Agreement Provisions

d. Make or cause to be made such traffic studies and counts and special intersection studies as may be required to

furnish sufficient data for the design of the proposed improvement. e. Prepare Army Corps of Engineers Permit, Division of Water Resources Permit, Bridge waterway sketch and/or

Channel Change sketch, Utility plan and locations and Railroad Crossing work agreements. f. Prepare Preliminary Bridge Design and Hydraulic Report, (including economic analysis of bridge or culvert

types) and high water effects on roadway overflows and bridge approaches. Note Four copies to be submitted to the Regional Engineer

g. Make complete general and detailed plans, special provisions, proposals and estimates of cost and furnish the LA with five (5) copies of the plans, special provisions, proposals and estimates. Additional copies of any or all documents, if required shall be furnished to the LA by the ENGINEER at his actual cost for reproduction.

h. Furnish the LA with survey and drafts in quadruplicate of all necessary right-of-way dedications, construction

easements and borrow pit and channel change agreements including prints of the corresponding plats and staking as required.

i. Assist the LA in the receipt and evaluation of proposals and the awarding of the construction contract. j. Furnish or cause to be furnished: (1) Proportioning and testing of concrete mixtures in accordance with the “Manual of Instructions for

Concrete Proportioning and Testing” issued by the Bureau of Materials and Physical Research, of the DEPARTMENT and promptly submit reports on forms prepared by said Bureau.

(2) Proportioning and testing of bituminous mixtures (including extracting test) in accordance with the “Manual of Instructions for Bituminous Proportioning and Testing” issued by the Bureau of Materials and Physical Research, of the DEPARTMENT, and promptly submit reports on forms prepared by said Bureau.

(3) All compaction tests as required by the specifications and report promptly the same on forms prepared by the Bureau of Materials and Physical Research.

(4) Quality and sieve analyses on local aggregates to see that they comply with the specifications contained in the contract.

(5) Inspection of all materials when inspection is not provided at the sources by the Bureau of Materials and Physical Research, of the DEPARTMENT and submit inspection reports to the LA and the DEPARTMENT in accordance with the policies of the said DEPARTMENT.

k. Furnish or cause to be furnished (1) A resident engineer, inspectors and other technical personnel to perform the following work: (The

number of such inspectors and other technical personnel required shall be subject to the approval of the LA.)

Continuous observation of the work and the contractor’s operations for compliance with the plans and specifications as construction proceeds, but the ENGINEER does not guarantee the performance of the contract by the contractor. Establishment and setting of lines and grades. Maintain a daily record of the contractor’s activities throughout construction including sufficient information to permit verification of the nature and cost of changes in plans and authorized extra work. Supervision of inspectors, proportioning engineers and other technical personnel and the taking and submitting of material samples. Revision of contract drawings to reflect as built conditions. Preparation and submission to the LA in the required form and number of copies, all partial and final payment estimates, change orders, records and reports required by the LA and the DEPARTMENT.

2. That all reports, plans, plats and special provisions to be furnished by the ENGINEER pursuant to this agreement will be

in accordance with the current standard specifications and policies of the DEPARTMENT, it being understood that all such reports, plats, plans and drafts shall before being finally accepted, be subject to approval by the LA and the said DEPARTMENT.

3. To attend conferences at any reasonable time when requested to do so by the LA or representatives of the DEPARTMENT.

4. In the event plans, surveys or construction staking are found to be in error during the construction of the SECTION and revisions of the plans or survey or construction staking corrections are necessary, the ENGINEER agrees that he will perform such work without expense to the LA, even though final payment has been received by him. He shall give immediate attention to these changes so there will be a minimum delay to the contractor.

5. The basic survey notes and sketches, charts, computations and other data prepared or obtained by the ENGINEER pursuant to this agreement will be made available upon request to the LA or the DEPARTMENT without cost and without restriction or limitations as to their use.

6. To make such changes in working plans, including all necessary preliminary surveys and investigations, as may be required after the award of the construction contract and during the construction of the improvement.

