The Office of Continuing Education andExtensionServices(OCEANeS)isnowpreparingforthetrainingofTawi-Tawi’sEarthWarriors,tentativelyscheduled in September. The training is a first ofthemanyactivities linedup for theOffice followingthe university’s landing within the Top 8 “LovingOrganizations” of the Quest for Love, a programof former Department of Environment and NaturalResourcesSecretaryGinaLopez.

According to its official page, the Quest forLoveisanefforttobringdevelopmenttothegrassrootslevel believing that the key to development is thechangeagentora“lovingorganization.”Amongtheorganizations,MSU-TCTOlandedintheTop8LovingOrganizationswithacashprizeofP100,000andP5-millionworthofprojectsthatwillhelptransformTawi-Tawi as a premier community-based ecotourism

destinationinsouthernPhilippines.

Dr. Richard N. Muallil, OCEANeS Director,personallyfacilitatesthepreparationfortheupcomingtraining. “Ihope this trainingwill awaken theearth-warriorinus,passionatenurturersofourenvironmentand fearless in protecting it against its destroyers,”DirectorMuallilsaid.

TheMSU-TCTOteamfortheQuestforLoveisspearheadedbyChancellorMaryJoyceGuinto-SaliandOCEANeSDirectorRichardMuallil.WithMSUTCTOare various partners including theProvincialGovernment of Tawi-Tawi, the LGUs of Bongao,Simunul and Panglima Sugala, the PhilippineNational Police and its Special Action Force, thePhilippineMarinesandthePhilippineCoastguard.

It seemed life had turned upside down when I was tasked to hold the reins of the office of the Information, Press and Publications last July 2018. I was overwelmed upon realizing that I would lead an office that functions as the window of the University. Nevertheless, the magnitude of work wasn’t that tiring because I enjoyed the jolly and inspired spirit of the group that I joined.

For this issue, highlighted are the linkages, accomplishments and notable personalities.

Above all, MSU-TCTO was overjoyed as it was chosen as one of the winners of the Quest for Love Program of the ILove (Investments in Loving Organization for Village Economic) Foundation. It aims to engage genuine partners to help empower communities across the Philippines. Through this project, the foundation and its partners would provide financial and technical support to communities with the hope of promoting widespread social and environmental development. It is an initiative of the former Department of Environment and Natural Resources secretary. Ms. Gina Lopez. Tawi-Tawi is now on focus for its rich marine resources and colorful cultural heritage. Projects and opportunities now abound in the province through this intervention.

The OIPP team proudly will work hard alongside the administration to provide updates on developments and undertakings of MSU-TCTO.

TwoUSEmbassyprogramswereimplementedin MSU-Tawi-Tawi this year, the #DiGiTiZEProjectand the Do-It-Yourself Makerspace Program, bothsponsoredbytheUSEmbassythroughtheAmericanSpaces Philippines and American Corner at MSU-Tawi-Tawi. Prof. Fernigil L. Colicol, a faculty ofthe College of Education served as director of theprogramsassistedby the lead facilitators,Mr.Nur-MukinA.Usman,Ms.MarifeP.Aglosolos,Ms.LenieDollB.TomialandMs.EmelynA.Rebosura.

#DiGitiZEProjectisacivilsocietycertificationworkshopaimedtoteachtheyouthhowtoutilizeandmaximizetheuseofdigitalphotographs,videosandsocialmediaincreatinganadvocacycampaignthatwillcontributeinbuildingacivilsocietythatprovidesopportunities to raise awareness and social actionand conversations on societal and national issuesthat matter to the community. #DiGiTiZEProjectcameintwobatches,thefirstconductedinAprilandthe second in May of this year. Thirty participantsof each batchwere selected from high school andcollege applicants in MSU-TCTO. There were fivesessions in all, with the last as culmination andgraduation program. The four separate sessionsfocused on specific areas: digital photography,videography,journalismandsocialmediacampaignmaking.Dr.ElviniaR.Alivio,Mr.NasriA.Juhuri,Mr.Abduljim B. Hassan II and Ms. Rukayya A. Darulweretheresourcepersons.Prof.CharmineZ.Puig,aUSGovernmentprogramalumnaalsoservedasa

consultant.Asanincentiveforthebestsocialmediaadvocacycampaign,twoparticipants,Ms.LovelyL.Mae Bulwan and Ms. Darah Lorraine S. Duyananfromthefirstandsecondbatches,respectively,wereawardedgrantsfortheirfinalprojectimplementation.

