Hello and welcome to the 16th edition of the BAB Newsletter of Accreditation. This issue of the newsletter has come with some specialty, particularly the news about APLAC MRA re-peer evaluation enriched this issue encompassing many significant news on BAB achievements.

This issue includes an update on BAB activities related to accreditation and quality. Accreditation awarding to new conformity assessment bodies in different sectors, organizing training-workshop in the view of developing experts/assessors and arranging seminar-conference to aware the stakeholders and mass people on the necessity and importance of quality and accreditation are the central of this news edition.

As ever, we hope you enjoy reading the newsletter and share this newsletter with your colleagues. If you need further information on anything in this newsletter or indeed you have a general question, we would love to hear from you.

IN THIS ISSUE

Bangladesh Accreditation Board (BAB) first signed the Asia Pacific Laboratory Accreditation Cooperation (APLAC) Mutual Recognition Arrangement (MRA) for testing laboratories and Calibration (ISO/IEC 17025) in 2015. This MRA was for four years from the date of signing.

As per APLAC regulation renewal of this status is subject to re-evaluation due on November 2018. Along renewal of existing MRA scope, BAB planed to extent its MRA scope for Medical testing and Inspection. In the month of September 2018 BAB applied to APLAC for renewal and extension MRA scopes. In response to the appliction from BAB APLAC formed a team consisting of two members headed by Mr. Shaharul Sadri Alwi, Director of Accreditation,

Standards Malaysia, Malaysia while Mr. Geoff Hallam , Technical Manager, International Accreditation New Zealand (IANZ), New Zealand served as Team member.

The team conducted re-evaluation of BAB from 12-16 November 2018. The purpose of this evaluation is to obtain evidence to determine whether BAB should be recommended as a renewal of signatory status for testing and calibration and extension of MRA scope for inspection and medical. The evaluation was conducted in accordance with and against the requirements specified in APLAC MR 001 and ISO/IEC 17011:2017.

In the first day on 12 November 2018, the team started evaluation program in an opening meeting with the BAB officers. In the meeting team leader delivered details of objectives, evaluation techniques and plans of the evaluation etc. After meeting the team review documented quality information and check compliance management system of BA with the requirements of international standard ISO/IEC 17011:2017. In addition, the evaluation team has verified the implementation of the actions taken by BAB to address the findings of the previous evaluation and found that they were generally addressed satisfactorily.

The team also made a courtesy meeting with industry ministry secretary in charge Mr. Md. Abdul Halim. In a brief speech, industry secretary stressed on holding the image of BAB up through delivering a quality accreditation service to the customers at home and abroad.opined that will results in the development of national quality infrastructure and the facilitationof local products and services in the global market.

As a part of evaluation, the team witnessed d demon stration of the competence by BAB team leaders and assessors in the assessments scheduled to be conducted in one testing, one medical laboratory and two inspection bodies.

In the last day on 16 November 2018, the team sat in a closing meeting with the BAB staff and handover summary of the findings of the evaluation in a report to Mr. Md. Monwarul Islam, Director General (Additional Secretary). BAB is hopeful for reaffirming its APLAC MRA signatory status for APLAC MRA/MLA scope in the accreditation of testing and calibration laboratories (ISO/IEC 17025:2005), medical testing laboratories (ISO 15189) and inspection bodies (ISO/IEC 17020).In their report the team DG, BAB thanked and extended his gratitude to the team for their sincere efforts in different phase of evaluation activities.

This is a distinct measure of improvement in effective implementation of BAB qualitymanagement system in line with international standards and guidelines.

Honorable Secretary In charge to the Government of the People’s Republic of Bangladesh Mr. Md. Abdul Halim has been acting BAB chairman from the day he took the charge as Secretary In charge to the Ministry of Industries on 20 august 2018. As chairman of BAB, he chairs its board meetings, approves important policy decisions and provides necessary guidance to BAB.

Md. Abdul Halim is a civil service o�cial joined in BCS (administration) cadre in 1986. He did B.Com (honors) and M. Com. in management from Dhaka University and obtained MBA in manage-ment with major in HRM from the same university.

During his brilliant and colorful professional career, Mr. Halim has served the government in various important portfolios, in the �eld administration and secretariat level. Prior to his current appointment, he served as Director General (Additional Secretary to the Government) of Gov-ernance Innovation Unit of Prime Minister’s O�ce, Bangladesh.

Mr. Halim attended number of trainings at home and abroad. In his extensive colorful professional career, he visited Japan, Malaysia, Thailand, China, Maldives,Mexico, India, Australia and many more.

Mr. Halim is an award winner civil servant. He received prestigious �rst public administration award in 2016 for introducing annual perfor-mance agreement (APA)

Mr. Md. Monwarul Islam has taken over the charge of Chief Executive Officer of BAB on 31 July 2017. He operates the organization and implements the decisions of the board; in order to meet the aims and objectives.

Mr. Islam is a civil service officer belonging to the B.C.S. (Admin) 1986 batch. Apart from having, field administration experiences com-prising Executive Magistrate, AC, UNO, Met-ropoliton Magistrate, he served the Govern-ment at various portfolios in the Ministries of Public Administration, Home Affairs, Agricul-ture etc.