7. That all plans and other documents furnished by the ENGINEER pursuant to the AGREEMENT will be endorsed by him

and will show his professional seal where such is required by law. 8. To submit, upon request by the LA or the DEPARTMENT a list of the personnel and the equipment he/she proposes to

use in fulfilling the requirements of this AGREEMENT. The LA Agrees, 1. To pay the Engineer as compensation for all services performed as stipulated in paragraphs 1a, 1g, 1i, 2, 3, 5 and 6 in

accordance with one of the following methods indicated by a check mark: a A sum of money equal to percent of the awarded contract cost of the proposed improvement as approved by the DEPARTMENT. b. A sum of money equal to the percentage of the awarded contract cost for the proposed improvement as

rates stipulated below for personnel assigned to this SECTION as payment in full to the ENGINEER for the actual time spent in providing these services the hourly rates to include profit, overhead, readiness to serve, insurance, social security and retirement deductions. Traveling and other out-of-pocket expenses will be reimbursed to the ENGINEER at his actual cost. Subject to the approval of the LA, the ENGINEER may sublet all or part of the services provided under paragraphs 1b, 1c, 1d, 1e, 1f, 1j and 1k of THE ENGINEER AGREES. If the ENGINEER sublets all or a part of this work, the LA will pay the cost to the ENGINEER plus a five (5) percent service charge. “Cost to ENGINEER” to be verified by furnishing the LA and the DEPARTMENT copies of invoices from the party doing the work. The classifications of the employees used in the work should be consistent with the employee classifications for the services performed. If the personnel of the firm including the Principal Engineer perform routine services that should normally be performed by lesser-salaried personnel, the wage rate billed for such services shall be commensurate with the work performed.

In event the services of the ENGINEER extend beyond 1/1/2017 , the hourly rates will be adjusted yearly by addendum to this AGREEMENT to compensate for increases or decreases in the salary structure of the ENGINEER that are in effect at that time.

3. That payments due the ENGINEER for services rendered pursuant to this AGREEMENT will be made as soon as

practicable after the services have been performed, in accordance with the following schedule: a. Upon completion of detailed plans, special provisions, proposals and estimate of cost - being the work required by

paragraphs 1a through 1g under THE ENGINEER AGREES - to the satisfaction of the LA and their approval by the DEPARTMENT, 90 percent of the total fee based on the above fee schedule and the approved estimate of cost.

b. Upon award of the contract for the improvement by the LA and its approval by the DEPARTMENT, 100 percent of the total fee (excluding any fees paragraphs 1j and 1k of the ENGINEER AGREES), based on the above fee schedule and the awarded contract cost, less any previous payment.

c. Upon completion of the construction of the improvement, 90 percent of the fee due for services stipulated in paragraphs 1j and 1k.

d. Upon completion of all final reports required by the LA and the DEPARTMENT and acceptance of the improvement by the DEPARTMENT, 100 percent of the total fees due under this AGREEMENT, less any amounts previously paid.

By mutual agreement, partial payments, not to exceed 90 percent of the amount earned, may be made from time to time

as the work progresses. 4. That should the improvements be abandoned at any time after the ENGINEER has performed any part of the services

provided for in paragraphs 1a and 1g, and prior to the completion of such services the LA shall reimburse the ENGINEER

for his actual costs plus NA percent incurred up to the time he is notified in writing of such abandonment “actual cost” being defined as material costs plus actual payrolls, insurance, social security and retirement deductions.

Traveling and other out-of-pocket expenses will be reimbursed to the ENGINEER at his actual cost. 5. That should the LA require changes in any of the detailed plans, specifications or estimates (except for those required

pursuant to paragraph 4 of THE ENGINEER AGREES) after they have been approved by the DEPARTMENT, the LA will pay the ENGINEER for such changes on the basis of actual cost plus NA percent to cover profit, overhead and readiness to serve - “actual cost” being defined as in paragraph 4 above. It is understood that “changes” as used in

this paragraph shall in no way relieve the ENGINEER of his responsibility to prepare a complete and adequate set of plans.

6. That should the LA extend completion of the improvement beyond the time limit given in the contract, the LA will pay the

ENGINEER, in addition to the fees provided herein, his actual cost incurred beyond such time limit - “actual cost” being defined as in paragraph 4 above.

It is Mutually Agreed, 1. That any difference between the ENGINEER and the LA concerning the interpretation of the provisions of this

AGREEMENT shall be referred to a committee of disinterested parties consisting of one member appointed by the ENGINEER one member appointed by the LA and a third member appointed by the two other members for disposition and that the committee’s decision shall be final.

2. This AGREEMENT may be terminated by the LA upon giving notice in writing to the ENGINEER at his last known post

office address. Upon such termination, the ENGINEER shall cause to be delivered to the LA all drawings, specifications, partial and completed estimates and data if any from traffic studies and soil survey and subsurface investigations with the understanding that all such material becomes the property of the LA. The ENGINEER shall be paid for any services completed and any services partially completed in accordance with Section 4 of THE LA AGREES.

