    The Fire Department has the responsibility of keeping upwith all Federal, State, and local laws, procedures, andpolicies that oversee the Fire Service. The Fire Depart-ment also has the duty to maintain all the Fire Engines and all

    other equipment used to protect the lives and property of theFlanders residents as well as those who live around our town.The Fire Department is also responsible for attaining the bestpossible equipment and the continuous training of our members both for their safety and the safety of all whom we protect.

    The Fire Department is a full-time Volunteer Departmewhich has approximately 60 members. We answer appromately 900 calls (runs) a year. We respond to fires, motor vecle accidents, fire alarms, CO alarms, haz-mat incidents a

    rescues.The Flanders Fire & Rescue Squad also responds to othtowns in need. (Mutual-Aid) We help cover towns like BuLake, Chester, Long Valley, Netcong, Roxbury and Hacettstown.

    The Mount OliveTownship foodpantry is located in

    the Municipal Building nextto the Health Department. Itis a small pantry that onlyprovides for non-perishableitems. The purpose of theMount Olive food pantry isto help residents duringtimes of emergency and for afew months until such timeas they can get back on theirfeet or establish a more per-manent means.

    The Township foodpantry requires that proof of monthly income andmonthly disbursements beprovided in order to deter-mine eligibility and resi-

    dency.     Mt. Olive Township is comprisedof 32 square miles. It consists of

    two sections named for peopleor events, such as: Budd Lake, named forJohn Budd, and Flanders, named for agroup of early settlers who vacationed inFlanders, Long Island. Roads in the Town-ship are named after early settlers as well,such as: Smithtown because of the manySmiths that lived there; Drakestownnamed for the Drakes; Bartley Road forthe Bartley family; Waterloo, which hadserved as a French Army Officer's hospitalin 1740 and later when Napoleon met hisdefeat, the Americans there, who weresympathetic to the British, named theTownship, Mt. Olive, for Benjamin Olive.

    The beginning of the first hundredyears was on March 22, 1871, when Mt.Olive was created through the splitting of the area then known as Roxbury Town-ship. Records indicate that those presentwere Jared Hathaway, John Smith, DavidWolfe, Richard Stephens, Harry Sover-

    eign, Josiah Meeker, Mr. McNeeley and aMr. Riggs. The amount of taxes to be as-

    sessed by Mt. Olive was 786.65. Namesof boundaries were changed and the tax-payers listed.

    Before that, indications are that landwas purchased from the Indians in 1708.There is no known record of the pricepaid. Speculation is whether the land in-cluded Mt. Olive, an area roughly the sizeof Manhattan Island, and whether theprice was $24 and some trading goods.

    In 1713, the upper part of the westerndivision of the province of New Jersey,Lying Northward of the Brook called As-sanpink, was created into a county calledHunterdon. Roxbury Township, includingwhat is now Mt. Olive, became the fourthtownship in Morris County in 1740.Chester broke away from Roxbury in1799. Mt. Olive was separated from Rox-bury on March 11, 1871.

    Before the white settlers "invaded" thispart of New Jersey, the Lenni-Lenape In-

    dians lived here in tepees and caves. Fromthe cleared fields, many arrowheads, tom-

    ahawks, corn grinders and other relicsalong the lake road, it is believed that theircouncils were held in Budd Lake in theVicinity of High Street.

    In selecting their homelands, nearbywater was a necessity, whether lakes,brooks, streams or swamp. There had tobe abundant hunting grounds - placeswhere animals and water fowl congre-gated. Sandy or loamy land was preferredto stony or rocky spots. Weapons wereprimitive and the Indians used them withgreat strategy. They did not stay too longin one spot, because when game becamescarce, they moved on. Every clan huntedin a well-defined area, large enough tosupport all its members. They did not tres-pass on their neighbor's hunting grounds,and it is estimated that there was one In-dian to each square mile. Periodically theyunited with other tribes to go the seashore

    Histor y of Mt. Olive for their much loved oysters and clams, orto take trips across the country to the

    Delaware River, where they held theirgreat councils. The Lenni-Lenape (mean-ing "original people") were friendly. Thewhites around here respected this attitudeand always bought, rather than take theland.