The Do-It–Yourself Makerspace Programoverallgoalistointroduceandpromotelow-costandlocallymadechalkboardsfortheAmericanCorner’soutreachactivitytobedonatedtoapublicschool.Theprogram enabled the AmericanCorner participantstobuild15portablefoldingdouble-sidedchalkboardswhich were very convenient to transport, in linewith American Spaces efforts to promote STEAM(Science,Technology,Engineering,ArtsandMath)in school. Fifteen qualified MSU-TCTO students(high school and college levels) participated, eightmalesandsevenfemales.ThefirstmeetingandtheopeningprogramwereonJune10,2018.Theywereintroduced to carpentry and handicrafts-making byEngr.AllanS.Caguioawhoservedastheresourceperson for the first session. The actual workshopsfollowed,whereeachofthembuiltafoldingchalkboardwiththeassistanceofMr.EdgarB.Fabillar,theleadcarpenterandfacilitator.TheTurn-overprogramheldon July 13, 2018 at the Conference Hall of MSU-TCTO inSanga-SangaCampuswasgracedby theprincipalsandrepresentativesofSalamatElementarySchool,YusopDaisElementarySchool,MSU-TCTO-CDCLESandMSU-TCTOCHILDS.

Philippine Sports Commission and ARMMRegional Sports, in partnership with the MSU-TCTO,conductedafour-dayseminaronIndigenousWomen’sSportswhichstartedonJuly18to21,2018attheHenryV.KongGymnasiumintheMSU-TCTOSanga-SangaCampus.

The resource speakers were Prof. HenryDaut of MSU Marawi who talked on IndigenousPeople’s Games; Dr. Shamira C. Dais of MSU-

TCTO,Women Empowerment through Sports; Dir.ParamisuliT.Amin,BreakingtheBarriersforMuslimWomen in Sports; Dir. Al-Trekee Dayan of ARMMRegionalSportsandDir.AminonPresentationandDocumentationofIndigenousGames.

Theseminaraimed topresentandpreservethe different indigenous people’s games andempowerwomeninsports.

As stated in some studies, BudBongao isa treasure troveofbiodiversityandoneof the lastmoist forests in theSuluArchipelago. It is amongthe landmarks of Tawi-Tawi and renowned as asacred mountain by locals and visitors alike. TheBud Bongao Management Council (BBMC) hasexertedeffortstoprotectthemountain’sbiodiversityanddeclaredBudBongaoasaLocalConservationArea(LCA)intheARMMRegion.

Mr. Yusuf Ali T. Eldani, an employee fromthe Marine Science Museum, participated in theYoungSoutheastAsianLeadersInitiativeSeaandEarth Advocates Camp (YSEALI SEA Camp) on

January21-30,2018atAltaCebu,Cordova,CebuCity.TheSEACamp,aprogramofSavePhilippineSeas(SPS)inpartnershipwithUSEmbassy,aimstobuildthecapacityofyoungpeopletoplaybiggerrolesinconservation.Oneoftheseriesofactivitiesof the camp was to pitch a project proposal thatcould be funded. Hence, Mr. Eldani proposedSPECT or Saving the Peak for Environment,Culture,andTourism,andwasselectedasoneofthefiveproposals thatwerepresented.TheChiefMermaid, Ms. AnnaOposa, emphasized that theproject, no matter how small it looked, must besustainableandfeasibleforittobeaccepted.

