Managerial perspective:

Minimizing exposed population

Instead of relying upon lowest population to determine the population at risk. The population risk should be estimated using accident probability and population density. Population density information along each route is used to estimate the number of people who would be at risk during an accidental release. The accidental probability can be calculated by multiplying the accidental rate by the route length. The accident rates should be based on the most severe accidents.

Population densityHence, instead of taking the population as a whole in determining the route taken, the population density in each city will give a more accurate representation of the number of people at risk.

Assuming the truck travels through country A and country B where the distance travelled are equal. The country that is more densely populated will have a greater number of people at risk of exposure.

For example Rock Island (population of 1 million) has 2451 people per square mile whereas Des Moines (population of 0.56 million) has 2515.6 people per square mile. Des Moines is more densely population then Rock Island therefore more people will face a risk of exposed to the radiation during the transit through their state

Therefore, factors such as population density along the route and accidental rates should be factored in hierarchy to accurately determine the route with the least population risk.