    As far as we know, the first white menwho came to this region in 1713 werePeter Garbut and Francis Breck, whostaked out an initial settlement area of 2500 acres, part of which is now Mt.Olive, formerly called Battletown. AfterGarbut came John Reading, who took up250 acres, which included the northernhalf of Budd Lake. In 1714, John Budd lo-cated 1300 acres, part of which is thepresent Flanders. Following these initialsettlements, the industrialists of that pe-riod moved in. Because of the many swiftstreams, water power was abundant. Gristand saw mills, distilleries, tanneries andcreameries flourished. The entire commu-

    nity was rich in Iron and other minerals.Forges and wood-fuel iron worksabounded. One foundry built in 1845 is

    still in operation. L However, in the early1900's, Pennsylvania, with its vast coal re-gions, plus the fact that many of our mineswere marginal and too costly to operate,overshadowed us.

    Colonial commerce had looked to Eng-land for capital, but gradually businessand industry had developed sufficientlyfor colonial capital to become available.For those who are concerned about taxestoday, it might be well to consider that in1722, the court ordered Elisha Bird to as-sess and collect taxes on inhabitants to-ward the support of His Majesty'sgovernment. As an example: $1.00 for apiano; $1.00 for a carriage (trucks wereexcluded). In 1794, William Woodhullhad to collect the sum of 10 pounds, 6shillings, 5 pence for the month of Sep-tember. By 1865, the tax schedule was di-vided into State, $1.10, County $1.76,Polls, $1.11, Township $1.06, Dogs $ .30,

    Bonds $46.31, and Roads $1.76. The collector at that time was Paul Drake, Constable.

    It was the custom in the late 1800's topublish an Annual Mt. Olive FinanciaReport in booklet form, listing credits andebits and the names of delinquents. Inthe resume for 1898 we note: Snow bill$43.62, Election bills $51.38, Poor bill$151.24, Board of Health $11.00, Assessors and Collectors fees $229.47, Miscellaneous $246.39, Bounty bills $246.24(this included obnoxious animals (such askunks), Committee and Clerk's fees$112.00. Balance in Treasurer's hand$136.47, Total: $1,126.70.

    According to the History of MorrisCounty (1882), two churches and fouhouses made up the village of Mt. OliveFlanders was the largest settlement with50 houses within a mile of the twochurches in Mt. Olive Village. Budd Lakhad 20 houses clustered around theSharpe's Boarding house (later known a

    A hundred years ago, water was ob-tained from springs and wells. Sanitaryfacilities consisted of outbuildings with acapacity of one, two or three. A home forsale advertisement of the time couldamount to "four rooms and path." As Mt.Olive began to develop faster, there cameinto being local water companies to servecertain areas, for example Flanders WaterCompany, West Jersey Water Companyand others. Sanitary facilities went tocesspools and then to septic tank systems.

    In the early 1960's, with the advent of the Clover Hill Residential area in Flan-ders, water and sanitary sewer systemswere designed and constructed to servicethat area. This set off a building boom,particularly attractive to new residentswho came here to escape the problems of the built-up areas and to enjoy the kind of living available in a rural area. Beforelong, it became apparent that Mt. Olivewas on the way to becoming a rural-sub-urban community.

