Multinational Headquarters – EU-related

European Corps (Euro Corps) Headquarters

The European Corps is currently drawn from five member states: Belgium, France, Germany, Spain and Luxembourg. The missions of the European Corps are the common defense of the allied territory in application of Article 5 of the Treaty of Washington or Article V of the Brussels Treaty. It can also be deployed for peace-restoring and peacekeeping missions, humanitarian and rescue tasks and tasks of combat forces in crisis-management. Furthermore, the Euro Corps is intended to serve as the central core structure for any eventual European armed forces, to constitute an instrument for the common foreign and security policy and a means of reinforcing the European pillar within NATO. The Euro Corps is headquartered in Strasbourg, and its main combat capabilities are to be provided by at least 10 ground combat brigades: 2 German BDEs 2 Belgian BDEs 3 Spanish BDEs 2 French BDEs and the combined Franco-German BDE. Although all member states of the Western European Union have been invited to join the European Corps, it is thought that -- if only for span of control and interoperability reasons -- it should not be enlarged beyond its present composition. It is now generally agreed that if more nations are interested in participating, consideration should be given to the possible creation of a second European Corps. Except for the French-German Brigade and the staff of the Multinational Command Support Brigade which are permanently under operational command of HQ Euro Corps, all national contributions remain under national command in peacetime. They become fully subordinated to Euro Corps only after transfer of authority has been decided by member states. Even then, the joint decision to deploy the European Corps remains the responsibility of the governments participating at that time.

Rapid Reaction Force Headquarters

E.U. leaders have agreed to establish a RRF of up to six brigades to resolve conflicts, perform peacekeeping duties and humanitarian and rescue work. The RRF will operate under the E.U.'s European Defense and Security Policy. Germany has indicated that it is willing to provide 1-3 brigades to the RRF. NATO nations’ experiences of Afghanistan, however, have precluded resolution of numerous issues regarding command, transfer of authority, and willingness of nations other than Germany to commit to providing forces.

Non-NATO Military Forces

Ukraine

The Ukrainian Air Force established an automated command and control system for aviation and air-defense units and a common automated radar field system beginning in 2006 to conform to NATO standards. These are components of what is intended to be a fully joint command and control system for the armed forces. The air operations center, command and control center and warning center have been organized and structured, although construction of all the related facilities has not been completely finished. The Ukrainian navy continues to be based on former units from the Soviet Black Sea Fleet. Overall serviceability in the fleet is very low due to a shortage of funds and spares. The land and air force changes are part of the Ukrainian armed forces' comprehensive reform and downsizing plan. Despite increased tensions with Russia beginning in 2008, the plan’s essential elements had been largely completed by January 2016.