Saving thePeak forEnvironment,Culture,

andTourism(SPECT)isanenvironmentalcampaignthataimstopromotetheuseoftumblers,ecobagsandotherreusableitemsasreplacementofsingle-use plastics inBudBongaoForestPark,Bongao,Tawi-Tawi.Thegoaloftheprojectwastofacilitatethe participation and collaboration of communityleaders and stakeholders on the BehavioralChangeCampaign(BCC)andpolicy-makingforthepreservationandpromotionofBudBongaoForestPark.

At the start of the preparation phase, theproject coordinator,Mr.Eldani, reachedout to hisfellowSEACampalumniof thepreviousbatches.The alumni, also known as merkids, supportedthis campaign, and helped in consolidating thewriteupsandplanningpreparation. Itwaseasy toaccess themsincemost of themare employed inMSU-TCTOlikeMs.JovelleyMuharram,Ms.AninaHaslee Julkanain,Mr.Nur-MukinUsman, andMr.Frank IvohDunque.Theyalso invitedMs.ChrysaCamilleDeLeonandMs.HaninaMuksintojointheteam.

The team paid a courtesy call on MayorJimuelS.QuewhereintheypresentedtheSPECTproject proposal as a complementary promotionfor theprotectionandpreservationofBudBongaoBiodiversity. The Mayor expressed his supportto the idea, and gave his commitment to providenecessarymaterials for the implementation of theproject.TheteamalsopartneredwithMSU-TCTO,Save Philippine Seas, Sip PH, Basilan YouthEmpowerment,AmericanSpaces,PlasticBattlePH,andEnvironmentalManagementBureauofRegionIX,

When the four-month supervision of SavePhilippine Seas (SPS) ended, the team decidedto search for other proponent institutions that cansupport the continuation of the project. Since theprojectisanoutsideactivity,Dr.RichardN.Muallilsuggested that the SPECT advocacy can beadaptedandsupervisedbytheOfficeofContinuingEducation andExtensionServices (OCEANeS) oftheMindanaoStateUniversity–Tawi-TawiCollegeof Technology andOceanography. The teamalsobelieved that MSU-TCTO, being an advocate ofBiodiversityConservation,canhelpstrengthenthesustainabilityofthesaidadvocacy.

Theteamofficiallylaunchedtheone-month

campaign on August 04, 2018, and operated onweekends from 6:00 in the morning and 3:00 intheafternoon. It alsobecameoneof theopeninghighlightsofMSU-TCO49thCharterDay that fellonthesameday.TheSPECTTeam,inpartnershipwith Bud Bongao Management Council (BBMC),initially started the campaign by providing shortcampaign talks, trivial infographics, photo boothandrefillingstationsasencouragementontouristsandlocalstousereusabletumblersasreplacementofsingle-usebottlesbeforegoingtoBudBongao.For thesustainabilityofwater supply, the refillingstation charged a minimum cost in the range ofPhp1.00for250ml,Php2.00for500ml,Php3.00for750mlandPhp4.00foroneliter.Byusingtumblers,tourists can save money instead of purchasingexpensive single-use bottles. They can also helpreducethevolumeoflanddebris,givinglessworryonthepartofBudBongaoManagementpersonnel.

At the end of the project, the dataassessmentrevealedthattheinfluencesontouristsandlocals,whobringtumblers,haveincreasedinthefourconsecutiveweekends:9%inweek1,22%inweek2,30%inweek3,and22%inweek4.ThedataservesasoneofthestudybasestopromotepolicydevelopmentinBudBongao.

Thereafter, Bud Bongao ManagementCouncil (BBMC) recognized the environmentalefforts initiatedbytheteam,andselectedSPECTas one of the core group members to assist indrafting the initial updated version of the 5-yearBudBongaoManagementandDevelopmentPlanfortheplannedperiodof2019to2023.Theteamwillinitiallyhelpindevelopingaproposedpolicytobansingle-usebottlesandutilizereusabletumblersin Bud Bongao Forest Park. Promoting this kindofpolicywillbe thestartingpoint toslowlyswitchfrom single-use plastics to reusable items whichare essential for environmental conservation,behavioralchange,and tourismpromotion inBudBongaoandalsoinotherpartsofTawi-Tawiinthelongrun.

