5.1 Delegation - VIHA Rehabilation Wellness Proposal

The Committee listened to a presentation by Dr. Rimmer and Val Nicol (both

representing the Cowichan Valley Division of Family Practice) and Tara Pollock

(representing Vancouver Island Health Authority) proposing a community

partnership to create a multi-disciplinary health care facility in the south end.

Noting their desire to centrally locate the facility, they expressed an interest in a

portion of the former Aquannis Centre. A Request for Proposals will be issued in

the near future.

Recommendation:

that Council direct staff to submit a proposal to create a Multi-Disciplinary Health

Care Centre at the former Aquannis Centre as a partnership between the

Vancouver Island Health Authority, the Cowichan Valley Division of Family

Practice, the City of Duncan and the Municipality of North Cowichan, if a request

for proposals is issued.

5.2 School District No. 79 - Member Withdrawal

A letter dated July 16, 2012 was received from Mike McKay, Official Trustee,

Cowichan Valley School District, stating that School District No. 79 would not

have representation on the Parks and Recreation Committee, but a

representative would be available to attend on an as-needed basis.

5.3 Youth for Community Report

The Committee received a report itemizing the successes of the Youth for

Community summer program.

5.4 BC Games Book

The BC Games Book was circulated to Committee members for review.

Fuller Lake Disc Golf Course Proposal

Presentation Overview

Over the past decade Disc Golf groups have approached the North Cowichan Parks and Recreation Department as well the Cowichan Valley Regional District Parks and Trails Division in hopes of finding an opportunity to develop a public disc golf course somewhere in the Cowichan Valley. Until now no sites have presented themselves as ideal locales for accommodating a public disc golf course.

Staff from the Municipality of North Cowichan and the Cowichan Valley Regional District discussed the opportunities and benefits in developing a recreation opportunity that attracts people from not only our region, but from all over the Province and beyond. The course would need 20-25 acres depending on forest type and terrain and a financial investment of approximately $ 25,000. Annual upkeep and maintenance would be very minimal as the infrastructure of targets and tee off areas consist of galvanized steel and concrete. Most courses have a large volunteer base that are involved in clean up and vegetation maintenance. As a recreation activity that requires only the investment of a frisbee to be involved, the sport attracts a wide range of users. School groups, recreation programs, and families can easily take advantage of a disc golf course with very low cost.

The lands included in the proposal include North Cowichan Park and Forestry lands adjacent to the Fuller Lake Arena. Currently the lands are used by dog walkers and other pedestrians utilizing the access roads and small trail system. The lands consist of mixed forest types and maturity as well as extensive invasive species encroachment. The lands also experience high volumes of dumping due to its low use and relative isolated location. Higher use in this area will reduce dumping and create a safer site.

The development of a disc golf course in this location will utilize the recreation hub that already exists at the Fuller Lake Recreation Centre. The proposed course is a championship level 18 holes that will have alternate tee off locations to accommodate different levels of skill. The course will utilize the lands but will minimize impacts to the native vegetation and habitat. Invasive species will be removed and pedestrian trail use will remain.

Partnerships and funding opportunities are supported as the disc golf course will ultimately be utilized by people from the entire region. A partnership with local governments and local clubs will create an inclusive support system for the development and long-term sustainability of this recreation destination.

Backqround:

At the September 13th,2012, lsland Savings Centre Commission meeting, a delegation fromMr. Keith Williams discussed the issue of smoking on the lsland Savings Centre property.

The Commission had previously discussed the issue at the meeting of March 24,2011, and theconsensus was to remain with the provincial standard, of 3 meters from openings.

Commission has now directed staff to research the policies of other recreation facilities andreport back to the Commission on the findings.

Alana Plunet on behalf of the lsland Savings Centre obtained information from a number ofother recreation facilities, as well as Vancouver lsland University. The survey is attached.

Subject Duncan’s X-treme Skate Park

Purpose

The purpose of this report is to provide information and background on the existing X-treme Skate Park located adjacent to the Cowichan Aquatic Centre, and a review of a possible expansion of this skate park.