Being an Additional Secretary to the Govern-ment since 17 November 2016, he served BADC as Member Director, prior to joining BAB.

Mr Islam did his MA in Economics from Rajshahi University. During his professional career, he received number of trainings at home and abroad and visited Malaysia, Italy, Sweden, Germany, Singapure, UAE and many more.

Appreciating the current contributions of Bangladesh Accreditation Board (BAB) in the development of national quality infrastructure raising national economy significantly, the Industries Secretary in charge Mr. Md. Abdul Halim said during an official meeting with BAB officers at BAB office that it is possible to achieve the goal of building middle-income Bangladesh even before stipulated 2021 by improving the quality and standards of the national products and services. To this end, he urged BAB to enhance its accreditation activities so that most of the industries can produce quality goods and services and hence, exportable industries are boosted ahead.

In the beginning of the program, BAB officers and staff offered an warm floral reception to the Secretary while he stepped into BAB office premise. BAB Director General Mr. Md. Monwarul Islam greeted the secretary and introduced BAB officers. A presentation on BAB overview was presented to the secretary where he spoke on BAB activities. During the meeting, honorable secretary gave some valuable instruction to strengthen BAB and provided guidance to its opera-tions.

The 35th BAB Board Meeting, presided by honorable Secretary to the Ministry of Industries, Mr. Mohammad Abdullah, and Acting BAB Chairman was held on 25 April 2018 at BAB conference room. Existing nine out of thirteen members were present in the meeting, where BAB Director General Mr. Monwarul Islam presented the meeting agenda as member secretary. A total nine important agenda were discussed and ten decisions have come out of this supreme policymaking board meeting few of those as such.

1. To recruit manpower according to the BAB recruitment rules where all previous circulars and applications to those circu lars would be null and void.

2. To celebrate world accreditation day 2018 in be�tting manner.:

A total five important agenda were discussed in the meeting and four decisions have come out of this supreme policymaking board meeting. ‘BAB to upgrade its quality system according to the global accreditation practice’ Industries Secretary mentioned

In order to enhance the quality of exportable goods, BAB should upgrade its accreditation system by comparing with other accreditation bodies around the globe. Industries secretary In charged expressed his valuable opinion in the close-knit meeting on Annual Performance Agreement (APA) 2018-2019 with BAB official at the Seminar room of the Ministry.

To expand the export basket of industrial products and to strengthen position of Bangladesh in international market, there is no alternative of producing quality goods. For this, national quality infrastructure is necessary and enhancement of international relation is a must.

To this end, honorable Secretary In charge has advised BAB to increase international cooperation and sign memorandum of understanding (MoU) with peer accreditation bodies and accreditation partners.

During the meeting BAB Director GeneralMr. Md. Monwarul Islam (Additional Secretary) was present where Additional Secretary to the Ministry Mr. Md. Enamul Hoque and other high officials of the ministry and BAB were present.

Industries Secretary Mr. Md. Abdul Halim thanked BAB for taking initiative in developing such infrastructure and promoting good quality culture in Bangladesh during a certificate awarding session of the 21st Understanding Course on ISO/IEC 17025:2017 on 20 September 2018 in Dhaka. The program was chaired by Director General of BAB Mr. Md. Monwarul Islam.

The three day long training was coordinated by Mr. Md. Mahbubur Rahman, and conducted by Deputy Director, BAB where Mr. Md. Nasirul Islam, Deputy Director and Assistant Director Mr. Mohammed Abbas Alam, The course contended interpretation of requirements of ISO/IEC 17025:2017 standard; and implementation those in the laboratory quality management system. Presentation, and group discussion were the central of the training course. Extensive reference to BAB Policy and implementation guidance documents from ILAC and APLAC were also discussed.

Update with Our Revised and New Accreditation Documents

In line with current documents of Asi

Pacific Laboratory Accreditation Cooperation (APLAC), International Laboratory Accreditation Cooperation (ILAC) and International Accreditation Forum (IAF), BAB has revised some of its quality and accreditation documents.

Across the world accreditation bodies (AB) are to operate their accreditation activities in line with the new international standard ISO/IEC 17011:2017.This standard specifies some unique requirements, one of which is Risk management in accreditation process and Risk based assessment principles.

Abs jointly have already defined 3-year transition period from the date of publishing the revised version. However, BAB is pleased to announce that since July 2018, new version in implemented in BAB QMS. As such, following new and revised documents have launched.

Bangladesh Accreditation Board (BAB) is the national accreditation authority established under the Bangladesh Accreditation Act, 2006 to upgrade the National Quality Infrastructure and Conformity Assessment System in Bangladesh.

BAB is the Full member and MRA Signatory to the Asia Pacific Laboratory Accreditation Cooperation (APLAC) and International Laboratory Accreditation Cooperation (ILAC). Besides, BAB holds different membership status of Pacific Accreditation Coop-eration (PAC), SAARC Expert Group on Accredita-tion (SEGA) and SMIIC AC.