    Until 1968, government in Mt. Oliveconsisted of a three-man Township Com-mittee. At this time it was enlarged to fivemembers. For the first time a Department

    of Finance was created, which made itpossible by the end of 1970 to reorganizethe finance office, install mechanicalequipment and increase tax collections toover 92% from the previous 87%. Thiswas done by a committeeman in chargeof finance and a new tax collector. L Allother Township departments were organ-ized as before. In 1969, by action of thecommittee, supported by citizens, thepeople voted for a new mayor-councilform of government. On January 1, 1972,there was an elected mayor and seven-man council elected at large. The mayorwould operate the government with apaid, appointed administrator. The coun-cil would be essentially a legislativegroup with no administrative power.BARTLEY

    Originally known as Bartleyville, thename was changed in 1901 to Bartley, be-cause of the common usage of that wordby the officials of the Central Railroad of New Jersey, which runs through this com-munity. Although sparsely settled, this en-

    terprising farm section has always hadsome type of industry. Col. Hugh Bartley,who settled in Mt. Olive in 1810, not onlyowned a large farm, but built an iron forgeon the estate, and a few years later,William Bartley founded the continuouslyoperated "William Bartley & SonsFoundry and Machine Shop". Recently,this was taken over by the RichardsonScale Co. of Passaic. In 1882, according

    to the Munsell's History of MorrisCounty, there were six houses, an ironfoundry, a school and a post office. As of the writing of this history book, thefoundry was still in operation and thepopulation had increased.

    In 1876, the Central Railroad of NewJersey was built from High Bridge toDover. In 1902, this was a very busybranch with four three-car passengertrains a day (discontinued in 1932).Freight trains were so long that it tookthree engines to pull them from GermanValley (now known as Long Valley), up

    the "long grade" to Ledgewood.The history of Bartley is actually his-tory of Bartley Family. Although Bartleydoes not have a church, it does have aquaint chapel which was constructed in1913, and which stands, almost as a chal-lenge to the surrounding communities. Itseems to reflect the early pioneer spiritengendered in the United States for thefirst influx of Anglo-Saxon immigrants.

    Mt. Olive was essentially a farming

    community with a resort area aroundBudd Lake, and with the Village of Flanders and the Flanders hotel, where thedrummers (salesmen) stayed overnightThen there were the bungalows and thetent colonies, particularly around BuddLake. These were the vanguard of thosewho followed after - the flight from thecities to the rural areas. They were thefirst developments.

    "I can still see very clearly, my firstglimpse of Budd Lake as I approachedalong Budd Lake Road each summer. Itbrings back that nostalgia which I believeI will never lose. I was one of these, andI lived (camped) behind the Budd Tavern(now demolished). We had deluxe tentquarters, three rooms: living and sleepingkitchen and in between an open diningarea. We had wooden floors underneathhomemade ice boxes and a kerosenestove. Each fall we would pack it all awayin the old ice house behind the Buddbuilding and stand the floors up against

    the building. An event was when we tookup the floors in the fall. We usually had tochase away the mice that lived under usin the summer. I first came here as a BoyScout and camped on a little hill over-looking the lake. We had our fife anddrum corps, led the July 4th Parade andgave a concert that evening at Oppen-heim's residence facing Elizabeth LaneBudd Lake was a real summer resort then

    It took two and a half hours to get therefrom Newark. Between July 4th andLabor Day, Budd Lake was alive with ac-tivity. Before and after that it seemed vir-tually deserted. I played hardball, thirdbase, ona ball field where there isnow thePavilion parking lot. The local farmerssold fresh vegetables. Farmer Stephenssold us milk, dipped out of a milk can andpoured it into our bottles and mason jars.There were 14 taxis to take the commutersto Netcong Station every day. We hadmovies on Saturday night run by the Buddfamily. There was no electricity andpower for the movies came from a one-lung engine which could be heard all overthe lake, drowning out the piano player.Later we went to thevarious dance places.It is different now. The resort life of BuddLake then has "gone with the wind."

