Udyam Registration – Revival of MSMEs Micro, Small and Medium Enterprises (MSMEs) have been the backbone of Indian economy. More than 6 crore MSMEs have a crucial role to play in building a stronger and self-reliant India. These small economic engines have a huge impact on the country’s GDP– making a contribution of around 30 percent. They contribute to almost half of exports from the country. Additionally, more than 11 crore people are employed in the MSME sector. To address policy issues affecting MSMEs as well as the coverage and investment ceiling of the sector, Micro, Small and Medium Enterprises Development (MSMED) Act was notified in 2006. This Act seeks to facilitate the development of these enterprises and also enhances their competitiveness through various schemes, privileges & other benefits from Government of India.

In 2015, Government introduced Udyog Aadhaar Registration under the campaign of ‘Make in India’ to make the process of MSME registration easy by filling one page form. Although the UAM brought MSMEs under the formal and organized side of their existence, due to the provision of self-certification, it was prone to multiple registrations by a single entity.

The much-expected change in the definition of MSME was brought to reality by the Government under the “Atmanirbhar Bharat Package” to make MSME sector globally competitive. Earlier, the MSMEs were defined on the basis of investments put in, now the revised definitions also include turnover of the enterprise. Also, the revised definition considers both Manufacturing & Service enterprises under common metric.

The new definition paves way for strengthening and growth of MSMEs. Particularly, the provision of excluding the exports from counting of overall turnover encourages the MSMEs to export more and more without fearing to lose the benefits of a MSME unit.

With a view to simplifying the registration process and promote ease of doing business, the UDYAM Registration was launched on 1st July 2020, which triggered the reclassification for all MSMEs existing on 30th June 2020.

The registration process is free of cost, paperless, online and aimed at reducing transaction time, cost for entrepreneurs and promotes Ease of Doing Business. The entrepreneur friendly portal is integrated with Income Tax and GST Networks in the backend to fetch out the relevant information needed for registration. Ministry of MSME has also commenced API integration of Udyam Registration portal with GeM to allow participation in Government procurement easily. Udyam registration helps in getting government tenders, easy access to credit in lower interest rates, various tax rebates available, becomes easy to get licenses, approvals, and registrations irrespective of the field of business, etc.

To sum up, the new ray of hope for MSME’s through the Udyam Registration process brings in multifold benefits & privileges empowering the sector to greater progress thereby in better nation building too. The Ministry is optimistic that this process will be extremely simple, seamless entrepreneur friendly. It will set an example in ease of doing business, not only in India but internationally. It will reduce transaction time and costs. Entrepreneurs and Enterprises can focus on their real work and become globally competitive.

I would like to congratulate the Udyam registration team for achieving incredible success by supporting the registration of over 30 lakh MSMEs in less than a year’s time. Hope we keep our best foot forward and help to bring more MSMEs under Udyam registration soon.

An MoU with National Scheduled Tribe Finance & Development Corporation (NSTFDC) & SAIL- Rourkela Steel Plant was signed on 26.02.2021 by Shri Ashit Gopal (IFS), CMD, NSTFDC and Shri P. Udayakumar, Director (Planning & Marketing), NSIC for financial support for the Livelihood Business Incubation Centre (LBI) coming up at Rourkela. She has a post-graduate degree in economics. The urge to empower other women by first being empowered herself gave her the idea to become an entrepreneur. Meet Ms. Umadevi Cherukupally, Proprietor of MyHome Foods, Telangana. The hectic lives of working women Made her think about manufacturing and supplying instant, ready-to-use spices and mixes commonly used in Indian kitchens. She then underwent a course on Online Marketing offered by the local MSME Institute and learnt about the PMEGP scheme of financial assistance. She now manufactures and supplies hygienically made and packed spices and mixes. Ask her how she feels, and she emphatically says “Entrepreneurship will empower both the Individual and our country”. Truly inspiring, isn’t it?

For Ms. Sangi Shreya, designing garments and embellishing them was her first passion. She used to design outfits for herself and her friends. This passion led her to become an entrepreneur by opening her own Fashion boutique – Shreya Creations – in Patna. She read about the PMEGP scheme in a newspaper advertisement and lost no time in applying for financial assistance. A loan under this scheme, through Punjab National Bank helped her realize her dream. Today, Ms Sangi Shreya is a very busy woman, with an annual turnover of Rs. 100 lakhs! According to Ms Shreya, delivering quality products is very important for a business to grow and sustain. And this keeps her going!!

