Program History TheMasterofUrbanandRegionalPlanning(MURP)programatUCIrvinewelcomeditsfoundingclassin1992,andsincethattimeithasemergedasoneofthetopprofessionalplanningprogramsintheUnitedStates.Ithasconferreddegreestoover620graduateswhoprovideleadershipintheprivate,public,andnon-profitsectors.Graduatesworkwithinandacrossdiversesubfieldsofplanningincludinglanduse,housing,transportation,environmental,andeconomicdevelopmentplanning.Theprogram'shistorycanbedividedintofourphases:aformativeperiod,aperiodofrapidexpansion,aperiodofmaturationandconsolidation,andaperiodofexpandedprofessionalengagementandinclusiveexcellence.
FormativePeriod(1992-1999).Theprogramevolvedfroma“concentration”intoaformaldepartment,producingitsfirstcohortofMURPgraduatesin1994.TheprogramwasfirstaccreditedbythePlanningAccreditationBoard(PAB)in1998andbecameeligibleforcampusfundingofMURPfellowshipsupport.
RapidExpansion(2000-2006).Inresponsebothtointernalprogrammaticneedsforcriticalmassandtostrongexternalcampuspressuresforgrowthingraduateenrollment,theMURPprogramdoubleditsenrollmentandincreaseditsfacultysize(15FTE).Excellentfacultyrecruitmentcontributedtoa“TopFive”nationalranking(JPER)inplanningscholarship.
Maturation(2007-2016).Schoolre-organizationandsignificantstate-precipitatedbudgetcutsearlyinthisperiodresultedingreaterprogramefficiencyandtransparency.ThisincludedinitiationofannualfacultystrategicplanningretreatsanddevelopmentofaMURPvision,missionstatement,goals,andobjectivesbasedonabroadlyinclusiveconsultativeprocess.Ninenewfacultymemberswerehiredwhiletenfacultymembersseparatedfromthedepartment(threeofthesetoemeritusstatus).In2012,MURPcelebratedits20th
anniversarywiththeHonorableHenryCisnerosaskeynotespeaker.Ina2012
surveyofover370planningeducatorsfromacrossthecountry,UCIrvine’sMURPwasratedthesecondbestMasterofUrbanandRegionalplanningprograminNorthAmerica(Source:Planetizen,2012).In2014,theMURPprogramwasgranteda7-yearaccreditationperiodbyPAB,citingan“exemplaryrecord.”
ProfessionalEngagementandInclusiveExcellence(2017-present).InitiationofProfessionalDegreeSupplementalTuition(PDST)in2017tosupportexpandedskills-basedcoursesandprofessionaldevelopmentprogramminglaunchedaperiodofincreasedconnectionswithprofessionalplanningpracticeandincreasedpractitionerengagement.Thiscorrespondedwithexpandedoutreacheffortsandrecruitmentofstudentsfromunderrepresentedracialandethnicgroups.In2019,theprogramwasranked2ndamongaccreditedplanningprogramsinCaliforniaforstudent“minorityrepresentation”(Source:Planetizen,2019).Sevennewfacultymemberswerehiredwhileonefacultymemberretired,resultinginanincreaseddepthofassociateandassistantprofessorranksandsolidifyingfutureprogramleadership.Theprogramstrengthenedcurriculumofferingsinsocialjusticeandenvironmentalplanning,policy,andscience,addedtwoprofessorsofteaching,andincreaseddiversityoffacultycompositionintermsofracial/ethnicoriginandgender.

Key Program Indicators
ProgramSize:TheaveragesizeoftheMURPstudentbodysizewas54forthepreviousfouracademicyears,facilitatingsmallercoursesandgreateraccesstotheprogram’s21full-timeand9adjunctfaculty.
StudentSatisfaction:StudentsgavetheprogramamediangradeofA-whenasked,“Lookingbackoveryourtimeintheprogram,howwelloverallwereyourexpectationsmet?”whichdemonstratesahighlevelofstudentsatisfactionwiththeprogramoverall(2019/2020StudentSurveys).
Curriculum:WhenaskedtogradetheprogramonwhetheritprovidedthemasolidstartonacquiringeachofPAB’s18requiredplanningknowledge,skills,andvalues,themediangradegiventothecurriculumbystudentswasaBorhigherforallelements(2019/2020StudentSurveys).
