Monthly Performance Report

Mr. Wesner reviewed the highlights from the Fund’s June investment performance.

Second Quarter Performance Review

Mr. Wesner presented the performance of the Fund’s investments during the second quarter of 2019.Trustee Conyears-Ervin noted the deviation regarding High Yield Fixed Income Manager Crescent andrequested it is noted in future updates.

Mr. Wesner updated the Board on several personnel changes within JPMorgan Asset Management. TheFund’s Investment Consultant and Staff recommended change in the Portfolio Management Team warrantsan “Alert” status.

Based on the recommendation of Staff and the Investment Consultant, Trustee Johnson made a motion toput JPMorgan Asset Management on Alert due to organizational changes. Seconded by Trustee Thompson.

Update on Fund's Net Position

Mr. Yoon provided the Board with a summary of the Net Position of the Fund as of July 31, 2019.

Global Low Volatility Request for Proposal Approval

Mr. Wesner presented an educational report regarding Global Low Volatility (“GLV”) Management Services.Based on this report and at the recommendation of Staff and the Investment Consultant, Trustee Johnsonmade a motion to advertise an RFP for GLV Services. Seconded by Trustee Soni.

PBS Update

Ms. Nikki Rials, Contribution Accounting Supervisor, answered questions from the Board regarding thecurrent operations and an update on the development by Novitas of the Fund’s Pension Benefit System.

IT Risk Assessment Presentation

On a motion made by Trustee Johnson, the Board moved into closed session at 9:20 a.m. in accordancewith ILCS 120-2c (29) to discuss the Fund’s internal computer and technology issues. Seconded by TrusteeThompson.

Auditor RFP

Based on recommendation of Ms. Shelby, Fund Comptroller, Trustee Thompson made a motion to approveand advertise the Request for Proposal for an Auditor. Seconded by Trustee Johnson.

Fiduciary Insurance Presentation

Mr. Craig Goesel and Mr. Clayton Casale of Alliant/Mesirow Insurance Services presented to the Board theFiduciary Liability Insurance Coverage Summary. Following the presentation and on the advice of FundCounsel, Trustee Johnson made a motion to review the fiduciary liability policy and to maintain currentpolicy coverage. Seconded by Trustee Thompson.

2019 Trustee Election

Based on the information provided by staff, Trustee Thompson made a motion to approve the 2019 Rulesof Election. Seconded by Trustee Conyears-Ervin.

Based on Legal recommendation and evidence from the city, as the employer, that Member 50237 meetsthe city independent contractor guidelines, Trustee Thompson made a motion to approve the return to workfor Member 50237. Seconded by Trustee Johnson.

Trustee Conyears-Ervin made a motion to approve travel for Steve Yoon, Fund’s Investment Officer, toattend the Association of Asian American Investment Managers. Seconded by Trustee Johnson.

Rescheduling of Investment Meeting

Ms. Ruffolo requested the rescheduling of the September 12, 2019, Investment Meeting as there were nosubstantive issues to be discussed and reschedule it to a later date.

Stautory Health Insurance Premium Update

Ms. Ruffolo updated the Board on the mailings that have been sent out regarding the 2019 HealthInsurance Premium Subsidies.

Ms. Ruffolo updated the Board on all requests made under the Illinois Freedom of Information Act.
