o THROUGH THIS POLICY, THERE IS POSITIVE INCREASE IN SEX RATIO.

SHRI AKSHAY ROUT, Director General, Election Commission of India SHRI K.F. WILLFRED, Secretary, Election Commission of India

Election Commission was setup in 25-Jan-1950.

Regular, Free and Fair election constitute the heart of EC of India.

Participation of youth is required.

Article 324 to 329 of Constitution of India gives constitutional status to Election Commission of India.

EC takes huge initiative in bringing transparency in election process.

EC headquarter has 350 people who takes care of complete election process.

Election commission has conducted 15 general elections and 327 state assembly elections since 1952.

A new rule has been implemented by EC which states that each elected candidate has to disclose the expenditure incurred during the elections within 30 days from the declaration of results.

Separate divisions have been setup for voters awareness, which are – 1. Voters Education and Electoral Participation Division, 2. Expenditure Monitoring Division.

In past 6 months, EC has signed MOUs with some NGOs, Universities in Karnataka and Andhra Pradesh to include civil society to increase voting percentage.

For the first time, National Voting Day was celebrated throughout the India on 25-Jan-2011 with the aim of increasing the voting participation in India. On the same day, nearly 52 lakhs voters received their voter ID cards.

To curb flow of black money, EC has constituted committees to catch paid news and paid editorials to check the news which can influence the voting behaviour.

EC is planning to open a new college named ‘Indian Institute of Democracy and Election Management’ to train foreign delegates along with Indian administrators about the election process of India.

SHRI SATHYANATHAN

We learn about role and functions of BPST (BUREAU OF PARLIAMENTARY STUDIES AND TRAINING).

All the officials and non-officials of BPST are recurred under the office of lok sabha speaker.

BPST gives training to All India and Central services requites about the parliamentary rules and customs.

BPST will provide hindi language training for MP’s from south India.

They will even train standing committee.

BPST will select five students who has more than 60% in post graduation and provide internship for one year by allocating them as assistants for Mp’s.

They will also train about the motions, bills, resolutions introduced in the parliament and how the questions for the house are framed and put in order ranging from 5 days to one year programmes.

They will facilitate the students to attend live session of both the houses to get the indepth knowledge about the working of both the houses.

They will also train the lok sabha secretariat. LOKSABHA SESSION

When we were in lok sabha, they are discussing about railway budget.

It was the first time we were witnessing a live session. Watching heavily weights like Smt. Meera Kumari, shri L.K. ADVANI, Smt. Sonia Gandhi among us it was a life time experience.

We also saw Shri Pranab Mukerjee, Smt Susma Swaraj, Kumari Mamatha Benerjee, Shri Lalu Prasad Yadhav, Shri Deve Gowda, Shri Shahnawaz Hussian, Smt Puramdeshwari, Shri Satyalal Maharaj etc.

Shri Deve Gowda and some other asking questions relating to the appeals file in the railway ministry for extension of railway to their respective constituencies.

In the answer of Kumari Mamatha Benerjee, we came to know about the real ground situation of working. when one wagon is imported, it takes about one and half year to reach India after the order is placed. Such is the state of affairs when we are competing global to become a super power. For this reason in the present budget she has made a provision for opening a manufacturing centre for wagon at Hyderabad to met the demand supply rate.

31% of Ambassadors are politicians

59% of Ambassadors are career diplomats

Around 2450 people work in U.S consulates including Mumbai, Chennai, Hyderabad, Kolkata, among which around 2000 are of Indian origin.

There are 24 different departments like FBI, defence, treasuries, aviation , etc.

Happy about the way Indo-U.S relation has been developing lately , the 1st U.S manufactured aircraft was delivered to India in the history of last 50 years.

Business and trade between India & U.S has been tripled in last 10 years and now they're trying to achieve that in next 5 yrs.

Almost 1.03 lakhs students from India go to study in the U.S and around 8.3 lakhs students come to India from U.S. Which is a deeper link than business and trade and politics.

Also, around 2.3 lakhs Indians in U.S decide to come back and work for the nation.

Even the questions on agreement with respect to agriculture among Indo-U.S, tie-ups with educational institutions & bringing U.S universities to India, American centres, Obama's 'Buffalo-Bangalore' comment, bringing out development by coming together instead of criticizing each other , wikileaks , relations between India,China, Pakistan, etc were also being discussed fruitfully.

Also he wishes to strengthen relations further so that India can be a strong partner in future.

CSDS (CENTRE FOR THE STUDY OF DEVELOPING SOCIETY) SHRI RAJIV BHARGAVA, Director CSDS

CSDS was founded in 1963 by Mr. RAJNI KOTHARI and he has done excellent work in castes in India.

It is autonomous body and research institute under the funds of INDIAN COUNCIL OF SOCIAL SCIENCES AND RESEARCH (ICSSR).

The role of CSDS is to carry on the research work related to dynamics of developing societies.

The main function of this institution is to do sampling in various subjects like Indian democracy, pre-poll election and role of youth in India.

The first survey took place in kerela state election in the year 1965.

It is a network of political scientists.

Role of caste in politics has declined but it has not vanished all together.

Politicians want people to remain orthodox and conservative to gain vote bank and to retain power.

“lok niti” is an CSDS initiative which studies the change in Indian democracy, electoral politics and changes in support base of political parties in India

Intellectuals like Mr. Sanjay kumar and Mr. ashis nandy are an integral part of CSDS. They are also frequently seen in shows like ‘big fight’, ‘panel discussion’, etc.