    And, in a more feminine vein, a letterfrom Florence Pfalzgraf Kern andher sis-

    ter Beatrice Pfalzgraf Darlington: "Sum-mers at Budd Lake during World War Iand the early 1920s were country sum-mers with plenty of swimming, hayrides,canoe trips across the lake into the blue-berry swamps and the cove called TheGreen Room. Dances and shuffleboardand pool at the Budd Lake Athletic Club,hikes along the Morris and Essex Canal,where an occasional horse-drawn bargecould be seen gliding along or maneuver-ing the incline and the lock at Waterloo.

    The one room school house on WaterlooRoad, taught by Vi Knowles, was stilllarge enough to serve the winter popula-tion. A macadam road meandered fromNetcong to the Lake like a cow path, with23 sharp curves from the Lackawanna sta-tion. At Stephens' Corner (the presentGeary Store), it bore left passing summercottages, the Union Chapel, CharlieBudd's Store (where the Pavilion is now),

    the Budd Lake Athletic Club (now demol-ished), and the Forest House (also demol-ished). At the Outlook Park Dock (Petrie'sCorner), it became a single track dirt roadto the end of the lake to Wolfe's farm, andover the hills (the road leading to CountryClub Estates) to Hackettstown. The tentsof the earlier summer people on Sand-shore had given way to wooden cottages,each with its own well, on both Sandshoreand Rock Shore (now part of CountryClub Estates). A few cottages were scat-tered along the rest of the waterfront withthe west shore a wilderness except for onebig estate (Manor House - now demol-ished). Only a few of the cottages had fur-naces. It was like a deserted village in thewinter. Most of the summer people camefrom Newark and New York, but therewas a sizable group from Pennsylvaniaand Brooklyn. Many returned year afteryear. A few hardy souls, about 20, com-muted to New York, leaving on the 7:04a.m. and reaching the city two hours later.Those who chauffeured them usually

    stopped at the bakery near the tracks fofresh baked bread and halfway back to thlake would stop at the Chamberlain farmfor bottled pasteurized milk. Some fe5that this milk was safer than that whicMrs. Stephens brought from Drakestoweveryday in her horse and buggy and ldled out at each house into the customerown bucket or pitcher. An early evenincry along the streets of the colony wa"here's your Newark Evening News". Thwas lame Abe Souers who lived back othe Mt. Olive Road and made enougfrom his newspaper route to buy a phonograph and just abut every record that camout during his lifetime. Another familiacharacter was Mrs. Dicky Budd, whlived on the waterfront near the Budd InShe flounced along the shore in lonskirts picking up debris and scoldinthose who littered 'her' lake. A mile out oWaterloo Road, lived 'Gold Mine Bill', hermit who fervently believed that someday he would strike gold. His tiny cabiwas surrounded by mining shafts."

    "Church suppers in Mt. Olive, Bartleand Drakestown were popular with thsummer folk who knew they would getgood hearty dinner for a dollar. Somdrove their cars or buggies over the na

    Many of the large Budd Lake hotelwere clustered around the 'old' municip

    building on the Lake. The Greene Inn bcame Greycourt Inn, later La Baule annow the Le Rendezvous. The MendotHouse became the Budd Lake hotel, thethe Budd Lake Inn and now the HofbraNext to the 'old' municipal building wathe Roberts' House. All along Mt. Olive Budd House which became MinnieMitchell's boarding house, then Candle-light Inn, and then Zigs Service Station.A little nearer to the lake was FlorenceHouse run by Colleeneys and later theQuicks. On the lake front was the ForestPark house, which changed hands manytimes, but continued its name. It wentfrom Sharpe to Benedict to Rowland toHerring, Hanley, Fuchs,Eichler. In 1966,it burned to the ground, after 80 years asa small hotel. Across the street, BeecherLodge which ran for 30 years and then re-turned to its original purpose, a home.There were many more, but they have ei-ther been demolished or are nowswellings. Across the lake was SilverDollar Smith's mansion which becameknown later as the Manor House. Thiswas demolished and a modern home hastaken its place. In the 1950s, motels cameinto being but an ordinance was passedwhich would prohibit more being built.At about the same time, trailers were out-lawed. At one time there were two ridingstables in Budd Lake, One on Budd LakeRoad was owned by Ted Jones, but is nolonger in existence. The other, CountryWay Stables, in the Country Club Estates