In a bid to double the efforts forinternationalization, the Office of InternationalLinkages (OIL) was created, duly approved bythe Board of Regents to further the globalization,modernizationandinternationalcollaborationsoftheMindanaoStateUniversityinTawi-Tawi.

TheOILwasformallyinauguratedatthe2ndFlooroftheSabdaniBulanteBuildingonAugust17,2018.ChancellorMaryJoyceGuinto-SalidesignatedDr. Surma J. Werble, former Chairperson of theBachelorofScienceinTeachingArabicDepartmentoftheCollegeofIslamicandArabicStudies,astheOIL’spioneeringDirector.

“Myfutureplan,asidefromequippingproperlytheMSU-TCTOOIL, is to ensure that itsmandateand functions, which is to strengthen partnershipswith its local, national and international linkagecoordinators in promoting researches, achievingquality education, innovations and other fields forglobal competitiveness and engagements for thestudents, faculty, staffand thewholeofTawi-Tawi,will be operational,” said Director Werble as sheansweredqueriesontheoffice’svision.

The American Corner of MSU - Tawi-Tawi joinedanonlinediscussioncalled “iASEANConnect” with the topic “Youth Employment andSocial Entrepreneurship in the ASEAN Context”hosted by theAmericanCorner ofMSU - IIT onJuly20,2018.

TheparticipatingAmericanCornersareACZamboanga, My America Jakarta, US EmbassyManila,AmericanCornerBaguioCityandPustakaNegeriSarawak,Malaysia.

The said activity aimed to promoteinvolvement, inclusiveness and innovation in theASEANRegion.

The scholars of the Mindanao StateUniversity in Tawi-Tawi will receive amuchhigher stipend starting this academicyear. Following the assessment of theadministration, the stipends were nearlydoubledfromtheirpreviousamounts.

Realizingtheneedtosupportfurtherthescholarsof theuniversity, theadministrationdecided to increase the financial support todeservingstudents,whoaremostlyfromthemarginalizedandculturalminorities.

A100%increase,fromtheoldrateofP1,500.00,amountingnowtoP3,000.00willbereceivedbyeachacademicscholaroftheuniversitystartingthisacademicyear.

Theathleticscholarswillnow receivePhp1,200.00each,fromthepreviousrateofP450.00whilethemembersof theTambuliCultural Dance Troupe and the UniversityBandwillnowalso receiveP1,200.00 fromtheoldstipendrateofP600.00.In addition, a Summer-Job Program wascreatedforstudentswhowantedtoworkfor

thesummer-terminsomeoftheofficesoftheuniversity.Forthedurationofthetwo-monthprogram, each of the trainees received P10,000.00.

Moreover, to help self-supportingstudents,theStudentAssistantshipProgramwas established. A student assistant, afterbeingcarefully selected, rendersacademic-related services to some offices of theuniversity.EachofthestudentassistantswillreceiveastipendofP900.00.

Asked for his view of the recentdevelopments, former Student RegentOmarMangonasaidhe is reallygladof thenew policies. “Scholars will [now] be morecareful inensuringtheirscholarshipswillbecontinued,and theywill strive formoreanddobetter,”headded.

Healsowishedthatthescholarswoulduse the opportunity wisely and prudently.“Focus on your studies andmake sure thefundswill not bewasted, and keep inmindthatyouarethehopeofthenation,”Mangonaadvisedthescholars.

The new policies instituted by theuniversity administration aims to boostthe morale of deserving and hardworkingstudents, and to provide real-life avenueswithintheacademefortheirpersonalgrowthandenrichment.

TheCulturalCenterofthePhilippines(CCP)and the Mindanao State University in Tawi-TawisignedaMemorandumofUnderstandingonCulturalExchange for joint cooperation in strengtheningpublicparticipationandpromotingartisticexcellenceincultureandarts,particularlyinTawi-Tawi.

