Lightning – Why do we observe it?

Lightning is a precursor of severe weather – where total lightning is the parameter to

observe

Severe weather and lightning strikes are a big

threat to public (and not only aviation)

One method of assessing the impact of climate change on

thunderstorm activity is to globally monitor and analyse the

long-term lightning characteristics.


MTG: A new Lightening Imagery Service

Each of the MTG-I satellite embark an innovative instrument equipped with 4 optical heads to cover >80% of the earth disc

MTG Lighting Imager Service descriptionThe Lighting Imager on board the satellite detect the combined flashes:

Cloud-to-Cloud / Inter-Cloud (IC) Cloud-to-Ground (CG); with a higher Detection Efficiency at night than during the day, i.e. weaker lightning

signals are detectable at nightThe service:

The “LI Accumulated Flash Area” product present the result in the form of a pseudo radar

RAIDEG: MTG data w.r.t. MSGNeed to increase capacity in Africa: Infrastructure

• Data access capacity need to be increased (more Bandwidth to receive the data, more storage…)

• Equipment to processed the data (PUMA station) need to be upgraded and software to visualise the data shall be updated

Personnel• training on new data and products, training on how to

use them in operational services (e.g. nowcasting, forecasting, aviation…)

• training on maintenance and sys. administration


Main scope of the discussionConsidering available bandwidth for data dissemination, the main

scope was: ‐ Ensure continuity with existing MSG data & related service‐ Understand the impact of the new MTG data/features in weather

forecasting activities in RA‐I and set priorities for on the new products/features that best fit African meteorological forecaster needs

to find the best combination of these products, e.g. trade‐off: ‐ between temporal/spectral/spatial resolution‐ between geographical coverage‐ between Level 1 and Level 2 products To balance between more products with lower quality vs less

product with better quality, which satisfy user operational needs.


Updated Description of prioritized products• A compromise between MSG continuity, improved temporal resolution,

improved spatial resolution, new channels, new products…• Taking into account diversity of user needs and bandwidth allocation constraint

TRANSITION TO MTG FOR AFRICA


Element to be considered for a successful transition

Space and ground segment which/when spacecraft (MSG or MTG) offer the 0-

degree service over Africa when are MTG products validated/ready for

operationsDissemination – which/when products can be

disseminated to users through EUMETCast-AfricaUser reception – when can the reception stations

receive and visualise the MTG productsUser readiness – when are the users trained to

use the MTG (new) products


Transition from MSG to MTG : Concept

Transition is a key aspects for users, as operation shall be maintained without interruption, continuity is the key aspect.

Enough time (e.g.18 months) shall be planned for transition with dissemination overlap: Not all users will migrate at the same time Possible parallel operation at user level with MTG and MSG

(back-up); Transition period will depend upon: The MTG launch date and MSG lifetime expectation EUM readiness (commissioning, tuning of products for Africa) User readiness (upgrade of station and training)

But transition is not extendable due to MSG satellite reaching end of life New lightning pseudo radar dissemination may start at a different

date as new FCI images


MSG to MTG – Satellites for 0degree service

Launch of MTG-I1 2nd half of 2021, followed by one year of commissioning (Lightning may be longer), followed by tuning for Africa specific aspects:MTG imagery available over Africa as of 2023

Launch of MTG-I2 in Q1 2025 will lead to the end of the MSG based legacy service:The users must be ready for a MTG only service

by end of 2024

=> Transition time is about 2 years


MTG transition: Plan for PUMA stationreception and visualisation

Plan for MTG-compatible user station at end of 2024: Current PUMA 2015 stations expected “lifetime” until ~2022

(6-years, deployed in 2016/2017).Maintenance of PUMA 2015 (and MESA) stations, for

period 2019-2020: build on Regional expertise and experts (e.g. RIC, RCC,

ASECNA, etc in discussion within GMES & Africa programme

2019 – Update of PUMA software for visualization of new products (RDT, 4km-model, etc), based on RAIDEG discussion


PUMA station -> Towards MTG

2022-2024: Upgrade (possibly refurbishment) of the PUMA 2015 stations planned under the intra-ACP Climate Service

programme selection of new software, and hardware specification and requirements to be discussed with

RAIDEG

2024: Validate full MTG-compatible station when real MTG data are available (software update may be needed)

Signed by the African Union Commissioner and President of AMCOMET (Minister of Agriculture, Cabo Verde)


Abidjan Declaration• Encourage and support the strengthening of African

capacities at regional and national levels, in particular in the National Meteorological and Hydrological Services, to ensure a smooth transition to MTG, and secure access to, and exploitation of MTG satellite data and products

• Further strengthen the African capacities in satellite meteorology by exploring the feasibility of developing and establishing, based on existing capacities, an African Meteorological Satellite Application Facility (AMSAF) leading to the generation of Africa-tailored satellite products on Weather and Climate Services answering to African requirements for socioeconomic development