3. That if the contract for construction has not been awarded one year after the acceptance of the plans by the LA and their

approval by the DEPARTMENT, the LA will pay the ENGINEER the balance of the engineering fee due to make 100 percent of the total fees due under the AGREEMENT, based on the estimate of cost as prepared by the ENGINEER and approved by the LA and the DEPARTMENT.

4. That the ENGINEER warrants that he/she has not employed or retained any company or person, other than a bona fide

employee working solely for the ENGINEER, to solicit or secure this contract and that he/she has not paid or agreed to pay any company or person, other than a bona fide employee working solely for the ENGINEER, any fee, commission, percentage, brokerage fee, gifts or any other consideration contingent upon or resulting from the award or making of this contract. For breach or violation of this warranty the LA shall have the right to annul this contract without liability.

SCOPE OF SERIVCES

CONSTRUCTION MATERIALS TESTING SERVICES FOR 2015 16-00453-00-ES

McHenry County

Introduction Phase III engineering services are required to perform the quality assurance responsibilities of hot-mix asphalt (HMA) and/or Portland cement concrete (PCC) construction , pavement preservation processes, and subgrade soils inspection. The project includes Complete Quality Assurance (QA) Testing and QA management in accordance with IDOT’s Standard Specifications for Road and Bridge Construction, IDOT’s QC/QA Program for Mixtures and any appropriate contract special provisions and plan notes or details. Quality Assurance (QA) oversight and Contractor’s Quality Control (QC) by the same Consultant, or one of their Sub-consultants, on the same project or on material coming from the same plant are prohibited. QA manager will work with project RE and the contractor to insure that the proper frequency of testing is accomplished for each individual project. All Laboratory testing will be performed in an IDOT certified laboratory. The Consultant’s work may include plant and on-site inspections, sampling and material testing. The Consultant will carry out quality assurance and management duties as defined in the construction contract and the Consultant agreement. The Consultant shall maintain records and submit documentation of all QC and QA activities required by the construction contract. A working knowledge of IDOT’s MISTIC system is preferred. Laboratory and field personnel assigned to this contract must be QA/QC certified in the areas required. The Consultant must have the ability to review for compliance and performance mix designs and mixture proportioning plant reports prepared by the Contractor. All work will be on an on-call basis and charged according to the attached rate schedule.

Project Approach Inspection & Testing Whether conducting a project under the specifications for QC/QA, PFP, or QCP, it is critical that inspection and testing be performed by qualified staff with a solid understanding of the project. S.T.A.T.E. Testing has proven itself of the course of several construction seasons to have a mastery of the specification and excellent understanding of the County’s expectations and needs.

Prior to commencement of construction for any project, it is important to review the relevant plans and specification to ensure that the proper materials, inspection and enforcement mechanisms can be put in place to make sure the contactor produces a satisfactory roadway.

In order to ensure a smooth transition and continuity of operations, S.T.A.T.E. Testing will utilize, wherever possible, the same staff that are currently serving the County. Careful coordination with McHenry County DOT and the individual project teams will ensure that S.T.A.T.E. Testing is able to optimized coverage avoiding gaps and keeping the budget in check. We understand that while this project will, at times, require 100% of our primary assigned QA manager/technician, this is not a full time, dedicated position. S.T.A.T.E. Testing will assign other duties as necessary to our primary technician(s) and make the staff available as needed. McHenry County work will be top priority for assigned staff and additional resources will be made available as workload demands. We have demonstrated a strong ability to perform in this fashion and will continue if selected to provide services again.

Scheduling Scheduling of all QA activities will be coordinated through Brandy Long of S.T.A.T.E. Testing. In addition to being the primary point of contact for the County, she will also serve as the primary field agent for S.T.A.T.E. Testing. All her activities will be coordinated with S.T.A.T.E. Testing central dispatch to ensure adequate coverage in the event that Ms. Long is made unavailable for any period of time.

Where possible, S.T.A.T.E. Testing will expect to have a schedule for the next day by 4:00 PM the day prior. After hours emergency contact information for both Ms. Long and central dispatch will be provided to all pertinent County personnel to attempt to accommodate last minute schedule additions or cancellations. Where feasible, continuity of staff will be maintained in these situations. If other staff must be assigned, the County will be notified and central dispatch will coordinate transfer of relevant information to the assigned field staff.

