• Accidents Prompt Pakistan to Halt Ship Breaking at Gadani Yards

Pakistani o�cials have reportedly shut down all ship breaking activities at Gadani yards after two separate accidents this month that left three workers with critical injuries… on October 11th a tanker caught �re on the beach in Gadani. just a few days later, on October 14th, another oil tanker caught �re, this time injuring seven workers.1

• All about Wing Loong II; Pakistan's new drone from China

China will sell 48 advanced armed drones to Pakistan. Called the Wing Loong II, the drone can be used for both combat and surveillance missions. Wing Loong II falls in the category of Medium Altitude Long Endurance; can carry bombs and air-to-surface missiles and can �y for around 20 hours and has a maximum speed of 370 km per hour.2

• China not asked for military access to Gwadar

Rear Admiral Javaid Iqbal said that China has not asked for military access to Pakistan’s Chinese-funded, deepwater port of Gwadar, this has come amid persistent speculation in India and the US that it could become a Chinese naval base.3

• Saudi team arrives in Pakistan, may sign four MoUs

Pakistan and Saudi Arabia are expected to sign four memoranda of understanding (MoUs) for oil and mineral sector investment and trade cooperation. The move will enable Islamabad to secure supply of petroleum products and crude oil on deferred payments and Riyadh will be looking into setting up of an oil re�nery at Gwadar, invest in a copper and gold project in Baluchistan’s Reko Diq and LNG-based power projects in Punjab.4

• Saudi Aramco to Conduct Feasibility Study of Proposed Gwadar Oil Re�nery Saudi Arabia’s state-owned oil giant, Saudi Amarco, will conduct a feasibility study of a proposed multi-billion-dollar oil re�nery, Pakistan is planning to set up in Gwadar. Advisor to Pakistan PM on Commerce Abdul Razak Dawood said visiting Saudi delegation will sign a MoU.5

The Chinese government as well as the Communist Party has taken a serious note of the negative propaganda unleashed by the Western and Indian media against the prospects of Pakistan-China Economic Corridor (CPEC). Director of State Council Information Ms Xi Yanchun said media could play a pivotal role in bringing people even closer… China would welcome such active forums that include Understanding China Better.6

The Indian Navy has joined an exclusive maritime club after completing sea trials on the �rst of two 3rd Generation Submarine Rescue Systems being delivered by British-based JFD. During the trials, the Deep-Sea Search and Rescue vessel (DSRV) successfully mated with a submarine on the sea bottom at a depth of 300 ft (91 m) and an angle of 45 degrees before taking aboard "survivors."1

• Indian Ocean Islands gear up for Spectrum Seismic Survey

The Indian Ocean nations of Seychelles and Mauritius plan to start a joint o�shore seismic survey aimed at rekindling exploration and production interest in a long-neglected area now designated as the Joint Management Area (JMA) under a protocol signed in 2012.2

• UN Investigating whether Iran Supplied Weapons Seized by US Navy Near Yemen

UN inspectors are examining more than 2,500 AK-47 ri�es and other guns seized by the crew of a US destroyer o� the coast of Yemen to determine whether the weapons originated in Iran or Somalia. US authorities said they invited the UN inspectors on board on October 25.3

• India, UK to increase joint navy training

Enhancing their strategic relationship, India and the UK are planning to increase the joint training between their navies through carrier battle group operations. This is a prelude to the �rst deployment of UK’s latest aircraft carrier, the HMS Queen Elizabeth, in the Strait of Malacca.4

• Transshipment at Indian ports accelerates

Transshipment trade demand at Indian ports, following the implementation of a liberalized cabotage policy May 21, appears to have accelerated, as ocean carriers in trades to/from the emerging market target new growth opportunities by realigning and expanding their service o�erings.5

• The latest trip by Japan's largest warship is a big message to China

Japan's largest warship, the Kaga helicopter carrier, sailed into Sri Lanka's Colombo harbor on 27 September marking Tokyo's highest-pro�le salvo in a diplomatic battle with China for in�uence along the region's vital com-mercial sea lanes. Japan has long provided low-interest loans and aid to Sri Lanka, helping it transform Colombo into a major trans-shipment port tapping the artery of global trade just south of the island that links Europe and the Middle East with Asia.7

• Assessing Recent Developments in Indonesian Maritime Security

The Republic of Indonesia has placed renewed emphasis on maritime security governance… including the GMF proposal, issuing new regulatory, administrative and legal changes to its maritime policy to enable it to better manage its expansive maritime space, and new investments in infrastructure to monitor its maritime space.8

• Bangladesh Maritime Security Push

PM Hasina Wajid has urged neighbors to work together to ensure safe maritime routes. She said that it is beyond the capacity of any country to curb the maritime crimes alone. The government is “determined” to keep the marine boundaries of Bangladesh protected, said Hasina as she spoke during the inauguration of the 14th Heads of Asian Coast Guard Agencies Meeting or HACGAM.1

