning govern- ment biddings. It stressed that the study should have been presented to the Purchasing Committee for approval and specification of an estimated price, indicating that the procedure would have served as a guide for the current market value. The letter added that the municipality ended up setting the estimated value at KD 10 million. However, the highest bid from one of the companies was KD 8.788 million. Due to the low value of the bids, the Purchasing Committee on June 6, 2016 recommended public subscription bid for the three high- est bidders. This was how the bid went to the highest bidder with KD 8.825 million, which eventually deprived Kuwait Munici- pality of KD 1.175 million of the supposed revenues. Social and psychological researchers unanimously agreed about the significance of daycare centers and shelters in moderat- ing attitude and improving skills of children with special needs, especially those with critical disability who are rejected by many schools and centers, reports Al-Qabas daily. Board member of Kuwait Society for the Welfare of the Disabled Bader Bin Naji ex- plained that the society is a private charity organization that takes care of children with special needs for free of charge. The society offers services to 500 children who are suf- fering from critical disability of such level that other institutions reject them. Those children are distributed throughout daycare centers affiliated to the society in Ahmadi, Hawalli and Jahra governorates. This is in addition to the welfare shelter at its head- quarters where the children are offered medical, psychological, social, educational, and rehabilitation care, as well as natural treatment. In his comment, a disability activist Ali Al-Thuwaini emphasized the importance of those centers for all children with special needs. He made a special mention of the welfare shelter for children with critical mental dis- ability, indicating that these centers help in moderating attitudes of the disabled children and improving their ability to acquire life skills and some hobbies. Al-Thuwaini said the centers assist fami- lies in dealing with the disability of their children, rehabilitating them and lessening their social and psychological pressure. Ibrahim Arab Times Staff KUWAIT CITY, March 31: MP Faisal Al-Kandari has called on the concerned authorities to hold ac- countable the domestic labor offices proven to have manipulated fees for recruiting domestic workers, es- pecially now that Ramadan is fast approaching. He also pointed out the failure of Al-Durra Company for Recruit- ing and Employing Domestic Workers to address the problem and cover the need for such workers. He said the government has been silent over this problem and no step has been taken to address the problem, particularly the issue concerning domes- tic workers from the Philippines. He added it is unfortunate that the company and the concerned authorities did not open doors to recruit other nationalities. He then stressed the need for the government to take action before Ramadan. Meanwhile, MP Safa Hashem affirmed she will not just watch the frustra- tion of many military personnel in the Ministry of Interior over the issue of promotion. She stressed, “I am confident that the committee in charge of re- viewing promotions will do its job. It must comply with ministerial decision number 99 on taking into consideration seniority in the promotion process.” She urged the Ministry of Interior to play its role effectively to protect the rights of youths who are waiting for the new decision. Migrant Workers Affairs Undersecretary Sarah Lou Arriola with POLO and Embassy officials and staff. In another development, MP Muhammad Al-Dalal has for- warded questions to Minister of Finance Dr Nayef Al-Hajraf about the plans of his ministry to stop wastage of government funds. He said the minister issued a press statement a few days ago about the wastage of funds in government institutions, quot- ing the minister as saying that his goal is to stop such wastage without affecting investment- related expenses. He added the minister also talked about the results of stud- ies conducted by the Secretariat General of the Supreme Plan- ning Council which revealed 40 percent wastage in government expenditures. In view of the above, the law- maker asked the minister to pro- vide him with the following: Copies of studies conducted by Secretariat General of the Su- preme Planning Council showing 40 percent wastage in govern- ment spending, Plans of the ministry to stop wastage in government spending and other related information, List of ministries and other government institutions proven to have wasted public funds in last four years, Steps taken to stop such wast- age in the last four years. KUWAIT CITY, March 31: The State Audit Bureau has accused Kuwait Municipality of losing KD 1.175 million from subscription of advertisement billboards in the Capital Governorate by charging less than the real value of the billboards without convincing justifications.
