October 2008 New Crossways Community Centre Doors Open 16 October The battle to save Crossways has had a positive spin-off. Money raised by the campaign will pay for the lease on the ‘New Crossways’ Community Centre at 6 Roxburgh St. An 11-year lease has been taken out on the first floor of the building, which is next door to Hazel Restaurant. The 170 square metre area will be partitioned into a large room for public meetings and several smaller rooms for group meetings. The Crossways Community Trust, which signed the lease late last month, has had a name change too. It will be known as the New Crossways Community Trust. The new trust expects that most of the user groups from old Crossways will eventually be housed in the new centre. The opening ceremony will be held at 7:30pm on 16 October, prior to a meeting for Wellington Central’s election candidates. “The Trust is delighted that it was able to find such a good building in such a prime location. It is nice inside with great facilities and should soon become the focal point for community activities,” Trust Chair Bill Southworth said. “Our one great regret is that we could not find somewhere with an outdoor play area so that the creche could have joined us too. 2 Crossways Community Creche Update

The crèche will be leaving Crossways on 7 October. We had hoped to find a temporary premise in Mt Victoria or its near surrounds but all our efforts were unsuccessful. Fortunately, Housing NZ has agreed to lease us a building at 132 Coromandel Street in Newtown, on a temporary basis. Meanwhile we are continuing to work through legal issues with the WCC to see if we can obtain a lease for the Bandoliers building on the Town Belt. This process would be open to public consultation. We have investigated (and re-investigated!) lots of other buildings in the area that we hoped may present alternatives but to no avail. However, we are keen to follow up on any other possibilities people may come up with, so if you have any suggestions, please email Tracy at [email protected]. We are looking for somewhere in Mt Victoria or its surrounds - we are Mt Victoria's community crèche so we want to serve our community by being within walking distance. Our judicial review of the Pirie Street brothel’s resource consent is now underway, and is expected to run for some months as the High Court considers whether the Council correctly granted consent for the expansion of the business. We will keep the community informed of progress through the newsletter and the website. We’ve also recently heard back from the Minister of Transport, Annette King, regarding the poor state of the shops at the bottom of Ellice Street that were purchased by Transit NZ (now the New Zealand Transport Agency). The agency’s view is that they would require significant work to bring them up to earthquake standards, and in any event they intend demolishing them as part of the proposed flyover across the front of the Basin Reserve. The flyover is part of the Ngauranga to Airport transport corridor, and a number of residents have expressed concern about a mammoth concrete structure ruining the atmosphere and setting of the Basin. This will require close attention from residents, as it’s hard to see how the neighbourhood will benefit from having noise and pollution spread far and wide from the top of a motorway flyover. We also received information from the Council regarding the use of the Bandoliers site by the Crossways Creche. The letter confirmed that – despite the opposition of Council officers to Crossways being retained – they had prepared no contingency plans to re-locate or otherwise assist the crèche. This falls well short of the standards we expect from our public officials. While there are some real issues that need to be addressed if the crèche are to use the Bandoliers site, the lack of any planning to prevent the closure of a much-loved public facility in Mt Victoria is simply unacceptable. And finally, the Residents Association congratulates the New Crossways Trust on its recent acquisition of a new community facility on Roxburgh Street. Kent Duston President, MVRA [email protected]

Taniwha Coming to Pirie St Whaitaitai, one of the two legendary taniwha of Mt Victoria, is planned soon to return to guard the entrance to the Pirie St bus tunnel. Robert Stewart, the artist responsible for the murals at Clyde Quay School and on the Pirie St-Brougham St corner, was approached to create the artwork in an area that has suffered repeated graffiti attacks. The city council has agreed to meet the costs. Robert hopes that the other taniwha, Ngake, will eventually guard the other side of the tunnel entrance. Wellington’s harbour developed when the fish was hauled up. The mouth of the fish formed a lake separated from the

sea by a barrier of land. This lake trapped two taniwha (sea monsters) named Ngake and Whaitaitai. Ngake didn’t like being trapped so smashed his way through to the open sea, creating the entrance to the harbour from Cook Strait. Whaitaitai decided he would go out to sea as well but on the way he got stuck in shallow water as the tide went out. He remained there for centuries, only

being revived by the tide washing in and out which prevented him from drying out. However, in 1460 there was a great earthquake and Whaitaitai was uplifted, and subsequently died, becoming the present day Miramar Peninsular. His soul or wairua left him in the form of a bird called Te keo and flew to a nearby hill and wept. The hill was thus called ‘Tangi te keo’, also known as Mount Victoria.

Work continues at Council to support the Crossways Crèche to find an alternative site. This is obviously a difficult issue and I admire the efforts of the Crèche parents as they work very hard to find that alternative. I look forward to the public meeting where we can discuss the future of the Bandoliers site. The Council is also working on a paper that would canvas the options for the Bandoliers. This paper will go to Council before the end of the year. Just a reminder that voting closes on Wellington City’s STV (Single Transferable Vote) poll on the 27th September so there is still time to get your voting papers in. STV ensures that all votes count and that mayors must secure majority support, unlike under the First Past the Post (FPP) system where mayors can get elected with as little as 19% of the vote and many votes are wasted. Councillors have now adopted a new Policy on Infill Housing. The Policy has confirmed Kilbirnie, Johnsonville and Adelaide Road as areas for further development. The Policy envisages further character protection for Mt Victoria which is great news. Work is being done on increasing protection for some of our heritage areas. District Plan rules will come before Council later in the year. I will be strongly supporting these changes. Wellington City Council is consulting on a Walking and Cycling Plan. These plans are critical if we are going to move towards a healthier and more environmentally friendly community. It would be great to get some feedback. Stress-free Canine Social Club?

As the owner of two dogs, I’m keen to set up a dog play group in Mt Victoria and thought I would canvass opinion in the neighbourhood and see if anyone else was interested. We know dogs generally like playing with other dogs and that if their minds are not kept busy other trouble eventuates. The aim is to set up a no stress group – meeting weekly on the weekend for up to an hour to allow our dogs a chance to play with other dogs. Safety of the dogs and members of the public would be primary. The location could be the dog play area in Marjoribanks Street. Church Donates Crossways Furniture

The St Andrews Presbyterian Church has agreed to a recommendation of its Crossways Committee that furniture and other assets from the old Crossways be donated to New Crossways in Roxburgh Street. The offer includes 50 stacking chairs, six folding tables, a piano, a fridge, cutlery, cups and plates, office furniture, a copier and a computer. “This is a very generous gesture and we are extremely grateful,” New Crossways Trust Chair Bill Southworth said. “These are all things we desparately needed and we will now be up and running from day one at the new premises,” he said. New Crossways, at 6 Roxburgh Street opens at 7.30pm on Thursday October 16 with a meeting of the candidates for Wellington Central in this year’s General Election.

We think local and national transport agencies and Councils should commit to a 3.5m wide track on the seaward side of the railway line, from Petone foreshore to Ngauranga and on to Kaiwharawhara estuary (the ferry terminal).