TheCCP, through itsKaisa saSining, aims to establishand further strengthen its linkagesandcollaborationswithlocalorganizationsandinstitutionstoincreasepublicengagementintheartsandbringitsprogramsandservicesclosertothepeopleintheregions. The MOU established the Regional ArtsCenterinTawi-TawithroughMSU-TCTO.

“ThroughtheCCP,wewillbeunitedincultureandarts,”Ms.CarmencitaJ.Bernardo,DepartmentManager III, CCP Cultural Exchange, said in hermessage.

Chancellor Guinto-Sali also emphasizedthatTawi-Tawiand itspeoplehavea treasure troveof historical and socio-cultural heritage that wereinfluencedbythenativetraditions,artsandcraftsoftheArabs,Chinese,MalaysandtheEuropeans.

“TheinclusionofMSU-Tawi-TawiasoneoftheRegionalArtsCenters inMindanao through theKaisa sa Sining is very auspicious as it comes ata timewhen theTawi-Tawians’ arts and culture [is]at risk of being discarded, ignored or consigned tooblivionasacasualtyofmodernizationandprogress,”ChancellorGuinto-Salisaid.

The MOU highlights the need to forge amediumtermpartnershipbetweenthetwoinstitutionsthat will advance cultural and artistic developmentandpromotionintheregionsandthecountry.

“Rest assured that MSU-TCTO will be astrong, dynamic partner as it will promote andshowcase the Tawi-Tawians’ culture and arts, notonlynationwidebut,ifpossible,throughouttheworld,”addedChancellorGuinto-Sali.

The construction of the P 12-million, two-storey MSU-TCTO Students’ Center had startedrecently.Theproject,whichwasearlier announcedby Chancellor Guinto-Sali during the 49th CharterDay Celebration, is a first in the entire MindanaoStateUniversitySystem.

The groundbreaking ceremony was heldduringthe49thCharterDayCelebrationlastAugust4,2018alongwith theunveilingofotherprojectsoftheuniversity.

TheStudents’Centerwouldhouseprimarilyfront-line offices for student services, namely:

Guidance andCounselingOffice,Office of StudentAffairsandtheSupremeStudentCouncilalongwiththe college organizations. It would also include astudentloungewherestudentscouldchat,studyandconvene for their meetings. It has also a souvenirshop.

This was funded primarily due to theinterventionandsupportofSenatorJuanEdgardoM.Angara.

“Draw through your heart, through your dream,”LopezemphasizedassheinspiredtheEarthWarriorstodream the best for Tawi-Tawi as both an environmentalsanctuaryandtourismhaven.

The said training and conceptualization dividedthe Earth Warriors into groups. The presentations ofproposals highlighted the need to protect and preservethepristineenvironmentwhileproviding livelihood to thelocalsofthetown.Afterthepresentations,theTeamcameupwith the followingwhichwerestressedaspartof theeco-tourismprogramthatwouldbedevelopedinSimunul:the need to improve the food processing capabilities ofthelocals,accreditationofhomestayprogramfortourists,productionoforganicproductsand localsouvenir items,and thedevelopmentof tourist-relatedactivitiessuchassnorkeling,bamboobikingandcavewellsexploration.

An island-to-island tour program would also bedeveloped,consideringtherisingnumberoftouristvisitsinSangaySiapoandotherislands.

MSU-TCTO celebrates International Day of PeaceAs part of its mandate, the MSU at Tawi-Tawi will continue to do its role as a state university providing relevant instruction to the cultural communities of the South, particularly in Mindanao, Sulu and Palawan region. It will continue to arm its students with education - to achieve peace in Mindanao, and harmony among the diverse people of the islands - as part of its aim to become a premier educational center for peace in the country.

Thus, on the 21st day of September, the MSU-TCTO joined in the celebration of the International Day of Peace. This event was initiated by the Institute of Peace and Development in Mindanao (IPDM) headed by Director Said M. Alih.

The celebration included a parade followed by a short program at the Henry V. Kong Gymnasium.