StudentAwards:Morethan70MURPstudentswererecognizedinthe2014-2020periodbynational,regional,andcampusawards,scholarships,andfellowshipsforacademicachievements.
StudentDiversity:MURPisoneofthemostdiverseplanningprogramsintheU.S.–ranked10thinthenationand2ndinCaliforniaforthelargestpercentageofminorityrepresentation(Planetizen,2019);Studentsfromunderrepresentedgroupsaccountedfor39%ofstudentsinAY2019-20.
GraduateEmployment:Nearlyall(98%)ofrecentgraduates(2014-2019)reportedtheysecuredemploymentwithinoneyearofgraduation(2020AlumniSurvey).
GraduatePlanningFields:Landuseplanning(40%),housing,socialandcommunityplanning(26%),transportationplanning(24%),environmentalplanning(15%),andeconomicdevelopmentplanning(11%)(2020AlumniSurvey).
GraduateSatisfaction:85%ofrecentgraduatesindicatedthattheywere“VerySatisfied”or“SomewhatSatisfied”withhowtheprogrampreparedthemforthefirsttwoyearsoftheircareers(2020AlumniSurvey).
Strategic Plan Development
TherevisedMURPvision,missionstatement,programgoals,andmeasurableoutcomesresultedfromadeliberativeandconsultativeprocessthatwaslaunchedduringthedepartmentretreatinSeptember2019whenfacultyreflectedontheprogram’sstrengths,recentdevelopments,andstrategicareasforrefinementandimprovement.ThefacultyMURPSteeringCommitteeusedthisfeedbackandinsightsfromourself-studyduring2019-2020academicyearaswellasfeedbackfromfaculty,students,alumni,andprofessionalsviasurveysinMay/June2020tofinalizethisrevisedMURPStrategicPlan.
Vision Ourprogrameducatesthenextgenerationofplanningprofessionalstosolvesocietal,economic,andenvironmentalchallengesandbuildajustandsustainablefuture.Weutilizeactiveandproject-basedlearningtoapplyplanningtheorytopracticeandtoactivatedialogueintoaction.Upongraduation,studentshavethecriticalthinking,networking,andanalyticalskillstosucceedinplanningpractice.Ourfaculty,students,andalumnireflectthediversityofsocietyandbecomeeffectiveleadersintheprivate,public,andnon-profitsectors.

Strategic Issues for the Next 5-7 Years BuildingaJustandSustainableFuture.Wewilldrawfromtheprogram’sandfaculty’sexpandingportfolioofresearchandengagementinenvironmentalplanning,policy,andscience,aswellassocial,racial/ethnic,andeconomicjustice,tohelpempowerourstudentsandfacultywiththeskillsandknowledgeneededtobuildajustandsustainablefuture.
CommunityEngagement.Wewillalsoworktoenhancetheprogram’scurriculum,activities,andoutreachtoelevatecommunityengagementasastrategytoconnectwith,serve,andlearnfromthediversecommunitiesintheregion.ManyMURPcoursesalreadyintegrateappliedproject-basedlearning,andtheprogramisfosteringadditionalcommunityengagementinresponsetostudentrequestsandthegrowingdiversityoftheprogram’sstudentbodyandsurroundingcommunities.
DiversityintheProgramandtheProfession.Theprogrammadesubstantialprogressduringthereviewperiodinenhancingracial/ethnicandsocioeconomicdiversityofthestudentbodyandfaculty.Wewillcontinuetodevelopoutreachandrecruitmentstrategies,developcurriculumandprogrammingtorespondtotheevolvingneedsofallstudents,andfostercriticalthinking,analytical,andprofessionalskillsthatgraduatescanuseasprofessionalstoengagewithandplanfordiversecommunities.
ExternalCommunications.Wewillcontinuetoenhanceexternalcommunicationsbyusingonlinemediatoprovideprogramupdates,featurestoriesofstudentandfacultyprofessionalandcommunityengagement,andfosterdialogueabouttheroleofplanninginbuildingamorejustandsustainablefuture.
ProfessionalConnections.Weplantostrengthenconnectionswithalumni,planning,andcommunityorganizationsthroughco-sponsoredevents,professionaldevelopmentandmentorshipactivities,studentandfacultyparticipationinplanningeventsandconferences,andrepresentationonboardsoforganizations.Wewillalsostrengthenandleverageconnectionswithcitiesandplanningorganizationsinourregiontoexpandprofessionalengagementopportunities.
