This is an unprecedented study to deter- mine the loss of economic activity and growth around the shores of Lake Hartwell as it relates to spe- cific drops in lake levels. It was funded by the six lake shore coun- ties (three in Georgia and three in South Carolina) and the USACOE. This study should be completed and a report forthcoming by late spring of this year. There is an old saying “If you give a man a fi sh, you feed him for a day. If you teach a man to fi sh, you feed him for a lifetime.” Cutting back the Clarks Hill Dam (Lake Thurmond Dam) discharge to an unprecedented 2800 cfs for brief period in late 2008 certainly gave us a fi sh. But for us to be taught to fi sh, we need adaptive policy so the planned discharge is always appropriate to keep Lake Hartwell (and other vital points in the Savannah River Basin) at a us-able level.

The Lake Hartwell 660 Coalition (LH660C) is attempting to do just that with its Savannah River Basin Study. The LH660C is working with the Georgia Water Resources Institute at Georgia Tech (GWRI) and the South Carolina Water Resources Center at Clemson University to build a model that will

assess the economic impact of dif-ferent discharge management sce-narios under different assumptions of rainfall in the Savannah River Basin. Clemson will be creating the Socio-Economic Model which will identify the benefi ts to the sur-rounding counties in Georgia and South Carolina derived when the lake is at various levels. This will help quantify the economic impact when the lake is down 5 feet or 10 feet. Georgia Tech will be creating the other components of the overall model – the Hydro-Climatic Da-tabase, the Watershed Hydrology Study and the River-Reservoir Sys-tem Assessment and Planning.

The GWRI will use histori-cal rainfall as well as water level and fl ow observations to create a model of how the basin channels water into the Savannah. It will create a model of the basin tak-

ing into account rain runoff, re-tention, percolation and evapora-tion as well as point-to-point fl ow characteristics. It will then add in withdrawals, returns, dam manage-ment policies and environmental requirements to form a Savannah River Basin model. The Socio-Economic Model will be tied in to help understand the economic im-pact resulting from various levels at key points (e.g. Hartwell Dam).

The basin framework mod-el will initially use historical data and existing management poli-cies to generate model determined levels. This model determined levels will be compared to actual levels to provide validation of the model. The model can be used at this point to predict the impact of different management policies on the lake levels. We will be able to observe what would have hap-

pened to downstream levels if the Clarks Hill (Lake Thurmond) dis-charge had been cut to 3000 cfs in 2007. The results may not always be acceptable to every stakeholder in the basin but at least it can be ex-amined. Going forward, the model will allow stakeholders to consider various climatic scenarios and vari-ous management policies for each of those scenarios. The end result should allow the stakeholders to develop policy based on numerous inputs and circumstances that will insure levels within the basin re-main to meet basic requirements of all stakeholders and to generate the most benefi t for the entire basin.

One of the biggest challenges for teleworkers is reliable in-door signal strength. In some areas, cell phone signal boosters need to be used to avoid any missed calls and/or dropped data. This is especially true in homes in the mountains or near a lake, making it very hard to telework from these wonderful settings. For example, in their mountain home, Jan and Joe Geiger had a standing joke that in order to make a cell phone call, you had to stand by the flagpole with one hand in the air and your left foot off the ground and that you needed to watch out for lightening strikes. Then they heard about zBoost, a cell phone signal booster that brings the outdoor signal inside. They make phone calls safely inside and no longer hang out by the flagpole.

According to the annual zBoost “State of the Cell Signal” Survey conducted by Harris Interactive and fielded December 8 – 10, 2009, 38 percent of teleworkers experience cell phone service problems while teleworking. In addition, the survey found that 54 percent of telework-ers consider their cell phone extremely or very important to successful teleworking and 22 per cent consider their PDA or smart phone such as Blackberry, iPhone or Treo extremely or very important to successful teleworking. This information proved true for Roni Pridemore. She works many hours from her lake house and said that she wasn’t able to get cell phone signal before setting up her zBoost. A self-described iphone-addict, she couldn’t imagine being without signal. Now, she’s able to telework AND spend time with her family at the lake.

“....We Could Not Have Been More Pleased....”

Buying a home for the fi rst time is terrifying! “I’m gonna’ be so deep in debt, how will I afford to fi x problems”, and “when will this ever be over with” are some of the many thoughts and questions I had to struggle with during the process of buying my fi rst home. I didn’t have the answers, only the questions, concerns, and fears. Who had the answers and experience to help me and my fi ancé down this dark path – Rhonda Davis. I have always said that com-munication, or the lack thereof, is the great ruin of all things. When I had questions, Rhonda was always there to talk to. Not only during the process of buying my fi rst home, but she continues to answer ques-tions for me now as well. It was nev-er the case that she could not pro-vide an answer to my question(s). Sometimes the answer was “let me fi nd out for you” but, it was an answer nonetheless. She never fell short of carrying out her end of the bargain and fi nding the answer. Here we were in a profes-

sional and serious situation in our lives. There Rhonda was in a very professional and serious situation and, she was nothing less than seri-ous and professional. She laughed, enjoyed, and helped us to enjoy the experience all the way through. Her answers, advice, and guidance were always professional and never out of line. Don’t you hate a pushy

salesman? I do! Rhonda Davis is not that person. Sometimes we spent long periods of time wandering around looking in closets, attics, and the like in excitement about the po-tential home we could be discov-ering. Other times, we walked in a potential buy and were quickly dis-satisfi ed with what we had found.

Honestly, speaking for myself at least, sometimes I was dissatisfi ed even before entering the house. Never once did Rhonda push a de-cision on us. If she sensed that we were not happy, I never hesitated to make her aware of it, we would leave and continue the pursuit of our dreams elsewhere. Though Rhonda never pushed anything on us, she in-

formed us of possible renovations that might aide us in turning the house we were examining into a more suitable arrangement for us. She helped us to keep our eyes open and not to limit ourselves when our dream home didn’t fall into our laps right away. Rhonda’s suggestions and advice offered us

encouragement and understand-ing that we might not have been able to fi nd without her assistance. Her knowledge of the real estate business was exceptional! She knew the whole process. Rhon-da Davis was well informed on all stages of buying and owning a home. From the hunt to closing she had knowledge to share with and benefi t us. She was always there to keep us updated and aware of the steps being taken and where exactly we fell on the timeline of the home buying process. She was there everyday working behind the scenes helping to move the process along and constantly updating us on the progress. Again, she was a voice of encouragement and a ray of hope in one of the most stressful and confusing stages of our lives. I will not lie and tell anyone that the process of buying a home is simple, that there weren’t times when my fi ancé and I wanted to give up and continue throwing our money away renting someone else’s house, or that we could have done it alone. I will, however, tell anyone that having Rhonda Davis as your realtor will eliminate a lot of unnecessary hardships in a very hard string of decisions and with complete honesty and wholeheart-ed sincerity that she is a great real-tor and an asset to anyone purchas-ing a home!