• South China Sea: US sails warship near disputed islands

China says the US has committed an "illegal" act in sailing a navy warship near islands it claims in the South China Sea. The USS Decatur passed near disputed islands in what the US says was "a routine, lawful manner”, close to the Paracel Islands. China's defense ministry said two of its warships had warned the USS Decatur to leave the area, calling the move "intentionally provocative", said it had lodged a protest with the US.2

• Any 1 of 3 Navy weapons options a 'game changer' The US Navy is working on three di�erent ship-based weapons programs to help surface ships defend against missiles, unmanned aerial vehicles and surface attacks. The three systems have been identi�ed as the Surface Navy Laser Weapon System, the electromagnetic railgun, or EMRG, and the gun-launched guided projectile, which also was known as the hypervelocity projectile.3

• US aircraft carrier enters Arctic Circle for the �rst time in nearly three decades

Nuclear-powered carrier USS ‘Harry S. Truman’ will operate in the Norwegian Sea to display “the �exibility and toughness” of US forces, the Navy stated. A ship of its type hasn’t conducted voyages into Arctic waters since 1991, and hasn’t shown up near Norwegian shores since 1987.4

• IAI in huge deal for Indian Navy

Israel Aerospace Industries will supply air and missile defense systems for seven Indian Navy ships in a deal worth $777 million, in a deal with Indian state-owned company BEL. IAI will supply LRSAM Air and Missile Defense (AMD) systems, the marine version of the AMD system Barak 8.5

• ASEAN military o�cials view simulated training of Chinese Navy

Military o�cials from ASEAN member countries were impressed after viewing a simulated training exercise on China's Qijiguang naval training ship in Zhan-jiang, South China's Guangdong Province on Tuesday.6

• The (US) Navy’s Next Attack Submarine Will Be Big, Expensive

The U.S. Navy is designing a big, powerful attack submarine… The new sub, SSN(X) will be a quiet, deep diving, heavily armed submarine meant to take on all comers in the mid-21st century. The three Seawolf submarines weigh 9,138 tons submerged, practically �y underwater at 35 knots, are equipped with eight torpedo tubes, and can dive to 2,000 feet.7

• Turkish Ship to Continue Exploration in Mediterranean

A Turkish energy exploration ship will continue to operate in the Mediterranean Sea, the energy minister said after the navy stopped a Greek frigate from harassing the ship due to territorial disputes. Turkey, Greece and Cyprus’s internationally recognized Greek Cypriot government have long disputed their overlapping claims of jurisdiction for o�shore oil and gas research in the Mediterranean.8

• Exxon Makes Major Bet on Brazil as Petrobras Eases

Exxon Mobil Corp. has gone from being a tiny bit player in Brazil to the second-largest holder of oil exploration acreage... The last 24 concessions the US giant bought with its partners may hold 41 billion barrels.9

• US eyes West Coast military bases to export coal, gas

President Donald Trump’s administration is considering using West Coast military facilities to export coal and natural gas to Asia. The move would help fossil fuel producers ship their products to Asia and circumvent environmental concerns in democrat-leaning states like Washington, Oregon and California that have rejected e�orts to build new coal ports. 9

• With few buyers, Iranian oil armada heads to China ahead of US sanctions

An unprecedented volume of Iranian crude oil is set to arrive at China’s northeast Dalian port this month and in early November before US sanctions on Iran take e�ect.10

• The US Navy returns to Israeli port in sign of deep alliance

A US navy warship docked in the southern Israeli port of Ashdod, the �rst such visit in almost 20 years. Foreign navies generally prefer northern Haifa as their port of call; so, the destroyer USS Ross’s arrival at Ashdod potentially signaled Washington’s interest in broadening its berthing options in the Mediterranean for its Sixth �eet.11

• Chevron Quits Norway as Wider Retreat Looms from North Sea Chevron is the �rst oil major to leave Norway altogether… Exxon Mobil Corp. has sold all its operated assets in the country, while BP Plc merged its local unit with a smaller Norwegian company, and Royal Dutch Shell Plc and Total SA have divested assets.12

• BIMCO: US Crude Oil Exports to China Dropped to Zero in August

The brewing trade war between the global super powers, China and the United States, has led to a complete freeze of US seaborne exports of crude oil to China… dropped to zero in August. In 2017, Chinese imports accounted to 23% of total US crude oil exports. In 2018, that number was 22% during the �rst seven months.14

• US admiral urges Russia to observe NATO exercise

Adm. James Foggo told reporters at the Pentagon on Friday that he thinks Russia will want to be there. He said that by observing the defensive maneuvers, called  Trident Juncture, the Russians would learn more about NATO’s capabilities. The NATO exercise begins Oct. 25.15

• The US Army is preparing to �ght in Europe, but can it even get there?