Media (like cnn-ibn, the Hindu and Times of India) and CSDS publish research and work together.

Apart from Indian government funds recently, they have a grant from Canadian government for society research.

He talked about the electoral politics in India.

During 1952 election, 55 parties contested however only 22 parties were able to send their representatives to Lok Sabha. In 2009 elections, 370 parties contested however, only 37 parties were able to send their representatives to Lok Sabha.

Here we learned about the party system in three phases- o 1952-1967 -- Domination by Congress except in 3 states i.e. in Kerala, Punjab and Jammu

Kashmir. o 1967-1989 – Opposition to Congress party was coming into picture. o From 1989 till now. -- Raise of regional and national parties

During 1952-67, there was a single party dominance. No cohesive government and Congress party secures 40% of vote. With this, Congress was able to gain 70% seats in Lok Sabha. The other parties functions as pressure parties at this time.

During 1967-91, congress remained the most prominent and largest party at national level but had faced serious competition at the state level. This is the time when opposition party gets stronger. Decline of independent State politics and increasing in centralization.

From 1991, congress was no longer represents the focal point of electoral competition. During this period many regional parties are rising up. In this period new national parties also emerged especially BJP. No overall majority in parliament since 1989. In this period only we also see the emergence of coalitions.

SHRI MADHU GOUD YASKHI

He is the mp loksabha from Nizamabad, Andhra Pradesh. As profession he is a lawyer and has spent 14 years in USA. None of his family members is in politics.

When he came to India after 17 years, he witnessed farmer’s suicide in large scale in his native place which made him stay back in the country and work for the fellow being.

He is stressing upon carving the telengana region as a separate state from Andhra. It is a peaceful agitation going on for last 50 years. In the history of independent India for the first time an m.sc student burnt himself alive and other 22 students sacrifice their lives for an independent state of telengana.

He along with his people is doing non co-operation movement first of its kind after independence to make telengana as a separate state.

Politics should be based on dedication towards the service of the nation, commitment to serve the people and goal oriented.

The biggest weapon of common citizen in this era is RTI.

India is growing because of black money as only 5% of Indian population are tax payers.

Officially 55 crores has been spend in ‘Sri Krishna Committee’ which gave recommendation regarding to telengana issue where out of 6 recommendations 4 of them are not implementable and contradictory to each other.

Suggestions for telengana:

Divide the state but safe guard the capital.

Smaller states- quicker development.

Hyderabad should not be given the status of union territory as it is in the midst of telegana.

Demand should be for equitable distribution of natural resources and proper utilisation of rivers.

Economic sustainability of telengana should be ensured.

Why no successful in creating telengana-because of some selfish politicians who are using people’s aspirations to create their own political mileage and retain their seat.

Bandh is a failure on the part of government which is not able to deliver service to its people.

Lobbying should be made legal as in we cannot stop it.

Accountability of judge’s bill should become an act as Supreme Court is taking the matter of black money which is stationed at Swiss bank.

Bureaucrats are less accountable to the public as they work under the name of their respective political executives. Nexus between corrupt politicians and bureaucrats.

But nowhere in the previous government cabinet minister were sent to jail which shows that we are going towards the true democratic form of government.

Civil society’s vigilance is more important to make the government function in an appropriate manner.

SHRI SHARAD PAWAR MINISTER OF AGRICULTURE, GOVERNMENT OF INDIA

In his family he is the first person to enter into politics and very active since his college days.

he got elected at the age of 26 for the first time in 1967 and now he has completed 44 years active politics without losing any of the election.

His political success depends upon his tremendous direct mass contact, good personal rapport and consistency.

Very down to earth-used to consult with educationist when he was state education minister. same case when he was the defence minister in government of India.

He used to consult with ex-service men regarding defence issues.

According to him irrigated land should not be taken to set up any industry. If done so adequate compensation given and atleast one member of the family should be employed in the industry.

58% of Indian population work in agriculture sector. out of that 82% of farmers have less than one acre land and 60% of them are with unsured water facility.

Krishi vikas Kendra: o There should be one centre for every district and if the size of district is large there

should be two centres in a district like 50 districts of the country have 2 centres in the districts.

o Agricultural graduates will be given demonstration farms to conduct the research, further farmers will be provided assistance an information about the modern agricultural practises, soil types and new variety of seeds.

In Punjab and Harayana is performing extremely good in producing wheat in rabi season and paddy in kharif but because of continues cropping water table is decreasing so steps are taken to shift certain crops to other regions and add pulses and other variety of crops to regain the fertility of the soil.

Already second green revolution has been started in the eastern part of India like Jharkhand, eastern Uttar Pradesh, Bihar and West Bengal.

Chhatissgarh and orissa are in first position to production of rice currently.

Water conservation is a major policy implemented by water conservation ministry in state level and rural ministry and agricultural ministry in national level.

Government of India has requested state government to provide ‘soil health card’ to farmers which will inform them about the amount of r=fertilizers to be apply in soil and even other measures of soil up gradation through checking the texture of soil.

Food security is the priority to the nation as India has 2% of world’s land, 4% of world’s water but have to feed 17% of world’s population. Reducing the pressure from land will make any country develop as western country give less emphasis to agriculture like England GDP contribute only 2% from agriculture.