    section, was still owned and managed byJack Sortoris in the 1970's.Sail boating and races continue to at-

    tract attention and ice boating is still pop-ular as a winter sport. Winters, whensnow is not too deep, competitions drawcrowds. At those times too, skaters enjoythe lake. Ice fishing continues but nolonger are cars allowed to park on the iceto keep fishermen warm while waitingfor a nibble.DRAKESTOWN

    Drakestown is situated on the farm of 200 acres purchased by Ebenezer Drakein 1759. This land was part of the greatBoynton tract of 3314 acres taken up byJosephPigeon in October, 1718, Burling-ton A.193). It was sold in part to Boyntonand in part to Allen. Samuel Barberbought the Drake farm and sold it in 1800to John Peter Sharp of German Valley(Long Valley). He left this property to hisson, John in 1826. John built a store andMatthias Thomas, his clerk, purchasedthe store and house connected with it, in-

    cluding five acres, a wagon house, a barn-yard and an orchard. This store housedthe post office from 1837 to 1911 and Mr.Thomas was the last postmaster servingafter Messrs. Lawrence, John and JesseSharpe, David Hildebrant, and Daniel

    Anderson. Before rural delivery came toFlanders, Long Valley and Hackettstown,horses and wagons brought the mail tothe store for distribution. The store is nowthe attractive home of Frank Harvey.

    As is the case with most old localities,the first consideration has been to build achurch. The Methodist church inDrakestown was built, and three of Mr.Thomas' daughters played the organthere. and next to that was the old black-smith shop which took down its shinglewhen the 'horseless carriage' made its ap-pearance. There were two generations of Thomas' before Matthias Thomas, whoowned the store. The grandfather of John,born in 1772, was the first of the familyto emigrate from Holland. In the same lo-cality there was a six sided schoolhouse,which was later used as a Sunday School,when in 1898, the brick building wasabandoned and a wooden one built. Thiswas used until 1925 when buses took thechildren to Flanders or Budd Lake. Avery fine dwelling is there now, in the

    school, pupils carried spring water fromthe Thomas place to keep the waterbucket in the school filled. Each pupildrank from the same cup.

    The McPeak name stands out promi-nently. In 1817, Jonathan McPeak was

    born in Sparta, and 20 years later hemoved to Drakestown and purchased aseven acre farm. As he accumulatedmoney and land was available, he even-tually owned 152 acres. At first, he builta log house, but later a large one - of 1 1/2stories. His grandsons, John and Charlestook charge of the farm in 1906 and car-ried on a successful business known asthe McPeak Brothers Farm. They retiredin 1958 and sold it in 1959 to parties whouse if for raising Christmas trees. How-ever, they retained enough land so thateach could build a modern home. During1927-29, there was a private airport in thelocality. However, except for some beau-tiful 'minimum of one- acre homes',Drakestown is still a farming community.(As written in 1975)

    As so many have inter-married in Mt.Olive, it might be of interest to namesome of the familiar ones: Pool, Lake,Force, Dilley, Hildebrant, Anderson,McLean, Sharpe, Thomas, McPeak.

    Drakestowns first post office began operating in 1837 in the general store of LawrenceSharpe. Sometime after 1877, Matthias Thomas bought the store and become post-master. Fieldstone was used for the section of the building where the Thomas familylived, and clapboard was used for the general store.