With Russia’s reemergence as a menace in Europe, the US Army has been laying the foundations to �ght once again on the continent it defended through most of the 20th century. But if war were to break out tomorrow, the U.S. military could be hard-pressed to move the number of tanks, heavy guns and equipment needed to face o� with Russian forces.1

• Traver Kennedy on the potential of hydrogen to be the fuel of the future

International Maritime Organization’s (IMO) climate strategy has set out to reduce the total greenhouse gas emissions by at least 50% by 2050. Traver, at the Kennedy Space Center in Florida, is leading the development in e�cient extraction technology to produce hydrogen energy from water.2

• Naval Air: De�ning Ruggedized

India has learned, the hard way, that all jet �ghters are not capable of withstanding the rigors of landing and taking o� from carriers. The failure in this area has been the MiG-29K. The Indian Navy bought 45 Russian MiG-29K jets for their new aircraft carrier, INS Vikramaditya (a rebuilt Russian Cold War era carrier).3

• Plastic Waste in the World’s Oceans Could Double by 2030, IEA Warns

The total amount of oceanic plastic waste is likely to more than double by 2030, and then keep getting worse. 100 million metric tons of plastic waste has already “leaked” into oceans, an amount that’s increasing annually by 5 million to 15 million tons. The infamous Paci�c garbage patch, which covers an area three times the size of France and holds the equivalent of 250 pieces of plastic for each person on earth, may only contain as much as 79,000 tons, the IEA said.4

The Maritime Security Forum (MSF) Monitor endeavors to bring all aspects of maritime concern to our readers in a glimpse. The Monitor covers the Global maritime outlook, with special attention on Pakistan and the Indo-Paci�c region. News, Opinions, all things of interest are covered.

October started as a month of despair for Pakistani shipbreakers as several laborers were injured while working at the Gadani ship-breaking yard. Amidst Washington and New Delhi’s speculations that Pakistan was going to give away Gwadar as a possible location for a future Chinese military base, we saw the Saudi Amarco, will conduct a feasibility study of a proposed oil re�nery in Gwadar. Salim Bokhari analyzed ‘China’s e�orts to counter Indo-US propaganda against CPEC’ and Dr Zafar Nawaz Jaspal gave an insight on ‘India and Pakistan’s sea-based nuclear weapons’.

In the regional front we saw the Indian Navy joining an exclusive maritime club after com-pleting sea trials of new deep-sea rescue sub and UK planning to increase the joint training with the Indian navy. Dr Zafar Nawaz Jaspal made a good analysis on implication of Indo-Is-rael defense deals on the region.

In the global scene we saw US sailing its warship near SCS’s disputed islands and large volume of Iranian crude oil arriving at China’s northeast Dalian port. Israel Aerospace Indus-tries (IAI) made a deal of supplying air and missile defense systems for seven Indian Navy ships in $777 million. Some of the commentaries included are, ‘If US is in the position to �ght once again in Europe against Russia’, ‘Health of Ocean’ and ‘Iran boosts Marine Tourism in the wake of US sanctions’.

• US admiral urges Russia to observe NATO exercise

The Indian Navy bought 45 Russian MiG-29K jets for their new aircraft carrier, INS Vikramaditya (a rebuilt Russian Cold War era carrier).3

• Plastic Waste in the World’s Oceans Could Double by 2030, IEA Warns

The total amount of oceanic plastic waste is likely to more than double by 2030, and then keep getting worse. 100 million metric tons of plastic waste has already “leaked” into oceans, an amount that’s increasing annually by 5 million to 15 million tons. The infamous Paci�c garbage patch, which covers an area three times the size of France and holds the equivalent of 250 pieces of plastic for each person on earth, may only contain as much as 79,000 tons, the IEA said.4

Tadaaki Naito, president of NYK (Japan), one of the world's largest shipown-ers has warned on its 133rd anniversary that it must transform its business or face the possibility that it will not survive. There is a need to utilize digital technology to streamline business management and reduce costs.5

• Gulf nations command three task forces in security push

Three naval taskforces dedicated to regional maritime security are for the �rst time being led by Gulf nations. The Kuwaiti Navy is commanding the Combined Task Force (CTF) 151 and CTF 152, which focuses on counter-pi-racy and maritime security in the Gulf respectively, while Saudi Arabia is heading the CTF 150 that is responsible for maritime security and counter terrorism operations in the Middle East.6

• Iran Boosts Marine Tourism to Attract More Foreign Travelers

Iran has recently established or reactivated a number of sea travel routes, which is expected to lend a hand to the tourism sector that has fallen victim to a foreign currency crisis caused by sanctions. Iran has had several plans in the works… routes being revised: Khorramshahr-Basra Sea Travel Line, Bandar Abbas-Sharjah Cruise Line, Bandar Abbas-Khasab Route, Bushehr-Doha Route and Russia-Caspian Sea Route.7

• Britain to bolster Arctic defense, military drills to counter Russian presence

Britain is bee�ng up its commitment to defense of the Arctic and the High North regions. Strengthening Royal Marine training commitments in Norway will be among the measures included in a new Defense Arctic Strategy currently under development, Def. Sec. Williamson said. Cold weather training of Royal Marines had largely lapsed due to Britain’s focus on operations in Afghanistan.8