When the volume of work exceeds the coverage ability of Ms. Long, additional staff will be assigned as needed. These technicians will be assigned by central dispatch and will coordinate their activities with Ms. Long. She will oversee their work and review their reports for accuracy and continuity with County policy prior to submitting them to the County for review and acceptance.

Timeliness S.T.A.T.E. Testing recognizes the importance of not only accurate, but timely reporting of all test documentation in the construction process. We will work with McHenry County to establish clear reporting procedures and deadlines for all project work. Where 24 hour or 48 documentation turnaround is required, it will be supplied in a rapid, efficient manner. All other paperwork will be provided as quickly as feasible and always within agreed upon deadlines. Much of the paperwork and reporting may eventually transition to electronic formats. S.T.A.T.E. Testing will work with McHenry County to support this transition where desired.

Equipment S.T.A.T.E. Testing maintains a full suite of field gear in order to provide inspection and testing services for a full range of civil applications. It is out policy to maintain field gear in prime condition in order to ensure minimal downtime in the field. Backup equipment is readily available. With the nearby location of our headquarters, replacement equipment for field support is available on-demand for our McHenry County teams.

Given the typical makeup of the McHenry County DOT construction schedule, nuclear density gauges are of particular concern. S.T.A.T.E. Testing currently maintains a fleet of 13 nuclear density gauges. It is standard policy to use a minimum of 2 gauges when performing field correlations in order to ensure that downtime is avoided if a correlated gauge malfunctions or is unavailable during paving. S.T.A.T.E. Testing also maintains a thin-lift nuclear density gauge for use in McHenry County DOT’s thin-lift overlay programs. All density technicians maintain the appropriate safety and testing certifications to operate the required equipment.

Additional equipment such as slump cones, concrete air meters, concrete cylinder molds, ASTM sand patch texture testing kit, static cone penetrometers (SCP) and dynamic cone penetrometers (DCP) are available with ample spares to support any field activities that McHenry County may require. As new devices become desirable for use in the field, S.T.A.T.E. Testing actively explores their use and acquires or outsources them as necessary. If heavy geotechnical borings are required, S.T.A.T.E. Testing will call upon a sub-contractor to perform the work. This addition to the team would be approved by McHenry County prior to start of any work.

The proximity of our East Dundee headquarters to McHenry County makes the transport and testing of any required concrete cylinders a simple and cost-effective process. This facility is equipped to cure specimens and perform all required strength tests. If necessary, testing of beams can be performed in the field to meet specific project requirements.

Where PG grading of asphalt binders may be required, S.T.A.T.E. Testing will send samples out to a qualified laboratory and provide the results, along with our analysis, to the County. Any outsourced lab work will be pre-approved by the County.

Engineering In addition to a large staff of highly qualified, well equipped field and laboratory technicians, S.T.A.T.E. These may be in the areas of forensic investigation of current projects, providing assistance with future project/treatment selection, consultation on new treatment mechanisms, or value engineering. Other prime focus areas for S.T.A.T.E. Testing is working with agencies and contractors on how to complete projects in a high quality, timely fashion when weather conditions or project constraints make it necessary to work outside the bounds of the specifications. We specialized expertise in ensuring that “must-complete” projects meet their schedule without sacrificing life-cycle performance.Sustainability Improvements

S.T.A.T.E. Testing has established itself as the go to source for the implementation of green technology in the road construction industry. With practical research and materials design, combined with comprehensive knowledge of quality management, S.T.A.T.E. Testing has helped bring many of the state’s most innovative, sustainable construction practices from inception to implementation.

McHenry County, with the assistance of S.T.A.T.E. Testing has been able to successfully develop, refine, and maintain its thin-lift overlay program as part of its pavement management practices. When properly applied and constructed, this innovative pavement treatment allows McHenry County to take maximum advantage of the structural life of its highways and provide improved wearing surfaces for far more roadway than traditional mill-and-fill practices would allow.

Our engineering and laboratory staff are at the cutting edge of the industry as the green-technology movement drives us to change the materials and means we use to build roads. The asphalt industry is currently leading the way. S.T.A.T.E. Testing is leading the way to help not only incorporate more recycled materials, but also to ensure that the materials produced are better than the materials we used to make. We believe firmly that the best way to increase the sustainability of our highways is to make them last longer, thereby reducing the amount of materials, money, and pollution required to maintain them in the future.

