Professor Jane Doolan

Commissioner, Productivity Commission

Dr Jane Doolan was appointed a part time Commissioner with the Productivity

Commission in December 2016.

Jane has extensive senior leadership experience working in sustainable water

resource and environmental management, providing policy advice to both State

and Commonwealth governments on issues such as water allocation, river

health and catchment management and water sector governance.

Jane has also worked in State government on environmental programs and

policies, participating in intergovernmental policy development and negotiations;

plus the oversight of environmental water projects. Jane has strong relationships

with the academic sector, with a particular focus on integrating state-of-the-art

environmental science with water policy and management.

Previously held positions include Commissioner with the National Water

Commission, Professorial Fellow in Natural Resource Governance at the

University of Canberra and Deputy Secretary for Water in the Victorian

Department of Environment and Primary Industries.

Jane is currently a Director on the Board of the Western Water Authority, and an

Adjunct Professor at the University of Canberra.

Jane has a doctorate in zoology, and a degree in science (honours) from the

University of Melbourne.

At the Productivity Commission, Jane has worked on the National Water Reform

and is currently working on the Murray-Darling Basin Plan: Five-year

assessment.

Will Mooney

Executive Officer, Murray Lower Darling Rivers

Indigenous Nations

Will Mooney is Executive Officer for the Murray Lower Darling Rivers Indigenous

Nations (MLDRIN).

MLDRIN is a representative confederation of First Nations from the Southern

part of the Murray Darling Basin. Since 1998 MLDRIN has been working to

create a united voice for Traditional Owners on waterway management and to

advance First Nations water rights and interests in the Southern Murray Darling

Basin.

Will completed an honours degree in History from the University of Tasmania,

before moving onto work in the successful campaign to extend Tasmania’s

Wilderness World Heritage Area to include key areas of old growth forest.

Since 2012, Will has been working with the River Country Campaign at Friends

of the Earth and - since 2015 - MLDRIN, to pursue practical pathways to

achieving Aboriginal water rights or cultural flows.

Steve Whan

Chief Executive Officer, National Irrigators Council

Steve Whan has been CEO of the NIC since January 2017. He is also a non-

executive Director/Trustee of industry superannuation fund Club Plus (since

2015), where he chairs the Member Experience Committee and is on the

Investment and Remuneration Committees.

Steve was member for Monaro in the NSW Parliament between 2003 and

2011 and member of the NSW Legislative Council from 2011 to 2015. From

2009 to 2011 he was a Minister holding portfolios including (at various times)

Primary Industries, Rural Affairs, Emergency Services, Small Business and,

from 2011 to 2015, Shadow Minister for portfolios including Primary Industries,

Rural Water and Police.

After losing a bid to regain the seat of Monaro, Steve spent a year leading

Tourism advocacy at the Australia Chamber of Commerce and Industry. Steve

has also worked on Sports Policy at the Australian Sports Commission and for

several Federal Ministers. He is active swimming, Mountain Biking, skiing and

growing native plants and is a life member of ACT Water Polo.

Steve has a Bachelor of Arts in Politics and Economics, Graduate Certificate in

Management and is a Graduate of the AICD company directors course.

Principal Consultant, Marchment Hill Consulting

Paul has more than 35 years' experience in the global utility industry. Over the

last 20 years, he has managed and/or delivered management consulting

engagements to numerous water, electricity and gas utilities in Australia, New

Zealand, USA, Canada, Hong Kong, China and Europe. Over this period, Paul

has delivered engagements requiring strategic and pragmatic problem-solving

skills, leadership and stakeholder management capabilities for every major water

utility in Australia.