Background

Councillor John Koury requested that the X-treme Skate Park be placed on the Parks & Recreation Advisory Committee agenda to discuss the following:

inclusion of a possible expansion of the skate park in the five-year capital plan,

sources of revenue (public, private, grants or combination) and timing,

comments from staff and the RCMP on security issues such as theft and use of marijuana cigarettes and alcohol

Discussion

The X-treme Skate park opened in 1997 at a cost of approximately $127,500. It was designed and constructed based on budgeted funds and $18,000 in funding raised by the community. The park design was primarily for skateboard use. The size of the park was limited to a size of 70 ft. x 105 ft. to ensure it remained within the allocated project budget. The skate park is still functional and is currently used by more bikers than skaters. The park is well-used but requires very little maintenance other than general garbage clean up. A proposed expansion initiative by the users has been limited. New skate park designs are quite different today and users would welcome an addition and upgrade to the existing park. Through the Cowichan Place design planning process, an area was allocated for future expansion for the skate park (site map attached). The area allocated is currently used for overflow parking for the Aquatic and Island Savings Centres. It was anticipated that once the new Cowichan High School construction was underway, this area could include an expansion of the existing skate park.

The skate park has had various issues over the last 15 years, which include, but are not limited to, graffiti, vandalism, bullying, theft and cigarette, drug and alcohol issues. These issues have been dealt with by different means which include Youth Outreach, RCMP enforcement/patrols, lighting, fencing, cameras and social services. The RCMP has provided the Municipality with statistics for calls for service to the park for the last calendar year. In total there were 14 files dealing with threats, theft, mischief, intoxication and traffic-related complaints. The RCMP believes that these types and numbers of complaints are minor and not indicative of any chronic problems. This park is designated as a non-smoking park, but the RCMP does not enforce tobacco use or misuse.

Options

North Cowichan and the City of Duncan identified and allocated an area for future expansion of the X-treme Skate park. This was contingent on Cowichan High School moving and developing parking on its new property which would subsequently alleviate the need for overflow parking near the skate park. An addition that would positively impact the use of the skate park would cost a minimum of $200,000. Skate parks are included within the five-year capital plan for Chemainus and Crofton. Provincial, Federal and Foundation grants have been successfully attained by other local governments for the purpose of designing and/or constructing a skate park. North Cowichan has been successful with obtaining grants for parks and recreation projects that are planned, designed and ready for construction. Grants are usually matching funds or less than 50% of total costs. Other contributions include business contributions, naming rights and advertising which can be exchanged for funding.

Subject Proposed Community Temporary Art Display Policy - Cowichan Aquatic Centre

Purpose To recommend and implement a policy which provides the North Cowichan Parks and Recreation Director, or their designate, the ability to approve temporary displays of community art in the lobby of the Cowichan Aquatic Centre.

Background The Cowichan Aquatic Centre was designed and built with a large foyer. This foyer was intended by design to be a community living room. This living room is a place where people come together to meet and socialize. Our foyer is currently home to a variety of important symbols that reflect our community. From time to time we receive requests to display items that have been created by the community and have a strong community connection. This policy would provide North Cowichan the ability to display local art for up to a period of 30 days. The display must conform to local fire code and not create any type of hazard to the public, staff, or facility.

Recommendation That the Parks and Recreation Advisory Committee make a recommendation to Council to permit the Director of Parks and Recreation, or their designate, to authorize local non-profit groups and/or associations a maximum 30 day viewing period for their not for sale art displays.

Purpose To review and recommend adjustments of fees and the implementation of new fees assessed on facility admissions for the Cowichan Aquatic Centre.

Background The fee structure for the Cowichan Aquatic Centre has remained relatively unchanged since it opened its doors to the public in September 2008. Staff recommends additional pass and membership fees based upon comments at the front desk, membership marketing initiatives and by correcting omissions in the existing Fees Bylaw.