"Doug" Cabana is the longest serving member of the Boardof Chosen Freeholders, having joined the board in April 1997.He is a former freeholder director who was elected by his colleagues tothat post in 2000 and again in 2001. He served as deputy director in1998, 1999, 2011 and 2012.A former president of the New Jersey Association of Counties, it wasunder his leadership in 2006 that the association became an initial drivingforce behind the now popular concept of "shared services." Cabana willcontinue in 2013 as Morris County's representative to that statewide as-sociation, a role he has held since 1999.Cabana was mayor of Boonton Township for six years and a member of

    the township's governing body for 11 years. He is a member of the 200Club of Morris County and a former president of the Morris CountyLeague of Municipalities.Freeholder Cabana is an attorney who also has a degree in business man-agement.

    John CesaroJohn Cesaro joined the freeholder board in June 2012 when he filled anunexpired term that ended Dec. 31, 2012. He was elected to his first fullthree-year term as a freeholder in November 2012.He is a former Parsippany-Troy Hills councilman who served on thatgoverning body from January 2006 until mid-June 2012. While he wason the township council he held the position of council president from2008 2009.

    Cesaro is a strong proponent of transparency in government and in 2013he serves as a member of the freeholder Transparency Work Group ashe did in 2012. Cesaro is also a former member of the freeholder budgetcommittee.Freeholder Cesaro is a member of the Sons of Italy, the Parsippany Re-publican Club and the Parsippany Republican Committee.A 20-year resident of Parsippany-Troy Hills, Cesaro is an attorney. Heand his wife, Melissa, have one young child.

    Ann F. mGrossiAnn F. Grossi of Parsippany-Troy Hills is in her third year on the Boardof Chosen Freeholders.She came to the freeholder board with the government experience shegained as a member of the Parsippany-Troy Hills Township Council,where she served from 2006 until the end of 2010. She was council vice-president in 2008-2009 and was elected council president in 2010.As a freeholder, Grossi chaired the boards budget committee in 2012.She was also one of the driving forces behind the countys innovativeFlood Mitigation Program that assists municipalities in the county pur-chase flood-prone residential properties and convert them to permanentlypreserved open space.Freeholder Grossi is an attorney in private practice who received herbachelor's and master's degrees from William Paterson University andher Juris Doctorate from Seton Hall University Law S chool. She and herhusband, Nick, have one daughter.

    John KrickusJohn Krickus of Washington Township is in his first year as a MorrisCounty Freeholder.He is a former mayor of Washington Township, holding that position forthree years, as part of his 12 years on the Washington Township Com-mittee from 1993 to 2004. While on the governing body, he used hisbusiness background to institute a cap on municipal property taxes at therate of inflation or less, recognizing the need to control governmentspending. Krickus also participated in extensive farmland preservationand other conservation efforts that have maintained the rural characterof Washington Township.He received his B.A. in Economics and Political Science from Drew Uni-versity and an M.B.A. from Lehigh University. While in college, heserved in the Marine Corps Reserves at Picatinny Arsenal.After graduating college, Krickus received a CPA. He has worked inprivate industry in finance, operations, and marketing and currentlyworks in Parsippany as a marketing manager.A life long resident of Morris County, Krickus, and his wife, Carolyn,both grew up in Madison. They reside in Long Valley where they haveraised their two daughters, Kelly and Casey.

    William "Hank" LyonWhen William "Hank" Lyon joined the freeholder board on March 9,2012, he was, at 24, the youngest freeholder in New Jersey. Lyon wasthen elected to fill a two-year unexpired term on the board in November2012.Lyon has been freeholder liaison to the Department of Information Serv-ices, the Airport and Railroad Advisory Committees and the HeritageCommission, and served as a member of the Board of School Estimatefor the County College of Morris and the Morris County School of Tech-nology.He is a lifelong resident of Morris County, specifically the Towaco sec-tion of Montville Township where he was a member of the MontvilleHousing Committee.Lyon works in the family business which consists of restaurants and realestate, focusing his attention on operations.He graduated cum laude from the College of the Holy Cross with degreesin Physics and Economics. On Sunday evenings you can find him at hischurch, Emergence, and in his spare time, Hank enjoys reading, stayingactive at the gym, and, of course, spending time with family and friends.