To this end, we are extensively involved in research to develop performance tests and criteria to evaluate the cracking potential of HMA mixtures. S.T.A.T.E. Testing serves as the lab of reference for low temperature fracture testing for the Chicago DOT, IDOT District 1, O’Hare Modernization Program, and the Illinois Tollway. The Hamburg Wheel test and the Disk-shaped Compact Tension (DCT) test have proven to be effective book-end performance tests for HMA. Using the results of this testing, we are able to help ensure that the push to use more asphalt recovered from recycled sources does not result in brittle HMA mixtures that will deteriorate prematurely. No other firm in Illinois is nearly as involved in this process.

Our ongoing efforts to improve the use and quality of green technology in the road construction industry have yielded a number of significant advancements. This starts with our Owner Jay Behnke, the IRTBA Green Council Chairman, who has worked to implement the following projects:

• In 2013 we developed a high-recycle content local street mix that allowed the City of Chicago to provide a workable HMA to their crews that incorporate warm-mix additive (which helps improve the compaction and hence the durability of the mix) while simultaneously lowering the cost to the city.

• In 2011, S.T.A.T.E. Testing designed and oversaw the placement of the CDOT Michigan Avenue overlay. This SMA mixture was designed with a 45% ABR and used a GTR modified asphalt binder. In spite of the high-traffic, relatively thin-lift thickness, and sub-optimal placement conditions, the project is holding up extremely well. Very little cracking is observed and no rutting. CDOT was ultimately awarded the first ever NAPA Environmental Leadership Award for this project.

We are excited about the work in this area of the industry and proud of the results we have achieved. We feel that it is critical that improvements continue to be made in our industry in further enhance our ability to provide not only financial stewardship, but environmental stewardship of the public trust. Working together with McHenry County DOT, we are confident that we can bring these efforts to bear in a region where we can see the benefits first hand.Organizational Chart

Project Staff Jay Behnke, PE – Owner/Expert Jay Behnke will provide oversight of the contract and ensure that the client expectations are at all times met or exceeded. Where necessary, Mr. Behnke will serve as expert technical support and consultant to the internal staff or the County directly. He is a McHenry County resident and serves as the President of the Riley Consolidated School District 18. He is available to provide emergency on-site support and engineering services as needed. Jay has approximately 30 years of experience in transportation engineering and materials. He has led many innovative efforts over the years to improve the quality and sustainability of construction materials and practices. These efforts have led to significant changes in the design and construction of paving materials, with improved performance and reduced costs as a direct result.

Brandy Long – QA Manager/Technician Ms. Long will serve as the primary contact to McHenry County and also perform principle field inspection/testing duties. She will coordinate all project QA activities and will maintain contact with both McHenry County DOT and S.T.A.T.E. Testing staff to ensure that appropriate coverage and asset utilization are maintained. This will bring quality and value to the project. Where situations call for expert level consultation, she will reach out, through the project engineer to get additional staff involved (with the prior approval of the DOT).

She maintains Level II certifications in both HMA and PCC and has extensive working knowledge of both the McHenry County highway infrastructure and the typical McHenry County contractor pool.

John Lavallee, PE – Project Manager Senior Project Engineer/Expert Mr. Lavallee will serve as the primary project engineer and project manager. He will attend all project kickoff meetings and be available as needed for project review and consultation. He has at his disposal the full technical resources of the company. With over 15 years of experience as the QC manager at a McHenry County contactor, he has a unique insight into the local construction process. Mr. Lavallee lives in McHenry County, residing in Harvard, and is very familiar the highway infrastructure network. He will be available to perform site visits and inspect the work at various locations as part of his normal routine without the need for significant travel. This will serve as both additional coverage and an internal check to ensure quality service and maximum value to the County.

Gilberto Bermundo, PE – Senior Engineer/Expert As the Geotechnical Lead for the project, Mr. Bermundo will serve as a central knowledge base for reference and expertise when subsurface work is required for a project. He has extensive work experience in the subgrade construction and stabilization or highway pavements and right of ways. His work in recent years has included significant soil modification (cement and lime) work and mechanical stabilization through the use of geotextiles and grids. He has also been involved in the use of mechanically stabilized embankment. He has been involved in our McHenry County DOT work for the last six years and will provide excellent project continuity going forward.