MSME Minister Shri Nitin Gadkari Hails KVIC's Innovative Project RE-HAB to Reduce Elephant – Human Conflicts; Project to be Replicated in All Elephant-affected States

Hon’ble Minister of MSME, Shri Nitin Gadkari has hailed Khadi and Village Industries Commission’s (KVIC) innovative Project RE-HAB, which has significantly reduced elephant’s presence at four places in Karnataka’s Kodagu district. Shri Gadkari said the project has yielded very encouraging results in preventing elephants’ movement into human territories in Kodagu. He said Project RE-HAB has huge potential and it will be soon replicated in all states affected by

elephant attacks like West Bengal, Jharkhand, Odisha, Chhattisgarh, Assam, Tamil Nadu and Kerala. He also emphasized on participation of the Ministries of Agriculture and Environment and Forest for effective implementation of the project across the country.

at four locations on the periphery of Nagarhole National Park in Kodagu district of Karnataka. It is a unique, cost-effective way of preventing elephant – human conflicts without causing any harm to the animals and the humans. Under this project, bee boxes are used as a fence to prevent elephants from entering human habitation and thus reducing loss of lives and properties. Elephants fear that the honey bees might sting them in their eyes and the inner side of the trunk. Also, the buzz of the bees irritates the elephants the most.

Bee fences have reduced the movement of elephants at these points to a great extent, which has come as a big relief for the local farmers. Night vision cameras installed at these locations have not only shown a sharp decline in the movement of elephants in human territories but also captured amazing footages of elephants’ behaviour on seeing bee boxes. A number of elephants are seen returning to the jungles fearing honey bees. Also, no destruction of crops or properties by elephants has been reported in these areas since the bee boxes have been placed on the passageways of elephants.

States like West Bengal, Jharkhand, Odisha, Chhattisgarh, Assam, Tamil Nadu and Kerala are major elephant–human conflict zones where KVIC is planning to implement Project RE-HAB in a phased manner. Approximately 2400 people have been killed in conflicts with wild elephants across the country since 2015.

“Through this project, the locals residing in these areas will be trained for beekeeping and will be provided bee boxes which will be used to ward off the wild elephants. Honey produced from these boxes will increase their income and at the same time, honey bees will prevent elephants from entering into their areas,” Saxena said. “Earlier state governments have taken several measures like digging up trenches,

KVIC Chairman Shri Saxena said implementing Project RE-HAB in other Indian states will save hundreds of human and elephant lives. “KVIC is set to replicate the project in other states too, where a large tribal and rural population is living under the constant threat of wild elephants.  Project RE-HAB will have multi-pronged benefits. This will reduce human-elephant conflicts, increase farmers’ income through beekeeping, address climate change, regenerate forest cover and ensure food security for wild animals in their natural habitats,” Saxena said.

An India-Brazil G2G Webinar on MSME was held on 03.03.2021. The meeting was led by Ms. Alka Arora, Joint Secretary (SME) from Indian side. During the meeting both sides shared their policies & practices on development of MSMEs in their respective countries. Indian side also expressed willingness for renewal of the MoU between National Small Industries Corporation Ltd.(NSIC), a CPSE under the Ministry of MSME, Govt. of India and SERBRAE of Brazil.

nts Margin money subsidy of Rs.2188.78 crore has been disbursed by banks upto 31.3.2021, under the ‘Prime Minister’s Employment Generation Programme’ (PMEGP) which will facilitate setting up of 74415 micro enterprises creating employment of around 592320 persons.

As on 24.03.2021, a total of 4,70,809 passed out trainees (job seekers) data is available on portal, out of which 81,921 job seekers have applied for registration. 6,040 recruiters (job providers) have applied for registration. Against various vacancies posted by recruiters, 28,197 jobs have been offered.

MSME SAMPARK

Skill Training under the Ministry of MSME is conducted through various organisations under the Ministry i.e. MSME-Tool Rooms, Technology Centre Systems Programme (TCSP), National Small Industries Corporation (NSIC) Ltd., Khadi and Village Industries Commission (KVIC), etc. During the month of March, 2021, (up to 26.03.2021) 44,774 persons have been imparted skill training by these organisations.

SKILL DEVELOPMENTDuring the month of March 2021, (as on 25.03.2021) as per the data provided by Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE), 95,361 guarantees have been approved involving an amount of Rs. 3,468.84 crore. During the current FY 2020-21 (from 01.04.2020 to 25.03.2021), a total of 6.98 lakh guarantees have been approved involving an amount of Rs. 33,881.51 crore.