Greg Rohlf – Senior PCC Technician Mr. Rohlf serves as the lead PCC technician for S.T.A.T.E. Testing. He is available to provide technical support as needed in the field and will lead any required bridge deck replacement or overlay work. He has extensive expertise in the design and placement of advanced concrete technologies such as high-performance concrete, ultra-high speed concrete, and latex-modified concrete overlays. He was responsible for the materials oversight on the Wacker Drive reconstruction in Chicago and has overseen a large number of deck pours and overlays for the Illinois Tollway.

Matt Galloy – Senior HMA Technician Matt Galloy serves as the lead technician for S.T.A.T.E. Testing’s HMA testing program. He is the primary lab technician for HMA/SMA design and verification. He is available to the project team as technical support in the field to provide expert work in sustainable/durable mix design.

Joe Pitlik, PE – Senior Engineer/Expert Mr. Pitlik has 15 years of experience in the transportation industry. He has an extensive background in pavement investigations, construction, non-destructive testing, design, and pavement management. He was actively involved in the development of the McHenry County Pavement Management System and pavement ratings. He was a primary instructor for the IDOT PFP/QCP statewide RE training. Mr. Pitlik has extensive experience in pavement texture/friction measurement. He has also performed extensive work in the design and construction of chip-seal roadways.

Hal Wakefield, PE – Senior Engineer/Expert Hal Wakefield had a distinguished 40 year career with the FHWA prior to joining S.T.A.T.E. Testing. As a federal engineer he was instrumental in the federal oversight and guidance provided to IDOT and the industry at large. He was instrumental in the push to improve the overall quality of the roads we build and the means by which we manage the projects. Since joining S.T.A.T.E. Testing, Mr. Wakefield has

served as a liaison to IDOT’s central bureaus and was responsible to developing and implementing IDOT’s training program for Pay For Performance and Quality Control for Performance (PFP/QCP).

Stephanie Drain, PE - S. Drain Engineering, LLC - Technical Expert Ms. Drain is the founder and principal engineer for S. Drain Engineering, a certified DBE Engineering Firm. Through her many years of experience in the transportation industry, she has gained a wide range of expertise in the design and construction of roads. She has become one of the states most recognized experts in the use of in place reclamations and rehabilitations. Her focus on sustainable, cost-effective treatments has led her to be sought after not only for the design and oversight of such projects, but as an expert trainer as well. As a S.T.A.T.E. Testing alumnus and friend of the firm, she has an excellent report with our staff. If needed for work on the McHenry County projects she will be a welcome addition to the team.

Laboratory Facilities/Qualifications S.T.A.T.E TESTING LLC is completely equipped to test asphalt mixtures and concrete for compliance with AASHTO, ASTM, Federal, State and industry specifications.

Bituminous mixture designs by the Marshall and Superpave Gyratory methods are provided to conform to the applicable specifications of government or industry, the laboratory also provides concrete mix designs to meet IDOT and other specifications.

S.T.A.T.E. Testing does routine testing of bituminous mixtures including moisture content, extraction of the bitumen, gradation of the extracted aggregate, and re-compaction for the Marshall Test. The Hamburg wheel and Disk shaped compact tension test (DCT) are also ran by the laboratory.

S.T.A.T.E Testing performs quality testing of aggregate including gradations, fine and coarse aggregate gravities, sand equivalency, sodium sulfate, Los Angeles abrasion, and other aggregate services. WE are an Illinois Department of Transportation certified laboratory for setting up and maintaining Aggregate Control Systems for producers.

S.T.A.T.E. Testing also specializes in bituminous asphalt plant and concrete plant inspections and provides services to perform Quality Control or Quality Assurance testing for various contractors, associations and state agencies. In the field S.T.A.T.E. testing has the capabilities to do nuclear density testing, including thin-lift density measurement.

The East Dundee facility is fully equipped and staffed to provide proportioning and testing of both bituminous and concrete mixtures. We maintain relevant certifications for both IDOT and AMRL. Additional services, such as soil testing are also certified and available.

Field equipment is available to in-situ testing and exploration of materials in the public right-of-way. Crews can be setup to provide full depth pavement coring, regardless of the pavement type or depth. Sampling and testing of base and subbase materials can be provide through the use of in-situ testing or sampling for further lab testing.

The primary lab in East Dundee also provides a local base of operations for the storage and maintenance of field equipment. Field staff are provided with office space to facilitate the timely, accurate, and clear reporting of all required documentation. Support staff is available to assist with paperwork processing and all other needs. Meeting space is also available for internal or off-site client meetings/training.
